Questions and Responses for Indian Dam Herbicide Application Solicitation:

Q: Can we get the SDS used from previous contractors?

I have attached two SDS sheets (attachments J-4 and J-5) used for herbicides in the past. This is not a total list of the chemicals used and some contractors have used additives and mixes of a variety of herbicides to achieve the targeted kill rate of 100% as listed in Section 7. Performance

Requirements and meets all legal requirements, regulations, codes, and directives.

Q: Can the formulation for Area's A and B be the same since their proximity to aquatic areas and potential for runoff?

As listed in “Section 2. Responsibilities” The selection of herbicides and methods of application is a contractor decision and if the same herbicide is the contractor’s preference and meets all legal requirements, regulations, codes and directives and the target kill ration of 100%, with deviation of 10% - see “Section 7. Performance Requirements”.

Q: Are the herbicide formulations to be used contact only and not to include a residual/pre-emergent?

In the past contractors have used a combination of a variety of herbicides that had both contact and residual kill functions. As outlined in Section 7. Performance Requirements the inspection on the contract is 100% and if a kill rate of 90% is not achieved the contractor will be required to reperform the service at no additional cost to the Government.

Q: Technical Specifications 3. Determination of Boundaries "The exact boundaries of application areas will be defined by the Head Dam Operator." Are all spray areas only in the defined spray blocks delineated in attachment J 2?

Yes. the blocks identify the general areas, and the “exact boundaries” will be within the identified blocks. In Section 3. Determination of Boundaries gives a general description of the items and areas that will be indicated during the site visit by the Head Dam Operator.

Q: The second application includes half of the original treatment area. Is this to assume the entire full acreage will need reviewed for treatment and an estimated half of it will only need the follow-up spot application?

In the second application the same blocks will be used however, only vegetation that has continued to grow will be sprayed the second treatment. In most cases this will just require a spot spraying within the original blocks treated. No exact acreage of treatment will be given however the success of the first treatment will reduce the amount of work & herbicide required in the second treatment.
