Dalecarlia Pump Motor Service Contract - 2019 W912DR-19-R-00XX Washington Aqueduct, Washington, DC.
PERFORMANCE WORK STATEMENT
01 February 2019
1. GENERAL
1.1 BACKGROUND: The Washington Aqueduct Division (WA) of US Army Corps of Engineers, Baltimore District, maintains and operates the Dalecarlia and McMillan Water Treatment Plants (WTP), from which approximately one million people in the District of Columbia and Northern Virginia are served with reliable and safe potable water. Raw water diverted from the Potomac River flows through two conduits and discharges directly into the Dalecarlia Forebay. The water in the Forebay is pumped into the Dalecarlia Reservoir via a booster pumping station. The water from the Dalecarlia Reservoir is distributed to both the Dalecarlia Plant and via the Georgetown Reservoir to the McMillan Plant.
At the Dalecarlia Plant, water flows from the Dalecarlia Reservoir through two raw water conduits into four sedimentation basins. From the sedimentation basins, the water enters one of two filtration buildings. After filtration, the water flows via a 15 million gallon (MG) Clearwell into a 30 MG Clearwell. Finished water from the 30 MG Clearwell is then pumped via the Dalecarlia Pumping Station out to the public via one of four distribution zones.
The Dalecarlia Pumping Station has served the water supply of the Nation’s Capital for over 55 years.
The pump motors were installed and placed in service in 1955 to pump water to the city and are an important component of the distribution system, providing 120 million gallons per day to the city.
The Washington Aqueduct is a self-supporting operation of the Corps of Engineers, and funds for operation and maintenance are derived solely from the sale of water.
1.2 REQUIREMENTS: The Contractor shall provide all labor, material and equipment for testing, performing electrical and mechanical repairs to pumps and motors, motor rewind, brushless excitation conversion and upgrades to the Dalecarlia Pumping Station pumps and motors in accordance with the contract documents. The Contractor may also be required to provide on-site testing, evaluation, troubleshooting, minor modification services, or emergency repairs to the pumps and motors under this contract. The pumps were provided by Worthington Corporation and motors by Electrical Machinery Manufacturing Company. The following documents are included as reference for this contract: Attachment A – Drawings for Pumps and Vertical Synchronous Motors, Attachment B – Instruction Book #93 for Vertical Synchronous Motor and Attachment C - Specifications for Electric Motor Repair, 3-Phase Vertical Synchronous Type.
1.3 CONTRACTOR RESPONSIBILITY: The Contractor shall furnish all labor, material and equipment to rehabilitate the Dalecarlia Pumping Station Electric Machinery Manufacturing Company Synchronous Motors and Worthington Corporation Pumps in accordance with attached specifications and subject to the terms and conditions of the contract and all applicable Federal, State and Local laws, regulations, codes or directives. Flowserve is the current authorized representative of Worthington Corporation pumps. The Contractor shall perform all related activities and services necessary to perform the work including testing, writing test reports, procurement of material and supplies, quality control, maintenance of accurate and complete records and documents. Tasks shall be performed in such a manner as to conform to the standards specified herein.
1.4 CONTRACT PERFORMANCE PERIOD: The period of performance of this contract shall be for a maximum of ten years from date of award (base year plus 9 one year options) or when the value of

All fifteen pumps and motors are expected to be repaired, upgraded and converted to brushless excitation over the ten year contract period but this quantity is not guaranteed. The Government estimates to service and/or upgrade an average of three pump motors per year for the first five years and this quantity represents our best estimates based on our operational and production needs. The quantity is not guaranteed but is given as a guide for the preparation of the Contractor's response.
1.5 LOCATION OF PICK-UP AND DELIVERY: Pump and motor units shall be picked up from and delivered back to the Dalecarlia Pumping Station located at the Dalecarlia Water Treatment Plant (WTP), 5900 MacArthur Boulevard NW, Washington, DC 20016. The Government will be responsible for dismantling the pump motor and loading it onto Contractor’s vehicle.

