1. Is flushing the fill lines from the tank truck point of delivery to the tank room required for each location?
Government Response: No, the fill/drain lines will not be flushed - see paragraph 3.2.2 in SECTION 48 13
13.20 26.
2. Do the oil storage tanks fill from the top or the bottom?
Government Response: Tanks are typically filled through the top - see reference drawings.
3. Provide the PCB test results (PPM levels) for each of the tanks that tested positive and if possible provide more accurate quantities.
Government Response: PCB test results will be provided in a forthcoming amendment.
4. If the contractor conducts independent PCB testing using a certified third party lab and levels are lower than prior
USACE test results, may the contractor adjust their disposal plan accordingly?
Government Response: The Contractor will be responsible for disposal of oil in accordance with applicable regulations per specification SECTION 01 57 20.00 28 ENVIRONMENTAL PROTECTION.
5. For each dam provide the distance from the closest THREE 480V power drops …
Government Response: Paragraph 3.1 of SECTION 48 12 12.20 26 states “Before starting any work, the
Contractor must examine the reference drawings and perform a site visit to field-verify all details needed for the work…submit for approval…a site visit report for each powerhouse.
6. … Would the contractor be allowed to set up on the turbine deck…?
Government Response: See paragraph 3.1 of SECTION 48 12 12.20 26. Part of a required submittal for approval is the Contractor’s “proposed location of flushing equipment skid….” Depending on the specifics of this submittal the turbine deck would very likely be an approved location.
7. … Please confirm if outside [crane] operators are required ….
Government Response: The Government will operate its own cranes at Lower Granite and Lower
Monumental to load/unload KTR equipment provided that the Contractor request this support 24 hrs in advance and provided that the Contractor properly coordinates this support through the Contracting
Officer. At Little Goose the contractor may be required to provide a crane operator with qualifications to be provided in SECTION 01 35 29.10 28, Paragraph 1.5.1.3 Crane Operators/Riggers in a forthcoming amendment.
8. Please provide length and width of any hatch openings equipment must be lowered through.
Government Response: Access at all sites is sufficient for up to a 6’ x 6’ x 6’ skid, See#5
9. Confirm the pre-work kickoff meeting which is 15 days prior to start will be face to face instead of by telephone.
Will this meeting be in Walla Walla or will each site be visited?
Government Response: Pre-Work meeting will be onsite at each project site, 01 11 01.00 28 Paragraph
1.18.1.
10. Confirm that 24 hour operation, 7 days per week will be authorized.
Government Response: Confirmed, see example in SECTION 48 13 13.20 26 Paragraph 3.1 GENERAL
PROCEDURE AND SEQUENCE OF WORK - Per Each Powerhouse.
11. Is there any restriction in the quantity of diesel fuel for the generator that can be onsite if it is in approved tanks?
Government Response: While there is no limit on the amount of fuel stored onsite, it should not exceed what is expected to be use by more than 10%. It Must comply with proper fuel storage requirements and refueling the tank must be done off site, see forthcoming amendment of SECTION 01 57 20.00 28, Paragraph 3.1.5 Fuel and Lubricants. Must be included in the Environmental Protection Plan, see SECTION 01 57 20.00 28, Paragraph 1.6.
12. … Are there special certifications for [an electrician to make connections and remove them at the end of the project] or [just any] electrician from a licensed company?
Government Response: Electricians making and breaking connections with the power provided by the projects are required to be state certified electricians, see SECTION 01 35 29.10 28, Paragraph 3.4.2
Electrician Qualifications.
13. At LoMo, please confirm the pipe from the header tie-in point at the drainage pumps to the tank room do not need to be flushed.
Government Response: Confirmed, at Lower Monumental and Little Goose the tie-in point is at the flowmeters in the supply and drainage lines. The contractor is expected to remove the flowmeter, make connections to the complete the flushing loop, and cap the other open end to prevent dirt intrusion and oil leakage. When flushing is complete the flowmeters are to be re-installed. See forthcoming amendment of
SECTION 48 13 13.20 26, Paragraph 3.2.2 General.
14. Please list any crew training that will be required other than the USACE on-line HECP course.
Government Response: Contractor is required to complete all applicable specified training including training specified in the following sections:

