1. GENERAL DISCUSSION
1.1. Project Identification
1.1.1. Project Title: Building 9671 DLA Heat Pump Installation
1.2. Description of Work
1.2.1. The contractor shall supply all supervision, labor, equipment, and materials to perform all work in strict accordance with the umbrella contract specifications, this statement of work, and identified drawings to replace two existing gas furnaces with two air handlers with air to air heat pumps and one ductless split system heat pump to provide building 9671 with heating and cooling.
1.3. Area Description
1.3.1. Location: Building 9671 is located within Joint Base Lewis McChord (JBLM).
1.3.2. Known Existing Site Conditions: The two existing gas furnaces are located in the mechanical room. The mechanical room is located on the west of the building and is accessible from the outside via double doors as well as through the interior from the main corridor via a standard door. The mechanical room is cluttered with miscellaneous items that may need to be relocated to fully access the units. The building is supplied with natural gas to the mechanical room for heating. The contractor shall coordinate with Directorate of Public Works (DPW) for timing of the installation of the new mechanical systems as temporary heating will not be provided by the base.
1.4. Principal Items To Be Accomplished;
1.4.1. Determine Existing System Conditions
Contractor shall determine the existing conditions of the mechanical heating, ventilation and air conditioning (HVAC) system. Verify and document current HVAC systems’ airflow, zoning, duct routing and external static pressure. Verify existence of balancing dampers in the duct systems and whether they are located such that the systems can be properly balanced in accordance with the new design air flows given in Attachment 4. Verify electrical connections, conduit routing, power panel location, power panel circuit availability, and overall power panel capacity taking into account the addition of the three heat pumps to the panel load.
1.4.2. Removal of Existing Gas Furnaces
The contractor shall demolish the two existing gas furnaces located in the mechanical room, disconnect all ductwork and piping connections from the units and cut and cap the gas supply line within the mechanical room. Attachment 3 shows the existing furnaces. Remove any additional components as required to allow for replacement of units.
1.4.3. Install Two Air Handlers with High Efficiency Split System Heat Pumps
Provide and install one 5 ton split system heat pump with air handler and one 3 ton split system heat pump with air handler in accordance with this Statement of Work (SOW) and manufactures instructions with all required additional piping, fittings, ductwork, and electrical components for a complete and usable heating and cooling system. The 5 ton unit will replace the furnace serving the training room and spaces on the northeast end of the building (Zone 1). The 3 ton unit will replace the furnace serving the office spaces on the southwest end of the building (Zone 2). Units shall be air-cooled, split system which employs a remote outdoor condensing unit, a separate indoor unit, and interconnecting refrigerant piping. Units shall be the heat pump type conforming to applicable Underwriters Laboratories (UL) standards including UL 1995. Air handlers and heat pumps shall be by the same manufacturer. The air handlers and heat pumps shall meet the following specifications:
(1) Heat pump shall have a minimum Seasonal Energy Efficiency Ratio (SEER) of 18 and shall have an Energy Star label affixed to the equipment.
(2) Heat pump shall use refrigerant type 410A.
(3) Heat pump exterior jacket cabinet shall be made of 18 gauge zinc coated heavy gauge galvanized steel. Exterior surfaces shall be cleaned, phosphatized and finished with weather resistant finish.
(4) Heat pumps shall be single scroll two stage compressor type with standard filter drier, expansion valve and check valves. Provide compressors with devices to prevent short cycling when shutdown by safety controls.
(5) Heat pump condenser fan shall be a draw-through vertical discharge position type. Fan motor shall be high efficiency permanent-split capacitor type with thermal overload protection and permanently lubricated bearings.
(6) Air handlers and heat pumps shall be completely factory wired with necessary controls for complete heating and cooling operation.
(7) Provide heat pump condenser unit with defrost controls and low ambient kit to allow for operation to 0° F.
(8) Air handler units shall be completely factory assembled including coil, condensate drain pan, fan motor, filters and controls in an insulated casing in a vertical configuration.
(9) Air handlers and heat pumps shall have 208V Single phase electrical connections. All equipment shall be connected to the existing power panel located in the corridor on the north end of the building as shown on Attachment 2.
(10) Air handler shall be provided with dry-media type replaceable media filters. Provide filter that is not less than 2” thick pad supported by a structural wire grid or woven wire mesh. Air handler shall be provided with quick-opening mechanism for changing media filter.
b. System Design Criteria:
(1) Space Heating Setpoint: 68° F Occupied, 62° F Unoccupied
(2) Space Cooling Setpoint: 78° F Occupied, 85° F Unoccupied
(3) Heating Supply Air Temp: 90°F at 65°F OSA, and 100°F at 35°F OSA.
