SECTION 00700 - CONTRACT CLAUSES
The following have been modified:
252.236-7001 CONTRACT DRAWINGS, MAPS, AND SPECIFICATIONS (AUG 2000)
(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.
(b) The Contractor shall--
(1) Check all drawings furnished immediately upon receipt;
(2) Compare all drawings and verify the figures before laying out the work;
(3) Promptly notify the Contracting Officer of any discrepancies;
(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and
(5) Reproduce and print contract drawings and specifications as needed.
(c) In general--
(1) Large-scale drawings shall govern small-scale drawings; and
(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.
(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.
(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:

Contract drawings created on CADD will be available in electronic form for use by the Contractor. No For Information Only drawings are available on CADD. The Contractor assumes all risks associated in using electronic CADD drawings. The contract drawings shall govern if there are any discrepancies between the electronic copy and the contract drawing. The Contractor shall promptly notify the Contracting Officer of any discrepancies. The Government will not be responsible to correct the electronic CADD drawing. If contract modifications are issued, the associated electronic CADD drawings will not be available to the Contractor. Electronic copies of CADD drawings are only available in Bentley MicroStation format. The Government will provide the files on CD ROM. If the Contractor requires different media, such as floppy disks, the Contractor shall be responsible for all conversions required for their use and associated conversion inaccuracies.

SUPPLEMENTARY REQUIREMENTS
PART 1 GENERAL
The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS.
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.
U.S. ARMY CORPS OF ENGINEERS (USACE)
EM 385-1-1 Safety and Health Requirements Manual
The Contractor shall be responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals having an "I" designation are for information only. Designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.3 FIELD VERIFICATION OF SITE CONDITIONS
The Contractor shall field verify all elevations, dimensions, and coordinates of existing features indicated on the contract drawings that

affect new construction. Features below the water surface elevation cannot be field verified prior to fabrication due to constraints of the In Water Work Window. See Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984). Any deviations shall be updated as per Section 01 78 00.00 28, CLOSEOUT SUBMITTALS, paragraph MAINTAIN WORKING
AS-BUILT CONTRACT DRAWINGS AND FIO DRAWINGS.
1.4 DEFINITIONS

With the exception of materials specifically indicated or specified to be salvaged for reuse in construction, or turned over to the Government, all wastes and demolished materials shall become the property of the Contractor and shall be removed from the job site daily in accordance with Federal, State, and local regulations. The Contractor shall furnish waste containers. All waste containers provided by the contractor shall be emptied daily.
1.6 EQUIPMENT LIST
The Contractor shall furnish a complete list of all equipment to be used on the project 30 days prior to commencement of on-site work. The Contractor shall submit a revised list in the event of change of equipment. Lists shall include rented equipment as well as lease-purchase or sale-leaseback equipment. The initial list and the revised lists shall indicate dates equipment is assigned to or removed from the project and adequate identification or description of each item of equipment including manufacturer's name (abbreviated), model number, manufacturer's serial number, year of manufacture, and Contractor's assigned serial or record number.
1.7 DISPOSITION OF REMOVED EQUIPMENT
Unless otherwise specified in other sections of the specifications, all existing equipment removed and not reinstalled shall become the property of the Contractor, removed from the Project site, and disposed of in a legal manner. Materials that cannot be removed daily may be temporarily stored on-site at an approved area. Salvaged materials shall not be sold on the project site.
1.8 PROTECTION AND RESTORATION OF EXISTING FACILITIES
The Contractor shall take precautions to prevent damage to existing facilities while performing work under this contract.
SECTION 01 11 01.00 28
1.9 PRE-WORK AND POST WORK SURVEYS
The Contractor shall conduct a pre-work survey prior to start of on-site work and a post-work survey during project closeout, with the Contracting Officer Representative, of the Government facilities at the work areas.
The results of the surveys shall be documented by digital photographs and descriptive narrative reports. A color copy of the survey photographs and narrative reports shall be submitted to the Contracting Officer within 5 days after survey has been completed.