15. Provide the oil delivery schedule and any known dates when the flushing and tank cleaning can or cannot be done?
Government Response: Tank cleaning and flushing will take priority over oil delivery.
16. Are there any requirements in the USACE schedule that will prohibit the contractor from doing the three flushes sequentially without delay or should the contractor expect gap of time between flushes when equipment and crew would need to demobilize?
Government Response: Pending successful submittals by the Contractor, no delays in work are anticipated between the three project sites.
17. … Please confirm the 8 day flushing duration does not include set up and tear down...
Government Response: Confirmed – 8 day flushing duration does NOT include set up and tear down.
18. How many LOTO days should bidders allow for in their bids?
Government Response: 2 days, see forthcoming amendment to SECTION 01 35 29.10 28, Paragraph 1.6.2.6

19. Should the contractor plan on bringing clean empty oil totes and containment to allow for USACE to top off any turbines during flush operations?
Government Response: Empty totes are NOT required.

4. Can you provide latest oil sample report of NEW and USED lube oil product?
Government Response: PCB test results will be provided in a forthcoming amendment to SECTION 01 11
00.00 26 SUMMARY OF WORK. The winning bidder will be provided with samples of actual in-service oil from each plant as needed to perform compatibility tests at the qualified independent lab per SECTION 48
13 13.20 26.
5. What lube oil product is used at each location, brand? Product name? Manufacture?
Government Response: It is not possible to guarantee exact formulation of turbine oils in service at each plant over decades. New oil yet to be provided is Mobil DTE. These are the reasons for the flushing oil requirements in paragraph 1.6 FLUSHING OIL in SECTION 48 13 13.20 26.
6. Is the product special formulation, if so can you please provide product data sheet?
Government Response: The new Mobil DTE oil is not a special formulation; The product data sheet (PDS) is available from the ExxonMobil website.
7. Is there a test requirement to show removal of all flush oil?
Government Response: Yes, see “Flushing Oil Removal Report – Per Each Powerhouse” submittal in
SECTION 48 13 13.20 26, paragraph 3.2.2 General.
8. Can we use a lower viscosity flush Base Oil with NO ADDITIVES so it will not contaminate system?
Government Response: Yes, as specified in paragraph 1.6 FLUSHING OIL of SECTION 48 13 13.20 26.
9. Is a compatibility lab test required for flushing oil and product being used at each location?
Government Response: Yes, as specified in paragraph 1.6 FLUSHING OIL of SECTION 48 13 13.20 26.
10. Can Contractor invoice partial CLIN items as work is completed?
Government Response: Yes, Contractor may invoice multiple times against Job CLINs as long as the item(s)/work being invoiced has been completed and accepted by the Government. See FAR 52.212-4(i).
11. Can Contractor invoice each completed CLIN separately once each CLIN is completed?
Government Response: Yes, Contractor may invoice each CLIN as the work is completed.

12. Can each location provide lock out tag out of government equipment prior to Contractor arrival onsite?
Government Response: No, our process requires the contractor to be onsite to complete the lock-out tag-out.
13. Will each location have flushing connections with "TEE" fitting and isolation valves to attach oil flushing connections to each Supply line and Return Line, prior to Contractor arrival?
Government Response: Confirmed, at Lower Monumental and Little Goose the tie-in point is at the flowmeters in the supply and return lines. The contractor is expected to remove the flowmeter, make connections to the flushing loop, and cap the other open end to prevent dirt intrusion and oil leakage. When flushing is complete the flowmeters are to be replaced. See forthcoming amendment paragraph 3.2.2 of
SECTION 48 13 13.20 26.
14. Will each location have 100amp 480 electrical service for flushing equipment connection?
Government Response: Per paragraph 3.1 of SECTION 48 13 13.20 26. “Before starting any work, the
Contractor must examine the reference drawings and perform a site visit to field-verify all details needed for the work”. And per paragraph 1.2.3 of SECTION 01 51 00.00 28, “Site-specific details provided here for convenience must be field-verified by the Contractor:
Little Goose has 480 Volt 100 Amp sources available at the upstream powerhouse wall near Unit 3 and Unit 5.
Lower Granite has a 480 Volt 400 Amp disconnect switch on the generator floor under the assembly bay near Unit 1, two 480 Volt 100 Amp pin-and-sleeve connectors upstream of Unit 6, and a spare 100 Amp breaker in the upstream gallery.
Lower Monumental has a 480 Volt 100 Amp source available outdoors near Unit 6, approximately
200 feet away from the location where hoses from the pump skid will be able to connect into the supply and drainage headers.”
15. What is the Government requirement for Tank Cleanliness pass or fail?

