If the Government elects to exercise this option, one hundred eighty (180) days will be allotted for the delivery of the second vessel.

SOLICITATION NARRATIVE

Solicitation Narrative is as follows:

All offerors must carefully review the delivery requirement in the request for quote or solicitation. When submitting an offer/bid, please ensure that you can meet the delivery schedule.

On time delivery is very critical. Therefore, offerors must adhere to the delivery requirements indicated in any resultant award. Failure to comply with the contractual delivery schedule, may result in termination of the order or require consideration if the government elects to extend delivery. The Government is not required to extend your delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc., should be considered at the time you are submitting your offer/bid. They are not acceptable excuses for failing to meet the delivery after award.

Ensuring that you can provide quality products that conform to the contract is just as important as meeting the required delivery schedule. Delivery of non-conforming products results in delivery delays and increased costs to the Government.

Please note that if you receive this award, your performance under this contract (including timeliness of deliveries and the quality of supplies/services delivered) will be monitored and recorded by this contracting office. This information may be used to determine a record of past performance for future contract awards. Contractors/offerors that are concerned about their record of past performance may contact this office if they wish to view and discuss their records.

PURCHASE DESCRIPTION

Purchase Description/Technical Specifications

Hydrographic Survey Boat

GENERAL.

A. INTENT: The intent of this specification is to procure one (with option for second) turn-key multi-transducer Hydrographic Surveying System complete with boat, trailer, Depth Sounder Sub-system, GPS Sub-system, Computer Sub-system, retractable hydraulic boom and Hydraulic Sub-system and such other equipment to provide a fully functional hydrographic survey vessel capable of surveying a 25 foot swath. The survey vessel will reside at the District headquarters in Rock Island, Illinois, will be trailered daily, and will be used to conduct Project Condition Surveys, Pre and Post dredging surveys, and other miscellaneous surveys on the Illinois River, Mississippi River, and reservoir projects within the U.S. Army Corps of Engineers (USACE) Rock Island District.

B. GENERAL DESCRIPTION: The Sweep System shall be a complete turn-key, hydrographic multi-channel survey system installed on a 24 to 25.5 foot trailer-able aluminum work boat. The requirements and specifications the vessel must satisfy are included in this scope of work. It shall integrate a depth sounder sub-system, GPS sub-system, and computer sub-system. These three sub-systems are described in their own sections in this document. The sounder and data collection computers shall be housed in two separate units that are easily removed for service or use in other locations. Each shall be mounted on a custom worktable desktop.

C. OPERATION HOURS AND OPERATIONAL AREA: Operational profile is as follows:

1,500 hours per year, 25% time at cruise speed (85% power), 65% time at survey speed (20% power), 5% dockside at idle, and 5% time at max speed (100% power). Maximum duration at max power is 1 hour.

Normal vessel operating day away from the dock is 8 hours.

Vessel operational area is typically in open river conditions from Chicago to LaGrange, Illinois, on the Illinois River and/or Guttenberg, Iowa to Saverton, Missouri on the Mississippi River.

D. PRE-WORK MEETING: Prior to start of construction, a meeting or conference call shall be held between the Corps of Engineers Representative and the winning offeror at their respective manufacturing facility to review the plans and discuss the schedule. This must be scheduled with 10 day of contract Award.

E. CALIBRATION: The contractor shall supply all equipment, tools, and services to calibrate the Hydrographic Survey system for the water conditions in the Rock Island District area of operation. The contractor shall perform initial calibration of the system and sub-systems upon delivery. The government will provide local water access and a site for launching the boat from the trailer.

F. INSPECTIONS: The Corps of Engineers shall make two or more inspections during boat construction. Inspections will be made at the contractor’s manufacturing facility during construction of the vessel and for the sea trials. During the sea trial inspection, the contractor must show that the vessel, system, and sub-systems have met all requirements and the trailer has completed over-the-road operating trials, and all deficiencies, if any, have been corrected.

G. DELIVERY: Delivery is required within one hundred eighty (180) calendar days of award.

The Actual date will be set at time of award.

Deliver the completed boat, survey system, and trailer between the hours of 8:00 AM and 2:00 PM, Monday through Friday (excluding Federal Holidays) to the following location:

Upon delivery and calibration, the Government will make its final inspection for acceptance to ensure the delivered vessel and survey system meets all contract requirements.

