QUESTIONS AND ANSWERS

Questions and Answers:

1. The specification lists "26' landing craft with either a twin hull design or V-hull design with a 64" wide bow door." Would you accept a stabilized monohull? If so, can you please modify the specification and provide us with an additional week to put our bid together?

Answer: A stabilized mono-hull is considered in our definition as a v-hull. No modification to specifications will be completed. See forthcoming amendment with extension details.

2. The specification lists: "All surface areas shall be shiny, mill finish, with no grind marks, splatters, or blemishes."

This is a very broad specification, is there any way that you can provide a more detailed specification in this section? I am assuming a "yacht level" finish is not required, and that some level of scratches, blemishes and defects is acceptable. –

Answer: Yacht level is not expected. What is expected is that good shop practices will be used and the boat will be finished in a manner of good workmanship.

3. The specification lists: "At a minimum, submittals shall include manufactures catalog cuts, specification sheets, warranty information and a list of authorized service centers within a 75 mile driving radius of Kahlotus, WA 99335." Is it a hard requirement to have an authorized service center within 75 miles of Kahlotus, WA? We feel this is too restrictive and limits the companies that can respond to this RFP. Can you loosen this restriction or provide us with an additional 2 weeks to secure a service center that meets your requirements? --

Answer: This requirement stays as is. The intent is to ensure that whatever power system is used that a local service center is located within 75 miles of our location.

4. Due to the location of our company, we would need to take exception to the 120 day delivery requirement. We would need 180-240 days due to shipping times. Can you adjust this requirement? --

Answer: The Government need is to have Workboat onsite and fully operational for navlock outage Scheduled in March. Max exception will be NLT 180 day delivery date.

5. Item 3.0 #1 - We have a model that includes an engine bracket - Is the hull length 26' Length Overall including any engine brackets?

Answer: The 26' requirement is the same as the coast guard

6. It is technically considered 26" by the Coast Guard but provides more deck space because the engines are mounted on a bracket. The bracket also provides a platform for stern recovery and ease of engine maintenance. Is that an acceptable and equivalent offer?

Answer: Yes

7. Item 3.0 #10 - Our CVK is 1/4 X 12" instead of 3/8" X 3". I can provide engineering support that it is equally as strong if not stronger (Only Munson uses the 3/8" X 3" CVK). Is that an acceptable and equivalent offer?

Answer: Yes

8. Item 3.1 Hull Package 2.5" drains - If we supply a boat with an engine bracket it eliminates the slop well completely. Is that an acceptable and equivalent offer?

Answer: Yes

9. 3.3 Hull Outfitting - We use a flush square scupper at the stern deck that exits as pipe at the transom. This ensure maximum water egress with minimum water pooling. Is that an acceptable and equivalent offer?

Answer: Yes

10. The bid pack calls for; "Twin 150 HP four-stroke outboard engines shall be installed. Engines shall come with power trim/tilt and stainless steel propellers. The propellers shall be selected for optimized engine performance."

Currently Evinrude offers a 150hp motors in their E-Tec line that are more efficient, have cleaner emissions and have special pricing structure for government owned vessels. They are a direct injection motor, but they are not a 4-stroke as required in the specifications. Would this be a suitable option?

Answer: This motor offer of a 4-stroke is acceptable
