VENDOR QUESTIONS AND ANSWERS

Questions RFP W912DY23R0026 UP IMCOM

1. a. Can you tell me if these services are currently being performed by a contractor?

Response: This requirement differs from the existing contract in that the existing contract is only for CONUS requirements, but this solicitation adds Alaska and Hawaii requirements. The CONUS services are currently being performed by a contractor on an existing contract.

b. If so, could you please provide the incumbent name as well as the contract number?

Response: The incumbent of the existing contract for the CONUS requirements is C.

H. GUERNSEY & COMPANY. The contract number is W912DY22C0021.

2. The referenced RFP states, “The Contractor will provide support with Subject Matter Experts (SME) assigned on-site at JBSA (1 FTE) and offsite (1 FTE), with significant knowledge of the utility management, Army utility management SME supporting other CONUS and OCONUS locations.”

Based on the language above, is the Government requesting the Contractor provide a proposal for only the 2 FTE above?

The Attachment 7- Pricing Spreadsheet included on SAM.gov lists 6 labor categories.

Can the Government please provide clarification on how many FTE should be proposed and for what labor categories?

Response: The Government’s expectation is that the contractor proposes two (2) Full Time Equivalents (FTEs) for US Army IMCOM’s UP support office at JBSA. One FTE would be on site and one would be off site. In addition, the contractor should propose sufficient support to align with their technical approach to meet the PWS requirements.

All proposed labor categories are at the discretion of the contractor. The Attachment 7 list of labor categories was provided as examples only and are not mandated to any degree.

Any proposed support to the on-site FTEs would be part time, not in person, and as needed to support the program. The above statement from PWS section 1.0 has been revised with this amendment.

3. Will the Government provide Labor Category Descriptions for the labor categories the Contractor should propose?

Response: The contractor shall propose labor categories with associated descriptions that align with their technical approach proposed. The Government is not mandating any particular labor category.

4. Is this a brand-new contract?

Response: No. As explained in response to Question #1, this requirement differs from the existing contract in that it adds Alaska and Hawaii requirements. The CONUS services are currently being performed on an existing contract.

Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

4. Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program.