(4) Cooling Supply Air Temp: 58° F
(5) Zone 1 Air Handler Supply Airflow: ~1925 CFM
(6) Zone 2 Air Handler Supply Airflow: ~825 CFM
(7) Supply fan schedule to match building schedule. Cycle fan during unoccupied mode.
c. Install air handler supply and return ductwork as required to connect air handlers to the existing ductwork system. Contractor shall determine the external static pressure of the system in the field for fan sizing.
d. Provide concrete pad for condenser units. Locate condenser units adjacent to building while meeting ATFP requirements and manufacturer distance and clearance requirements.
e. Adjust or provide manual balancing dampers as required to provide the airflow specified to each air terminal as shown on Attachment 4.
f. Demolished equipment penetrations may be used or enlarged to provide piping connections between outdoor and indoor units. Concrete coring maybe required.
g. Existing building zone heating controls shall be replaced as necessary to properly control the new HVAC heat pump systems. Provide thermostats in accordance with spec section 23 81 00.00 20.
h. Provide all additional piping, fittings, and components as required for installing new split system heat pump into existing system for a complete and operational heating and cooling system. All existing zones shall remain as configured. Contractor shall note any failed equipment within the scope of this award and provide a list to the government quality assurance (QA).
i. Route condensate drain to floor drain with acid water neutralizer kit installed.
1.4.4. Install One Ductless Mini Split System Heat Pump
a. Provide and install one ductless split system heat pump for the training room (Room 111) in accordance with this SOW and manufactures instructions with all required additional piping, fittings, and electrical components for a complete and usable heating and cooling system. Unit shall be air-cooled, split system which employs a remote outdoor condensing unit, a separate indoor unit, and interconnecting refrigerant piping. Unit shall be the heat pump type conforming to applicable UL standards including UL 1995. The ductless split system heat pump shall meet the following specifications:
(1) Heat pump shall have a minimum SEER of 16 and shall have an Energy Star label affixed to the equipment.
(2) Heat pump shall have a minimum cooling capacity of 34,000 btu/h.
(3) Heat pump shall use refrigerant type 410A.
(4) Heat pump shall be completely factory wired with necessary controls for complete heating and cooling operation.
(5) Provide heat pump outdoor unit with defrost controls and low ambient kit to allow for operation to 0° F.
(6) Heat pump shall have 208V Single phase electrical connections. All equipment shall be connected to the existing power panel located in the corridor on the north end of the building as shown on Attachment 2.
b. Provide concrete pad for outdoor unit. Locate outdoor unit adjacent to building while meeting Anti-terrorism Force Protection (ATFP) requirements and manufacturer distance and clearance requirements.
c. Provide heat pump indoor unit with remote control and controller mount adjacent to or attached to the indoor unit.
d. Provide condensate collection as recommended by the heat pump manufacturer.
e. Provide all additional piping, fittings, and components as required for installing new split system heat pump for a complete and operational heating and cooling system.
1.4.5. General Requirements:
a. All equipment shall be new factory assembled, packaged, and tested. Maintain serviceable clearances around equipment per manufacturer.
b. Demolition. Contractors shall ensure appropriate abatement in areas affected by construction. All construction and demolition waste shall be documented and submitted to the government per the DPW Construction and Demolition (CD) Diversion and Disposal Reporting Instructions 032612. There shall be no abandoned piping remaining in the mechanical room. Mechanical room or working area shall be broom cleaned following demolition. A hot works permit is required for all welding.
c. All piping shall be new full sized copper tubing conforming to American Society for Testing and Materials (ASTM) B280 annealed or hard drawn as required or steel conforming to ASTM A53/A53M, Schedule 40, Type E or S, Grades A or B and shall be well organized in the mechanical room. Cast galvanized fittings on mechanical equipment shall be minimized. Drain lines on mechanical equipment shall be full size copper pipe unless otherwise specified. Copper piping shall be soldered flux joints.
