1.0 GENERAL INFORMATION

1.1 INTRODUCTION. Work is to be accomplished for the High Performance

Computing Modernization Program (HPCMP), through the Huntsville Engineering and Support Center, US Army Corps of Engineers, Huntsville, AL North American Industry Classification System (NAICS) code 541611.

1.2 BACKGROUND. The Department of Defense (DoD), High Performance

Computing Modernization Program, herein after referred to as (HPCMP) is a technology-led innovation focused program committed to extending high performance computing to address the DoD’s Research, Development, Test and Evaluation(RDT&E), Science & Technology and Acquisition communities’ most significant challenges in a timely fashion. The HPCMP consists of three major areas: (1) high performance computing shared resource centers, (2) networking, and (3) software applications support. In addition, the program has extensive activities in financial analysis and management support, user requirements analysis, utilization and other system performance metrics analysis, program management support, congressional liaison, outreach, oversight, and security. Execution of the program includes development and implementation of plans developed for all program initiatives and activities.

1.3 OBJECTIVE. The objective of this acquisition is to acquire services to support the DoD HPCMP in all phases of planning and execution of its mission, including, administrative support in all areas of program activity, program management support, meeting facilities and office environment. All Contractor work shall be performed in such a manner that will protect the environment and assure the safety and health of the public and workers.

This Performance Work Statement (PWS) focuses on the HPCMP’s desired results and outcomes for this professional support services contract. The Contractor shall be responsible for determining the most effective means by which to fulfill these objectives. The PWS performance objectives are expressed in the following elements, which will, as a minimum, address timeliness, quality and cost:

• A statement of the outcome or results expected;

• The critical characteristics or aspects of achieving the objective that will be monitored by the Government (each objective may have one or more measures); and

• The target level or range of levels of performance for each performance measure.

The Contractor shall possess one or more of the following credentials; ISO 9001:2008, ISO 9001:2015, CMMI Level II (or higher) – DEV or CMMI Level II (or higher) – SVC.

1.5 GENERAL REQUIREMENTS. Contractor Personnel Requirements:

1.5.1 Contractor Program Manager and Alternate. The contractor shall provide a

Program Manager (PM) and an Alternate Program Manager (APM) who shall be responsible for the performance of the work specified in accordance with the: terms and conditions of the resulting contract. The PM and APM shall have full authority to act on behalf of the contractor for all issues pertaining to contract administration for subject contract. The PM and APM will possess at least a Bachelor's degree in finance, business administration, supplemented with a computer science and/or information systems or other related discipline with a minimum of five

(5) years management experience plus a minimum of five (5) years IT organizational support management experience similar to the size and scope reflected in this PWS. The experience can be Federal or private industry. Qualifications of the PM and APM are subject to Government review and concurrence.

The PM and APM shall be available during normal working hours to meet at the HPCMP office in person and/or via teleconference with Government personnel designated by the Contracting Officer (KO), HPCMP Program Manager (PM) or Contracting Officer's Representative (COR) within two (2) hours of notification. The PM and APM must be able to read, write, speak and understand English.

1.5.2 Key Personnel. The Government has determined that certain personnel are key to successful completion of the contract. These Key Personnel will be designated in the contract and are subject to the provisions of this PWS. Resumes shall be submitted detailing the qualifications and experience of Key Personnel. The personnel specified below are considered to be essential to the work being performed under this contract. Prior to diverting any of the specified individuals to other projects, the contractor shall notify the Contracting Officer reasonably in advance and shall submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on the program. No diversion shall be made by the contractor without the written consent of the Contracting Officer. Key personnel shall perform as follows:

1.5.3 Administrative, Managerial, and Supervisory. The contractor shall provide qualified personnel with administrative, managerial, and supervisory capabilities to assure the effective performance of the contract. An on-site representative(s) of the contractor such as a Task or Team Lead will perform supervision and will be responsible for monitoring the work assignments of contractor personnel on individual tasks. At no time shall the Government supervise contractor personnel. Qualifications of the on-site representative(s) are subject to Government review and approval under any Special Projects and/or if designated as Key Personnel.