1.7 LEGAL PUBLIC HOLIDAYS: The Washington Aqueduct abides by all legal public holidays for Federal Government employees each calendar year as established by the U.S. Office of Personnel Management (OPM). Apart from emergencies, no pump motor maintenance services shall occur at the Dalecarlia Pumping Station on these designated legal public holidays.
1.8 CONFLICTING WORK: Other Government or contracted personnel may be working in and around buildings, facilities, or in the pumping station during periods when the contractor is providing service. The contractor’s service or maintenance work shall not unduly interfere with Government personnel or other contractors’ work in the area.
1.9 ADDITIONAL EVALUATION: Government personnel will elect to visit the Contractor’s motor shop during evaluation to verify that the facilities are adequate and that the Contractor has the materials, methods and level of expertise required in the specifications.
2. SPECIFIC TASKS.
The Government intends to award several individual task orders for service, repair or upgrade of individual pumps and motors under this service contract. The task orders may include a combination of Contract Line Items/Sub Line Items, as outlined in the Bid Schedule. Given below are the major elements of this service contract:

a) Provide initial inspection, disassembly and testing and evaluation of the pumps and motors at the Contractor’s facility.
b) Perform electrical and mechanical repairs as well as upgrades to the pumps and motors.
c) Provide brushless excitation conversion for the pump motors.
d) Provide on-site services at the Dalecarlia Pumping Station.
e) Provide emergency response and repairs when pump motor failures occur.
The contractor shall comply with all contract requirements and ensure work is performed per the attached Specifications Section 26 29 02 .01 10 ELECTRIC MOTOR REPAIR, 3-PHASE VERTICAL
SYNCHRONOUS TYPE.
2.1 INITIAL INSPECTION, DISASSEMBLY AND TESTING: This includes a site visit to the Dalecarlia Pumping Station for an initial inspection and field diagnosis; transporting the pump and motor to the Contractor’s facility; inspection, disassembly, troubleshooting, testing and preparation of written report regarding the evaluation to include electrical as well as mechanical service needs of the pump and motor.
The repair plan shall be an integral part of the written report and shall outline repair options and recommended mechanical and electrical repairs for approval by the Government. The repair plan shall also outline repair times involved and the Contractor shall provide this written report to the Government within seven (7) business days of picking up the pump and motor. No repairs or services shall be performed until the repair plan and repair schedule is approved by the Government.
2.2 REPAIRS AND UPGRADES: The electrical repairs shall consist of winding, cleaning and treatment;
stator and rotor rewinding along with associated activities; re-insulation of the collector and rebuilding the collector ring assembly; rewinding the rotating field coil(s); installing new rotor bars and end ring connectors; replacing rotor lead wires; other motor electrical repairs and testing as detailed in the specifications. Any upgrade to the motors will only be accepted if they are Class H insulation systems that are epoxy based. No polyesters will be considered. The Contractor shall be asked to provide and install Resistance Temperature Detectors (RTDs) in stator winding to upgrade the pump motors. The mechanical repairs consist of adjustments and/or maintenance activities related to mechanical components of the pumps and motors to include bearings, frames and shafts; rotor mechanical repairs; stator core restacking;
balancing and painting as detailed in the specifications; repair or replacement of pump shaft, impeller, bearings, packing sleeve, bushings, oil pot assembly, impeller and case rings etc.
2.3 BRUSHLESS EXCITATION CONVERSION: The Contractor shall be responsible for supplying the detailed technical specifications, engineering design, fabrication and installation specifications necessary to convert the motors from brush type excitation to Electric Machinery Company SYNCHRO-PAC brushless excitation. The design and specifications shall be stamped by a professional electrical engineer and provided to the Government for review and approval. The motors will be converted to brushless excitation in accordance with approved design and specifications. The Contractor shall supply and install all components and equipment necessary to perform the conversion from brush type excitation to the SYNCHRO-PAC brushless excitation. The Contractor shall also develop and furnish an operations and maintenance (O&M) manual for these motors. In addition, the brushless excitation system furnished by the Contractor must work with and integrate to the Schweitzer (SEL) relays that currently provide motor protection. The excitation system must be 3 phase, full wave with the integral capability to withstand the high induced voltages. The diode wheel must also be correctly sized to maximize motor torque characteristics with provisions to allow for induced rotor current control without overheating. The brushless excitation system consisting of the stationary field frame, the rotating excitation rotor and diode wheel must be capable of mechanically integrating to the existing design of the motor and have its own means of cooling that is integral to the excitation system.

