Construction project entitled: Jackson, WY Solitude Levee Repair. The work is located in Teton County, Wyoming. This will be a firm-fixed-price construction contract. 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $36,500,000. Solicitation is open to both large and small business concerns.

Summary of Scope of Work:

Using USACE supplied plans and specifications, the contractor will accomplish the following Scope of Work for the Jackson, WY Solitude Levee Repair. All work will require the Contractor to follow the procedures in the Army Corps of Engineers Safety Manual, EM385-1-1.

The Solitude Levee was constructed by the Army Corps of Engineers between 1961 and 1963. In the late 1960's, flood damage occurred which resulted in a breach of the levee between levee stations 170 and 175. During the event, or shortly after, a two-track road around the site was constructed to allow north-south access on the levee. Subsequently, an inferior repair of the levee was constructed along the general alignment of the original levee. This new repair was not constructed appropriately and allowed seepage of water through the levee.

In 2011 during a high water event, the Corps Project Manager noted seepage through the north end of the site. It was also noted that an animal trail has caused damage to the levee crest. As a result, the effective width of the levee has been reduced to about six feet, which has made the levee impassable to all vehicles larger than a pickup truck. The Corps determined that extensive repairs were required at the site to eliminate seepage, and to reconstruct the levee to design dimensions. Because the footprint of the design encompasses an existing wetland, it was determined that the wetland must be relocated. The relocated/constructed wetland must be at least 15 feet from the new levee prism to allow for inspection of the land side of the levee. To allow for this 15-setback, it will be necessary to construct the new wetland outside of the current levee easement; the Corps and Teton County will coordinate for this temporary easement.

The contractor will be required to grub the worksite, and to remove and properly stockpile existing wetland soils. A survey of the work area will then be performed, to establish quantities of the removed wetland soils, by comparing that survey to existing data. The contractor will then remove the existing levee, the existing two-track road, and excavate upland soils in the future new wetland site. A second survey by the contractor will then be performed, to serve as the basis for the future reconstruction work and payment to the contractor. The contractor may then process the removed soils to meet gradation standards, and use those soils as engineered fill for the new levee construction. Alternatively, the contractor may waste unsatisfactory soils in a zone of the new levee profile, and import new fill material to use in the new levee construction.

The contractor will then construct the new wetland using soils removed from the old wetland.

Excess wetland soils may be wasted on the land side of the levee, within the permanent levee easement. A temporary fence is to be constructed around the new wetland site to protect planted vegetation from browsing animals, and the new wetland and other disturbed areas will be seeded.

After completion of all work, the contractor will perform a final survey of the area, to establish placed quantities of materials, and serve as a basis for contract payment.
