1. Contracting Agency:

2. Description of Action:
Approval is requested for repair/rebuild of two Dynapower pumps. Estimated costs approximately $33,000.00.

3. Description of Supplies / Services:
The Mat Sinking Unit of the U.S. Army Corps of Engineers requires repairs/rebuild of its two (2) Dynapower pumps for use on Matboat 4801.
4. Authority Cited:
Authority permitting other than full and open competition for the procurement of these services is FAR 13.106(b)(1)(i).
5. Reason for Authority Cited:
The Mat Sinking Unit is in need of a contractor to provide repairs/rebuild using OEM replacement parts to ensure that the rebuilt pumps will meet original performance characteristics. Motion Industries has the ability to provide this service. No other sources in the area have been found to be able to perform the work.
6. Efforts to Obtain Competition:
Pump manufacturer Eaton Industries was contacted on 2 March 2017 and asked to provide a listing of all authorized servicers within our immediate area.
7. Actions to Increase Competition:
All authorized service centers provided by Eaton were contacted on 2 March 2017 to see if they were capable of performing the work.
8. Market Research:
Motion Industries of Jackson, MS, Applied Industrial Technologies of Richaland, MS, and Ruston Industrial are authorized service centers in our immediate area as provided by Eaton.
Motion Industries of Jackson, MS and Applied Industrial Technologies advised they do not perform this type of work. Ruston Industrial has successfully performed the same requirement in the past on two similar pumps.

I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

12. Fair and Reasonable Cost Determination:
Pursuant to FAR 13.106-3(a)(2) Basis for award, Before making award, the contracting officer must determine that the proposed price is fair and reasonable. If only one response is received, include a statement of price reasonableness in the contract file.
The contracting officer may base the statement on -- (i) Market research; (ii) Comparison of the proposed price with prices found reasonable on previous purchases; (iii) Current price lists, catalogs, or advertisements. However, inclusion of a price in a price list, catalog, or advertisement does not, in and of itself, establish fairness and reasonableness of the price;
(iv) A comparison with similar items in a related industry; (v) The contracting officer’s personal knowledge of the item being purchased; (vi) Comparison to an independent Government estimate; or (vii) Any other reasonable basis.
Based up acquisition history of similar services and comparison to the IGE, I hereby determine that the anticipated cost or price to the Government for this contract is fair and reasonable.