2.4 ON-SITE SERVICES: The on-site services shall be performed at the Dalecarlia Pumping Station. These services consist of installation of Resistance Temperature Detectors (RTDs) on pump bearing, replacement or installation of pump bearings, alignment for pump motors, testing and evaluation of pump motor as detailed in the specifications.
2.5 EMERGENCY RESPONSE: An unexpected breakdown or failure of a pump motor shall be considered an emergency situation. The Government will notify the Contractor when such emergency situations occur.
The Contractor shall have personnel at the Dalecarlia Pumping Station to troubleshoot and respond to an emergency call within 24 hours of receipt of the call.
3. PUMP and MOTOR REPAIR PROCEDURES.
During the course of the work at the Contractor’s facility, the Contractor shall ensure that the Government’s Technical Representatives are given unrestricted access to the pump and motor at all times during the Contractor’s normal working hours, with or without prior notification. These representatives will report their findings directly to the Contracting Officer who will have the authority to order the Contractor to halt work immediately and take corrective action in the event that something improper, such as poor workmanship, inferior materials or violation of the specifications is observed.
All of the required testing in the specifications, including the core test, shall be witnessed by the Government’s Technical Representatives. The Contracting Officer’s Representative shall be given 72 hours written prior notification of each test or series of tests, which shall not proceed until the Government witness is present.
The Contractor shall keep records of all testing and data records; design changes and materials used in connection with repair and maintenance activities and the Government will have access to these records.
Copies of these records shall be provided to the Government along with a repair report and certificate of compliance, as defined in the specifications, at the completion of the repair activities.
3.1 SUBMITTAL DOCUMENTS: Before any work is performed against an individual work order, the Contractor shall provide a submittal to the Government for review and approval. Work will only be permitted after approval of the submittal. The submittal shall include the following:
a) The materials which the Contractor intends to use on the stator and rotor coils (size, details of insulation and method of securing), insulating dip and air-drying insulating varnish (material specification and manufacturer’s recommendations for use and curing) and all wires/cables the Contractor plans to use.
b) Stator dipping and baking procedures with times and temperatures.
c) All test procedures and instruments to be used with certified calibration dates on all equipment for all required tests. Equipment calibrations will be kept up-to-date in accordance with equipment manufacturer recommendation or National Electrical Contractors Association (NECA) standards whichever is more stringent.
d) Plan for protecting the stator and rotor during transit to and from the Contractor’s facility and in particular, the method of protecting the completed product from weather and humidity on the return trip.
e) A work plan for brushless excitation conversion of motors from their existing brush type excitation to Electric Machinery Company SYNCHRO-PAC brushless excitation.
The Government's approval of submittals shall not be construed as a complete check. Approval will not relieve the Contractor of the responsibility for any error which may exist. Under the Contractor Quality

Control (CQC) requirements of this contract, the Contractor is responsible for verifying dimensions, selecting the type of material, size, the design of adequate connections and details, as well as the satisfactory repairs of all work. After submittals have been approved by the Government, no resubmittal for the purpose of substituting materials or size will be considered unless accompanied by an explanation of why a substitution is necessary.
3.2 PUMP and MOTOR TESTING AT PICK-UP: During pump and motor repairs, the following shall be the procedure and limit of interaction with the Contractor:
a) Government personnel will be responsible for dismantling the pump motors.
b) Prior to loading the pump motor for transport, the Contractor’s Representative shall perform a core test on the stator per the specifications as well as a visual inspection of both stator and rotor laminates. He will be required to provide the Contracting Officer’s Representative with a written report of the condition of the unit before being allowed to proceed with loading.
c) Government personnel will take pictures of both the pump and motor as well as stator and rotor to verify integrity and undamaged condition of the unit for the record.
d) The Government personnel will operate the crane and load the pump motor onto the Contractor’s cribbing on his flatbed truck.
