252.236-7001 CONTRACT DRAWINGS, MAPS, AND SPECIFICATIONS (AUG 2000)
(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.
(b) The Contractor shall—
(1) Check all drawings furnished immediately upon receipt;
(2) Compare all drawings and verify the figures before laying out the work;
(3) Promptly notify the Contracting Officer of any discrepancies;
(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and
(5) Reproduce and print contract drawings and specifications as needed.
(c) In general--
(1) Large-scale drawings shall govern small-scale drawings; and
(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.
(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.
(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:

Microstation V8 is the only CAD system used by Walla Walla District. Contract drawings created on CAD in Microstation V8 will be available in electronic form for use by the Contractor. No For Information Only drawings are available on CAD. The Contractor assumes all risks associated in using electronic CAD drawings. The contract drawings shall govern if there are any discrepancies between the electronic copy and the contract drawing. The Contractor shall promptly notify the Contracting Officer of any discrepancies. The Government will not be responsible to correct the electronic CAD drawing. If contract modifications are issued, the associated electronic CAD drawings will not be available to the Contractor. Electronic copies of CAD drawings are only available in Bentley MicroStation format. The Government will provide the files on CD ROM.

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.20 for calendar year 2017 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.20 (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2017.
The EO minimum wage rate will be adjusted annually. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

TAINTER VALVE REPLACEMENT
PART 1 GENERAL
1.1 GENERAL INFORMATION
The specified work includes, but is not limited to, the removal, fabrication reassembly, reinstallation, and testing of 4 Tainter Valves and appurtenant components at the McNary Dam Navigation Lock. The valves are a reverse tainter-style valve for filling & emptying the navigation lock. The Contractor shall provide all labor, necessary components, miscellaneous materials, and equipment to complete the tainter valve replacement unless otherwise specified.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

3.1 GENERAL
The Contracting Officer's Representative maintains the right to reject any work that is found to be in error, incomplete, illegible, or in any way not conforming to the statement of work provided for this contract. The Contractor shall be liable for all costs in connection with correcting such errors.

3.2 FIELD VERIFICATION
With the tainter valves in place, perform a field verification of dimensions of the existing tainter valve shafts, conduit openings, and tainter valves prior to final approval of shop drawings. Any and all required adjustments in the dimensions and alignment of the tainter valves are to be done after a full survey of existing conditions are made and verified by the Contractor and approved by the COR/GQOR/Engineer. Any and all required adjustments are to be made during fabrication and line boring operations prior to installation. Existing dimensions will include but not be limited to the following:
a. Out to out distance (vertical and horizontal) of the tainter valve shaft and downstream conduit opening.
b. The height and alignment of the top liner plate
c. Center of trunnions to top seal nose
d. Center of trunnions to side and bottom conduit walls
e. The height, alignment and out to out distance of the trunnion and lifting eyes. This includes the center of the existing hubs to center of the lifting eyes
f. Center of existing hubs to end of downstream skin plates at top, bottom and sides
g. Out to out dimensions of existing downstream skin plate
h. Alignment, straightness, and perpendicularity of embedded steel sealing surfaces in the floor, both walls, and top seal nose.
The Contractor shall allow the Government 3 hours of inspection time per valve during the field verification outage and shall provide the necessary support for Government personnel ingress and egress to the existing valve in the valve pit. Four brass cap survey monuments have been installed in the valve shaft walls in the vicinity of each valve, and may be used as control or reference points.
3.3 VALVE REMOVAL
a. The Contractor shall submit a Crane Pick and Removal Plan for approval to beginning work.
b. Parts to be removed include but are not limited to: valve, rods, guides and brackets, push rods, push rod guides, branch lines, crosshead, crosshead guide, connecting rod, indicator rod crosshead and indicator rod brackets and pins. (See Informational Drawings).
The Contractor shall also remove all lubrication lines. This includes all cover plates, support brackets, hoses, manifolds and grease pumps from inside the tainter valve shafts and machine rooms (see informational drawings). Grease in the removed lines shall be disposed of in accordance with state and local regulations. Grease is Chevron Ultra-Duty EP NLGI 00.
c. The new valves and components shall be transported to a location at the project as directed by the Government. The Contractor shall submit a Safety Plan for safely transporting the valve.
d. The existing valves to be removed from the valve pit shall be removed in one piece, not to include pins, seals, or seal keeper plates.
3.4 VALVE ASSEMBLY AND INSTALLATION
3.4.1 Seal Assembly
a. Each tainter valve, shall be shop assembled and checked for fit up prior to installation.

