DRAFT Scope of Work Two (2) D7 Bulldozer Rebuilds
The U.S. Army Corps of Engineers requires the rebuilding of the power train on its two D7 bulldozers – D7R DT-212 and D7H DT-208. The dozers are made by Caterpillar and requires Caterpillar certified mechanics from an authorized Caterpillar service dealer to perform the rebuild in order to receive a factory warranty equal to that of a new Caterpillar bulldozer. The components listed under the Caterpillar Certified Powertrain Rebuild Program shall be completely disassembled. All seals, gaskets, hoses, belts, knobs, wiring, switches, and gauges shall be replaced with new Caterpillar parts. All other parts are required to be inspected and measured against the Caterpillar reusability guidelines. The parts that do not meet Caterpillar reusability guidelines shall be replaced with Cat Reman parts or shall be reconditioned to meet Caterpillar specifications if applicable. The Mat Sinking Unit requires the Caterpillar Certified Powertrain Rebuild Plus Program (CPT+), which is a customizable version of the Base CPT Rebuild Program with additional replacements and repairs as needed. All parts/components that are required to be inspected and replaced/reconditioned to be brought to Caterpillar standards are listed below:

Additional Parts and Repairs Under CPT Plus Program Upon disassembly of the dozers by the contractor, the contractor shall inspect other parts/components not listed in this scope of work that are in need of replacement or reconditioning according to Caterpillar specifications. The Mat Sinking Unit dozers have had issues in the past with the following on other dozers, though the following may not need repair and may not be comprehensive of all repairs needed:
• Winch
• Equalizer Bar
• Blade
• Electric System
• Bulldozer Control Valve
• Hydraulic Hoses
• Operator’s Seat
• Governor Control Linkage
• Parking Brake Control
• Ignition Components
Suggestions for other repairs to these or other components shall be made to the COR, however no work may begin on the suggested items that are not specifically listed in the scope of work unless approved by the Contracting Office. The cost for these items shall be included in the overall cost for the dozer rebuilds which shall be a not-to-exceed cost.
Sandblasting & Painting
• The dozer itself requires sandblasting and painting with original Caterpillar paint and paint application specifications.
• All replaced and reconditioned parts and rebuilt components require new paint meeting original Caterpillar paint specifications.
Warranty Requirements
• Travel Time & Mileage for Caterpillar servicing covered for first 90 calendar days after rebuilt dozer is delivered back to the Mat Sinking Unit
• 12 month Caterpillar warranty on all items replaced/reconditioned Contractor shall maintain a list of all parts that are replaced or reconditioned over the course of the rebuild. This list shall be provided to the COR upon completion of the scope of work so that they Mat Sinking Unit will know all parts that were under warranty.
• 3 year/5000 hours Caterpillar Power Train warranty
Other Requirements
• Dealer shall have capabilities of performing 90% of all labor hours for the entire job in-house, reducing the need for 3rd party companies to complete repairs in the time frame allowed and controlling the quality of work performed.
• Dealer shall have capabilities of performing testing of major components of machine rebuild and provide documentation of components meeting or exceeding original performance guidelines of machine. Example horsepower, torque, pressures etc.
• Dealer shall be a Caterpillar dealer specifically for the Mat Sinking Unit’s geographical region, which would be the central Mississippi region or that region that covers the Vicksburg, MS area. This would allow for less time consuming site visit(s) for Mat Sinking Unit representatives when inspecting contractor work at the contractor facility. This would also allow for less travel time and less cost to the Mat Sinking Unit when the dozers are retrieved and delivered at the Mat Sinking location on the Mississippi River.
Transportation The contractor is responsible for transportation to and from the facility where work will take place. The dozers will be retrieved and delivered at the Mat Sinking Unit’s location on the Mississippi River (between Cairo, IL, and Venice, LA) unless otherwise specified by the COR.
Dozer Rentals
The Mat Sinking Unit is currently deployed and has begun work on the Mississippi River. The Mat Sinking Unit may require rental dozers from the time our dozers are hauled off until the dozer rebuilds are complete (within 65 calendar days from contractor retrieval of dozer for rebuild. If required by the Mat Sinking Unit, the contractor shall supply an equivalent (D7R in place of DT- 212, D7H in place DT-208) rental dozer for use by the Mat Sinking Unit for each dozer being rebuilt until the completion of that dozer rebuild unless another suitable machine is otherwise approved by the COR. The Mat Sinking Unit will incur the costs of the rental (including delivery and pickup) until the government-owned dozer rebuild is completed, up to the 65th day of the rebuild (retrieval to delivery). After day 65 of the rebuild period, the dozers shall be delivered back to the Mat Sinking Unit and the government is not responsible for paying any more rental fees.
Period of Performance and Deliverables The contractor shall retrieve the dozers from government property within 3 days after receiving the notice to proceed from the Corps of Engineers contracting office or as agreed to with the COR. All work shall be completed by the 65th calendar day of the contractor having possession of the machines. Completed work assumes all requirement in the scope of work are completed including delivery back to the Mat Sinking Unit.
Upon delivery of machine back to the Mt Sinking Unit, the contract shall provide the Mat Sinking Unit with the list of all components/parts replaced so that parts under warranty will have records to be utilized by the Mat Sinking Unit. All testing documentation that certifies that the rebuild machine meets Caterpillar standards shall also be provided to the Mat Sinking Unit.
Sustainability Requirements The contractor shall meet all Corps of Engineers sustainability requirements if determined to be compatible with Caterpillar equipment and if the requirement, according to Caterpillar, is not expected to cause any dropoff in performance for the machines.
Under the Comprehensive Procurement Guidelines (CPG) program, the Environmental Protection Agency (EPA) designates products that are or can be made with recovered materials, and recommends practices for buying these products. Any designated product that is being offered or supplied under this contract shall meet the minimum recommended content levels as identified under the CPG program. Offerors must be able to demonstrate that each offered product meets minimum content levels upon request.
The United States Department of Agriculture (USDA) designates certain biobased products for federal procurement and specifies minimum biobased content levels for those products. Any designated product that is being offered or supplied under this contract shall meet USDA http://www.epa.gov/epawaste/conserve/tools/cpg/products

Security Requirements All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity.
This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
Veterans Employment Emphasis for U.S. Army Corps of Engineers Contracts
In addition to complying with the requirements outlined in FAR Part 22.13, FAR Provision 52.222-38, FAR Clause 52.222-35, FAR Clause 52.222-37, DFARS 222.13 and Department of Labor regulations, U.S. Army Corps of Engineers (USACE) contractors and ubcontractors at all tiers are encouraged to promote the training and employment of U.S.
veterans while performing under a USACE contract. While no set-aside, evaluation preference, or incentive applies to the solicitation or performance under the resultant contract, USACE contractors are encouraged to seek out highly qualified veterans to perform services under this contract.