3.3 FACTORY REPORTS: A copy of data from the following factory tests shall be supplied to the Contracting Officer’s Representative upon completion of the work.
a) Stator core laminations test.
b) Stator high-potential test.
c) Stator surge test and megger test with 60/30 second and 10/1 minute ratios.
d) Rotor A.C. and D.C. voltage drop test.
e) Copies of test and data records, design changes (if applicable) and materials used.
3.4 PUMP MOTOR TESTING AT DROP-OFF: When the truck arrives at the Dalecarlia WTP and before unloading, the Contractor’s personnel shall perform megger readings on the stator and rotor in the presence of Contracting Officer’s Representative (COR). The COR will compare these reading to the factory values.
If on-site readings are out of the range as per contract specifications, the Contractor shall take pump motor back to their facility and perform all work necessary to bring these readings to acceptable ranges within 10 days. There shall be no extra cost to the Government for any work performed to ensure compliance with all provisions of the specifications. The stator and rotor shall be removed from the truck by the Government personnel utilizing the Dalecarlia Pumping Station overhead crane. The Government personnel will reinstall the unit. Upon completion of installation, the Contractor will be notified and he shall return within two business days to align the pump and motor and conduct test runs.
3.5 INSPECTION AND ACCEPTANCE: Inspection and acceptance will be accomplished by the Contracting Officer’s Representative (COR) upon completion of the performance test described below.

The Contractor shall protect the pumps and motors to the extent necessary to ensure that test values achieved at the Contractor’s facility can be duplicated when the pump and motor is returned. For each pump and motor unit, acceptance will be based on inspection and tests by the Government personnel including a one-week test run on the reassembled but uncoupled unit and a two-week test run on the unit after it is recoupled to the pump. These tests shall be completed within 30 calendar days after the Contractor has returned the pump and motor. The 30 calendar day period shall begin at the time the Contractor releases the pump motor back to the Government. If the Government tests indicate failure to meet the specifications, the Contractor will be notified and shall perform all work necessary to correct all deficiencies within 10 calendar days.
There shall be no extra cost to the Government for any work performed to ensure compliance with all provisions of the specifications. The Government will formally accept the pump motor if testing is deemed acceptable.
4. PUMP MOTOR PICK-UP AND DROP-OFF PROCEDURES.
4.1 PUMP MOTOR PICK-UP AND DROP-OFF HOURS: The Dalecarlia Pumping Station operates 24 hours a day, seven days a week. However, administrative, maintenance and select operations staff typically work between the hours of 0700 to 1530 Monday through Friday (expect for legal public holidays). The Dalecarlia Pumping Station will be open for pump motor pick-up and drop-off between the hours of 0700 and 1500 Monday through Friday. The Contractor shall schedule the arrival of their vehicle to comply with these schedule restrictions. Except for emergencies, no pump motor pick-up or drop-off shall occur outside these hours. The Contractor shall provide the Government with 72 hours notice prior to a pick-up or drop-off of a pump motor.
4.2 LOADING AND UNLOADING OF PUMP MOTORS: The 20 ton crane in the Dalecarlia Pumping Station will be operated by the Government personnel and utilized to load the pump motor (i.e. stator and rotor) onto the Contractor’s cribbing on his flatbed truck. This crane will also be used to unload the pump motor upon its return. The Contractor shall be responsible for the security and protection of the unit and be liable for any damage from the time that it is released for pick-up at the Dalecarlia Pumping Station until it is unloaded upon its return. Loading and unloading of the pump motor (i.e. stator and rotor) at the Contractor’s repair facility will be the Contractor’s responsibility.
4.3 PROTECTION OF EQUIPMENT: The motors covered by this contract are over 55 years old and would be impossible to replace in the event of irreparable damage to the core. Therefore, the Contractor shall make every effort to protect these motors from corrosion, deterioration, vibration and physical or other damage during transportation and service at their facility.
a) During Transportation to the Contractor’s Facility: The motor is to be adequately protected from weather, vibrations and mechanical damage during shipment to the Contractor’s facility. The stator and rotor shall be adequately cribbed and firmly secured with tie-downs to prevent any movement.
