SCOPE OF WORK
SCOPE OF WORK
Grays Harbor South Jetty Breach Fill
Westport, Washington 10 Sep 2019
MATERIALS REQUIRED
General Requirements
This Statement of Work (SOW) requires the Contractor to procure sand and deliver it to the Grays Harbor South Jetty Breach Fill area in Westport, WA, in accordance with the requirements specified below and within the areas staked in the field by the Government and depicted in the PLANS. The underlying purpose of the project is to restore the dune area that connects the mainland to the federal South Jetty. Any deviation from the requirements of this contract are not allowed and will be corrected by the Contractor, at their expense, if they occur.
Acceptance of Materials
The Contractor is responsible for submitting to the government for acceptance of source material, material testing reports demonstrating that materials representative of the sand to be supplied, sourced from the same supplying quarry, meet the gradation and marine sediment quality standards as specified below and in ASTM D422 and WAC 173-204-320, prior to the delivery of the sand. If the Government determines that the test reports submitted are incomplete or missing, or that the reports fail to demonstrate that the material specifically meets the requirements specified, submission of replacement testing reports acceptable to the Government will be required, or the Contractor must submit reports characterizing materials from an alternative quarry source with complete material testing reports demonstrating the suitability of the source material. The cost of all testing is the responsibility of the Contractor. The Government will inspect materials at the quarry pit prior to delivery to ensure they are consistent with the materials reflected in the test reports. Once the quarry source is accepted by the Government, the Contractor may not supply materials from an alternative quarry source without first complying with the Acceptance of Materials procedures in this Statement of Work.

6100 – Up to 3,000 CY on the Pacific Ocean Side of Breach Fill.
7100 – Up to 3,000 CY on the Pacific Ocean Side of Breach Fill.
LOCATION
See Figure 1. The project site is located on the sand dune north of the Westhaven State Park parking lot immediately south of the South Jetty in Westport, Washington. See PLANS for delivery location details.
METHOD OF DELIVERY
All materials shall be delivered to the project location using truck. All truck loads shall be documented with Load Tickets documenting the source, day, time, load, and quantity. Materials shall be delivered to the designated area (defined by the footprint, lower elevation, and maximum elevation), marked in the field with stakes by the USACE prior to delivery. Truck routes to the site shall avoid the city streets of downtown Westport, and shall utilize the State Park Access Road, and the temporary haul road to the top of the dune. The Contractor shall provide to the Government for acceptance, prior to delivery of material, a Truck Route Plan that specifies the truck routes. For the purpose of identifying the delivery location for the cost quote, the designated delivery area will be defined as the boxed regions shown on the PLANS. No material may be delivered in a location outside the limits as marked by the Government with stakes in the field. Trucks shall not use any of the State Park’s parking area or locations with existing vegetation as a turnaround point or as a transportation route or staging area.
Delivery to the delivery area is from an existing sand road from the State Park’s parking lot to the bluff and is not suitable for street grade trucks. The Contractor is responsible for ensuring appropriate equipment and/or material and method to deliver to this unpaved location. Where existing roads are not present, trucks shall be restricted to the least impacting route. The Contractor may choose temporary haul road options such as to place landscape fabric and 3” minus quarry spall over unpaved areas, use of off-road equipment, steel plates, etc. in order to deliver materials to the project site. If the Contractor chooses to temporarily add haul road options, the Contractor shall provide specifics within the Truck Route Plan regarding the temporary haul road for acceptance prior to start of deliveries. All temporary haul road material and equipment added by the Contractor must be removed immediately following completion of delivery.
Impacts to dune grass shall be minimized during both transportation and delivery. The Contractor shall make every effort to avoid vegetation impacts.
If through monitoring or field observations, the Contracting Officer’s representative develops reason to believe that the material delivered is not representative in any material respect of the quarry materials for which the Government has provided acceptance, the contractor will be required to re-test the material and submit the test results to the government for acceptance of the source material – see paragraph 1.2 of this SOW. The Contractor will be required to remove and properly dispose material off the project site, at its own expense, that does not conform to the gradation and marine sediment quality standards prescribed in this Scope of Work, or is misplaced outside the locations prescribed in this Scope of Work. Removed materials will be replaced with conforming materials as required, at the Contractor’s expense.
The Contractor shall protect all private, public and City of Westport and State Park facilities, property and utilities from damage.
If a sea turtle species is observed within the project site during work, the Contractor shall avoid sand delivery within 200 feet and notify the COR within 1 hour of discovery.