1.5.4 Security Investigation. Contractor personnel shall be required to perform duties requiring a security investigation. At a minimum all contractor personnel are required to have and maintain a secret clearance. The scope of the investigation required and the forms to be completed shall be in accordance with DoD personnel security directives. The contractor shall be responsible for the preparation and submittal of the required forms to the HPCMP facility Security Office. The contractor personnel shall not be required, nor permitted to perform work prior to receipt of the required approval unless a temporary waiver is granted by the appropriate Government official.

The contractor shall take all necessary steps to assure that contractor or subcontractor personnel who are selected for assignment to the resulting contract are persons of professional and personal integrity and trust and meet all other requirements stipulated herein.

The contractor shall submit a monthly staffing report (CDRL A021) providing a listing of the names of all contractor personnel who had access to an HPCMP facility, sensitive information and/or resources anytime during the reporting period. Copies shall be submitted to the Government Physical Security Point of Contact and the COR/KO. In furtherance of the above report, the contractor shall also include any employment changes made during the reporting period to the KO. Examples of such changes are terminations, new hires, and name changes.

1.5.5 Substitution or Addition of All Personnel. The contractor shall fill vacancies within 28 calendar days after the vacancies occur. The contractor shall maintain adequate staffing levels and report number of days vacant for all open positions on Weekly Situational Awareness Report (CDRL A003) to ensure performance and delivery requirements are met.

All new positions (key or non-key) on this contract must be staffed within 30 calendar days, and all replacement positions must be staffed within 28 calendar days. The KO must approve any exceptions to this staffing requirement.

1.5.6 Qualifications. The Contractor shall provide personnel with expertise to successfully perform this contract with minimal oversight by the Government. The Contractor shall maintain a qualified staff at all times. The Government restricts access or work hereunder to United States citizens only. The Contractor shall maintain a training program to ensure their staff is adequately trained and current on required skills, certifications and qualifications.

Contractor personnel shall demonstrate good communication skills and shall be flexible and adaptable in a dynamic environment. The Contractor shall effectively participate in planning and strategy sessions. The Contractor shall effectively interact with customers, resolve complaints and problems, and keep management properly informed as to issues, problems, future needs, and technological developments. The contractor will work effectively alongside contract personnel supporting other HPCMP mission requirements.

1.5.7 Meetings and Training. The contractor shall provide fully trained employees, be required to have and maintain an ongoing training program, and be responsible for contractor employees acquiring the knowledge and skills necessary to support new technology. Contractor personnel may be required to attend functions such as seminars, conferences, workshops, educational courses, and training unique to the HPCMP or directed/mandated by the HPCMP.

The requirement to attend said functions will be identified in individual requests, approved by the COR/KO and may include activities such as attendance at a conference to give a technical presentation, attendance at meetings to obtain information necessary to perform tasks included in this PWS, or to present information obtained in performing a task related function. The contractor is responsible for all approved costs associated with the training and travel. The Contractor, at their own expense, shall provide training of Contractor employees, unless the Government has given prior approval for training to meet special requirements that are peculiar to its environment and/or operation.

1.5.8 RESERVED

1.5.9 Quality Control Program. The contractor shall establish and maintain a complete Quality Control Plan (QCP) to ensure the services performed conform to stated requirements. The contractor shall include an initial QCP with their proposal. The KO will notify the contractor of acceptance or required modifications to the plan. The contractor shall make appropriate modifications at no additional cost to the Government and obtain acceptance of the QCP by the KO before the start of the initial performance period. The contractor shall submit an updated QCP (CDRL A027) to the COR/KO for approval six (6) months after contract award, assuming the benefit of lessons learned over the initial six month period. Thereafter, the plan shall be reviewed, updated, and submitted annually, or as changes occur, for acceptance by the Government. The QCP shall describe the inspection system for the requested services listed in the PWS and shall include the following:

a. A description of the contractor's quality control system. The system shall cover all services, specify work to be inspected on either a scheduled or unscheduled basis, frequency, and describe how inspections are to be conducted.

b. The name(s) and qualifications of individual(s) responsible for performing quality control inspections, and the extent of their authority.

c. A description of the methods used to record the quality control inspection and corrective actions taken.

d. A description of the methods used for identifying and preventing defects in the quality of service performed.

e. The approach for filling vacancies in a timely manner, providing qualified personnel and maintaining an ongoing training program to ensure contractor employees acquire the knowledge and skills necessary for new/emerging technology, managing changes in workload requirements and providing timely and accurate invoices. The contractor shall maintain a file of all scheduled and performed Quality Control inspections, inspection results, and dates and details of corrective actions. The file shall be made available to the KO and COTR upon request.