2. GENERAL SURVEY SYSTEM OPERATION REQUIREMENTS

A. POWER REQUIREMENT: The entire system shall operate from a 120 VAC and 12 or 24V DC source.

B. OPERATING CONDITIONS: The unit shall be capable of operating in temperature extremes from 32° to 100°F (0° to 40° C) and non-condensing humidity from 5% to 95%.

C. INTERFACING: The GPS sub-system and Depth Sounder Sub-system shall be interfaced to the Computer Sub-system and be fully operational upon delivery to the LeClaire Service Base.

The depth sounder shall output a custom National Marine Electronics Association (NMEA) 0183 string to the Government furnished Hypack™ software which will be installed by the contractor on the contractor furnished computer sub-system.

D. MANUALS: Operation and technical manuals shall be supplied with the unit, a minimum of 2 (two) hard copies and a digital copy.

E. MISCELLANEOUS REQUIREMENTS: The system will be compatible with Hypack™ survey software for which the Government has a fully functioning hard-lock key.

F. CUSTOM VESSEL WORKTABLE/CABINET: The complete turn-key system shall incorporate a custom cabinet/worktable and a helmsman display that houses all systems, computers, operator consoles, keyboards, monitors, and GPS system.

3. DEPTH SOUNDER SUB-SYSTEM REQUIREMENTS.

A. GENERAL: The depth sounder sub-system shall be a PC compatible computer-based system with the following minimum specifications:

1. Minimum processor requirements:

a. 2.00 GHz clock speed

b. 1 MB cache

c. 2 cores

d. 4 threads.

2. 4 GB DDR2 or DDR3 DRAM.

3. Minimum 400 K samples/second A-D card(s).

4. A 160 GB Hard drive or larger.

5. External VGA port.

6. 2 external USB ports.

7. 1 external Ethernet port.

8. 1 external serial port.

9. Most applicable Windows embedded Professional Operating System that includes Microsoft Office 2013 Operating Software.

The Depth Sounder Sub-system shall be able to display a color-coded trace for each channel on a standard external flat panel LCD display. It shall also have an adjustable tracking gate that can continuously track a changing seabed without user input.

B. TRANSDUCER REQUIREMENTS: The Depth Sounder Sub-system shall operate at a frequency of 200 kHz with multiple individual single beam transducers to achieve 100% survey coverage in a 25 foot swath that meets or exceeds International Hydrographic Organization (IHO) and USACE Hydrographic Survey standards as outlined in Engineer Manual (EM) 1110- 2-1003. The beam pattern shall be 10 degrees at the –6db level. The transducers will be of a broadband design creating minimum transducer ring out, allowing depth readings to within 1 foot from the face of the transducer under normal operating conditions.

C. ONE-MAN BALL-CHECK SYSTEM: A one-man ball check system shall be included that mounts in the cabin of the vessel and is easily operated by one man. This thru-hull system shall be designed as to not allow water into the cabin of the vessel. The system shall have a small hand crank winch, a minimum of 100’0” of 1/16”, 7 strand, 19 gauge stainless steel cable which shall be marked with crimped ferrules at 5’0” and 10’0”, and attached with a target ball for calibrating sounders.

D. INTERFACING: The Depth Sounder Sub-system shall output a custom NMEA 0183 string to the government provided “Hypack” software that shall be installed on the Computer Sub-system.

It shall be capable of accepting annotation information from the software package. Interfacing shall be accomplished using a standard 9 pin serial connection.

E. DATA STORAGE AND DISPLAY: The digitized echo signals shall be stored on the internal hard drive for future playback and printing. The Depth Sounder Sub-system shall have at a minimum two external USB connections for use with an external hard drive for the transfer of the data. The depth files shall be capable of being played back on the Depth Sounder Sub-system or transferred to an office environment.

F. TIMING ACCURACY: The Depth Sounder Sub-system shall be based on a crystal controlled clock that shall be stable and accurate. The overall system depth accuracy shall be better than 1% of a depth range +/- 0.1. Absolute accuracy shall be a function of bottom type, bottom slope and transducer beam angle. An echo detection algorithm shall be used to first determine that an echo has adequate echo strength to be digitized and shall then calculate the digitized depth from the leading edge of that same echo signal. This algorithm shall reduce the type of errors that are related to echo signal rise time.