1.9.1 Pre-Work Survey of Existing Sunken Debris
Sunken debris (mainly small items - mostly branches and some silt) has been observed on the bottom of Lower Granite Lake near the locations indicated for installation of the diffuser chimney, the pump intake extension and on the existing concrete ledges at elevation 670 feet mean sea level (fmsl) and elevation 652 fmsl. Document the extent of the existing sunken debris on the bottom of Lower Granite Lake, directly below the centerlines of the existing pump intake pipes (and within a 30 foot radius). Use the provisions specified in Section 01 35 10.00 28, DIVING.
1.9.1.1 Debris
Move debris, that will interfere with installation of the diffuser chimney or the pump intake extension, out of the way of the work area. Move all debris within 10 feet of the installed invert of the diffuser chimney and pump intake extension. Clear all debris from ledge at elevation 670 fmsl.
Move all debris prior to installation of structures. Debris to be moved (an anticipated maximum of 5 cubic yards), does not need to be removed from the forebay.
1.9.2 Cleaning and Pre-Work Survey of Existing Submerged Concrete Surfaces
Survey the condition of the existing concrete surfaces that will be located behind the base plates of the diffuser chimney and the pump intake extension, and 6 inches out from the edges of the base plates when these structures are installed. For safety reasons do not disturb the excessively cracked concrete on the underside of the existing Pump Intake Structure at elevation 705 feet mean sea level. In addition, perform the following work using hand tools, pressure wash, etc., to minimize possible damage to concrete due to impact and vibration during surface preparation of concrete. Execute the following work items during this survey using the provisions specified in Section 01 35 10.00 28, DIVING:
a. Remove all loosely adhered biological growth from the existing concrete surfaces that will be located behind the base plates and within 6 inches of the edges of the base plates of the diffuser chimney and the pump intake extension when these structures are installed,
b. Remove small protruding pieces of concrete that has the potential to leave large gaps between the existing concrete and the structures of the diffuser chimney and the pump intake extension - no major leveling of the concrete will be required,
c. Report spalls, cracks or other major damage to the existing concrete to the Contracting Officer,
d. After completion of the above work items, use the divers video to document the condition of all of the cleaned concrete surfaces.
Measure the depth of each reportable feature using a Pneumofathometer.
Measure and record the surface elevation of Lower Granite Lake (including the date and time) before beginning this part of the survey and after completing this part of the the survey.
1.10 FIRE CONTROL
Each piece of internal combustion engine driven equipment used at the work site shall be equipped with a fire extinguisher in accordance with recommendation National Fire Protection Association (NFPA) as appropriate.
The minimum approved rating of extinguishers shall not be less than 5-B:C.
1.11 TRAINING
The Contractor shall provide the services of authorized start-up engineers (Manufacturer's Representatives) as necessary to provide training in programming, operation and maintenance of the systems provided by this contract. This training shall be provided prior to project operation of these systems. Provide one class for operators, maintenance personnel, system managers and engineers. The class session shall include approximately six employees. The Government will provide a room for the training location. The Contractor shall submit training manuals and documentation for approval 30 days prior to the scheduled class and shall furnish sufficient training materials at the training class for all students plus a minimum of three copies for project files. Where audio/visual materials are used in the training class, three copies of such materials shall be furnished to Lower Granite Lock and Dam for use in future training. It shall be the Contractor's responsibility to coordinate the training sessions with Lower Granite Lock and Dam to ensure minimum conflicts with ongoing system work.
1.12 SYSTEM OPERATORS' TRAINING
The Contractor shall provide the services of one or more authorized individuals for System Operators' training. Contractor personnel shall be experienced in the operational requirements of all newly installed equipment, and control features. Contractor personnel shall be present at Lower Granite Lock and Dam and available for assistance for three 10 hour work shifts immediately following Government acceptance of newly installed features. Required work shifts shall be coordinated with the Contracting Officer.
1.13 SYSTEM TECHNICAL SUPPORT
a. Contractor shall provide 20 hours of system technical support after Government acceptance of the completed system. One or more Contractor personnel experienced in the operational requirements of all newly installed equipment, and control features shall be available for Technical Support during normal Government Work Schedule hours. See paragraph "Government's Work Schedule" in this section.
b. Support shall include site visits by Contractor personnel. Contractor personnel shall be available at Lower Granite Lock and Dam within 48 hours, or the next normal Government Work Schedule day following notification by the Government - whichever is later. Technical support shall be available for 60 days following Government acceptance of the newly installed system, or until final Operation and Maintenance Manuals and Parts Catalogs have been approved and received by the Government - whichever is later (see
Section 01 78 00.00 28 CLOSEOUT SUBMITTALS).