b. All rubber seals shall be shop fitted to length for each valve. All seals are to be left long at each end and trimmed during installation.
c. All rubber seals shall be shipped loose.
d. During installation, all seals shall be fit to a snug tight condition.
d. The top and side seal supports shall be straight within + or - 1/16" in all planes.
e. The finished seal shall have contact with the sealing surface the entire length of the seal. Follow manufacturer recommendations on compression tolerances to obtain best seal.
f. The use of hot-splicing or vulcanizing shall be used to assemble tainter valve seals. Cold splices shall only be used to make final splices on the tainter valve assembly.
3.4.1.1 Seal Screws and Bolted Connections
On stainless steel connections, not requiring nuts, marine grade, non-metallic anti-seize shall be applied to the threads to reduce galling.
When nuts are called for in drawings, a nylon thread locking nut shall be used to ensure bolts and nuts will not vibrate loose valve operation.
Seal keeper plates shall not compress seals more than 1/16", with a minimum torque of 60 ft-lbs. If more torque is required to reach desired compression, torque is limited to the bolt manufacturer's recommended value.
It may be necessary to tighten the seal nuts several times until the desired torque has been reached. As the seals are tightened, the nuts will tend to loosen after the adjacent nut is tightened.
3.3.2 Installation
The Contractor shall submit, for approval, a Crane Pick and Re-Installation Plan to handle and reassemble each valve and its components prior to beginning work. The mechanical equipment shall be checked for alignment and clearances prior to installing tainter valve.
The Contractor shall insure proper alignment of the crossheads on each guide.
3.4.2 Installation Platform
Contractor to provide all tools and components necessary to install valves. Scaffolding used to install the valve (particularly the top seals, anodes, and pins) shall be provided to the Government once valve installation is complete. This scaffolding shall be provided in good working order and shall be new from the manufacturer prior to use on the valve installation.
3.5 VALVE TESTING
a. The Government Quality Assurance Representative (GQAR) will examine the valves for final acceptance upon completion of valve installation.
The Contractor shall coordinate with the COR/GQAR/Engineer to perform a field test to show that the tainter valves and operating systems are installed and work correctly. All valve operations must be performed by Project Personnel. Because of this, the Contractor shall confirm the testing date a minimum of 7 calendar days in advance and during

b. The Contractor shall provide and install temporary restraints and shoring to prevent unintentional or accidental operation of the valve.
The workmanship in the fabrication, installation of the valve, attachment and adjustment of the seals shall be such that the valve in the closed position will form a watertight barrier along all seals.
All valve testing will be witnessed by the GQAR, project personnel and design engineers to observe any possible malfunction in the movement or defects in the valve. The valves will be operated from the fully-opened to fully-closed position a minimum of 5 cycles to demonstrate to the satisfaction of the GQAR that all parts are functioning properly and smoothly, all linkages, seals and appurtenances are attached and working as intended, that all machine and construction tolerances have been met and that there are no excessive vibrations or movements in the trunnion and lifting eye connections. The seals shall be wetted with water to prevent vibrations due to seals being operated dry. Any and all required repairs or replacements identified by the GQAR to correct defects shall be made at no cost to the Government. The Contractor will record and report to the GQAR the valve and valve position, seal positions at ends and midpoints, excessive seal gaps, if it is raised or lowered, observations on valve movement, hydraulic pressure and motor current drawn upon test completion. If defects are found during final testing the operational tests cycles shall be repeated after all defects are corrected prior to final acceptance by the GQAR.

1.3 QUALIFICATIONS

1.3.3 Qualified Paint Applicator
Submit records of qualification tests and third party certification for each Qualified Paint Applicator. Prior to the initiation of any work all paint applicators shall be tested and certified as meeting the requirements of the qualified paint applicator. Certification shall be administered by the government approved independent third party Test Agency. Applicators failing the certification test shall not be permitted to apply any paint on the project.
1.3.3.1 Test Plate
The test plate shall consist of a 6 by 6 feet steel plate with a 3/8 inch minimum thickness. The test plate shall have at least six bolts, three with bolt heads exposed and three with threads exposed, a 12-inch wide flange and a 6-inch diameter pipe each 18 inches long welded perpendicular to the test panel and a 6-inch deep T-beam with sealed ends welded horizontal across the test panel one foot up from the bottom all within the area to be painted on one side. Bolts shall be 1 inch minimum diameter.
1.3.3.2 Certification Test Procedure
Conduct certification testing of paint applicators at the job site in coordination with the Contracting Officer. Supply the fabricated test plates to be used for the tests and provide crane service, rigging, and any other work necessary to provide accessibility for the certification testing and inspection. In preparation, clean and prepare the test plates in accordance with the requirements of the contracted work. Perform abrasive blasting with the blast media to be used in the contract. The paints to be applied shall be the Contractor supplied materials and shall be those previously tested and approved for use on the contract. Paints shall be applied as specified in the contract. The painter being tested shall mix and thin the paints to be used in the test and shall set up and adjust the application equipment for use. Each painter shall apply each of the types of paint comprising the specified system. The test plate shall be painted in a near vertical position.
1.3.3.3 Certification Criteria
Evaluate the paint applicator based on the conformance of the applied paint system to the requirements of the specifications. Deficiencies in the coatings, improper mixing or improper application methods are basis for failure. The Test Agency shall be the sole judge as to the acceptability of each paint applicator's performance.
1.3.4 Coating Thickness Gage Qualification

