Self–Propelled Articulating Boom Lift – 60 Foot

1.0 INTENT

The following specifications pertain to the purchase of one each 60 foot reach, dual fuel articulating boom lift for use at McNary Lock & Dam.

2.0 SCOPE

The successful bidder shall be required to fabricate and deliver 1 each – Self- Propelled Articulating Boom - Z- 80/60 with JIB, 4WD. Brand Name or Equal.

Delivery will be to McNary Lock & Dam by the date shown in Section 7.0 Shipment and Delivery. They shall also provide documentation, and other items as stated in these specifications.

3.0 DISCRIPTIONS OF THE 2 ARTICULATING BOOM LIFTS:

3.1 Self-propelled Articulating Boom Lift Z-80/60 with JIB, 4WD (60 footer):

It shall be supplied with the following:

1. Self-propelled with a 70 hp GM gas/LPG engine.

2. Working Height maximum 84ft

3. Platform Height max of 78ft

4. Working Height of 60 ft, horizontal reach

5. 29ft Up and Over clearance

6. Below ground reach of 15ft-10 in.

7. 37,500 lb weight

8. Steel 8ft Platform tri entry with side swing gate

9. Platform - Up to 500 lb lift capacity

10. Productivity/vertical 6 ft jib; with 135 degree range/rotation

11. Self-leveling platform

12. Hydraulic Platform Rotation

1.1.1 Articulating boom lift must have the “Fall Arrest Bar” option.

1.1.2 Once the Articulated Boom Lift is delivered to McNary; the Boom lift will be cycled through their operational parameters before it will be accepted as delivered.

4.0 SUBMITTALS

Before acceptance of “Or Approved Equal” bids, submittals must be approved by contracting officer (KO);

Submittals must include copy of:

- System drawings,

- Manufactures catalog cuts,

- O&M manual,

- Specification sheets,

- Warranty data.

The project point of contact (POC) - will review the submittals sent to the contracting officer:

5.0 WARRANTY

The Articulated Boom Lift system shall be covered by a minimum one (1) -year warranty on all parts, labor, and workmanship from factory defects. Warranty to be provided (no later than) upon delivery of the Articulated Boom lift to McNary Lock & Dam and provide a copy to the McNary POC. A copy of the warranty is also to be included in each of the operations & maintenance (O&M) manuals that are to be provided.

6.0 OPERATION AND MAINTENANCE (O&M) MANUALS & DRAWINGS:

6.1 Five (5) complete paper “hard” copies & one (1) electronic version of the operation and maintenance

(O&M) manual will be required - NLT the delivery of the lift.

6.2 These O&M manuals must be delivered before payment is made to the Contractor.

6.2.1 These O&M manuals need to cover:

- instructions on the installation,

- operation,

- a maintenance schedule,

- maintenance,

- repair,

- troubleshooting,

- warranty of the Articulated Boom Lift

- list of recommended spare parts.

- any information pertaining to models or components not supplied under this contract shall be blacked out or not included, if using “pre-packaged” O&M manuals that cover several “models” etc.

6.2.2 These hard copy O&M manuals are to be in a “BOUND” book format, or can be in a 3-ring binder (as a minimum format) – or approved equal.

6.2.3 The O&M manuals shall be 8-1/2’’ by 11’’ sheets with a formed stiff plastic or leatherette covered 3-ring binder (or in an approved equal) and all manuals having a maximum thickness of 3’’.

6.2.4 The following identification shall be inscribed/printed on the covers of the “hard copy” O&M manuals provided:

6.2.4.1 operating and maintenance instructions

6.2.4.2 contract name – xxxxxxxxx

6.2.4.3 date of contract – dd mmm year

6.2.4.4 contract number – xxxxxxxxx

6.2.4.5 name of the contractor – xxxxxxxxx

6.2.4.6 Contractor contact info. - (address, phone, and email)

6.2.4.8 Electronic copy O&M manual - this same information

is to be provided on the cover of the electronic media case, i.e. the cd case cover and on the cd.

7.0 SHIPMENT AND DELIVERY

All items shall be delivered FOB to McNary Lock & Dam on or before 30 SEP 2018.

The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Dam.

No shipments are allowed other then normal business hours of Monday-Thursday 6:30AM-5PM, excluding holidays. Contractor is to coordinate with the Project POC of proposed delivery dates and times to avoid any unnecessary site security issues, as well as any “offloading” requirements of these Boom Lifts once they arrive on site.

8.0 ACCESS TO SITES ON/IN MCNARY DAM:

8.1 General: The current access to the dam is limited due to the heightened security to all USACE projects.

8.2 Project Security. The project site is a secured area and access onto the project is restricted. The security measures affect all of contractors’ vehicles and personnel. There will be delays when entering projects due to locked gates, vehicle inspections, and personnel checks. Inspections and checks may include inspection of toolboxes, brief cases, lunch boxes, and other containers.

8.3 Vehicle Access. Project access roads are secured with locked gates. All vehicles that pass thru the locked gates will be subject to being searched. No privately owned vehicles (POV’s) will be allowed thru locked gates except to access designated parking areas. Only the contractors work vehicles and equipment that are essential to conduct the work will be allowed in the work areas. Contractor is to coordinate with the POC of proposed delivery dates and times to avoid any unnecessary site security issues
