RFI RESPONSE

1. Was the intent of this solicitation really meant to be 100% set aside for Woman Owned Small Business ? (As a Distributor for Iconics we are a small business but Not Woman Owned and are not aware of any other Distributors that are)

ANSWER: Market research indicates that this a proper set aside.

2. Were you "requesting" an upgrade to Genesis 64 as part of this solicitation or just stating that in 2 years that it is the Government's intention that this will be happening? Moving from 32 to 64 platform software is not "included" in the current support program and world require the purchase of Genesis 64 software first. Do you want us to assume that you have made this purchase from year 3 on through the end of the contract?

ANSWER: WA will be moving to Genesis 64 in two years time. This contract assumes that the difference is included in the price.

3. Under Price Schedule there is a request for "Genesis Software Programming Upgrades" for each year and says per SOW. Are you looking for an Hourly rate for On-site programming and Genesis updates? Or is this a Firm Fixed price for on- site work during the year?

ANSWER: There will be no on-site support included in this contract.

4. Your current support plan expired in December. In order to quote a new plan we will need to include catch up fees for the months not covered, up to the contract date of the new plan. Do you want us to include this as part of year 1 or to quote it as a separate line item?

ANSWER: The Price schedule has been updated.

5. Are there any additional contractor deliverables beyond the execution of the annual maintenance contract (a one time annual event per Attachment A)?

ANSWER: The upgrade from Genesis 32 to Genesis 64 at the two year mark.

6. Are there any monthly contractor reporting requirements since this is multi-year contract?

ANSWER: CMA reporting does not apply.

7. Does USACE plan to directly interface with Iconics on maintenance requests or would we be involved as liaisons for all requests during the maintenance period?

ANSWER: USACE will interface directly with Iconics for phone based maintenance, and also for conveyance of the software upgrades.

INSTRUCTIONS TO OFFERORS

This is a Request for Quotation (RFQ) to provide provide access to software upgrades to satisfy the overall performance of the Iconics Genesis software which in turn supports the overall objective of the Washington Aqueduct. The primary objective is to provide Iconics Genesis software upgrades and support for a period of 05 years from the date of award through the Iconics SUPPORTWORX Plan. The deliverables will be a continuation of support from the existing support plan. The version currently in use is Genesis 32 version 9.3 the goal is within two years to be utilizing Genesis 64 version 10.0 or higher.

Please complete the attached Bid Schedule and submit your quote on company letterhead to include pricing for the requested service, with its unit price, extended price, total price, prompt payment terms, remittance address, Tax Identification Number, DUNS number, and CAGE Code. Please also provide 03 refrences for past performance of similar size and scope. The projects need not be for the Goverment.

The quote will be evaluated using Simplified Acquisition procedures, FAR 13.5.

STATEMENT OF WORK

Washington Aqueduct Division PWS for: Upgrades for Iconics Genesis Software

PERFORMANCE WORK STATEMENT (PWS)

INTRODUCTION/BACKGROUND: The Washington Aqueduct’s mission is to produce potable drinking water for the nation’s capital and surrounding jurisdictions in Northern Virginia. In connection with its potable water treatment program, the Washington Aqueduct Supervisory Control and Data Acquisition (SCADA) system was installed in 1991 and as part of the system configuration; Iconics software/firmware was utilized. The Iconics software/firmware programming runs the graphic interface displays used by the WA SCADA operators to report real time events in the processing spectrum. The version currently in use is Genesis 32 version 9.3 the goal is within two years to be utilizing Genesis 64 version 10.0 or higher.

GENERAL REQUIREMENTS: The intent of this contract is to obtain periodic software engineering upgrades which will be incorporated into the graphic interface displays used by the WA SCADA operators to report real time events in the processing spectrum. The version currently in use is Genesis 32 version

9.3 the goal is within two years to be utilizing Genesis 64 version 10.0 or higher.

Non-Personal Services: The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer immediately.

Period of Performance: The Period of performance is five years from date of award.