A layer of plastic sheeting shall be wrapped around stator and rotor and then covered with a tied-down canvas tarpaulin. The covering shall be adequate to ensure that no moisture, falling or wind-blown, will reach any portion of stator or rotor.
b) While at the Contractor’s Facility: The core shall be protected from vibration or mechanical damage and environmental damage, including humidity before and during the rewinding operation. The completed and repaired pump motor shall be kept covered, and protected with an electric space heater or windings energized by low voltage to provide protection against absorption of humidity.
c) During transportation back to the Dalecarlia Pumping Station: All provisions mentioned in paragraph ”a” above for transportation to the Contractor’s facility shall also apply to the return
Dalecarlia Pump Motor Service Contract - 2019 W912DR-19-R-00XX shipment to the Dalecarlia Pumping Station. In addition, the Contractor shall, at his option, either utilize a desiccant, electric space heaters or energize windings to prevent adsorption of humidity.
5. FACILITY AND SERVICE EXPERIENCE REQUIREMENTS.
5.1 FACILITY REQUIREMENT: The Contractor’s facility shall be located within a 50 miles radius of the Washington Aqueduct’s Dalecarlia Pumping Station and the facility shall be capable of performing repair, rewind, brushless excitation conversion, inspection and testing of the large electric motors. The Contractor’s facility must have vacuum pressure impregnation, electrical testing equipment that runs motors at rated voltage and frequency, certified AC high potential testing equipment, equipment to do DC resistance phase to phase testing with 0.5 ohms, an overhead crane with 15 ton minimum capacity, a controlled burnout oven with temperature chart and other maintenance equipment to perform this size contract and all other capabilities describe in the attached Specifications Section 26 29 02 .01 10, Para 1.8.5.
5.2 SERVICE EXPERIENCE REQUIREMENT: The Contractor shall have:
a) Active membership of the Electrical Apparatus Service Association (EASA) and all applicable licenses for performing the work as described in this performance work statement and the specifications.
b) A minimum of ten (10) years experience in motor repair, rewind and maintenance work as described in this performance work statement and specifications and has successfully completed a minimum of 20 identical or similar large motor repairs, rewinds and maintenance.
c) A minimum of ten (10) years experience in converting motors to brushless excitation as described in the performance work statement and specifications and has successfully completed a minimum of 10 identical or similar large motor brushless exciter conversions.
6. MANAGEMENT REQUIREMENTS.
The Contractor shall provide a Project Manager who is readily available by telephone during the hours of 0700 to 1530 Monday through Friday. The Project Manager shall conduct overall management coordination and shall be the central point of contact with the Government for performance of all work under this contract. A competent alternate Contractor employee shall be designated to act as the Project Manager during the Project Manager's absence. The Contractor shall provide forty-eight (48) hours advance written notice of such designation to the Contracting Officer for approval. The Project Manager and any individuals designated shall have full authority to contractually bind the Contractor for prompt action on matters pertaining to execution of the contract. The Project Manager and any individuals designated shall be able to understand, speak, read, and write the English language.
The Contractor shall prepare and submit a Management Plan for this contract to the Contracting Officer within fifteen (15) days of the contract award. The Management Plan shall detail all aspects of the contract work and reflect an understanding of all tasks as well as the Contractor’s approach to satisfy contract requirements. The plan shall be a narrative and describe makeup of the project team, the decision making process and approach to administer and manage all resources (equipment, personnel, time, acquisition of needed materials or services to fulfill requirements of this contract) to ensure timely completion of work on pump motors over the specified period of performance. The Management Plan should also cover the risks involved and how the Contractor plans to mitigate these risks. The Contractor’s Management Plan is subject to approval by the Contracting Officer.
6.1 EMPLOYEE COMPLIANCE AND CONDUCT: The Contractor shall ensure that his employees observe and comply with all policies, regulations, and procedures concerning fire, safety, environmental
Dalecarlia Pump Motor Service Contract - 2019 W912DR-19-R-00XX protection, sanitation, security, traffic, parking, gratuities, "off limits" areas, and possession of drugs, firearms, or other lethal weapons. The Contractor shall ensure that his employees wear appropriate work dress and their Government issued ID badges are visible at all times while they are on the Government premises. The Contractor shall remove from the job site any employee for reasons of misconduct or violation of security procedures. The removal of such a person shall not relieve the Contractor of the requirement to provide personnel to perform adequate and timely service.