1.5.10 Quality Assurance. The Government will evaluate the contractor's performance under this contract in accordance with established quality assurance policies and processes. The Government will record all activities. When an observation indicates defective performance, the Government representative will request acknowledgement of the deficiency. The Government’s quality assurance is not a substitute for Quality Control (QC) by the contractor. All findings of unsatisfactory, or non-performed work will be resolved in accordance with the Quality Assurance Surveillance Plan (QASP). Failure to Agree as to what constitutes defective performance under these clauses shall be handled under the procedures of the Disputes clause included in the resulting contract.

1.5.11 Contract Management. The contractor shall submit a Program Management Plan (PgMP) to the KO for approval within 60 calendar days of contract award (CDRL A012). Thereafter, the plan shall be reviewed, updated, and submitted annually, or as changes occur, for acceptance by the Government.

1.5.12 Contract/Task Meetings. The contractor PM and/or alternate shall be required to meet, at the discretion of the KO, during the term of the contract. These meeting minutes shall be documented as designated by the KO. The contractor may also request a meeting with the COR.

The COR will coordinate any such meeting request through the KO.

1.5.13 Contract Review. Twice yearly contract review meetings may be coordinated by the Government to disseminate information and discuss any contract or operational issues, including contract activity. These program reviews, if conducted, will be at a time and location of the Government's choice. The contractor shall submit any agenda items to the COR and KO no later than five (5) days prior to the scheduled contract review. Costs associated with the attendance at these reviews will be at no direct cost to the Government.

1.5.14 Hours of Operations. The contractor shall observe the normal work hours of the HPCMP. The HPCMP’s normal work hours, Monday through Friday, are 0730 to 1800 Eastern and Central Time. Specific tasks may require variations from this schedule and shall be approved by the Contracting Officer Representative or Contracting Officer. The contractor shall optimize personnel staffing and manning to match the specific task requirements and performance criteria during the operating hours. In addition, weekend and evening support may be required to accommodate HPCMP activities. Teleworking is not permitted on this contract if the contractor has been provided a seat to perform their duties at a designated place of performance, unless otherwise approved by the Contracting Officer Representative or Contracting Officer.

1.5.15 Observance of Legal Holidays and Administrative Leave. Generally, the contractor shall not be required to work, nor will payment be made by the Government for holidays and administrative leave. The contractor will identify any exceptions where contractor support may be required during holidays, administrative leave, and facility closure. In the event contractor personnel work during these periods, the Government will not provide additional reimbursement, outside of the regular labor rate for hours worked. This does not preclude the contractor from providing holiday/premium time compensation to their employees.

The following is a list of Federal holidays and other events that might lead to closure of the facility:

a. New Year's Day

b. Martin Luther King's Birthday

c. Washington's Birthday

d. Memorial Day

e. Independence Day

f. Labor Day

g. Columbus Day

h. Veteran's Day

i. Thanksgiving Day

j. Christmas Day

k. Any other day designated by Federal statute, executive order, or presidential proclamation.

There may be local determinations relating to adverse weather conditions, national emergencies, energy conservation, HPCMP determinations, furloughs, etc., which may require the facility to close. During such periods of closure, contractor employees will not be allowed to work at the facility nor are such hours chargeable under the contract. Work may be performed at an alternate location, only with prior approval by the KO or COR. Strict accountability of work performed shall be provided by the contractor program manager, should such off-site work be approved.

1.5.16 Travel. Travel shall be in accordance with the Federal Travel Regulations.

1.5.17 Physical Security. The contractor shall be responsible for safeguarding all Government property for Contractor use at the close of each work period, Government facilities, equipment, and materials shall be secured in accordance with applicable local policies and procedures.

1.5.18 Conservation of Utilities. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions, which preclude the waste of utilities, which shall include:

a. Lights shall be used only in areas where, and when work is actually being performed.

b. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor, or by contractor employees unless authorized.

c. Water faucets or valves shall be turned off after the required usage has been accomplished.

d. Computer equipment shall be powered down during off hours, unless otherwise coordinated.

