PERFORMANCE WORK STATEMENT

25 July 2018 Washington Aqueduct Division PWS for: Rebuild Two (2) Emergency Generator Engines

PERFORMANCE WORK STATEMENT (PWS)

Revision 1

1. INTRODUCTION/BACKGROUND: In connection with the performance of its potable water treatment program, the Washington Aqueduct Division maintains municipal water treatment plants at two locations in Washington, DC. The McMillan treatment plant located at 2500 First Street NW, Washington DC includes an emergency generator plant consisting of three (3) emergency generators each powered by a 12 cylinder Cummins diesel engine. The generator plant was installed in approximately 1988. The diesel engine for one of the generators has been completely rebuilt and no further work is expected for that unit. It is now necessary to have the remaining two (2) diesel engines rebuilt in a similar manner. Therefore the U.S. Army Corps of Engineers, Baltimore District, proposes to procure, by means of full and open competition, services necessary for the rebuild work required for the two emergency generator engines. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the diesel engine rebuilds required for the emergency generators to be returned to service.

The successful contractor must maintain a factory authorized service facility, with mechanics certified by Cummins Engine.

Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer immediately.