General Information

Quality Control: The contractor shall maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall include procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor shall submit its Quality Control Plan (QCP) to the COR for approval within 7 (seven) calendar days after contract award, if requested by the COR.

After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

Quality Assurance: The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

Hours of Operation: The contractor will be responsible for performing the software upgrades according to the mutually established schedule to be agreed to between the parties. The Aqueduct’s hours of operation are not pertinent in this case, as provided in the Place of Performance heading below.

Place of Performance: The work of this contract is performed remotely, it is not expected to be necessary for the contractor personnel enter the premises of the Aqueduct’s Dalecarlia Water Treatment Plant is located at 5900 MacArthur Blvd. NW, Washington, DC 20016, or the McMillan Water Treatment Plant is located at 2500 First St., NW, Washington DC.

Type of Contract: The Government will award a firm Fixed Price Contract.

Security Requirements: Note: This has been coordinated with the approved OPSEC review.

The Contractor personnel will require access to the Washington Aqueduct property in order to deliver the equipment, and to provide warranty service if required at a later date.

Access and General Protection/Security Policy and Procedures. The contractor and all associated subcontractor employees will comply with applicable installation, facility, and area commander installation/facility access and local security policy and procedures (provided by Government representative). The contractor will also provide all information required for background checks to meet installation-access requirements to be accomplished by the installation provost marshal office, director of emergency services, or security office. The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy. In addition to the changes otherwise authorized by the Changes Clause of this contract, should the force protection condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

iWATCH/iSALUTE Training. The contractor and all associated subcontractors will brief all employees on the local iWATCH/iSALUTE program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training will be completed within 30 calendar days after the contract is awarded and within 30 calendar days after new employees commence contract performance, with the results reported to the COR.

According to AR 530-1, new contractor employees must complete Level I OPSEC training within 30 calendar days after they report for duty. All contractor employees must complete annual OPSEC awareness training.

E-Verify Program. The contract will include this provision. Employers with federal contracts or subcontracts that contain the Federal Acquisition Regulation (FAR) E-Verify clause are required to use E- Verify to determine the employment eligibility of 1) Employees performing direct, substantial work under those federal contracts and 2) New hires organization-wide, regardless of whether they are working on a federal contract. A federal contractor or subcontractor who has a contract with the FAR E-Verify clause also has the option to verify the company’s entire workforce.

PHYSICAL Security: Contractor personnel will be escorted during the performance of this contract. N/A, no work on site

Contracting Officer Representative (COR): The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notify both the Contracting Officer and Contractor of any deficiencies, coordinate availability of government furnished property, and provide site entry of Contractor personnel. A COR will be appointed at the time the contract is awarded. The COR is not authorized to change any of the terms and conditions of the contract.

Contractor Technical POC: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

The contract manager or alternate shall be available between 7:00 a.m. to 2:30 p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

General: The Contractor shall furnish all supplies, material, equipment, facilities and services required to perform work under this contract.

Materials : All material used, partially or totally, to perform works required in this contract and not furnished by the U.S. Government, shall be included in the total contract cost and cannot be reimbursed by the U.S. Government.

Equipment: The Contractor shall furnish all necessary equipment, tools, supplies, and any other material necessary for the efficient, safe performance of this contract. Equipment shall be the type and size suitable for commercial operations.

Accidents: The Contractor shall be responsible for complying with any, and municipal laws, codes and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occurs as a result of the Contractor’s fault or negligence. The Contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract prior to Substantial Completion.

Conduct of Operations and Personnel: The Contractor shall ensure all the works are conducted in a manner that will minimize interference with the work of the Government personnel and other Contractors.

Clean-up and Disposal: N/A.

SPECIFIC TASKS:

Under this contract, the contractor will provide access to software upgrades to satisfy the overall performance of the Iconics Genesis software which in turn supports the overall objective of the Washington Aqueduct. The primary objective is to provide Iconics Genesis software upgrades and support for a period of 05 years through the Iconics SUPPORTWORX Plan. The deliverables will be a continuation of support from the existing support plan.