SECTION 09 97 02.00 28 Page 5 manufacturer's certification for all coating thickness gages. Magnetic flux thickness gages as described in ASTM D7091 shall be used to make all coating thickness measurements on ferrous metal substrates. Gages shall have an accuracy of +/- 3 percent or better. Gages to be used on the job shall be certified by the manufacturer as meeting these requirements.
1.4 DELIVERY, STORAGE, AND HANDLING
Process and package paints to ensure that within a period of one year from date of manufacture, they will not gel, liver, or thicken deleteriously, or form gas in the closed container. Paints, unless otherwise specified or permitted, shall be packaged in standard containers not larger than 5 gal, with removable friction or lug-type covers. Containers for vinyl-type paints shall be lined with a coating resistant to solvents in the formulations and capable of effectively isolating the paint from contact with the metal container. Each container of paint or separately packaged component thereof shall be labeled to indicate the purchaser's order number, date of manufacture, manufacturer's batch number, quantity, color, component identification and designated name, and formula or specification number of the paint together with special labeling instructions, when specified. Paint shall be delivered to the job in unbroken containers. Paints that can be harmed by exposure to cold weather shall be stored in ventilated, heated shelters. All paints shall be stored under cover from the elements and in locations free from sparks and flames.
1.5 AMBIENT CONDITIONS
Paint shall be applied only to surfaces that are above the dew point temperature and that are completely free of moisture as determined by sight and touch. Paint shall not be applied to surfaces upon which there is detectable frost or ice. Except as otherwise specified, the temperature of the surfaces to be painted and of air in contact therewith shall be not less than 45 degrees F during paint application nor shall paint be applied if the surfaces can be expected to drop to 32 degrees F or lower before the film has dried to a reasonably firm condition. During periods of inclement weather, painting may be continued by enclosing the surfaces and applying artificial heat, provided the minimum temperatures and surface dryness requirements prescribed previously are maintained.
Paint shall not be applied to surfaces heated by direct sunlight or other sources to temperatures that will cause detrimental blistering, pinholing, or porosity of the film.
PART 2 PRODUCTS
Submit Manufacturer's Product Data Sheet for each type of paint used; for products that are specified to be applied in accordance with the manufacturer's recommendations, submit the paint manufacturer's product data sheet or other written instructions for those products. For Special Formulation Paint, submit a signed certificate from the paint manufacturer certifying that all paint supplied is from batches that are the correct formulation, meet all the specified requirements, and have been tested and approved by the U.S. Army Corps of Engineers Construction Engineering Research Lab (CERL Lab). For Solvents and Thinners for Special Formulation Paint, submit a signed certificate from the manufacturer certifying that all solvents and thinners supplied are from batches that are the correct formulation, meet all the specified requirements, and have been tested and approved by the U.S. Army Corps of Engineers Construction Engineering Research Lab (CERL Lab). Costs for initial testing of Special Formulation Paint, Solvents and Thinners will be borne by the Government. Costs for retesting rejected material will be deducted from payments to the Contractor at the rate of $600 dollars for each paint, solvent or thinner sample retested.
2.1 SPECIAL PAINT FORMULAS
Special paints shall have the composition as indicated in the formulas listed herein. Where so specified, certain components of a paint formulation shall be packaged in separate containers for mixing on the job. If not specified or otherwise prescribed, the color shall be that naturally obtained from the required pigmentation.
2.2 PAINT FORMULATIONS
Special paint formulas shall comply with the following:
2.2.1 Formula V-766e
This formula is for Vinyl-Type White (or Gray) Impacted Immersion Coating, the ingredients are shown below.

a. The dispersion of pigment shall be accomplished by means of pebble mills or other approved methods to produce a fineness of grind ( ASTM D1210) of not less than 7 on the Hegman scale. Grinding in steel-lined or steel-ball mills will not be permitted. No grinding aids, antisettling agents, or any other materials except those shown in the formula will be permitted. The paint shall show the proper proportions of specified materials when analyzed by chromatographic and/or spectrophotometric methods. The ortho-phosphoric acid shall be measured accurately and diluted with at least four parts of ketone to one part of acid and it shall be slowly incorporated into the finished paint with constant and thorough agitation.

b. The viscosity of the paint shall be between 60 and 90 seconds using ASTM D1200 and a No. 4 Ford cup.
c. The white and gray paints shall be furnished in the volume ratio designated by the purchaser. The gray paint shall contain no pigments other than those specified. Enough carbon black shall be included to produce a dry paint film having a reflectance of 20-24 ( ASTM E1347).
The resulting gray color shall approximate color 26231 of FED-STD-595 .
2.2.2 Formula VZ-108d
This formula is for Vinyl-Type Zinc-Rich Impacted Immersion Coating, the ingredients are shown below.