1.5.19 Off-Site Space Requirements. In the event adequate space is not available at a Government facility to house the personnel required for specific task(s), the Government shall provide required space including all utilities, telephone, janitorial services, workstations;

associated hardware and software; office equipment/ furnishing(s), telecommunication connectivity, as required for Information systems access, and supplies. However, the Contractor, with the direction and assistance of the Government representative(s), shall provide the appropriate space for Contractor personnel during natural disasters, and unforeseen Government facility closures, as discussed in section 1.5.15.

1.5.20 Transition Period. It is essential to the Government that services required under this PWS are performed without interruption. Consequently, it is imperative that transition to full contract performance be accomplished in a well-planned, orderly manner. The transition period shall begin at the time of award. Full contract performance is expected within thirty (30) calendar days of contract award, or as required by the solicitation. The purpose of this orientation is primarily to:

a. Observe work accomplished by current contractor personnel

b. Complete personnel requirements including the hiring of personnel to ensure satisfactory performance beginning on the contract start date (Note: Soliciting personnel for employment during their duty hours is prohibited. Contractor shall abide by applicable recruitment governance regulations.)

c. Obtain security clearances.

d. Accomplish necessary training of contractor employees.

e. Establish workstations.

f. Transfer Government Furnished Property / Equipment.

1.5.21 Transition activities. At the conclusion of option periods or extensions, the services provided under this PWS may be awarded to another contractor. The contractor in place shall be required to assist in the transition activities.

1.5.22 Monthly assessment reports (CDRL A003). The contractor shall prepare and submit a monthly assessment report describing the progress achieved during the past month, plans for the forthcoming month, any anticipated problems. Monthly Assessment Reports shall include staffing numbers, to include number of employees and number of CMEs, staffing changes, vacancies, and extended dollar expenditures. The monthly assessment reports shall describe accomplishments, as addressed above and in paragraph 7.2.3.

The contractor is required to submit the monthly assessment report by the tenth (10th) calendar day of the following month, allowing government customers to review contractor performance in a timely manner without delaying prompt payment of invoices.

1.5.23 Labor Categories. The labor categories listed in Section 5.0 (Workload Requirements), represent the Government's best estimate of the skill category/level of personnel necessary to achieve the required support. The contractor shall use these descriptions in developing their price/cost for the contract issued hereunder. The fully-burdened labor rates shall include all direct, indirect, general and administrative costs and profit associated with providing the required skill. Although the contractor is expected to map from the contract categories to the contractor's own categories, for the purpose of matching resources to requirements the use of additional labor categories not currently contemplated may be necessary over the term of the contract. Certain unique labor categories, as well as consultants, may be required under specific work orders. These additional labor categories, rates and descriptions will be negotiated on a case-by-case basis.

2.0 PERIOD OF PERFORMANCE (POP)

27 August 2018 – 26 August 2023 (Base Year and 4 Option Years)

3.0 SCOPE

The scope of this contract is to acquire administrative support services to include physical security, facilities management, procurement and inventory management and meeting management, at the HPCMP Lorton, VA and Vicksburg, MS facilities and other locations as specified in paragraph 13.2 -13.4 in support of the HPCMP including: program analysis, business analysis, networking, physical security, meeting management and logistics. The scope also includes monitoring financial activities performed by other organizations which are executing various tasks in support of the program; adhering to program oversight documentation requirements and review processes; supporting a variety of outreach activities; determining and validating user requirements; collecting and analyzing system performance metrics data.

4.0 REQUIREMENTS

All of the task areas to follow are considered integral and necessary to the performance of the HPCMP mission. The tasks delineated in this PWS were developed based on prior program experience advanced to reflect future HPCMP program requirements for a fully functional service-based solution for operation of the HPCMP. These PWS components represent the minimum primary and ancillary service solution required to sustain HPCMP operations. These support service task areas have been evaluated by the Government and determined to be in compliance with FAR 7.503(a) (non-inherently government responsibilities). The Contractor shall provide integrated administrative, and general technical support services, by providing qualified personnel in order to perform the tasks and produce the deliverables identified in this

PWS.

