5. PROSPECTIVE CONTRACTORS: Contractors are required to be registered in the System for Awards
Management (SAM) for awards resulting from solicitations.
This rule more efficiently implements the Debt Collection Improvement Act of 1996, as it requires contractors to be registered in SAM for consideration of future solicitations, awards, and payment.
Registration is required prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement from a solicitation.

SCOPE OF WORK
Libby Dam Powerhouse Precipitron Purchase, Libby, MT
Equipment
1. Background
The Powerhouse at the Libby Dam Project is located at 17877 HWY 37 Libby, MT 59923. This equipment will replace an older Model 60 506-00 unit manufactured by Trion and Pre and Post Automatic Roll Filters manufactured by AAF. The main supply fan provides a maximum of 60,000 cubic feet of air per minute.
2. EQUIPMENT REQUIRED:
Acceptance of Equipment:
Equipment will be inspected at the jobsite prior to acceptance. Contractor shall be responsible for maintaining the product‘s condition as specified until the point of acceptance. If items are damaged during shipping, Contractor shall ensure that replacement parts are expedited to the site at the Contractor’s expense. Vendors shall supply the following items in the sizes and quantities specified to satisfy the requirements of this contract. All equipment must be assembled and configured such that it is ready to install upon delivery.
Contractor is responsible for providing all owner’s and installation manuals and wiring diagrams upon delivery.
New equipment only; No remanufactured or “gray market” items.
All items must be covered by manufacturer’s warranty
3. INCIDENTAL SERVICES REQUIRED:
Installation Assistance by Contractor Factory Start-Up and Training by Manufacturer Installation including mechanical and electrical will be provided by the government
Contact Libby point of contacts as seen in Section 6 to arrange assistance, training, and startup of precipitron.
4. DELIVERY LOCATION:

Delivery hours are as follows:
Monday through Thursday 0900-1500.
Contact Libby point of contacts as seen in Section 6 a day prior to delivery.
EQUIPMENT REQUIREMENTS:
Submit in the proposal cut sheets, specifications and drawings in sufficient detail to determine submission is compliant with the following requirements.
Components and associated equipment must have the salient characteristics listed below.
1) Qty 1 each: Side By Units: Field Assembled Electrostatic
Precipitator rated for 83% ASHRAE 52.1 @ 60,000 CFM with the following components:
a. Unistrut framework for site erection
b. Side and Top Panels, Painted
c. Ionizing/Collecting Cells with Spiked Ionizers and Ceramic Stand-off Insulators
d. Cell Baffles
e. High Voltage Bus Bars
f. High Voltage Cables (sized for 100’ leads)
g. Electrical Enclosure Panels, with:
i. A combined total of (20) PWM Power Supplies and LED High Voltage Indicators
ii. Power Supply Relays
iii. Programmable Logic Controller
iv. Disconnect Switches
v. Floor Stands
h. Two 2-Position Start/Stop Enclosures
i. Two Safety Switch Assemblies with Actuator Screws
j. Two Pilot Lights with Enclosures
k. Two Lighting Fixtures
2) Renewable, Media, Automatic Roll Pre-Filter (one each six foot filter section) and
Renewable Media, Automatic Roll Post-Filter (two each six foot filter sections) including control assembly and drive
a. Each filter section must:
i. Be Factory Assembled
ii. Include Filler Panels for each end of filter bank
iii. Include Initial loading of Media
iv. Include Rewind spool and associated hardware
v. Be corrosion resistant
vi. Provide for reinforcing the media to remain perpendicular to the direction of air flow
b. The control unit must:
i. Include a warning lamp to indicate media run-out
ii. Include Hand, Off and Automatic operation
c. The drive unit must:
i. Advance the media in small, uniform increments when dust accumulates
ii. Prevent the media from advancement when the system is inoperative
iii. Be actuated by an adjustable timer
3) General
a. All components must be pre-assembled and pre-wired such that they can be moved into place and interconnected with minimal labor.
b. The contractor must provide assembly instructions including drawings that detail all fieldwork including mechanical and electrical connections.
INCEDENTAL SERVICE REQUIREMENTS
1) The contractor will provide installation assistance in the form of:
a. Meetings with government engineers, electricians, and mechanics to discuss installation requirements or discuss installation progress. This can be accomplished via teleconference. This will not exceed 24 cumulative hours.
2) The contractor will provide factory start-up and training for the following
a. Electrostatic Precipitator – not to exceed 10 cumulative hours on site.
b. Automatic Roll Filtration equipment – not to exceed 10 hours on site.
For any incidental services that require access onsite, the following security requirements are required:
All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
The contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-
13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
5. Delivery Date:
Equipment shall be delivered FOB Destination within 18 calendar days after award to the above government facility. Invoice for the precipitron' s complete delivery shall be provided no later than 18 September 2020. All incidental services (installation support/Q&A, training, and etc.) shall be invoiced upon completion the invoice for incidental services shall be provided no later than 30 October 2020.