Steel fittings and connections shall be flanged or threaded connections. All isolation valves 2” and smaller shall be full port ball valves and full sized. Valves 2.5” and larger may be full port ball or gate and full size. All valves shall have stainless steel or chrome/ stellite interior trim components.
d. All equipment, piping, components, and conduit shall be properly supported and fixed to the building walls, floors, or ceiling.
e. Provide and install a 4 inch minimum in height cast-in-place concrete equipment pad. Location of equipment pad shall consider piping and ductwork distance to existing elements to remain. Pad shall be larger than equipment with chamfered edges. Equipment shall be securely anchored to the pad.
f. Provide and install new electrical wire, conduit, and circuit breakers as required to power all equipment. No screw connectors shall be used on conduit.
g. Provide and install piping insulation. Piping shall be insulated with mineral fiber insulation (ASTM C
574) with factory applied protective jacket. Corners shall have a Polyvinyl Chloride (PVC) jacket. Seal the ends of pipe insulation with brush coat of waterproof vapor barrier coating. All piping and mechanical equipment shall be properly supported and fixed to walls floor or ceiling. Insulation is a designated category under the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines Resource Conservation and Recovery Act (RCRA) Section 6002; Federal Acquisition Regulations (FAR) Part 23.4; Executive Orders 13423 and 13514). The contractor shall ensure supplied insulation meets all applicable recycled content requirements unless it qualifies for one of the exceptions allowed by law (based on price, performance, or availability).
h. Provide and install name and directional labeling on each type of piping and label all mechanical equipment (Heat pumps) with durable identification tags.
i. Provide and install HVAC Emergency Shutoff Switch, conduit and wiring. Push to shut off, twist to reset. The emergency shutoff switch shall be installed and located at the entrance of the mechanical room to manually shut down the HVAC system in the case of an emergency.
j. Perform Performance Verification Testing (PVT) with DPW HVAC Systems Manager.
k. A laminated warranty tag; stating contractor’s name, point of contact with phone number, date of install, and warranty expiration dates. Attach with zip tie on equipment in noticeable location and completed before government final inspection.
l. Provide and install operation and maintenance (O&M) heat pump manual(s) in plastic tote, properly labeled “Heat Pump O&M”. Place all government approved Operation & Maintenance in holder before final government inspection.
m. The contractor shall be responsible for providing temporary heating to the building during building occupied hours through the duration of construction.
2. PERFORMANCE AND SCHEDULING
2.1. Performance Period Requirements
2.1.1. The Contractor is required to commence work under this Award within ten (10) calendar days after the date of award, prosecute the work diligently, and complete all work on all Base Items no later than 360 calendar days after the date of award. The time stated for completion includes final cleanup of the premises and submission of all required close-out documentation.
2.2. Award of Options
2.2.1. Award of Option Items: None.
2.3. Construction Phasing Requirements
2.3.1. Contractor shall communicate and schedule construction including all gas shut downs with DPW and building’s tenants as they will be occupying the buildings during construction.
2.3.2. Occupied buildings shall have existing heat remain operational through 30 April 2017. Occupied building work may commence upon award.

4.2. Specifications
4.2.1. The contractor shall comply with all relevant specifications requirements. Balancing shall be accomplished by a competent mechanical subcontractor.

5. SUBMITTALS
5.1. Project Submittal Requirements: All submittals shall be submitted in accordance with this contract.
5.2. Close-out Submittal Requirements
5.2.1. The Contractor shall provide close-out submittals as required by the contract specifications
5.2.2. The Contractor shall provide a Letter of non retention for all contract documents, plans, drawings, and specifications after the destruction of all copies that are not required by the contractor to meet legal requirements.
6. ENVIRONMENTAL AND CULTURAL RESOURCES
6.1. Asbestos Containing Material
6.1.1. Contractors shall ensure appropriate abatement in areas affected by construction. Contractors shall assume ACM on all pipe gaskets and insulation.
6.1.2. If necessary, further inspections, when required, shall be accomplished in accordance with the Asbestos Hazard Emergency Response Act (AHERA), Federal and Local regulations. A Certified AHERA Asbestos Building Inspector shall perform all inspections. The inspection documentation shall comply with AHERA, Federal and Local regulations and shall include assessment of each asbestos-containing material (ACM), its location, quantity, type, friability and percentage of asbestos.
6.2. Lead-Containing Paint
6.2.1. If needed, the Contractor shall perform a complete lead paint inspection of all areas affected by the work described in this SOW in accordance with all Federal and Local regulations. A Certified Lead Paint Inspector shall perform the inspection. The inspection documentation shall comply with Federal and Local regulations and shall include identification of all lead paint, its location, quantity, percentage by weight and TCLP characteristics.