4.1 PROGRAM AND PROJECT MANAGEMENT SUPPORT. The Contractor shall provide program management support for all facets and functions of the HPCMP, which will fully integrate, manage, control and document all phases of the contract requirements. There shall be a lead Program Manager (PgM) and an Alternate Program Manager (APgM) who will be the focal point for the issues of this contract, and shall keep the Government fully informed both verbally and in writing.

Program and Project Management Support shall include preparation of planning documents associated with organization of the contract as they support program budgets, schedules, reports and documentation.

The contractor shall also have oversight, and provide meeting management and conferencing support for the HPCMP, in all program activities. This support includes, but is not limited to, the following:

4.1.1 Provide recommendations, program management, and external support for all program activities. The contractor shall be cognizant of the many interrelationships between the various elements of the HPCMP and ensure these are fully considered as the program evolves.

4.1.2 Provide senior level technical support in preparing administrative policy and procedures for correspondence intra- and inter-agency.

4.1.3 Maintain an Integrated Master Schedule (CDRL A018) to be submitted to the

COR/KO and presented monthly no later than 10 calendar days after the end of the month. This document will log all projects, milestones, dependencies, and due dates for each section of the contract on one document. This document will display all interdependencies between the projects and include all areas of the program. It will coordinate deadlines, schedules, meetings, conferences, and documentation management, as needed to complete each project. Quad Charts will be used to define and update each project. Due dates may not be modified in cases of schedule slip. In case of cost or schedule variances, new values may be appended with narrative discussion to explain change.

4.1.4 Manage and oversee the preparation of presentations, graphics, and spreadsheets in support of HPCMP activities. Provide comprehensive, accurate quality assurance and quality control for all official documents and publications of the HPCMP. Generate executive summaries for official documents destined for higher level DoD organizations.

4.1.5 Coordinate with all other task areas to submit a Weekly Situational Awareness Report (WSAR) – (CDRL A003) prior to each Weekly Contract Status meeting. This document will include an action tracker, staffing updates, accomplishments and issues. The WSAR will be presented to the government in a Weekly Contract Status meeting.

4.1.6 Interact will all government customers to maintain a Program Master Calendar (CDRL A019) tracking schedules, milestone, meetings, conferences, and major events (e.g., Microsoft Projects, Outlook, etc.) for all of the program on a monthly basis. Newest versions must also be in a presentation form to be submitted prior to large HPCMP meetings to include the High Performance Computing Advisory Panel (HPCAP), User Advocacy Group (UAG), and Executive Steering Group (ESG) meetings.

4.1.7 Schedule and coordinate meetings, dialogue, and correspondence with all entities on issues and/or problems as necessary to produce quality plans, documents, and various briefings (approximately fifteen (15) per month).

4.2 PROGRAM ANALYSIS. The Contractor shall provide senior executive level support to the High Performance Computing Modernization Program Office in support of all program initiatives.

4.2.1 Program Documentation Support. The Contractor shall support planning, analysis, technical writing, technical editing, and revising of all program documentation for senior HPCMP management review and approval. The Contractor shall prepare documents, organize data, and perform analyses. This includes, but is not limited to:

4.2.1.1 Maintain and update program archival and reference documents as called for in the DoD 5000 Series of Regulations.

4.2.1.2 Maintain the existing Single Document Repository and Office file system, installed at the Lorton, VA location accessible to customers and contractors as necessary.

4.2.1.3 The filing system that holds the Single Document Repository shall include all program documents and correspondence.

4.2.1.4 Facilitate, track and submit monthly the documentation distribution clearance process and submit tracking report (CDRL A024). Create and track all existing programmatic and contractual SOPs for review and annual update by providing a Standard of Practice (SOP) Documentation Report (CDRL A023) tracking dates completed, updated, and next review, and short description of changes on last SOP.

4.2.1.5 Maintain an archive of the Program’s slides, viewgraphs, videotapes, motion pictures, publications and documents.

4.2.1.6 Compile, draft and coordinate administrative publications, Program histories and annual reports. Support authors in the preparation and publication of articles and documents. (CDRL A024)

4.2.1.7 CREATE Program Documentation Support. Supports CREATE in acquisition program documentation in taking the lead on Annual Program Baseline processes.