SUMMARY OF WORK
PART 1 GENERAL
1.1 GENERAL
This specification outlines the scope of work for the Lubricating Oil System Flushing job for three (3) powerhouses within the Walla Walla District: Little Goose, Lower Granite, and Lower Monumental. The work includes but is not limited to hot oil high velocity flushing of lubrication oil system piping and cleaning various oil tanks.
No flushing will be performed beyond the supply/drain branches from the main headers which supply the hydropower units; units will be isolated from the flushing circuits and continue to operate during flushing. All three powerhouses have 6 main units, with Unit 1 being closest to the oil storage and purification rooms. Pressure in the Government's piping must not exceed 120 psi.
Tank cleaning will require a minimum of two (2) mobilizations to each powerhouse. Some tanks have tested positive for PCBs; all tanks will contain residual oil which must be removed by the Contractor. Tank abbreviations used here include:
- Clean Lubrication Oil (CLO)
- Dirty Lubrication Oil (DLO)
- Clean Transformer Oil (CTO)
- Dirty Transformer oil (DTO)
1.2 WORK COVERED BY CONTRACT DOCUMENTS
The work includes but is not limited to manpower, equipment, all fittings to connect to existing powerhouse piping and to power outlets, and expertise to provide services listed below and incidental related work.
Powerhouse-specific information below is given for estimating purposes only, not for design/submittal purposes. Contractor must field-verify all information necessary to successfully perform the work.
Little Goose Powerhouse:
1. Work will include flushing the main lubrication oil header and the branches to/from each unit.
a. Supply header is 2" copper pipe. Drain header is 2.5" copper pipe, with a reduction to 2" at Unit 3. Headers are approximately 650 feet long. At Unit 6, furthest from the oil storage room, there are valves in the main supply header and the main drain header where hoses could be connected for flushing. To close the main header flushing loop, it will be necessary to install a jumper between two valves in the oil purification room and a jumper from the bottom of the DLO tank to a valve after the lube oil supply pump. flushing loop, it will be necessary to install a jumper between two valves in the oil purification room and a jumper from the bottom of the DLO tank to a valve downstream of the lube oil supply pump.
b. Lube oil supply branches to each Unit are 1.5" diameter.
Drain branches are 2.5" diameter. Distance between main header and most likely valve location for temporary jumpers on the branches is approximately 15 feet for Units 1-3 and approximately 40 feet for Units 4-6. Lube oil supply branches to each Unit are 1.5" diameter. Return branch piping for Units 1-3 is 2.5" diameter. Return branch piping for Units 4-6 is 2" diameter.
c. Units 1-3 supply and return branch piping have flanged flow meters which will need to be removed in order to connect flushing piping. The distance from the headers to these flanges is approximately 15 feet. .
d. Units 4-6 supply and return branch piping have threaded connection points located approximately 40 feet from the headers.
ce. Piping to/from gravity tank will not be flushed.
df . Piping in oil storage and purification rooms, other than as needed to complete the main header flushing loop, will not be flushed.
eg. Little Goose has 480 Volt 100 Amp sources available at the upstream powerhouse wall near Unit 3 and Unit 5.
2. Work will include cleaning tanks.
a. During first mobilization
i. 20,000-gallon CTO tank, prior to flushing.
NOTE: CTO has tested positive for PCBs and contains approximately 1,000 gallons of oil which must be removed by the Contractor.

2. Work will include cleaning tanks.
a. During first mobilization
i. 10,000-gallon CLO tank.
ii. 600-gallon Gravity tank, accessible by 18" manhole.
b. During second mobilization, within 1 year of contract.
i. 10,000-gallon CTO tank.

Lower Monumental Powerhouse:
1. Work will include flushing the main lubrication oil header and the branches to/from each unit.