G. SOUNDER SOFTWARE: The main task of the sweep software shall be to sample up to 12 channels of analog information at a rate of 50,000 samples per second for each channel. It shall then calculate the depth for each channel using the same algorithm used by the Depth Sounder.

The sweep software shall also be responsible for recording the raw sounding data to the hard drive, displaying the data to the screen, and responding to user commands.

The user must be able to display the data in a scrolling window that displays each of the transducer depth outputs in a different color, similar to a paper chart. The digitized depth of the reference channel and all of the other channels in use shall be displayed in an information window to the right of the main data window.

The Sweep Software shall be a Windows TM program and the user will interact with it by using pull down menus, dialog boxes and a toolbar. The software must have the following minimum features:

Controls to allow the user to playback recorded data files and to add their own marks into the file.

Controls to allow the user to manually record data files.

Controls to allow the printing of recorded data files.

Dialog boxes to enter or change the following parameters: Tide or gauge, Draft, Speed of

Sound, Blanking and Sounder Units.

Controls to change the sounder’s depth range.

Dialog box to enter different drafts or offsets for each depth channel.

A bottom following gate and controls to change its parameters.

A dialog box that aids in a bar check.

Controls to display the toolbar and status bar.

On-line help.

H. ANNOTATION: The Depth Sounder Sub-system shall be capable of processing events and annotation generated by the data collection software. The system shall also be able to mark manual events.

A depth window around a desired bar check depth must be provided in order to simplify the bar check procedure and minimize false targets when conducting a ball check sound velocity calibration.

I. SENSOR: A sensor shall be included to provide output for compensation of vessel/boom heading, roll, and pitch and shall be fully interfaced into the complete sounder sub-system. The following are the required minimum sensor characteristics:

1. 0.5 degree accuracy with 0.1 degree resolution

2. tilt range of +/- 40 degrees

3. 20 updates per second

4. NMEA (National Marine Electronics Association) standard sentence outputs

5. hard iron calibration routine

6. 6-15 vDC unregulated power supply interface

J. PHYSICAL CHARACTERISTICS:

Desk top shock mounted cabinet.

Display: 2 (two) - 23 inch desktop LCD monitors at the stern survey station to display Hypack and depth soundings. 2 (two) – 17” desktop LCD monitions to display Hypack and 2 (two) – 10” LCD monitors to display depth soundings at the helms station and the bow survey station.

Operating Temperature: 32° to 122°F (0° to 50°C) Storage Temperature: -13°F to 167°F (-25°C to 75°C) Humidity: 0% to 95% RH

K. TRANSCEIVER CHARACTERISTICS:

Transmitter output power: 750watts (RMS) switchable to 150 watts.

Resolution: 0.06’ (1.8cm)-Auto ranging on hardcopy output Pulse length: 0.1 or 0.5 millisecond switchable Minimum Depth: 200 kHz-1.0’ (46cm) below transducer.

L. INTERFACING AND ANNOTATION CHARACTERISTICS

Serial Ports: One port, 110 to 19,200 baud.

USB port - 2 external Ethernet port - 1 external Digital Depth output: Continuous, user-selected interval or requested output using a custom NMEA-0183 data string.

Compatibility: HYPACK or generic 0183 output.

Annotation: Externally generated marks and 8 different annotation fields can be recorded and printed. User generated marks are displayed, recorded and printed.

Data Logging: Logs digitized depth and text files.

M. CONTROLS

Sound Velocity: 4800 ft/sec+25% (1463 m/sec+25%).

Draft: 1’ (0.30m) to 100’ (30m).

Gauge, Tide: Blanking and Bottom Following Gate.

Additional Features: Automatic Gain Control (AGC) and Time Varied Gain (TVG) functions.

4. GPS SUB-SYSTEM

GENERAL: The Global Positioning System (GPS) receiver shall be fully operational and ready for field observation that provides support for positioning using United States Coast Guard (USCG) Beacon DGPS capability and MarineStar capable with heading readings using dual rugged type antennas. Unit, at a minimum, will be upgraded to Real-Time Kinematic (RTK) mode. The receiver receives satellite signals and performs precise 3-dimensional relative

(differential mode) vector measurement and positioning based primarily on carrier phase and integrated Doppler measurements. The receiver shall be equipped with all necessary antennas and cables for a fully functional mobile DGPS/RTK capable system.