Facilitates CREATE Business Strategy and Practices. Develop and maintain the Technology Transfer/Export Control Plan, Management the Intellectual Property and Export Contract Processes. Recommend, draft, and provide project management of Technology Transfer agreements (such as the CRADA). Provides contributions regarding program management to CREATE articles for technical presentation and journals.

4.2.2 Program Outreach Activities – Marketing Team. The Contractor shall provide program analysis, slide design and/or creation, and graphical art support for all program outreach activities. The Contractor shall provide technical expertise that includes, but is not limited to the following areas:

4.2.2.1 Professional Marketing and Communication Support. Performs as team lead of Marketing Team by gaining a deep understanding of the program. Support website content, documentation and plans that convey the importance of HPCMP to the Department of Army, United States Army Corps of Engineers, Congress, Office of the Secretary of Defense (OSD), DoD Services and Agencies, industry, academia, and other Government agencies.

Perform market research, devise strategies and gain program insights from internal and external resources to gain customer buy-in, publish and maintain the revision of the HPC.mil website.

Perform the planning, coordination and execution of processes for determining and validating user satisfaction with HPCMP resources, and capabilities provided by the program. The contractor will validate and verify all methods, and areas of evaluation of user satisfaction with respective Associate Directors, or their appointees, regarding the type of user feedback that is required for their respective areas of responsibility. Support senior leadership in compiling success stories for the use by the HPCMP in support of the completion of reports, briefings and publications required by higher command and Congress.

4.2.2.2 Senior Web Development Support. Create, design, conceive and coordinate website development as a member of the marketing team with content and graphics strategically place to ensure desired communication. Provide advance website development for a robust, intuitive and informative HPC.mil website as a key program marketing tool for the entire program. Ensures information is presented using latest development methodologies, so that the website is a resource when marketing the program for government customers.

4.2.2.3 Graphic Art Support. Conceive, design, layout, and coordinate editorial illustrations and creative artwork, as a member of the marketing team. Develops interpretive themes that convey ideas and information. Create graphic presentations using MS PowerPoint or otherwise, that communicate mood, emphasis, insight, viewpoint, and similar visual impressions.

Provide guidance on graphic technology. Work closely with all stakeholders to understand requirements and create cost efficient graphic designs through available mediums. Provide computer graphic services for web artwork. Have responsibility or input on reproduction and printing processes through in-house resources or outside vendors. Compile for HPCMP review and coordinate publications to include success stories in a highly sophisticated document with color and graphic illustrations suitable for submission to higher commands, to include Congress that illustrates the success and impact of the HPCMP.

4.2.2.4 Web Content and Development Support. Member of marketing team.

Design, construct, and produce electronic media containing program publications and activities for a variety of technical, and non-technical audiences using advanced graphical art from the program and as designed by the contractor.

4.2.2.8 Workforce Development Coordination Support. Support the HPCMP Internship Program to include facilitating meetings, managing and drafting all necessary paperwork and calls for government approval. Complete and brief case for mentors that include checklists and forms to fill out. Collect and track all incoming data, then perform analysis upon completion of each year to review lessons learned, and facilitate continued process improvement.

4.2.3 Networking Support

4.2.3.1 SDREN Connection Approval Process (CAP) Administration. The contractor will act as a customer liaison, set up, track, maintain, and update data for all Connection Approval Process (CAP) documentation for more than ninety (90) SDREN sites which could have multiple enclaves within the CAP database. Documentation includes: network diagrams, Memorandums of Agreement, mission statements, the Authority-to-Connect (ATC) and others. Due to the classified nature of this effort, the contractor shall assist the Security Comprehensive Assessment team to ensure that any reported open deficiencies upon assessment of each site, come to resolution in order to recommend issuance of an Authority to Connect.

4.2.3.2 DREN Defense Service Agreement (DSA) Administration. The vendor will act as a customer liaison, set up, track, maintain, and update data all Defense Service Agreement (DSA) documentation for more than four-hundred (400) DREN sites which may have multiple enclaves within the DSA database. Documentation shall include: network diagrams, Memorandums of Agreement, mission statements, the Authority-to-Connect and others.