7. QUALITY CONTROL.
The Contractor shall establish and maintain a Quality Control (QC) Program that has been reviewed and accepted by the Government. Work will only be permitted after review of the Quality Control Plan. The Contractor's QC Plan shall explain the manner in which the Contractor assures all contract requirements are being accomplished in an acceptable and timely manner.
7.1 QUALITY CONTROL PLAN: The Contractor shall prepare and submit a Quality Control Plan to the Contracting Officer within fifteen (15) days of the contract award. The Contractor’s Quality Control Plan is subject to approval by the Contracting Officer. The Quality Control Plan shall be as per industry standards (e.g. EASA) and should reflect an understanding of all tasks specified in this performance work statement and at a minimum, shall have the following components:
a) A quality control inspection program covering all general and specific tasks included in the contract performance work statement. It shall specify tasks to be accomplished, on both a scheduled or unscheduled basis and the manner in which tasks and inspections are to be conducted.
b) The name(s) and minimum acceptable qualifications of individual(s) tasked to perform inspections and the extent of their authority. Their functional role shall be depicted in an organization chart.
c) Method of identifying deficiencies in the quality of services being performed, before the level of performance becomes unacceptable.
d) Method of documenting and enforcing quality control operations of both prime and any subcontractor work.
e) Special safety equipment/clothing required.
f) Detailed specifics as to how the Contractor shall ensure that all personnel follow the Quality
Control Plan and take required safety precautions.
7.2 QUALITY CONTROL FILES: The Contractor shall maintain a file of all inspections conducted to include any corrective actions taken. This file shall be subject to the Government review during the contract term, to include any extensions of contract term. The file shall be the property of the Government and shall be turned over to the Government upon completion or termination of the contract.
7.3 ACCEPTABILITY: The work and any services performed shall be accepted only when in full compliance with the contract specifications. For purpose of acceptance, the QC Program shall be considered a living document and shall be subject to changes and acceptance throughout the term of the contract to include any extensions of contract term. The Contractor shall notify the Contracting Officer in writing of any proposed change to the QC Program. No change shall be implemented prior to review and approval by the Contracting Officer.
7.4 PERFORMANCE EVALUATION MEETINGS: The Project Manager shall meet with the Contracting Officer or his designated representative biweekly during the first three (3) months of the contract. Thereafter, the meetings shall be held as determined necessary by the Contracting Officer.
However, a meeting shall be held at the Washington Aqueduct upon notification by the Contracting Officer when a Contract Discrepancy Report (CDR) is issued. A CDR is a formal, written documentation

It is usually issued after an attempt has been made to resolve a performance issue at the Project Manager (PM) and Contracting Officer (KO) level and a more formal resolution is needed. Mutual effort will be made to resolve any and all problems identified. An electronic recording of these meetings may be kept by the Contracting Officer. Written minutes of these meetings may be prepared by the Contracting Officer and signed by both parties.
8. WARRANTY.
All work performed under this contract shall be warranted for a period of one year from the date of formal acceptance by the Government. The equipment shall be warranted to be free from defects in workmanship design and materials. If the equipment fails during the warranty period, it shall be repaired and restored to acceptable operating condition at no cost to the Government.
9. CONTINGENCIES.
The Washington Aqueduct is a water utility that operates 24 hours a day, seven days a week. It must plan, in advance, how it will meet mission requirements in the event of a national emergency or natural disaster. The Contractor must be able to react to such events without undue delay. Therefore, the Contractor shall be capable of fulfilling the contract requirements in case of the following events:
a) A natural disaster, such as heavy snow fall or wind damage, that impacts upon the Contractor's ability to perform.
b) An unusual extended period of rainfall with only short periods between rain days.
c) Labor strikes that impact upon the Contractor's ability to perform.
d) Special circumstances identified by the Contracting Officer.
e) Break down of large essential equipment.
f) Contractor’s workforce illness or absence.