ACCURACY: The GPS receiver shall have accuracy of better than 1 meter in real time differential dynamic mode. In RTK mode, the accuracy shall be 10 cm horizontal and 2 cm vertical accuracy.

FREQUENCY AND TRACKING REQUIREMENTS: The GPS receiver shall be capable of tracking the L1 and L2 satellites that is WAAS (Wide Area Augmentation System) capable and Course Acquisition (CA) Code. It shall be capable of measuring carrier phase, Doppler, integrated Doppler and pseudo range (code phase). It shall have the capability to output standard NMEA GPS data strings to an internal RS-232 port and also provide differential GPS data input via Radio Technical Commission for Maritime (RTCM) 104 rel. 2.0. The frequency range in the RTK mode shall be 410-430 MHz.

INTERNAL RECEIVER TESTING: The receiver shall perform self-test and checks to detect electronic malfunctions and/or faulty data collection. The receiver also shall provide notification of failures to the logger software via serial port. The receiver shall perform any needed NON- FACTORY calibrations automatically.

ANTENNAS: The antennas shall be rugged type antennas suitable for marine vessels and the GPS receiver requirements.

MULTIPLE SATELLITE TRACKING: The receiver shall be capable of tracking up to eight (8) satellites simultaneously; each on an independent channel.

FIELD PLANNING: The internal receiver software shall compute the availability and positions of satellites for any given time and terrestrial position using data gathered by the GPS receiver.

Software shall also be available for use in mission planning functions and provide for satellite rise and set time, satellite elevation and azimuth, positional dilution of precision (PDOP), and other pertinent factors.

GPS RECEIVER SOFTWARE: The software provided shall compute the availability and positions of satellites for any given time and terrestrial position using broadcast ephemeris gathered by the GPS receiver. The software shall utilize positional dilution of precision (PDOP) predictions and horizontal dilution of precision (HDOP) predictions in its position solution.

RE-INITIALIZATION: The receiver shall have a fast time to first fix of less than thirty (30) seconds after a power interruption, and a fast re-acquisition time of 3 seconds or less for the loss of satellites due to bridges and other objects that may block the GPS antenna.

DIFFERENTIAL RADIO LINK: The unit shall be provided with a US Coast Guard beacon receiver and data modem interfaced to the GPS sub-system.

An external RTCM input shall be provided for differential corrections obtained using a dedicated reference station when required.

Note: The GPS differential reference station, if other than US Coast Guard beacon, shall have a matching transmitter, receiver, modem, and frequency.

5. COMPUTER SUB-SYSTEM

GENERAL: The computer sub-system shall be a standardized Desktop PC compatible computer with the following minimum specifications:

INTERFACE PORTS: The computer sub-system shall be interfaced to the GPS receiver and depth sounder sub-systems using external serial connections.

DISPLAY AND USER INPUT DEVICES: Both the depth sounder and computer system will have separate color flat panel displays as mentioned in section 3.J. The depth sounder and computer sub-system shall each have its own external keyboard and mouse.

6. TRANSDUCER BOOM SYSTEM

GENERAL: The sweep system shall be capable of collecting survey data in 25-foot wide swaths, using appropriately spaced transducers to achieve 100% coverage of the swath area.

1. The system shall provide complete operator control of all boom and transducer strut positioning by hydraulic/electric controls within easy reach of the vessel operator.

2. Boom material shall be manufactured from 6061 T6 aluminum structural channel.

3. Boom dimensions shall be appropriately sized to collect data in a 25’ swath and retract and remain in a locked position during transportation.

4. Strut material shall be aluminum (drawn rect. Tubing) alco-die T-504 alloy and specs

6061-T6 (WW-T- 700-6).

5. The boom mounted transducers shall be mounted in a molded rubber boot which is connected to the strut material. The boot material shall be vulcanized rubber (tear drop shape) to an aluminum support rod. This design is critical in order to avoid turbulence around the face of the transducer causing false soundings.

POWER REQUIREMENTS: The entire system shall operate from 12V DC source.