4.2.3.3 DREN Program Management Support. The contractor will provide oversight support to the Associate Director for DREN (AD DREN) and shall ensure all DREN projects are staffed, tracked, documented and included in an overall DREN project schedule by tracking milestones, using earned value management techniques that help identify early on cost and schedule variances and bring them to the AD DREN’s attention for action. Project documents and versions will be maintained by administrative support. The contractor shall also provide oversight support over the administrative and financial management of the DREN program, by ensuring all budgetary information is gathered and presented. This includes both HPCMP and Buy-In activities.

4.2.4 Senior and Enterprise-Wide Meeting Logistics Support

4.2.4.1 The contractor will provide technical and general clerical support, for various HPCMP functions, including but not limited to; HPC User Advocacy Group (UAG) meeting, Executive Steering Group (ESG) meeting, HPC Advisory Panel (HPCAP) and any Integrated Product Teams (IPTs), or similar meetings for all program initiatives. Support will include but is not limited to:

• Meeting Logistics Support to include securing meeting facilities which include, space, equipment and other resources necessary for the efficient and effective operation of meetings of various types including but not limited to stand-alone sessions, telecom, and VTC sessions for small (approximately 1-5 people), medium (approximately 6-12 people) and large (more than 13 people) capacity meetings

• Meeting Time Coordination and Invites using a consistent and agreed upon methodology across the organization, ascertain invitees and communicate and coordinate with security required incoming and/or outgoing visit requests.

• The contractor will assign each meeting with an Executive Secretary who shall:

o Ensure successful logistical support by taking highly technical meeting minutes, followed by manage meeting minutes in agreed upon consistent manner across the functional areas.

o Track and report action items which includes reporting and resolving prior action items and taking new action items.

o Gather all presentations and prepare them for the meeting in a format agreed upon by the government.

• Support the Program’s participation in major conferences and meetings, when held, such as the annual Super Computing Conference and the HPC Users Group Conference.

4.3 REQUIREMENTS ANALYSIS AND DATA ANALYSIS

4.3.1 Systems Performance Metrics Analysis and Documentation. The Contractor shall provide support in acquiring, organizing, and the analysis of data provided by the HPCMP DSRCs which characterizes resources provided, operated, by the HPCMP, as well as the utilization of HPCMP supercomputing resources. Performance metrics will be collected, analyzed, and reported to senior management for inclusion in reports submitted to other organizations IAW the HPC Systems Performance Analysis Metrics Report (CDRL A005). The Contractor shall provide technical support to perform the collection, organization, and analysis of HPC resource utilization data and performance metrics which include: Reports, and Monthly Performance Analysis Reports, which are not limited to the following activities:

4.3.1.1 Review performance data and metrics from the HPCMP DSRCs, by Service/Agency, organization, and site. Perform analysis of the utilization data to indicate trends in usage across centers, by system architecture, and by Service/Agency, organization, and site.

4.3.1.2 Contractor shall access and update databases and other electronic documents particular to the HPCMP (e.g. portal to the Information Environment (pIE)) to maintain performance metrics data for easy updating and analysis. These databases are ever evolving and the contractor shall update new databases as necessary, by the issuance of work request/s by the Government. Coordinate, organize, and periodically report the performance data to the HPCMP management and Director. Develop procedures for comparing data across centers and system architectures which take into account differing efficiencies of different architectures on various DoD applications, and reporting utilization by center, Service/Agency, organization, and site.

4.3.1.3 Compare and analyze performance data specified in the above activities with system capacity and documented user requirements. Develop, implement, organize and analyze effective measures of overall system performance, including throughput as compared with total job workload. These will include, but are not limited to; parameters such as total wait time for completion of an average job per hour of CPU time utilized by the job (expansion factor). Integrate utilization activities, so that a common ground can be established for shared resource centers, to ensure data reported across all of the centers is consistent.

4.3.2 User Requirement Analysis and Documentation. The Contractor shall provide support services that facilitates the HPCMP’s ability to deliver a comprehensive, credible requirements documentation and an analysis process to ensure that program decisions are based on current HPCMP user requirements of DoD’s RDT&E, acquisition and sustainment communities, which will heretofore be referred to as the “DoD communities”. This activity will include, but is not limited to, the following tasks:

4.3.2.1 Support the continuing process to define HPC user requirements of the DoD communities. Identify continual improvements to the process, planning and execution of data collection to maintain current user requirement information, and delivery of a variety of products based on that information.

