He included in a follow-up email a sole-source letter that, “Government Marketing & Procurement, LLC (GMP) is the Vocera’s exclusive authorized dealer of Vocera’s products and services to the Federal Government customers. GMP is a Service Disabled Veteran Owned Small Business (SDVOSB) and is the holder of the Vocera GSA contract (GSA IT 70 GS-35-F-0858N).”
8. MARKET RESEARCH: Market Research was conducted in September 2015. Vocera does not have a CHESS contract, however, utilization of CHESS is not mandated when using non- Army funding such as the Defense Health Program Funds as in this case. The DOD ESI BPA was also researched but the items were not available on this vehicle.
A Request for Information (RFI) was issued via fedbizopps.gov on 16 November 2015 requesting that interested parties complete a Capabilities Questionnaire which will allow the government to determine if firms possess the ability to execute the requirement for the anticipated formal solicitation. Responses were due by November 23, 2015. There was only one response received from GMP. GMP and Vocera Communications have a strategic partnership in order to streamline the procurement process for Vocera's federal government customers while offering the technical expertise and experience required for a successful implementation of the Vocera solution. GMP is the sole distributor of Vocera products and services through GMP's GSA IT 70 contract # GS-35F-0858N. GMP works very closely with government customers and with all members of the Vocera organization. Vocera products including hardware and software are processed through GMP's GSA contract seamlessly and delivered in a timely manner. Services including training, implementation and installation (if applicable) are procured through GMP's GSA contract and subcontracted to the Vocera Professional Services team. In this instance, GMP’s GSA contract will not be utilized and items will be procured directly due to the fact that all the required items for the system are not available through the GSA contract. GSA rates will be used to evaluate price only.