1.14 PROJECT SUPERINTENDENT
At all times during performance of this contract and until the work is completed and accepted the Contractor shall assign and have on the worksite a competent superintendent as per FAR Clause 52.236-6 "Superintendence by the Contractor". Submit Superintendent name and contact information prior to start of on-site construction.
1.15 KEY PERSONNEL SUBSTITUTION
If the Contractor plans on replacing any Key personnel (Project Superintendent or CQC System Manager) they must have the approval of the Contracting Officer. Personnel shall possess the qualifications that meet or exceed those stated in the specifications for the position of the individual they are replacing. Submit qualifications of new personnel at least 15 calendar days in advance of date of replacement.
1.16 POST AWARD MEETINGS
1.16.1 Pre-Work Meeting
Within 15 days after receipt of Notice to Proceed, the Contractor shall attend a Pre-Work meeting. Senior Level members of the Contractor's staff involved with this contract shall participate in this meeting to discuss the overall contract requirements. The Government will lead this meeting and take the meeting minutes.
1.16.2 Pre-Construction Meeting
The Project Superintendent shall coordinate with the Contracting Officer and establish the date of the Pre-Construction Meeting. The meeting will be held at the project site at least one (1) week prior to mobilizing to the job site. The Project Superintendent shall lead the Pre-Construction Meeting discussing the Contractor's plan on executing the work at the project site, schedule, required clearances and timeframe for them, and plan for implementing safety and quality control. The Government will have key members from the Project staff to discuss environmental and clearance issues. Key members of the contractor staff shall attend this meeting including the Quality Control (QC) System Manager, Site Safety and Health Officer (SSHO) and any other members determined by the Government to be required.
1.16.2.1 Minutes
The Project Superintendent shall be responsible for taking the meeting minutes and shall send them electronically within 48 hours of the meeting to the Contracting Officer Representative.
1.16.2.2 Demobilizing And Remobilizing
Anytime the Contractor demobilizes from the site and remobilizes at a later date, another Pre-Construction meeting shall be held and shall follow the requirements listed above.
1.17 WEEKLY PRODUCTION MEETINGS
During all onsite construction work the Project Superintendent shall lead a weekly production meeting using the attached "Weekly Meeting Agenda Template " to brief the Government on the status of the project. All elements listed in the agenda shall be thoroughly discussed. For example, the Project Superintendent shall provide the Government a three (3) week "look-ahead" that describes all the planned construction activities, onsite and offsite, over the next three (3) weeks. These activities shall align to the overall construction schedule submitted under SECTION 01 32 01.00 28 PROJECT SCHEDULE, and if the three (3) week "look-ahead" differs from the construction schedule, the construction schedule shall be updated to include these changes by the next scheduled update. Key members of the Contractor's staff shall attend this meeting, including the Quality Control System Manager, who is responsible for discussing QC aspects of the work as outlined under SECTION 01 45 04.00 28 CONTRACTOR QUALITY CONTROL and SSHO.
The Government reserves the right to require any person from the Contractor's staff, such as the Project Manager, Engineer, scheduler, etc., or key subcontractor personnel to attend this meeting, if Government feels their participation is required.
1.17.1 Minutes
The Project Superintendent shall be responsible for taking the meeting minutes and shall send them electronically within 24 hours of the meeting to the Government's Project Engineer, Quality Assurance Representative, and Resident Engineer.
1.18 ADDITIONAL MEETINGS
The Contractor shall record the minutes of all meetings, including all conference calls, that occur between the Contractor and Government.
Minutes shall be sent electronically within 24 hours of the meeting to the Contracting Officer for concurrence. E-mail subject line shall include project name and meeting topic.
1.19 TRASH BOOMS
1.19.1 Powerhouse Trash Boom
In order to move equipment into the work area it will be necessary to get past the main trash boom for the powerhouse. This trash boom is labeled "EXISTING TRASH SHEAR BOOM" on contract drawing sheet G-102. There is an entrance built into the trash boom for small watercraft that is shown in FIO drawings. For watercraft that are too large to fit through the entrance it will be necessary to disconnect a section of the trash boom.