4.3.2.2 Collect, gather, and analyze requirements information through surveys, followed up with interviews with individual HPC user groups within the DoD communities. The contractor shall maintain databases (e.g., CREATE Access DB) and other electronic documents that allow easy access and retrieval of requirements information. These databases are ever evolving, and the contractor may be required to update, design or develop new databases as necessary. Maintain the electronic file containing HPC user requirements, and produce queries and reports for use in documents describing user requirements. Document the results of these analyses.

4.3.2.3 Provide support to enable effective management of requirements information. Provide analytical assessment of requirements information merged with other program data, such as usage and allocation information to give the program greater insight into the nature and activities of its customer base

4.3.3 Resource Allocation Analysis and Management. The Contractor shall support the program participants to provide a comprehensive, credible computational resource allocation process to ensure that HPCMP resources are effectively and efficiently provided to those DoD community projects that are identified as high priority by DoD Services and Agencies. This activity will include, but is not limited to, the following tasks:

4.3.3.1 Support planning and implementation of an annual process that allows DoD Services and Agencies to provide allocations on HPCMP resources. Monitor the implementation of that process and provide feedback to HPCMP management and user organizations on how allocations are being effectively utilized. Suggest improvements to the process IAW the HPCMP Resource Allocation Policy.

4.3.3.2 Participate in the design, development, and deployment of databases and documents that keep track of system utilization vs. allocation on a project level basis.

Maintain current information in these electronic documents and ensure that project utilization is in compliance with project allocation. Report results to program management.

4.3.3.3 In concert with representatives of DoD Services and Agencies, and the HPCMP Consolidated Customer Assistance Center, assist users in meeting requirements to access allocations on HPCMP resources, and monitor the implementation and progress for new user account creation within the HPCMP. Report results to program management. Suggest improvements to the processes IAW the HPCMP Resource Allocation Policy and DSRC account management tools.

4.4 BUSINESS ANALYSIS SUPPORT. The Contractor shall provide business analysis support required by the HPCMP to prepare for Government review and approval, business documentation for presentation, justification, and execution, as well as maintain and improve the Government’s electronic enterprise business management system based on resource planning and management processes to include but not limited to investment analysis, human resource analysis, material management and logistics, supply chain management, preparation of weekly financial reports, annual business management reports, and recommendations related to the business management of the HPCMP. The contractor shall perform business management support that includes, but is not limited to, the following activities:

Note: This task does not involve the determination of Federal program priorities for budget requests or the determination of budget policy, guidance, or strategy. HPCMP budgeting activity is conducted by Government employees (the Director, the Associate Director for Business & Finance, and the Deputy Director).

4.4.1 HPCMP Business Objective. Through coordination with HPCMP management, HPCMP field activities, and services business analysts will assist in identifying, validating, and justifying current and future resource needs, including investment and manpower needed to satisfy documented use requirements for the program. Prepare for Government review and approval, presentation and justification documents to report on investment requirements. Monitor and report on investment execution plans, provide support for periodic reviews, assist in planning for funds distribution and adjustments, and interface with various business organizations to ensure funds appropriated for the HPCMP are executed in compliance with DoD policy standards. The contractor shall assist in identification, validation and justification on current and future program resource requirements, to include funding and manpower, to satisfy documented user requirements. Document and rationalize these resource requirements to ensure their sustainment during the rigors of the oversight and the Planning, Programming, and Budgeting System processes.

4.4.2 Program Management and Administration

4.4.2.1 HPCMP Business Management Analysis Support - DD1144

Management - The contractor shall create, obtain government approval and then route for staffing approximately two hundred-fifty to three hundred (250-300) DD1144 Interagency Agreements with all organizations that the HPCMP funds every year. Coordinate hand receipts using onsite inventory system to include logistics and ordering, facilitate conference requests; staff SES-level memorandums.

4.4.2.2 Technology Transfer Analysis Support – Provide expert guidance the use of technology transfer authorities to meet program objectives;
