The purpose of this amendment is to revise the Technical Specifications. In Paragraph 3, the "Heavy Duty" verbiage is being removed from items A and B. Item J in Section 3 under spare parts is removed in its entirety. The delivery date is being changed. The solicitation due date has been extended to April 3, 2017.

If you are submitting an offer, ensure that you accknow ledge receipt of this amendment by completing Blocks 8 and 15A. The signed amendment (SF 30) shall be included in the proposal submission. All other terms and conditions remain unchanged.

SOLICITATION/CONTRACT FORM

The following have been modified:

TECHNICAL SPECIFICATIONS

1.0 INTENT

The following specifications pertain to the purchase of thirteen (13) 14” duplex raw cooling water strainers for main unit cooling water at McNary Dam.

2.0 SCOPE

Supply the duplex raw cooling water strainers to McNary Dam by the date shown in section Shipment and Delivery.

Provide training, documentation, and other items as stated in the specifications.

3.0 DUPLEX RAW COOLING WATER STRAINER

The duplex raw cooling water strainers shall be an Eaton model 570. See appendix B for manufactures drawing SD57011. The strainers shall be supplied in accordance with the following specifications:

Operating Conditions:

A. Fluid: Water B. Flow rate = 2000 GPM C. Operating Pressure = 60 psig D. Maximum Operating Temperature = 100 degrees Fahrenheit

Strainer Description:

A. Screen basket process filter duplex housing configuration B. Perforated plate (cleanable) stainless steel filter basket C. Housing - cast iron D. Cover - carbon steel E. 14 inch class 125# flat face flange F. Cover gasket - non asbestos G. Crossover valve disc - cast iron H. Crossover valve seat - stainless steel I. Chamber drain access ports – 1” or ¾” NPT J. Equalizing valve K. Overall assembled dimensions shall not exceed the following:

- Height/Elevation - 32 inches

- Width - 47 inches

- Depth - 61 inches

L. Chamber equalizing assembly:

- Carbon Steel

- Brass Valve M. Lifting davit for body covers.

- Submittal of davit design for approval is required. Davit must be able to rotate freely and not bind on itself. See appendix B figure 1 for davit drawing.

Filter Element Description:

A. Screen Basket Element with handle (quantity of 2 tall and 2 short baskets per chamber, 2 chambers per duplex assembly) B. Perforated Plate Basket, 316 stainless steel material C. 3/16 inch basket perforations D. Maximum differential pressure across the basket when dirty = 1.38 bar (20 psi)

One spare parts kit shall be provided containing the items listed below:

4.0 TRAINING

Upon delivery of the equipment, a factory authorized service technician shall give a minimum one hour hands-on training of the recommended operation, maintenance, and installation of the strainers. The training shall be conducted at McNary Dam for a class of approximately five people. At a minimum, draft copies of the O&M manuals shall be provided during the training.

5.0 OPERATION AND MAINTENANCE MANUALS

Three complete paper copies and one complete electronic copy of the Operation and Maintenance Manual will be required, which shall include the bill of materials, instructions on the installation, operation, maintenance, repair, troubleshooting, warranty of the systems, and a list of recommended spare parts. Any information pertaining to models or components not supplied under this contract shall be crossed out.

Also included shall be the name, phone and fax numbers, and email address of the contractor, manufacturer, and a distributor where spare parts and baskets can be purchased.

The following identification shall be inscribed on the Operation and Maintenance Manual covers:

6.0 SHIPMENT AND DELIVERY

All items shall be delivered FOB to McNary Dam no later than the following schedule: Two (2) strainers will be delivered no later than 24 weeks after contract award. Every 3-4 weeks after that, 2 more strainers will be delivered.

The Contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Dam. No shipments are allowed other than normal business hours of Monday through Thursday 6:30 AM – 4:30 PM, excluding holidays. All shipments shall be delivered to:

E-Verify: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