The Contractor shall coordinate with the Project at least one month in advance of disconnecting the trash boom regarding where and how to make the disconnection and subsequent reconnection. Submit a Trash Boom Disconnection Plan describing step by step how the trash boom will be moved to allow access and how the trash boom will be retensioned and reconnected.
1.19.2 Fish Ladder Exit Trash Boom
The Fish ladder exit trash boom must be moved out of the way prior to diving. The Contractor will be responsible for moving the fish ladder trash boom to an alternate location. The alternate location may be at the discretion of the Contractor but must not impact any project operations activities. The fish ladder trash boom will be retured to is current location after the work window.

1.4 QUALITY ASSURANCE
1.4.1 Fabrication Drawings
Submit fabrication drawings of all structural fabricated items for approval prior to fabrication. Prepare in accordance with AISC 326 and AISC 325.
Fabrication drawings shall not be reproductions of contract drawings.
Include complete information for the fabrication and erection of the structure's components, including the location, type, and size of bolts, welds, member sizes, lengths, connection details, blocks, copes, and cuts.
Double connections that require an erection seat to comply with OSHA 29 CFR 1926.756(c)(1) shall be shown on the shop drawings, reviewed and approved by the structural engineer of record. Use AWS A2.4 standard welding symbols. Shoring and temporary bracing shall be designed and sealed by a registered professional engineer specializing in structural design and submitted for record purposes, as part of the drawings. Substitutions of member sizes or details shown on the contract drawings shall be clearly highlighted on the fabrication drawings. Explain the reasons for any deviations from the contract drawings.
1.4.2 Certifications
1.4.2.1 Welding Procedures
The approved weld procedure shall consist of detailed procedure specifications for each required joint to be welded with tables or diagrams showing the procedure to be used. The weld procedure shall be submitted on Form N-1, Annex N of AWS D1.1/D1.1M or Annex F of AWS D1.6/D1.6M or equal.
Stainless steel stud welding shall meet the qualification requirements of Section 7.6 of AWS D1.6/D1.6M. Submit results of qualifications. Properly documented evidence of compliance with all requirements of these specifications for previous welding joint qualifications tests will establish the joint welding procedure as pre-qualified and weld qualification tests will not be required. Each procedure shall be clearly identified as being either pre-qualified or qualified by tests.
1.4.2.2 Qualification of Welders and Welding Operators
Welding operators, welders, and tack welders shall be qualified for the particular type of work to be done. Qualification shall be in accordance with AWS D1.1/D1.1M for structural steel welding and AWS D1.6/D1.6Mfor stainless steel welding. Welders and welding operators shall pass the qualification tests prescribed by AWS D1.1/D1.1Mfor structural steel welding within 12 months prior to performing work on this contract. The qualifications shall be submitted on Form N-4, Annex N of AWS D1.1/D1.1M.
The welder or welding operator shall be required to repeat the qualifying tests when, in the opinion of the COR, their work indicates a reasonable doubt as to their proficiency. Certification shall be submitted for those passing the test and upon approval, they shall be considered qualified.
Those not passing shall be disqualified until passing. All expenses in connection with qualification or requalification shall be borne by the Contractor.
PART 2 PRODUCTS
2.1 STRUCTURAL STEEL
All structural steel shall conform to ASTM A 36/A 36M.
2.2 BOLTED CONNECTIONS
2.2.1 Bolted Structural Steel Connections
Bolts, nuts and washers shall be of the type specified or indicated on plans. All nuts shall be equipped with washers except for high strength bolts. Beveled washers shall be used where bearing faces have a slope of more than 1:20 with respect to a plane normal to the bolt axis. Where the use of high strength bolts is specified or indicated the materials, workmanship and installation shall conform to the applicable provisions of
ASTM A325.
a. Bolt Holes - Bolt holes shall be accurately located, smooth, perpendicular to the member and cylindrical.
(1) Holes for regular bolts shall be drilled or subdrilled and reamed in the shop and shall not be more than 1/16 inch larger than the diameter of the bolt.
(2) Holes for fitted bolts shall be match-reamed or drilled in the shop. Burrs resulting from reaming shall be removed. The threads of bolts shall be entirely outside of the holes. The body diameter of bolts shall have tolerances as recommended by ASME B4.1 for the class of fit specified. Fitted bolts shall be fitted in reamed holes by selective assembly to provide an LN-2 fit.