MISCELLANEOUS REQUIREMENTS: The retractable hydraulic boom arms shall be stored in recessed wells, on the sides of the vessel, during transportation and when the vessel is not surveying. The operator shall use a four function hydraulic control to operate the booms:

1. Swing the booms horizontally out from their stored positions to the 90-degree operating position.

2. Lower the transducer struts into the water from their stowed position.

3. Adjust the height of the boom.

4. Brake control of boom system.

The boom height (transducer depth) shall be adjusted by one of the controls. Trim depth may change with vessel loading; the operator shall be able to adjust the booms accordingly. The transducers shall be fitted into specially designed and molded rubber housing and in turn, their housings shall attach to individual struts that mount to the booms in a manner that the transducer and strut can be replaced independently from the entire system. These struts shall be attached with spring loaded hinges that will ride across debris with no damage to the system.

All material and cabling used in the boom’s construction shall be manufactured from marine grade 6061-T6 aluminum or 316 stainless steel.

All bearings shall be made from a high pressure, non-corrosive material requiring no maintenance.

7. SURVEY VESSEL

GENERAL: The vessel will be outfitted in a fashion to best house the above sweep survey system and provide an optimal platform for hydrographic surveying. The following detailed characteristics shall be considered minimum requirements for the vessel.

A. HULL: This vessel is to be an aluminum “catamaran” hull type. Plate thicknesses shall be at least 3/16”. The length of the vessel is to be no less than 24 feet and no more than 25.5 feet from bow to transom, excluding propulsion mounting platform. The beam of the vessel is to be 8 feet 6 inches, and the vessel and trailer combination shall not exceed a maximum width of 8 feet 6 inches. The hull depth shall be 48 inches and the vessel’s draft shall not exceed 24 inches when loaded. The “catamaran” hull shall have keel and chine doublers running from the bow and extending at least one third of the length of the vessel. The hull shall have four 10” stainless or aluminum cleats, one located at each corner of the hull mounted on the deck. Two fender cleats shall be located at the center of the vessel on each side. The vessel shall have a heavy duty 3 inch d-shape rubber bumper that goes around the entire periphery of the deck, where the deck and the hull meet. The cabin shall also have roof mounted handrails to facilitate movement of personnel around the cabin of the vessel.

The hull shall have a cabin with interior dimensions of at least 10’ x 7’ with a minimum of 6’ headroom, to accommodate a crew of three (3). The cabin shall have a water tight front door and solid aft cabin bulkhead with water tight door. Recessed wells shall be provided on each side of the hull for storage of the booms when not surveying. After launching the vessel, the operator will be able to use the hydraulic controls to swing the booms out horizontally, lower the struts to their proper operating position, adjust the struts to the proper depth, and use a brake system to keep the booms in place while surveying and when recessed for travelling. The vessel shall have two electric bilge pumps, with automatic switches, sized appropriately for the vessels. The vessels shall also have a manual bilge pump with suction strainer and hose. The vessel shall be equipped with standard USCG approved navigational lighting configuration. The main fuel tank(s) shall have a minimum capacity of 100 gallons of gasoline for the vessel. The tank(s) shall be properly vented as to not allow fumes to build up in the hull or bottom of the vessel. The tanks must have overflow check valves that will prevent any fuel spillage inside the vessel. The fuel tank(s) filler tubes shall be located to allow fueling from either side of vessel from a typical fuel station pump.

The bow of the vessel will be notched to house future HYPR Arm (or similar) deployment apparatus for installation of a multibeam sonar head. Foredeck includes an aluminum notch plate (removable). For planning/solicitation purposes, the approximate weight of the HYPER Arm (or similar device) is 285 lbs. Additionally, a minimum 2-1/4" diameter pipe will be run through the hull(s) to accommodate future installation of multibeam cables.

B. ENGINES: The Contractor shall furnish for propulsion for the vessel twin (2) appropriately sized outboard motors to achieve a maximum top speed of no less than 25 knots fully loaded.

(Fully loaded is considered full of fuel, all equipment including vessel and survey components,, 4 person crew & effects, 150 lbs. of crew supplied cabin tools, parts & misc. gear.) Each motor shall be four stroke with 25 inch shaft and both motors shall be clockwise/right rotation.

Outboard controls, steering mechanism, cables, and all other accessories shall be the responsibility of the contractor.

The contractor shall install the engines and accessories on the vessel, and provide and install all other equipment required to make the engines fully functional for the propulsion of the contracted survey vessel.

The contractor shall exchange the propellers on the outboard motors as delivered, if required, to satisfy the vessel’s speed requirement. The contractor shall provide a second set of identical stainless steel propellers as spares.

