Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union.
Union Identifiers
An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters , PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination.
The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.
Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rates.
0000/9999: weighted union wage rates will be published annually each January.
Non-Union Identifiers
Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union majority rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.
Survey wage rates will remain in effect and will not change until a new survey is conducted.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.

3.1.2 Grading Operations
The Contractor shall perform roadway maintenance grading for the roads specified to produce a finished surface that is smooth, tightly compacted, and without segregation of the surface gravels. Grading on graveled roads shall be performed to minimize disturbance to the subgrade, and to prevent loss of surface gravels in ditches or over the road shoulders. Grading of un-graveled roads shall be performed so that no base material is lost.
Surface material shall be graded commencing at the outside edges of the roadway and proceeding to the centerline creating a berm which shall then be spread evenly over the roadway being careful to prevent segregation of gravels. If surface gravels become segregated, additional grading and mixing will be required to produce an unsegregated surface. Grading operations shall not undercut road backslopes at roadway sections without ditches.
3.1.3 Repairs and Shaping
3.1.3.1 Ruts, Chuckholes, Washboards, and Washes
The Contractor shall repair ruts, chuckholes, washboards, and washes in
SECTION 32 15 01 Page 11 the road surface by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. Large rock or organic material (as defined in section 3.1.6 below) removed from drainage facilities during the cleaning process shall not be used as fill. High blading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction, and is therefore not acceptable.
3.1.3.2 Settlement Areas
The Contractor shall repair sections of the roadway that have settled by grading the roadbed at each end of the settled area to provide a smooth transition down into and back out of the settled area. The Contractor will not be required to import fill material to repair settled areas.
3.1.3.3 Drainage Dips
The Contractor shall clean existing drainage dips and restore the outslope grade to equal or exceed the cross slope of the adjacent roadway.
3.1.3.4 Insloping/Outsloping (Crowning)
Sections of roads constructed without a roadside ditch shall be uniformly insloped or outsloped the entire width of the roadbed (i.e. crowning). The inslope or outslope grade shall be a minimum of 2% and a maximum of 6%.
The existing roadway cross slopes are within this range and will not require substantial grading to change the cross slopes.
3.1.4 Soil Moisture
Grading operations shall only be conducted when soil moisture is within an acceptable range for dust control and compaction of the roadway. At the beginning of each work day when grading operations will be conducted, the Contractor and the QAR shall meet to determine if soil moisture is within the acceptable range for the section of roadway to be graded. If additional moisture is required, the amount of water to be added will be determined and agreed upon prior to commencement of work that day.
Throughout the work day, if sufficient drying occurs, additional water shall be applied to the roadway to maintain acceptable soil moisture.
3.1.5 Finishing
At the completion of grading operations for each section of roadway, the road surface shall be smooth, tightly compacted, with appropriate cross slope for drainage, free of hollows, depressions, or projections above the road surface, and no berms or ridges shall remain. Work shall be sequenced so that ditch cleaning, culvert cleaning, or culvert replacement will not damage the finished surface.
3.1.6 Compaction
Completed sections will be compacted using a self-propelled vibratory roller compactor with a minimum drum width of 84 inches. The compactor shall be run over the entire running surface of the road after grading is completed. A minimum of six overlapping passes with the appropriate machine shall be accomplished on each completed road section each day of operation.
Compaction shall be done concurrent with grading operations and prior to
SECTION 32 15 01 Page 12 the loss of the appropriate moisture content as specified in section 3.1.3 above.
3.1.7 Debris Removal
The Contractor shall remove wood, rocks, and other debris, as defined below, that have been deposited on the road surface or any drainage facility, whether pre-existing or resulting from grading activities.
3.1.7.1 Organic Debris
The Contractor shall remove and scatter outside the roadway all fallen trees, limbs, or brush in excess of one (1) inch in diameter or two (2) feet in length on the road surface or within two (2) feet of any cross drain culvert inlet.
3.1.7.2 Large Rocks
The Contractor shall remove and scatter outside the roadway all rocks greater than three (3) inches in greatest dimension on the road surface, or greater than six (6) inches in greatest dimension occurring within two
(2) feet of any cross drain culvert inlet.
3.1.7.3 Disposal
Debris shall be sidecast on stable fill slopes or natural ground out of streambeds, streams, or other waterways directly adjacent to the current work site. No sidecasting will be permitted on roads paralleling streams where the ground slope from the outside road shoulder to the stream edge is steeper than 2:1 and the road surface is less than 100 feet from the stream bank.
3.1.8 Existing Culverts
The Contractor shall restore, reshape, and compact existing ditch dikes as needed for effective drainage through existing cross drain culverts. The Contractor will be required to repair, at the Contractor’s expense, any culvert that is unreasonably damaged by the Contractor or their employees during the completion of grading activities.