9.1 GOVERNMENT ASSISTANCE: In all cases, the Contractor shall assume that the Washington Aqueduct cannot provide any supplemental personnel and continues to need the same or additional performance under the contract, which the Contractor shall be required to meet.
10. FACILITY SECURITY REQUIREMENTS.
The Washington Aqueduct has been designated a Critical Infrastructure Facility under the National Critical Infrastructure Program which was outlined in Presidential Decision Directive 63. Contractors must ensure that employees are legal residents of the United States and supply that proof. All Contractor and sub-contractor personnel must consent to a review of public records and screening of personal background information before access is granted to WA’s Dalecarlia Pumping Station. Failure to provide requested information may result in denial of access to facilities. The Contractor must assure that no information will be released to outside agencies. The following major types of adverse information may exclude a contractor, his employees, or sub-contractors from gaining access to restricted areas or general unescorted access to Washington Aqueduct property. Each case will be reviewed on its own merit:
a) Illegal use or abuse of drugs or alcohol, theft or dishonesty, unreliability, instability, use of force, violence and weapons related incidents that indicate a general disregard for the law.
b) Aberrant, deviant sexual behavior or bizarre sexual conduct, delinquency, child molestation, and/or rape. Records or testimony of employment, education or military service where the individual was involved in serious offenses or incidents that would reflect adversely on the honesty, integrity, Dalecarlia Pump Motor Service Contract - 2019 W912DR-19-R-00XX trustworthiness, or stability of the individual.
c) Excessive indebtedness, bad checks, financial difficulties or irresponsibility.
d) Failing or refusing to sign the proper authorization documents to conduct the background screenings.
e) Knowingly providing false information on Official Government Documents.
f) Involvement with known terrorists, terrorist organizations, terrorist-supporting financial organizations, subversive organizations or individuals who advocate violence or the violent overthrow of the US Government.
10.1 BADGES: The Government will issue an identification badge to the Contractor employees requiring access to the Washington Aqueduct. The Contractor shall ensure that all personnel wear their badges on the left front chest of the outermost garment at all times when on Government property. This requirement shall apply to all subcontractor employees if the subcontractors work will exceed a thirty (30) calendar day period. Subcontractor employees performing work less than thirty (30) days will be issued daily visitor badges by the Security Officer.
10.2 VEHICLE REGISTRATION: The Contractor shall ensure that Contractor employees comply with vehicle registration requirements. The Contractor personnel entering Washington Aqueduct and utilizing Contractor owned or privately owned vehicles on Washington Aqueduct shall possess a valid state driver's license and register vehicles with the Washington Aqueduct Visitor Access Control.
10.3 HOURS OF OPERATION: Government hours of operation are normally 0600 to 1530 Monday through Friday (except for legal holidays). Routine Contractor pump motor maintenance work shall be accomplished during daylight hours any day of the week unless otherwise specified by the Contracting Officer. All emergency pump motor maintenance shall be accomplished whenever directed by the Contracting Officer, and shall be continued without interruption until the emergency is corrected.
10.4 “OFF” LIMITS AREAS OF FACILITIES: Certain buildings and real property parcels are “off limits” to the general public. The Contractor personnel shall not enter any “off limits” facilities without specific permission from the Contracting Officer to do so. Other areas where the contractor is authorized to enter must be locked expect when entering or leaving the area. The Contractor shall ensure these areas are locked following entrance, remain locked while working within, and are re-locked upon egress.
11. BASIS OF PAYMENT AND PUMP MOTOR QUANTITIES.
11.1 LINE ITEM PRICING: The Bid Schedule shows unit price line items for all work in this contract related to the motor repairs, rewind, upgrades and brushless excitation conversion. Included in the pricing should be all planning, design and O&M manuals (if any), project management, supervision, quality control, overhead, profit and record keeping required in the contract. All labor, material and equipment required to execute work required under each line item are the Contractor’s responsibility and are to be included in their unit price for pump motor maintenance services.
