W912EK24Q0021 – ILWW Steel Supply – Questions and Answers

1. Q: In reference to above RFQ please request clarification if stainless steel can be quoted for the specified items for consideration.

A: No

2. Q: Will the government push the delivery date to a minimum of 240days?

3. Q: Are coatings required on these components?

4. Q: The Horse Frame Side Rails call for a 250 finish on each side of the “eyes”, A514 Gr. F max thickness is 2 ½” which is the finished thickness of the eyes, this does not leave any machine stock to achieve the 250 finish. Please advise.

A: Both “eyes” shall be Grade E. The connector bar/plate shall be either Grade S, F, or E, so long as, all other requirements are met or exceeded. Grade E enables the 250 finish and both “eyes” to be parallel.

5. Q: What is the AWS weld code and NDE requirements for the CJP welds on the Horse Frame

Side Rails?

A: Welding: The AWS weld code for the Horse Frame Side Rails Components shall be AWS

D1.1/D1.1M:2020 for the CJP weld callouts. 100% Liquid Penetrant Testing of all CJP welds are required to ensure AWS D1.1/D1.1M:2020 acceptance criteria for cyclically loaded nontubular connections. The Contractor must supply all Liquid Penetrant Testing reports and certification of compliance for all Horse Frame Side Rails Components supplied. The purpose of the testing is to ensure welds meet the requirements.

6. Q: Is it possible to get a physical copy of the drawings because some of the dimensions are unreadable?

A: Yes, Offerors may download and print a paper copy from the solicitation. Additionally, drawings have been updated. Also new prints have been loaded

7. Q: The dimensions in drawings 3 are unreadable to the Steel company. They requested a physical copy or can they find those dimensions in the SOW?

A: A: Already answered in previous question. USACE will provide a T-Bolt with nut and a one each Siderail component at the Contractor’s request after award and USACE may elect to have a kickoff meeting with the awardee after award. USACE has a vested interest with our partners and our joint efforts to meet the mission.

8. Q: 2 of the drawings for this requirement are very old and extremely hard to read, is there any chance you could have the drawings re-done so they are in new condition and readable? Will be very hard to work with them in the current condition, and unlikely we could quote on this.

A: Already answered in previous question.

9. Q: Can the due date be extended due to needing cleaner drawings to quote off?

A: SAM.gov updated

10. Q: Can substituting ASTM A514 Grade S for the ASTM A514 Grade F be acceptable? The grade F appears to be obsolete all together and the Grade S seems to have the same yield and tensile strength.

A: See Question and Answer 4.

11. Q: May Grade E be a substitute for Grade F? This will enable the eyelets to be finished as called out and the eyelets to be parallel.

A: See Question and Answer 4.