3.2 DRAINAGE DITCH MAINTENANCE
The Contractor shall perform maintenance on approximately 0.70 miles of roadside drainage ditches located within the 8.6 miles of roads being graded under this contract. 0.5 miles of maintenance are located along the Grandad Bridge Road and 0.2 miles are located along the Breakfast Creek Road near the junction with the Camp X Road, as indicated in Attachment 1, Map Package. The exact location of ditch maintenance will be marked by the Government prior to commencement of work. Drainage ditch maintenance will include the following:
a. Remove and dispose of all trees and branches in excess of one (1) inch in diameter or two (2) feet in length within two (2) feet of any cross drain culvert inlet.
b. Remove and dispose of all woody vegetation.
SECTION 32 15 01 Page 13
c. Remove and dispose of all rocks larger than three (3) inches in greatest dimension from the ditch line, or greater than six (6) inches in greatest dimension occurring within two (2) feet of any cross drain culvert inlet.
d. Remove and dispose of sediment and sloughing from backslopes.
e. Remove and dispose of all trash, debris and all other items which would restrict free flow of water in the drainage ditches.
f. Perform ditch shaping to make a smooth continuous ditch profile and cross section conducive to free flow of water. Ditch cross sections shall have slopes no steeper than 1V:3H unless otherwise approved by the QAR or COR. Backslopes shall not be undercut during ditch shaping.
Ditch shaping shall be performed by tractor with specialty ditch cleaning bucket or other approved equipment that can produce a smooth ditch surface.
Trees, branches, rocks and sediment removed from drainage ditches may be disposed of on-site at locations approved by the QAR. Trash, debris and all other items shall be removed from Government property and disposed of in a legal manner.
3.3 CULVERT MAINTENANCE
The Contractor shall perform maintenance on six (6) culverts, as indicated in Attachment 1, Map Package. Five (5) culverts (map reference numbers 3-7) are located along the Grandad Bridge Road in the location of the first Drainage Ditch Maintenance work site. The last culvert (map reference #11) is located on the Benton Creek Road approximately 300 feet north of the culvert replacement site. Culvert site #11 will also require approximately 250 feet of drainage ditch maintenance work near to inlet between CMP #10 and #11. Maintenance work shall be accomplished to ensure an unobstructed flow of water into and through the culverts.
Maintenance activities shall include the following:
a. Remove and dispose of all sediment, rocks, woody debris, or other items occurring within three (3) feet of the inlets or blocking outlets.
b. Remove and dispose of all sediment and debris from inside culverts for the full length of the pipe. The contractor shall coordinate the method of removal and disposal with the COR or QAR in advance of the work.
c. Shape culvert inlet basins to ensure smooth flow of water into the culvert. Shape the inlet basin to prevent water from flowing past or around the culvert adding a ditch dike where necessary. Compact all surfaces to minimize erosion of the basin surfaces.
d. Trees, branches, rocks, and sediment removed from culverts may be disposed of on-site at locations approved by the QAR. Trash, debris, and all other items shall be removed from Government property and disposed of in a legal manner.

3.4.1.2 Foundation preparation
Bedding for the culvert shall conform to the requirements of Class B bedding. Bedding shall be constructed by placing the culvert in a trench cut in road bed to a depth of six inches below the bottom of the existing pipe. The pipe shall be bedded on a 6-inch thickness of material and sufficient additional bedding accurately shaped to fit the lower part of the pipe exterior for at least 10% of its overall height. Bedding material shall then be compacted in layers not over 6" in loose thickness around the pipe to the spring line of the pipe.
3.4.1.3 Backfilling
After the bedding has been prepared and the culvert set in place, the trench shall be backfilled with bedding material and soil from excavation.
The backfill shall be brought up evenly on both sides of the pipe in layers not over 6" in loose depth. Each layer shall be moistened (or dried if necessary) to near optimum moisture content and thoroughly compacted with mechanical tampers. Special care shall be taken to compact thoroughly the material under the haunches of the pipe and ensure that the backfill material is in intimate contact with the pipe. The backfill shall be brought up evenly on both sides of the pipe for the full length of the pipe.
3.4.1.4 Finishing
Where culverts are installed in existing gravel surfaced roads, gravel surfacing shall be replaced in kind and graded to make a smooth running surface and compacted with a minimum of six passes with a self-propelled vibratory single drum roller with a minimum drum width of 84 inches.
Gravel for this use is currently located near the Long Creek Camp site and labeled on the attached maps.
3.5 BOULDER RELOCATION
The Contractor shall relocate eighteen existing 3-foot diameter boulders.
The boulders are currently located as shown in Attachment 1, Map Package.
The boulders shall be relocated to Sites 8 and 9 and placed adjacent to the two gates. The exact placement of the boulders adjacent to the gates will be marked by the QAR. The existing boulders are used to delineate the edge of the roadway or cleared area. Following removal of each boulder to be relocated, the remaining boulders shall be re-spaced to leave an evenly spaced row of boulders.