11.2 BASIS OF PAYMENT: The approximate quantities of various types of pump motor repairs provided in the Bid Schedule represent the best estimates of the Washington Aqueduct and are based on our risk tolerance and operational production needs. Payment shall be based on the number of pump motors actually repaired, rewound, converted to brushless excitation, etc. and in accordance with the unit prices listed in the contractor's Bid Schedule.
11.3 INVOICES: Invoices shall be submitted to the Contracting Officer for work that has been completed and delivered to the Government. The Contractor shall not bill for partial work or materials before

Invoices shall provide line item billing as shown in Attachment D – Sample Invoice. Payment shall be made within 30 days of receipt of a complete and correct invoice.
11.4 PUMP MOTOR QUANTITIES: The Contractor is obligated to perform assigned work at the quantities required by Washington Aqueduct to sustain its operations at the Dalecarlia Pumping Station.
As shown in the Bid Schedule, the Contractor shall be required to perform pump motor repair, rewind, and brushless excitation conversion of an annual average of about 3 pump motors per year.
12. SAFETY AND ACCIDENTS.
12.1 SAFETY REQUIREMENT: All work shall be conducted in a safe manner and shall comply with OSHA and the Army Corps of Engineers Safety and Health Requirements Manual (EM-385-1-1). If the Contractor fails or refuses to comply promptly with safety requirements, the Contracting Officer may issue an order stopping all, or part of the work, until satisfactory corrective action is taken. No part of the time lost due to any such order shall be made the subject of a claim for extension of time or for excess costs or damages to the Contractor. The Contractor shall be responsible for enforcement of all safety requirements for his employees and his subcontractors.
12.2 DAMAGE REPORTS: In all instances where damage occurs to the Government property (other than minor turf damage), or civilian vehicles (e.g. broken glass) caused by the Contractor's employees or equipment, the Contractor shall provide a verbal report to the Contracting Officer within four (4) hours of each occurrence. A completed typed original plus one (1) copy of ENG FORM 3394 (USACE Accident Investigation Report) shall be delivered to the Contracting Officer within five (5) calendar days of occurrence explaining the circumstances of the accident and the extent of damage. The Contractor shall be responsible for costs to repair or replace damaged property including any not reported as part of this clause.
12.3 ACCIDENT REPORTING: The Contractor shall comply with OSHA and AR 385-40 for record keeping and reporting of all accidents resulting in death, injury, occupational disease, or adverse environmental impact. The Contractor shall provide a verbal report to the Contracting Officer and the Washington Aqueduct Safety Officer within four (4) hours of each such occurrence. A completed typed original plus one (1) copy of ENG FORM 3394 shall be delivered to the Contracting Officer within five (5) calendar days of occurrence, whenever an accident involving personal injury occurs.
13. GOVERNMENT FURNISHED ITEMS.
13.1 FACILITIES: The Government will provide limited open parking and storage space as defined below.
13.1.1 Vehicle and Equipment Parking - The Government will provide up to four (4) parking spaces for the Contractor equipment or vehicles at the Dalecarlia Pumping Station. Only equipment being used on a frequent basis to perform contract requirements may be parked in these areas. Equipment or vehicles that are inoperative, broken, or otherwise unserviceable shall be removed from the Washington Aqueduct within seven (7) days of the date the equipment or vehicle becomes inoperative or unserviceable. No repairs (including change of engine fluids, hydraulic fluids, or other lubricants) on equipment or vehicles shall be performed on Washington Aqueduct property. Vehicle or equipment refueling shall only be performed in areas identified and approved by the Contracting Officer.
13.1.2 Material and Equipment Storage Areas - The Contracting Officer will identify areas for temporary storage of bulk materials or other materials to be used in performance of contract requirements. Use of the
Dalecarlia Pump Motor Service Contract - 2019 W912DR-19-R-00XX temporary storage locations shall not exceed fourteen (14) days from the date items are first placed in the approved area. The Contractor shall furnish a lockable, enclosed, storage container for tools and supplies.
The Government will not be responsible for security of Contractor’s items.
13.2 EQUIPMENT: No equipment will be provided by the Government for the Contractor’s use.