6.3. Environmental Coordination
6.3.1. The Contractor shall comply with all Joint Base Lewis-McChord (JBLM) environmental requirements, including the most current installation regulation 200-1 (Environmental Protection and Enhancement) and Design Standards specification section 01 57 20.00 10 (Environmental Protection). This includes the submission of an Environmental Protection Plan prior to commencement, as detailed in section 01 57 20.00 10. The JBLM Environmental Division will review the Plan and provide any necessary corrections or additions to the Contracting Officer or their representative. Regulation 200-1 and specification section 01 57 20.00 10 are available at the JBLM Design Standards website (http://www.lewis-mcchord.army.mil/designstandards/).
6.4. Sustainable Acquisition
6.4.1. In order to comply with federally mandated sustainable acquisition requirements and Department of Defense (DOD) and Department of the Army (DA) Green Procurement Program (GPP) policies, Joint Base Lewis-McChord (JBLM) requires the purchase, supply, and use of environmentally preferable products and services. Program elements include: recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, and environmentally preferable products. These elements are described on the Office of Federal Procurement Policy website (http://www.whitehouse.gov/omb/procurement_index_green/).
6.4.2. Additionally, the JBLM Guide to Sustainable Acquisition for Construction is available in the “Reference Manuals” section of the JBLM Design Standards webpage (http://www.lewis-mcchord.army.mil/designstandards/index1.htm).
6.4.3. The Contractor shall comply with all applicable Federal, DOD, Army, and JBLM sustainable acquisition laws and policies. If compliant products are unavailable or determined to be impracticable based on cost or performance, the Contractor shall contact the Contracting Officer or their representative for further guidance and exception requirements. 6.5. Environmental Management System
6.5.1. DPW is responsible for day to day management of the Joint Base Lewis-McChord (JBLM) environmental program. The JBLM Environmental Management System (EMS) outlines procedures and provides guidance that addresses the operation, maintenance, support, and repair of facilities and infrastructure at JBLM. The JBLM EMS conforms to the criteria defined in the international standard, ISO 14001:2004 Environmental management systems – Requirements with guidance for use.
6.5.2. In accordance with EMS procedures, the Contractor shall be familiar with the JBLM environmental policy and shall ensure that this information is considered and incorporated into this project. The installation policy can be found at http://lewis-mcchord.army.mil/publicworks/sustainability /EMS/environ_policy.aspx (click on JBLM Policy). Additional information regarding the JBLM EMS is available from the installation EMS Coordinator (253-966-6470).
6.6. Hazardous Materials
6.6.1. For any hazardous materials, the Contractor shall submit an initial list of hazardous materials to be used (including unit of measure and Material Safety Data Sheet for each product). A copy of these documents must be submitted to the Joint Base Lewis-McChord (JBLM) Pollution Prevention Program (usarmy.jblm.imcom.list.dpw-hm-inventory@mail.mil) prior to commencement. These items must be reviewed by Pollution Prevention and authorized for use if they are not already on the JBLM installation Authorized Use List. The Contractor shall not use any hazardous materials not authorized by Pollution Prevention.
6.6.2. For any in-use hazardous materials, the Contractor shall submit a hazardous material inventory on HJB Form 953 noting the hazardous materials used, the units of measure, quantities used, storage locations, and other information indicated on the form. This inventory shall be submitted at the end of the project. If the project goes into a new calendar year, the Contractor shall also submit a copy of this inventory (accounting for all hazardous materials) by 15 January. For any hazardous materials stored on JBLM, this inventory shall be submitted by the 15th day following the calendar year quarter in which the hazardous materials were used or stored. All HJB 953 inventories shall be submitted electronically and addressed to the Contracting Officer or their representative with usarmy.jblm.imcom.list.dpw-hm-inventory@mail.mil included in the carbon copy (“cc”) line of the email. Questions regarding the form may be directed to the JBLM Pollution Prevention Program (966-6469).
6.7. Construction and Demolition (C&D) Waste Planning and Reporting

8. OTHER CONDITIONS AFFECTING WORK
8.1. Work Coordination
8.1.1. Interfacing With Others
8.1.1.1. The Contractor shall plan his work activities in a manner such that there will be minimal interference and inconvenience to ongoing traffic and daily operations in the facility and local areas.
8.1.1.2. All work will be scheduled and coordinated with the Government Project Management Team or their designee at all times.
8.1.1.3. The Contractor may not block traffic, roads, access routes, or exits without prior coordination with the Project Manager or other authorized Government representative.
