4. PROSPECTIVE CONTRACTORS: Contractors are required to be registered in the System for Awards
Management (SAM) for awards resulting from solicitations.
“Registered in the System for Award Management (SAM) database” means that –
(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14), into the SAM database;
(2) The offeror has completed the Core, Assertions, and Representations and Certification, and Points of contact sections of the registration in the SAM database;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The Offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process.
(4) The Government has marked the record “Active”.
This rule more efficiently implements the Debt Collection Improvement Act of 1996, as it requires contractors to be registered in SAM for consideration of future solicitations, awards, and payment.
Registration is required prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement from a solicitation.
LACK OF REGISTRATION IN THE SAM DATABASE WILL MAKE A QUOTE INELIGIBLE
FOR AWARD.

The quoter must provide pricing for all items in the solicitation for its quote to be acceptable to the Government.
All quoted items must meet the requirements of the Request for Quote (RFQ).
Multiple quotes are not accepted for this RFQ. If multiple quotes are received only one quote (as determined by the Contracting Officer) will be evaluated by the Government. The quote shall be determined acceptable based on the date and time received.
The contractor should list any special features or warranty information applicable to the quoted product(s).
STATEMENT OF WORK (SOW)
ALBENI FALLS PROJECT
COMPACT TRACK LOADER
1.0 INTENT
The following specifications pertain to the purchase of one (1) compact track loader and related accessories for use at Albeni Falls Dam, Oldtown, ID 83822.
2.0 SCOPE
Quoter shall furnish and deliver one (1) compact track loader to Albeni Falls Dam. Vehicle shall be ready for use at the time of delivery, with all specified equipment and accessories installed at the time of delivery. Operating Manuals, and Service Manuals shall be furnished prior to final acceptance. Final acceptance shall not be made until all contractual components have been successfully delivered. All components shall be new, delivered fully functional, and shall be damage free in order to be accepted.
3.0 COMPACT TRACK LOADER
Compact track loader should be similar to a Bobcat T630 T4 or CAT model 259D and specified accessories (Brand Name or approved equal). Compact track loader shall meet or exceed this requirement as specified and shall have the following minimum salient characteristics:
3.1 Performance
3.1.1 2,000 lb min rated operating capacity at 35% tipping load.
3.1.2 5,800 lb min tipping load.
3.1.3 9,000 lb max operating weight due to tow trailer weight rating.
3.1.4 Equipped with 2 speeds, capable of approximately 8 mph in high range.
3.1.5 Tilt breakout force of 5,000 lbs minimum.
3.1.6 Compatible with all currently owned attachments via 14 pin connector.
3.1.7 Powered attachment coupler to allow attachment change without exiting loader.
3.2 Dimensional specifications:
3.2.1 Hinge pin height of 121” minimum for clearance over currently owned dump truck.
3.2.2 Ground clearance of 7” minimum.
3.2.3 Overall length of 10 ft max without attachments.
3.2.4 Overall width of 6.5 ft maximum without including attachments.
3.3 Engine and Powertrain
3.3.1 Equipped with a liquid-cooled, turbo charged diesel engine with a minimum of 72 hp.
3.3.2 Engine shall meet EPA Tier 4 emission standards.
3.3.3 Equipped with a hydrostatic transmission.
3.3.4 Equipped with standard 12.5 inch tracks
3.4 Hydraulic System
3.4.1 Equipped with high flow hydraulic system for additional accessory options.
3.4.2 30.5 gpm minimum with high flow hydraulics.
3.4.3 System pressure at quick couplers shall be 3,500 psi minimum.
3.5 Equipment
3.5.1 Battery shall be a 12 volt with a minimum of 1,000 cold-cranking amps.
3.5.2 Enclosed cab with heat and A/C.
3.5.3 Adjustable / selectable joystick controls.
3.5.4 Hydraulic bucket positioning or dual direction electronic self-level and / or electronic snubbing.
3.5.5 Backup alarm.
3.5.6 Horn.
3.5.7 Air ride seat.
3.5.8 Cup holder.
3.5.9 Windshield wiper.
3.5.10 Front and rear operating lights.
3.5.11 Control interlock system that disables hydraulic system when operator leaves seat.
3.5.12 5” LCD in cab display with on-screen adjustments for implement response and system diagnostics along with digital gauges for monitoring critical engine systems and fuel level.
3.5.13 AM/FM radio.
4.0 RELATED ACCESSORIES
4.1 (1) 74” Construction / Industrial bucket with cutting edge. Similar to the Bobcat Model BU74CI or CAT Model 74” GP BKT.
4.2 (1) 6 ft minimum / 7 ft maximum high flow brush cutter. . Similar to th Bobcat Model RC72HF or CAT model BR272.
4.3 (1) 78” minimum intake width snow blower. . Similar to the Bobcat Model S2078 or CAT model
SR321.
4.4 (1) 14 pin adapter installed. Adapter is used to allow new track loader to accept and use mid 2000 era universal attachments.
4.5 (1) 84” dual plane box blade designed to operate manually and automatically with the use of laser grading systems, . Similar to the Bobcat Model GR84HD or CAT model BB121 with base kit.
4.6 (1) Dual plane laser guided grading system to include blade with wings or box, transmitter, receivers, controls and all components needed to make system fully functional. 5.0 WARRANTY
All components shall be covered by a manufacturers warranty in all parts, labor, and workmanship.
6.0 SHIPMENT AND DELIVERY
6.1 All items shall be delivered FOB destination to Albeni Falls Dam no later than September 25th, 2019.
6.2 The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Albeni Falls Dam.
6.3 No shipments are allowed other than normal business hours of Monday through Thursday 7:00 a.m. - 4:00 p.m., excluding Federal holidays.
6.4 All shipments shall be delivered to:

(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means—
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity;
or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

“Subsidiary” means an entity in which more than 50 percent of the entity is owned—

(2) Through another subsidiary of a parent corporation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern --

Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