Headers are approximately 650 feet long with a crossover between headers at Unit 6, the unit furthest from the oil storage room Supply header is 2" copper pipe. Drain header is 2.5" copper pipe. Both headers have flowmeters which the contractor is to remove to allow connection to the headers.
Flowmeters are to be stored in a manner to protect from damage for replacement when flushing is complete. Open pipe ends from flowmeter removal are to be capped to prevent debris intrusion and oil leaks. Piping from flowmeters to oil storage tanks will not be flushed. Headers are approximately 650 feet long with a crossover between headers at Unit 6, the unit furthest from the oil storage room. .
b. Branches from headers to units will not be flushed at Lower Monumental.
c. Piping to/from gravity tank will not be flushed.
d. Piping in oil storage and purification rooms, other than as needed to complete the main header flushing loop, will not be flushed.
e. Lower Monumental has a 480 Volt 100 Amp source available outdoors near Unit 6, approximately 200 feet away from the location where hoses from the pump skid will be able to connect into the supply and drainage headers.
2. Work will include cleaning tanks.
a. During first mobilization

1.3 LOCATION
The work is located at three Walla Walla District Powerhouses: Little Goose, Lower Granite and Lower Monumental. See reference drawings for relevant site details and dimensions.
1.4 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of procedures, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.5 PERFRMANCE REQUIREMENT SUMMARY
The specification’s requirement to completely clean and flush the piping systems specified to ISO 15/13/10 (c) will be verified by the flushing oil cleanliness test log being inspected to ensure testing at least every hour and improvement in flushing oil cleanliness measurement. This will be accomplished by periodic inspection.
The specification’s requirement for sampling process will be accomplished by periodic inspection to verify clean sampling devices are used, 10 minute settling period is followed, and equipment calibration is current.
The specification’s requirement for ISO particle count cleanliness sampling process will be accomplished by witnessing sampling.
Tank cleaning will be verified such that no residual contamination can be detected on clean lint-free white cloths by inspection when tank cleaning is complete.
Other specification requirements will be verified by periodic inspection.
Submittals will be reviewed to verify all requirements have been met.

SUPPLEMENTARY REQUIREMENTS
PART 1 GENERAL
The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS.
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

EM 385-1-1 Safety and Health Requirements Manual
Comply with the current edition and all changes posted on the web as of the effective date of this solicitation.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals having an "I" designation are for information only.
Designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. Submit in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.3 FIELD VERIFICATION OF SITE CONDITIONS
Field verify all elevations, dimensions, and coordinates of existing features indicated on the contract drawings that affect work on this contract.
1.4 DEFINITIONS
a. Qualified Person.
As defined in EM 385-1-1 ; "DEFINITIONS", unless otherwise specified.
b. F.O.B.
An abbreviation for free on board, which means that a vendor or consignor will deliver goods on a railroad car, truck, vessel, or other conveyance without any expense to the purchaser or consignee.
1.5 PROJECT SCHEDULE
a. Furnish a schedule for the complete project within 15 days after receipt of Notice of Award .
b. Provide an electronic copy of the Project Schedule in the original format the schedule was developed in (e.g. .xer, .xls., .mpp, etc.).
Each schedule file shall have a unique name to include the full contract number and data date. Send a copy of the schedule files to the Contracting Officer's Representative (COR) via email or file transfer and upload to RMS.
1.6 REGULAR CLEANUP AND DEBRIS DISPOSAL
With the exception of materials specifically indicated or specified to be salvaged for reuse, or turned over to the Government, all wastes and demolished materials shall become the property of the Contractor and shall be removed from the job site daily in accordance with Federal, State, and local regulations. The Contractor shall furnish waste containers. All small waste containers provided by the contractor shall be emptied daily, large bin containers shall be emptied when full or once a week.
1.7 EQUIPMENT LIST
Furnish a complete list of all equipment to be used on the Project 30 days prior to commencement of on-site work. Submit a revised list in the event of change of equipment. Lists shall include rented equipment as well as lease-purchase or sale-leaseback equipment. The initial list and the revised lists shall indicate dates equipment is assigned to or removed from the Project and adequate identification or description of each item of equipment including manufacturer's name (abbreviated), model number, manufacturer's serial number, year of manufacture, and Contractor's assigned serial or record number.