8.1.2. Pre-Construction Conference
8.1.2.1. The Contractor shall attend a pre-work meeting presided over by the Project Manager prior to commencing construction activities. The Contractor shall contact the Project Manager within ten (10) business days of issuance of the Award to establish a date and time for the preconstruction meeting. The Contractor shall submit a site-specific construction schedule and a site specific Work Plan at that meeting for government approval unless these items have been previously approved by the government. The schedule shall be in sufficient detail to identify all aspects of the work including all significant project tasks with durations and start and finish times.
8.2. Contractor Personnel and Sub-Contractor Qualifications
8.2.1. The sub-contractor tasked with installing mechanical system shall have satisfactorily completed a project demonstrating the successful installation of a heat pump system of similar size to this project. The project shall have been completed within the past two years from the date this solicitation was issued.
8.3. Site Safety and Health Officer
8.4. The Contractor shall provide a Site Safety and Health Officer (SSHO) as required in the specification Section 013526. The Contractor SSHO may be assigned other duties in addition to the duties required as SSHO.
8.5. Quality Control System Manager
8.5.1. The Contractor shall provide a Quality Control (QC) System Manager as required in the specification section titled QUALITY CONTROL. The QC System Manager may be assigned other duties in addition to the duties required as CQC System Manager.
8.6. Quality Control Reports
8.6.1. The Contractor shall maintain current records as required in the Base Contract
8.7. Compliance with Rules, Regulations, and Statutes
8.7.1. All contractor employees shall observe and comply with all applicable local, State, and Federal rules, regulations, and statutes including those concerning fire, safety, sanitation, security, vehicle safety, and hazardous material handling while performing this Award. All work shall meet or exceed all applicable industry standards.
8.8. Firearms
8.8.1. Contractor personnel shall carry no firearms while performing work under this Award.
8.9. Work Hours
8.9.1. The construction activity period shall be restricted to 7:30 a.m. to 4:30 p.m. daily, Monday through Friday, excluding Federal holidays. Work hours other than as specified above shall be coordinated with and approved by the Contracting Officer's Representative.
8.10. Site Utilities
8.10.1. Outages
8.10.1.1. Any utility outages, including but not limited to, electrical, mechanical, and plumbing systems, shall be coordinated at least ten (10) working days prior to proposed outages. Outages shall be scheduled to minimize interruptions to normal using agency operations.
8.10.2. Potable Water
8.10.2.1. The Government shall make available to the Contractor, from existing outlets and supplies, reasonable amounts of potable water without charge. The Contractor shall conserve potable water furnished. The Contractor at their own expense shall install and maintain necessary temporary connections and distribution lines and shall remove the connections and lines prior to final acceptance of construction. All connections must be coordinated through the Directorate of Public Works.
8.10.3. Electricity
8.10.3.1. Subject to available supply, the Government, without charge, shall make reasonable amounts of electric current available to the Contractor for performing work at the work area. The Contractor shall conserve electric current furnished. The Contractor at their own expense shall install and maintain necessary temporary connections and distribution lines and shall remove the connections and lines prior to final acceptance of construction.
8.11. Permits
8.11.1. The Contractor shall obtain and submit copies of ALL permits, unless otherwise specified. Each permit shall be obtained before starting the respective items of work. This includes, but is not limited to, permits necessary for decontaminating water and sewer systems, and digging permits.
8.11.2. Contractors must obtain a "Dig Permit" from Public Works prior to any ground disturbing activities.
8.11.3. Once utilities have been marked as part of the dig permit process, the contractor shall document (photographs and plan drawings) and maintain the markings for the duration of the project.
8.12. Safety
8.12.1. USACE Safety and Health Requirements Manual (EM 385-1-1), available online at http://publications.usace.army.mil/publications/eng-manuals/, shall be considered to be a part of this Award and will be enforced as such. The Contractor shall prepare an accident prevention plan in accordance with the most current version of EM 385-1-1.
8.13. Operation and Maintenance Requirements
8.13.1. Operation and maintenance manuals as required by the UFGS Technical Specifications (Divisions 2 thru 48), shall be provided by the Contractor, and edited as required. The intent of the O&M Manuals is to promote and maximize the efficiency, economy, safety, and effectiveness of the life cycle operation, maintenance, and repair of the facility.
8.14. Construction Facilities And Temporary Controls
8.14.1. No staging area will be provided for this Award.
8.14.2. The Contractor is responsible for security of his own property and security of government property when construction activities affect existing security measures.
8.14.3. The contractor shall provide and maintain portable toilet facilities at the site for the use of contractor and subcontractor personnel, as required by the EM 385-1-1. The units shall be emptied and cleaned at least once a week, or more often if required by the contracting officer. The doors to the unit shall be self closing. Additionally, the toilet units shall be located out of public view as the site allows.
