GENERAL ELECTRICAL WORK

PART 1 GENERAL

1.1 SCOPE OF WORK

This section specifies the electrical work required to complete the XJ0 Breaker replacement at Ice Harbor, Lower Monumental, Little Goose and Lower Granite Locks and Dams. The contract work is described as follows:

1.1.1 Ice Harbor Lock and Dam:

a. Provide a new replacement vacuum circuit breaker for XJO, as specified.

b. Provide a pendant mounted, handheld device with the capability to remotely Rack-In/Rack-Out the circuit breaker from a minimum of 50' of clearance.

c. Provide a spare circuit breaker with identical salient characteristics as XJO, as described herein.

d. Perform a Voltage Transient Analysis on the existing XJO system.

Contractor will be allowed two work windows. The initial work window will be for performing the Voltage Transient Analysis. The second work window will be for installation.

e. Provide and install the manufacturers recommended surge capacitors for mitigating transient voltages associated with the XJO vacuum breaker.

Size will be based on the results of the Transient Voltage Analysis.

f. Perform all testing as specified and submit test report for review prior to energizing switchgear.

g. Replace the isolation shutters and the mechanical linkage that operate the shutters for XJO. Provide new isolation shutters which close when the circuit breaker XJO is withdrawn to provide separation from the vertical bus.

h. Replace the two (2) existing 125VDC control breakers located within XJO enclosure. Circuit Breaker N2 is 35A, 125VDC, 3 pole and circuit breaker N3 is 20A, 125VDC, 2pole.

i. Replace all wiring that originates and terminates inside the XJO enclosure. Provide ring terminals for all new conductor terminations.

Wiring shall be as specified. Asbestos wiring is likely present.

1.1.2 Lower Monumental Lock and Dam:

a. Provide a new vertical lift replacement vacuum circuit breaker for XJO1 and a new roll-in replacement vacuum breaker for XJO2, as specified.

b. Provide a pendant mounted, handheld device with the capability to remotely Rack-In/Rack-Out each circuit breaker (XJO1 and XJO2) from a minimum of 50' of clearance.

c. Provide two spare circuit breakers. One with identical salient characteristics as XJO1, and one with identical salient characteristics of XJO2, as described herein.

d. Perform a Voltage Transient Analysis on each of the existing XJO1 and XJO2 systems. Contractor will be allowed two work windows. The initial work window will be for performing the Voltage Transient Analysis. The second work window will be for installation.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that reviews the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

QUALIFICATIONS

1.4 GENERAL REQUIREMENTS

1.4.1 Departures from Drawings

The contract drawings constitute the working drawings for construction and for purchase of required materials, and indicate the extent and general location and arrangement of equipment, conduit, and wiring. The Contractor shall become familiar with all details of the work and verify all dimensions in the field so that the outlets and equipment shall be properly located and readily accessible. If any departures from the contract drawings are deemed necessary by the Contractor, details of such departures and reasons therefor shall be submitted to the Contracting Officer for approval as soon as practicable but not later than 60 days before installation. No such departure shall be made without the prior written approval of the Contracting Officer.

1.4.2 Code

The installation shall be in accordance with the National Electrical Code ( NFPA 70) and National Electrical Safety Code (IEEE C2) except where more stringent requirements are indicated herein or shown on the contract drawings. Omission of details on the drawings or in the specifications shall not be construed as permitting deviations from Code requirements.

1.4.3 Materials and Equipment

Materials and equipment shall be approved based on the manufacturer's published data. All electrical materials shall be new and unused.

Defective equipment or equipment damaged in the course of installation shall be replaced or repaired without cost to the Government in a manner meeting the approval of the Contracting Officer. Insofar as practicable, equipment for the same, similar, or allied service shall be of the same make and type, and when of the same rating it shall be interchangeable.

1.4.4 Standard Products

Unless otherwise indicated, the materials and equipment to be furnished under this specification shall be the standard products of manufacturers regularly engaged in the production of such items and shall be the manufacturer's latest standard marketed design.

1.4.5 UL Listing

The materials and equipment to be furnished under this specification shall be UL listed. The label or listing of the Underwriters Laboratories, Inc., shall be accepted as evidence that the materials or equipment conform to the applicable standards of that agency. In lieu of this label or listing, a statement from a nationally recognized, adequately equipped testing laboratory indicating that the items have been tested in accordance with required procedures and that the materials and equipment comply with all requirements of the governing authority will be accepted.

1.4.6 As Built Drawings

Following the completion of install and before testing, the Contractor shall furnish as-built drawings, stamped "preliminary" to the Contracting Officer in accordance with Section 01 33 00 SUBMITTAL PROCEDURES and Section 01 78 00.00 28 CLOSEOUT SUBMITTALS. After construction completion, the Contractor shall furnish as-built drawings, stamped "As-Built" to the Contracting Officer in accordance with Section 01 33 00 SUBMITTAL PROCEDURES AND Section 01 78 00.00 28 CLOSEOUT SUBMITTALS. All as-built drawings shall be separated by dam and submitted as such.

1.5 WORKMANSHIP

All work shall be completed in a neat and workmanlike manner and shall conform to the best modern practice in the class of work regardless of any omission in the drawings and specifications. Accepted industry practices are as described in ANSI/NECA 1 and other ANSI approved installation standards.

1.6 QUALIFICATIONS

Electrical installation and testing shall be performed by state-licensed electrician(s) or NEMA certified technicians with expertise in replacement of medium voltage switchgear and breakers.

PART 2 PRODUCTS

2.1 Control Circuit Breakers

UL 489, thermal magnetic-type with interrupting capacity of 10,000 minimum amperes rms symmetrical. Salient characterisitcs of circuit breakers N2 and N3 are as follows: N2 is 125VDC, 3 pole, 35A and N3 is 125VDC, 2 pole, 20A. Breaker terminals: UL listed as suitable for the type of conductor provided. Characteristics apply for circuit breakers for all projects.

PART 3 EXECUTION

3.1 REPAIR OF EXISTING WORK

Repair of existing work demolition, and modification of existing electrical distribution systems shall be performed as follows:

3.1.1 Workmanship

Lay out work in advance. Exercise care where cutting, channeling, chasing, or drilling of floors, walls, partitions, ceilings, or other surfaces is necessary for proper installation, support, or anchorage of conduit, raceways, or other electrical work. Repair damage to buildings, piping, and equipment using skilled craftsmen of trades involved.

3.2 FIELD TESTING

3.2.1 General

Submit Test Reports in accordance with referenced standards in this section.

Contractor must provide all necessary test equipment, labor, and personnel to perform the tests, as herein specified.

Isolate completely all wire and cable from all extraneous electrical connections at cable terminations and joints. Substation and switchboard feeder breakers, and other disconnecting devices must be used to isolate the circuits under test.

3.2.2 Acceptance

Do not energize any conductor until the final test reports are reviewed and approved by the Contracting Officer.