(3) Holes for high strength bolts shall have diameters of not more than 1/16 inch larger than bolt diameters unless shown otherwise. If the thickness of the material is not greater than the diameter of the bolts the holes may be punched. If the thickness of the material is greater than the diameter of the bolts the holes may be drilled full size or subpunched or subdrilled at least 1/8 inch smaller than the diameter of the bolts and then reamed to full size. Poor matching of holes will be cause for rejection. Drifting occurring during assembly shall not distort the metal or enlarge the holes. Reaming to a larger diameter of the next standard size bolt will be allowed for slight mismatching.
2.3 UNDERCUT ANCHOR BOLTS
Undercut anchor bolts shall be tested in accordance with ACI 355.2 for static and seismic loading and found to be suitable for use in structural concrete under the design provisions of ACI 318, Appendix D. The pullout strength in tension of a single anchor in cracked concrete with 2500 psi compressive strength shall be based on the 5 percent fractile of results of tests performed and evaluated according to ACI 355.2. The anchors shall include nuts, washers, expansion couplings, and expansion sleeves per the manufacturer's recommendations. The pump intake extension, diffuser chimney and pipe support anchor bolts shall be undercut type, constructed of ASTM Type 316 Stainless Steel. Anchor bolts shall be installed in accordance with the manufacturer's recommendations. Phenolic, or nylon sleeves and washers, shall be used between all stainless steel anchor bolts and carbon steel to protect them from dissimilar metal corrosion Submit product data, including design load capacity of anchors.
2.3.1 Anchor Bolts for Pipe Supports
Anchor bolts for the pipe supports shall be 0.83" diameter. The minimum allowable shear strength in shear seismic of each anchor shall be no less than 8 kips and a minimum anchor yield stress shall be 92 ksi, which meets the standards of the Hilti M12 HDA-R undercut anchor. The effective depth of the anchors shall be no less than 4.92 inches and shall be installed in accordance with the manufacturer's recommendations. The pullout strength in tension of a single anchor in cracked concrete having 2500 psi compressive strength shall be at least 11,240 pounds. Additional requirements are described in the drawings. Anchor bolts for the pipe supports shall be 3/4" diameter ASTM A193/A193M 316 stainless steel Powers Fastener undercut through anchor, or approved equal undercut anchor. The undercut anchor bolts shall have the following salient characteristic. The tension and shear factored design strength in 2,500 psi concrete shall be 8,720 lbs tension and 7,425 lbs shear. The effective depth of the anchors shall 5.875 inches and shall be installed in accordance with the manufacturer's recommendations. Additional requirements are described in the drawings.
2.3.2 Anchors for Diffuser Chimney and Pump Intake Extension
Anchors for the diffuser chimney and pump intake extension shall be 3/4" diameter with a 55.875 inch effective embedment. The pullout strength in tension of a single anchor in cracked concrete having 2500 psi compressive strength shall not be the controlling factor for the anchor design capacity. Additional requirements are described in the drawings.

3.1 FABRICATION
3.1.1 Quality Control

Line edges, corners, seams and welds smooth. Smooth shall be defined as free of burrs, sharp projections or any other obstructions which could cause harm or injury to passing fish.
b. The contractor shall maintain a quality control system to assure compliance with contract requirements and shall maintain records of quality control. The records shall show compliance with contractual fabrication requirements. Information shall include:
(1) Structural materials are straight, properly bent or formed, and metals are not overheated.
(2) Dimensional tolerances for structural work are not exceeded.
(3) Welding procedures and welding operators are qualified.
(4) Metals are preheated prior to welding.
(5) Temporary welds and tack welds are properly performed.
(6) All welds are inspected and defective welds are repaired.
Copies in duplicate of these records and tests, as well as the records of corrective action taken when results are unsatisfactory, shall be provided as part of the daily report and shall be furnished to the Contracing Officer representative within 24 hours following the inspection or test.
3.1.2 Structural Fabrication
Fabrication shall be in accordance with the applicable provisions of AISC
325. Material shall be straight before being laid off or worked. Perform straightening, if necessary, by methods that will not impair the metal.