The contractor shall retain the services of an outboard authorized service center to inspect and approve the installation as required for full engine warranty.

Outboard controls shall be supplied by the contractor and shall be dual, binnacle type, with integral switches for outboard trim and tilt.

An outboard protection bar shall be provided and installed to protect the outboards while docking and during towing.

C. GENERATORS AND ELECTRICAL: The vessel shall have one stern mounted, air cooled, gasoline powered generator of no less than five (5.0) kilowatts (kW). It shall have its own breaker switch in the main panel to allow for the generator to power the vessel’s main panel. The generator shall be housed in a soundproofed enclosure mounted with shock absorbing mounts, to minimize noise, shock and vibration. The enclosures shall protect the generators from inclement weather, water spray and rain. The enclosure shall allow for easy fueling of the generator set.

Generator power shall route to a single main AC circuit breaker in the cabin. A minimum of 12 double AC receptacles are to be supplied and the layout of AC receptacles for equipment and computers shall be approved by the Contracting Officer. All AC and DC circuit breaker panels, circuit breakers, and cabin receptacles should be located for ease of access by the crew and protected from the weather. All circuit breakers and panels shall be labeled for identification.

Use nonmetallic receptacle boxes and connecting nonmetallic conduit in the cabin.

The vessel shall be equipped with at a minimum 1200 watt inverter for powering electronics.

The vessel shall have a battery charger system to recharge the main engine starting batteries. All DC electrical components shall run through a cabin mounted and labeled DC circuit breaker panel.

The vessel shall be wired using marine grade electrical wiring of appropriate size for the loads to be incurred. All wiring shall be routed neatly using plastic conduits. The wiring shall be run so as the interior paneling of the vessel will not have to be removed to replace or add any wiring.

Vessel shall be equipped with 30 amp shore power connection and appropriate transfer switch.

D. CABIN: The cabin shall be fully enclosed, insulated with foam board and air conditioned, with a watertight rear and front door for ingress and egress. The roof mounted A/C and heating unit shall be sized to provide heating/cooling for 3 personnel and all the survey equipment. The cabin shall be sound proofed and insulated to minimize engine and generator noise. The color for the interior shall be a medium grey. The floor within the cabin shall be of a vinyl non slip type throughout. An appropriately sized and rated microwave and refrigerator shall be installed.

The pilot’s station shall be setup on the starboard side of the vessel, with the forward cabin door located in the center of the vessel. A survey station shall be setup on the port side of the vessel.

The pilot’s console shall consist of all the appropriate engine manufacture’s gages, instrumentation and switchgear, one set for each engine. Label every gauge and switch with a permanent engraved plastic name plate glued or held in place by screws. Gauges shall include tachometers, fuel gauge(s), voltmeters, hour meters, engine alarms and trim gauges. The vessel shall have one roof mounted 7” searchlight with dash remote control located on the console.

The operator station shall have the following devices provided and mounted:

1) One GPS chart plotter - minimum requirements

a. Minimum display dimensions 5” x 4”

b. Internal antenna with external connection

c. Display type: QVGA

d. Power consumption: 15 W max at 13.8 vDC

e. Minimum depth 200’ for sounder

f. Mississippi River and Illinois River maps pre-loaded

2) One Marine VHF radio – minimum requirements

a. Frequency range:

i. Transmitting mode: 156.025-157.425 MHz

ii. Receiving mode: 156.050-163.275 MHz

b. Usable channels in United States.

c. Output power 25W or 1W (at 13.8V DC).

d. Maximum frequency deviation +/- 5.0 kHz

e. Frequency error +/_ 10.0 ppm

f. Hum and noise ratio: more than 40dB

3) Cellular amplifier – minimum requirements

a. Frequency:

i. Band 12/17 700MHz

ii. Band 13 700MHz

iii. Band 5 850MHz

iv. Band 4 1700/2100MHz

v. Band 25/2 1900MHz

b. Max gain: 50dB

c. Impedance: 50 Ohms

4) One In-Dash AM/FM, CD, MP3, USB Receiver with Remote. 4 speaker x 50 watts power rating that as a RMS of 14 watts x 4 channels with an external audio antenna connected to the exterior of the vessel.

5) The steering console shall be of the tilt type for adjusting as necessary.