9. Government Furnished Material/Equipment
9.1. No government furnished material/property will be installed by the contractor:
10. Anti Terrorism (AT) and Operational Security (OPSEC)
10.1. AT Level I Training. All contractor and their subcontractors required to work on JBLM shall complete AT Level 1 awareness training prior to commencing work on JBLM. The contractor shall submit a signed company letter stating the annual AT Level 1 training has been or will be completed by all employees and subcontractors prior to commencing any work on JBLM. Training certificates shall be maintained and be available for inspection. Compliance may be verified by government QA. 10.2. Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall comply with Joint Base Lewis-McChord security regulations: JBLM Regulation 210 1, Fort Lewis Post Regulations, Chapter 7, section XVII; JBLM Regulation 190-16, Access to and Conduct While upon the Fort Lewis Military Reservation; and JBLM Regulation 190-5, Installation Traffic Code. Contractor employees shall display either contractor provided identification badges or the identification badges issued under the RAPIDGate Program. If the contractor does not participate in the RAPIDGate program, they shall develop a contractor-provided identification badge made of nonmetallic material, easily readable and include the employee's name, the contractor's name, and a recent color photograph of the employee. Specific requirements for identification badges issued under the RAPIDGate Program are Appendix B, Local Instructions, paragraph 4.13, Identification of Contractor's Employees RAPIDGate Program. Contractor personnel shall wear the identification badge at all times when performing work under this contract at a Government site, including while attending Government meetings that may take place outside the Government facility. Each contractor employee shall wear the identification badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit such placement. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
10.3. iWATCH. All contractor employees and their subcontractors required to work on JBLM shall complete iWatch training prior to commencing work on JBLM. The contractor shall submit a signed company letter stating the one-time iWatch training has been or will be completed by all employees and subcontractors prior to commencing any work on JBLM. Compliance may be verified by government QA. iWatch training is available at the following website: https://www.bliss.army.mil/iWATCH/. This training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity. Report the suspicious activity to the JBLM Fusion Center (CRIMINT) 253- 966-7303/7320, 911 or usarmy.jblm.imcom.list.des-fusion-cell@mail.mil. The “Report Suspicious Activity” flyer will be posted at the job site.
10.4. OPSEC
10.4.1. Operations security (OPSEC) denies adversaries sensitive information, critical information or essential elements of friendly information. Information requiring special protection from disclosure that could cause compromise or threat to our National Security, an Army organization, activity, family member, DA civilian, or DOD contractor. OPSEC is everyone’s responsibility that comes in contact with the information. Information that is described below must be controlled, and if the information is in digital or hardcopy format, it needs to be destroyed at contract completion. Control includes not disclosing the information to personnel who do not have the need to have this information; if digital do not post in a manner open to the public (on cloud storage or publicly available site) and if hard copy secure in a locked area (office, trailer, vehicle, etc…) Examples which may be deemed sensitive include but are not limited to information related to:
structuring manning equipment
Training and readiness sustaining administration and personnel planning intelligence, counterintelligence security logistics deploying acquisition plans capabilities stationing morale financial data and funding
Drawings, blue prints, as-builts and designs utility systems information (electrical, water, waste water, storm water, gas, communications) vulnerabilities
10.4.2. Handle any attempt by unauthorized personnel to solicit sensitive information (for example computer breach or questioning employees on or off JBLM) as a Threat Awareness and Reporting Program (TARP) incident. Report all facts immediately to the JBLM Fusion center (iWatch para 10.3) and inform the COR.
10.4.3. OPSEC Level I Training. All contractor employees and their subcontractors required to work on JBLM or have access to contract documents shall complete Level I OPSEC training prior to commencing work on JBLM. The contractor shall submit a signed company letter stating the annual Level I OPSEC training has been or will be completed by all employees prior to commencing any work on JBLM.
Training certificates shall be maintained and be available for inspection. Compliance may be verified by government QA. Level I OPSEC training is available at the following website:

10.5. E-Verify The Contractor and subcontractors shall pre-screen all employees required to work on JBLM using the E-Verify website (http://www.dhs.gov/E-Verify) to meet the established employment eligibility requirements. The Contractor shall ensure that the employee has two valid forms of Government issued identification to ensure the correct information is entered into the E-verify system.
The contractor shall submit a signed company letter stating all employees have or will be screened in E- Verify prior to commencing any work on JBLM.