Sharp kinks or bends will be cause for rejection of the material. Material with welds will not be accepted except where welding is definitely specified, indicated or otherwise approved. Make bends using approved dies, press brakes or bending rolls. Where heating is required, take precautions to avoid overheating the metal and allow it to cool in a manner that will not impair the original properties of the metal. Proposed flame cutting of material, other than structural steel, will be subject to approval and shall be indicated on detail drawings. Shearing shall be accurate and all portions of the work neatly finished. Corners shall be square and true unless otherwise shown. Re-entrant cuts shall be filleted to a minimum radius of 3/4 inch unless otherwise approved or shown on drawings. Provide finished members free of twists, bends and open joints.
Bolts, nuts and screws shall be tight. Structural steel may be cut by mechanically guided equipment or hand-guided torches, provided an accurate profile with a surface that is smooth and free from cracks and notches is obtained. Prepare surfaces and edges in accordance with AWS D1.1/D1.1M.
Where structural steel is not to be welded, chipping or grinding will not be required except as necessary to remove slag and sharp edges of mechanically guided or hand-guided cuts not exposed to view. Chip, grind or machine to sound metal hand-guided cuts which are to be exposed or visible.
3.1.2.1 Dimensional Tolerances for Structural Work
Measure dimensions using an approved calibrated steel tape of approximately the same temperature as the material being measured. The overall dimensions of an assembled structural unit shall be within the tolerances indicated on the drawings or as specified in the particular section of these specifications for the item of work. Where tolerances are not specified in other sections of these specifications or shown, an allowable variation of 1/32 inch is permissible in the overall length of component members with both ends milled; component members without milled ends shall not deviate from the dimensions shown by more than 1/16 inch for members 30 feet or less in length, and by more than 1/8 inch for members over 30 feet in length.
3.1.3 WELDING
3.1.3.1 Welding of Steel
a. Welding Procedures Prequalify welding procedures for structural steel as described in AWS D1.1/D1.1M, or qualify by tests as prescribed in AWS D1.1/D1.1M. Properly documented evidence of compliance with all requirements of these specifications for previous qualification tests shall establish a welding procedure as prequalified. For welding procedures qualified by tests, the test welding and specimen testing will be witnessed and the test report document signed by the Contracting Officer. Approval of any welding procedure will not relieve the Contractor of the responsibility for producing a finished structure meeting all requirements of these specifications. The Contractor will be directed or authorized to make any changes in previously approved welding procedures that are deemed necessary or desirable by the Contractor Officer, as stated in FAR clause 52.243-4. Submit a complete schedule of welding procedures for each steel structure to be welded. The schedule shall conform to the requirements specified in the provisions AWS D1.1/D1.1M. Provide within the schedule detailed procedure specifications and tables or diagrams showing the procedures to be used for each required joint.
Include in the welding procedures filler metal, preheat, interpass temperature and stress-relief heat treatment requirements. Each welding procedure shall be clearly identified as being prequalified or required to be qualified by tests. Welding procedures shall show types and locations of welds designated or in the specifications to receive nondestructive examination.
b. Welding Process - Perform welding by an electric arc welding process using a method which excludes the atmosphere from the molten metal and conforms to the applicable provisions of AWS D1.1/D1.1M.
Minimize residual stresses, distortion and shrinkage from welding.
c. Welding Technique
(1) Filler Metal - The electrode, electrode-flux combination and grade of weld metal shall conform to the appropriate AWS specification for the base metal and welding process being used or shall be as shown where a specific choice of AWS specification allowable's is required. The AWS designation of the electrodes to be used shall be included in the schedule of welding procedures.
Only low hydrogen electrodes shall be used for manual shielded metal-arc welding regardless of the thickness of the steel. A controlled temperature storage oven shall be used at the job site as prescribed by AWS D1.1/D1.1M, to maintain low moisture of low hydrogen electrodes.
(2) Preheat and Interpass Temperature - Preheating shall be performed as required by AWS D1.1/D1.1M, or as otherwise specified except that the temperature of the base metal shall be at least 70 degrees F. The weldments to be preheated shall be slowly and uniformly heated by approved means to the prescribed temperature, held at that temperature until the welding is completed and then permitted to cool slowly in still air.