The cabin shall be equipped with the necessary cabinetry, in addition to the pilot’s console, to house all the survey system components as described above. The cabin shall have two overhead, white, interior lights. The watertight cabin windows shall be of the slide opening type with the capability to be locked closed from the inside. The side cabin windows shall also be tinted as dark as possible (limousine tint). The front windows shall have a single pendulum window wiper with a double blade sweep arm and a tinted roll up type shade. The two front windows shall have a defrost system installed. There shall be a 6 lbs. dry chemical fire extinguisher mounted to the wall by the rear door. A carbon monoxide detector shall be mounted in the cabin. There shall be a bench seat in the rear of the cabin that allows for storage of equipment and supplies. The specific cabin layout design must be pre-approved by Contracting Officer prior to being built.

E. VESSEL TRAILER: A heavy duty (approximately with a 15,000 pound capacity), commercially available (may be from third party), aluminum I-beam, dual axle trailer shall be provided by the contractor for the vessel. The trailer will be tailored to the specifics of the vessel to ensure proper fit and weight distribution as the vessel will be trailered on daily basis. Per Illinois State regulations (IL Statutes 625 ILCS 5/, Illinois Vehicle Code), the combination of vessel and trailer shall not exceed a width of 8 feet 6 inches and a height of 13 feet 6 inches. The trailer shall use torsion axles for suspension. The trailer shall have an appropriately sized hydraulic electric brake system, with braking at all wheels. The trailer shall have stainless steel brakes. It shall also have an appropriately sized electric jack, winch stand and adequately sized manual winch capabilities, mounted on the bow stop and on the trailer frame to hold the vessel in place when being trailered. All trailer lights shall be of the LED submersible kind and shall include multifunction tail lights and side marker lights. The trailer shall have alloy wheels to prevent corrosion. The trailer shall be equipped with side boards in addition to the trailer bunks.

The fenders shall be stainless steel. The trailer shall be equipped with appropriately sized and rated radial tires, including a spare tire. Trailer design must be pre-approved by the Contracting Officer prior to purchase.

F. VESSEL PAINT AND MARKINGS: The vessel shall be painted in a custom Corps of Engineers paint scheme. The numbers in parentheses are reference to color spots in Federal Standard #595, COLORS, in order to achieve the colors desired. The hull shall be painted black (17038), the deck shall be painted Deck Red (10076), the roof and the sides of the cabin shall be painted Old Ivory (17855).

The vessel shall have the following markings:

1. The words “CORPS OF ENGINEERS” shall appear on both sides of the stern below the rubber fender and shall be written in a single line of four (4) inch lettering of white color as appropriate to contrast with the hull.

2. The words “U. S. ARMY” shall appear on both sides of the stern centered above “CORPS OF ENGINEERS” with a two and half (2 ½) inch space between the two lines. The lettering shall be written in a single line of five (5) inch lettering of white color as appropriate to contrast with the hull.

3. The total weight of the vessel, fully outfitted and full of fuel/fluids shall be displayed on a plaque that is permanently mounted and visible on the interior of the vessel.

G. SAFETY ITEMS: The contractor shall furnish the following safety items.

H. TESTING AND TRIALS: Furnish all labor, fuel and transportation to test run vessel at various speeds for at least two hours. All accessories, gauges, pumps, cabin and navigation lights, indicator and warning lights, alarms, etc., shall be operated during the period. The generator and the cabin heating, ventilation and air conditioner system (HVAC) shall be operated for the entire test period. All deficiencies identified will be corrected prior to delivery of the vessel. The Contracting Officer shall be notified of the time and place of the testing at least five

(5) business days in advance such that the Government inspectors have the opportunity to witness the testing.

Prior to delivery from the vessel manufacturer's facility, the contractor shall complete the following tests and trials.

Operational trials - demonstrate the correct operation of all on board systems and machinery components.

Full Load Speed trials - demonstrate the vessel’s top speed.

Trailering - demonstrate launching from trailer into the water, and hauling from the water onto the trailer.

Shore power - demonstrate operation of AC electrical components on shore power.

8. WARRANTIES

The builder shall assign all equipment warranties to the Government. In addition, the builder shall warrant the vessel, trailer, and Hydrographic Survey equipment to be free from manufacturing defects for a period of 1 year from the time of final acceptance.

9. DOCUMENTATION SUBMITTALS

The following documents shall be provided by the builder for the purpose of operating and maintaining the vessel:

1. Arrangement drawings, hull line drawings, hull structural drawings.

2. AC and DC electrical schematics and wiring diagrams.

3. Fuel line schematics.

4. Trailer VIN.

5. Equipment operating manuals.

6. Trial Reports.

7. Warranties.

10. SUSTAINABILITY

EPA Designated (CPG)

Under the Comprehensive Procurement Guidelines (CPG) program, the Environmental Protection Agency (EPA) designates products that are or can be made with recovered materials, and recommends practices for buying these products. Any designated product that is being offered or supplied under this contract shall meet the minimum recommended content levels as identified under the CPG program. Visit http://www.epa.gov/epawaste/conserve/tools/cpg/products for a complete list of designated products and the associated recommended content levels. Offerors must be able to demonstrate that each offered product meets minimum content levels upon request.

Bio-based

The United States Department of Agriculture (USDA) designates certain biobased products for federal procurement and specifies minimum biobased content levels for those products. Any designated product that is being offered or supplied under this contract shall meet USDA

Energy Star

As required in clause 52.223-15 Energy Efficiency in Energy-Consuming Products, the contractor shall only provide products that earn the ENERGY STAR label and meet ENERGY STAR specifications for energy efficiency. EPEAT

The contractor shall exclusively provide EPEAT-registered products under this contract, as applicable. The Contractor is responsible for ensuring products meet the latest EPEAT requirements at the time of delivery. Sustainable Product Reporting

The contractor shall submit a [quarterly/semi-annual/annual] report to the Contracting Officer’s Representative quantifying the number of EPEAT-registered products delivered under this contract (by product type and EPEAT rating). The report shall include data for the current quarter, current fiscal year, and total contract period. A sample matrix for this data is shown below.

The Contractor shall assess the remaining value of purchased equipment at the end of its useful life based on its current value. The Government may return the equipment to the Contractor and use the assessed value to offset the purchase price of a new device.

As part of the proposal, the Contractor shall clearly identify its approach to device end-of-life management. Unless approved by the Government as a management option, electronic assets shall not be disposed of in a landfill or by incineration.

For any equipment removed by the Contractor and scheduled to be refurbished or recycled, the Contractor is required to demonstrate as part of its management plan that those actions will be handled by a refurbisher or recycler that is third-party certified to one of the known electronics recycling certification programs that is used in the United States, the Responsible Recycling Standard (R2) or the E-Stewards Standard.

FEMP

As required in clause 52.223-15 Energy Efficiency in Energy-Consuming Products, the contractor shall only provide products that meet Federal Energy Management Program (FEMP) purchasing specifications for energy efficiency under this contract, as applicable. 11. ANTITERRORISM/OPERATIONS SECURITY REVIEW

The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the Contracting Officer no later than 3 business days after the initial contract award.

**NOTE: To protect the privacy of the Contractor, all Contractor employees, and all sub-contractor employees, background checks, OPSEC SOPs, E-verify, and I-9 forms shall be submitted with a coversheet stating the contract number (e.g. W912EK-17-C-XXXX), title of project, and the company's point of contact information, in a sealed envelope/container and mail:

Security Clause 2(b).

For Access and General Protection Policy and Procedures. All Contractors and sub-contractor employees shall comply with installation and facility access guidelines and rules as stated herein. Contractor workforce must comply with all personal identity verification requirements as directed by Department of Defense, Department of the Army Headquarters, Rock Island District and/or local policy. In addition to the changes otherwise authorized by the Changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in Contractor security matters or processes.

In support of Rock Island District evaluation of personnel authorized for access to federal facilities, the Contractor shall submit background checks that have been conducted by a bonded third party within the last 6 months of Notice to Proceed date and authorize reports to be provided to the Rock Island District Security and Law Enforcement Office by the third party.

The background check will cover, at a minimum, the ten years covering states the employee has lived in, national criminal records check which includes felony and misdemeanor offenses, Department of Motor Vehicles records, and a national sex offender registry check, submitted 14 days prior to accessing the project site.

Identification Badges: The Contractor shall be responsible for furnishing a photo identification badge/card to each employee prior to the employee's work on-site, and for requiring each employee engaged on the work to display identification. At a minimum, the badge shall have the following items shown, the employee’s picture, employee’s name, and company name working for.
