Questions and Answers For Information Only

W912DR-17-B-0014

Oct 5, 2017

1 Due to the bid opening being extended to Oct 12, 2017 and the great amount of interest in this project, please let us know when the next site visit will be held.

The next site visit will be held on 9/19/17. The accompanying amendment will provide additional site visit information.

2 Due to the many questions received from other regarding the name registration to the government for the site visit as note to be on 8/26/16, please clarify when the next scheduled site visit will be held..

Please see response to RFI 1

3 Will Warner be able to bid this project if we missed a Mandatory meeting, I notice that there is a full set of drawings that will allow us to provide a complete and competitive bid. Also with Google Earth we will be able to see the layout of the building/land etc. If a second bid walk will be entertained, please advise.

Please see response to RFI 1

4 Ref: Spec: 2.19 (Interface the base wide fire alarm Network) Please provide information regarding the Fire panel. There is nothing to indicate what network is the Fire Panel. What Base Panel and Network is existing?

Bid as shown. See sheet FA-601 and drawing notes on ET102 and ET103. Refer to specification Section 28 31 76, paragraph 1.7 for existing supervising station control panel brand and model number.

5 Section 600 of the solicitation states that the project is restricted to Small Business, please advise if this solicitation is set aside or open completion.

This solicitation is being advertised as full & open competition

Is this job is tax exempt and will the government issue a tax exempt certificate for materials to be installed on this project?

No.

7 Can the self performance criteria relaxed from 20% to 10%? No

8 Section 3.4.1 requires SSHO, CQCM and additional personnel as per the matrix. It’s not clear if the superintendent can also act as SSHO. Also, can the matrix requirement be fulfilled by subcontractors Foremen if they satisfy the qualifications?

See Section 01 35 26 sub-paragraph 1.6.1.1.1. and Section 01 45 00.00 10 paragraph 3.4.3 "These individuals…..are directly employed by the prime contractor…."

9 Site demolition plans call for existing structures demolition, please provide architectural demo plans or as-built drawings of these buildings.

Documents identify existing buildings for total demolition. Existing plans do not exist and architectural demo plans are not relevant when nothing is remaining other than items specified for salvage.

10 On spec SECTION 06 10 12 CONSTRUCTION OF NEW BLEACHER PAVILION;

para 1.1 SCOPE REQUIREMENTS states “Provide new foundation, slab on grade, and, finish grading as designed, represented, and indicated on drawings” then it further states “design and construction shall be a performance based requirement specifically to provide a new pavilion mostly replicating the existing”. Since plans doesn’t provide information on existing pavilion to replicate nor drawings for the new pavilion; please provide existing pavilion as-builts, sketches of new pavilion as a basis for contractor design, and required dimensions of the new pavilion.

Yes, SECTION 06 10 12, paragraph 1.1 states that both design and construction shall be a performance based requirement specifically to provide a new pavilion mostly replicating the existing one. There is no requirement for an exact replication of existing pavilion canopy. Minimum design requirements for new pavilion are in the section as necessary to achieve “mostly replicating” existing pavilion. Design criteria define columns, hip roof, materials, fascia height, etc. Site design, slab on grade, foundation, piers, size of slab and finish grading is represented on Drawings. Drawings of existing pavilion are not required.

11 Is this job a re-bid? No

12 There is a discrepancy concerning the existing contours between the grading plan sheet CG101 and both the demo plan and erosion and sediment control plans labeled CD101 and GC101-103 respectively. Which of the plans should be used to determine the existing contours? In addition, if the grading plan is to be used for its existing contours, will an updated plan for GC102 be provided to show a tie in for the proposed trap 1 into the existing contours as shown on CG101, the grading plan?

There was an anomaly with the existing surface tin at the time of plotting the bid set; however, after a review, the anomaly did not show up on any of the sheets we looked at. The existing surface on all of the sheets appears to match.

13 Are there any specific specs pertaining to the Security/Access Control systems? Is there an existing Security/Access Control system being used onsite currently? # Question Answer

Sill details #S1 thru S7/AE606 — A. No profiles with leg extensions are available as shown. These aluminum framings systems need to be dead loaded and anchored at the sills. Some type of load bearing solid construction is required at all sills. Please provide revised details for proper support of these aluminum system.

Details are representative, and not based on any particular manufacture, specifically identifying requirements coordinating differing trades. Details are standard masonry opening in cavity wall assembly.

Masonry is clearly located at jambs, which is where windows get attached to structure. Method of attachment, using clips, angles, or plats is in Section 08 51 13 Paragraph 3.1, and 3.1.3. Frame profiles to be as specified. Bid as shown.

Section 10 22 39, Heading 1.2.2.2 requires an NRC Rating of 0.65-0.75 and specifies perforated steel panel faces in order to achieve this standard. However, the holes in the panel faces reduce the effective STC to less than 48, as is also required in this paragraph, and would preclude any possibility of passing the Acoustical Sound Test referenced at heading 3.3.2.

Therefore, the question is which of these criterion—perforated panels or the required STC Rating--can be adjusted and/or deleted.

See Amendment.

The non-secure nature of the application The costs required to meet the NIC required rating and The expense of engaging an independent testing agency Can the acoustical sound test referenced in 3.3.2 be deleted?

See Amendment.

Folding panel partitions do not specify or indicate passage doors through partition. Bid as shown.

it is suggested that a manually operated partition be considered for this project, given that electric wall require two people to operate; one to man the switches mounted on opposite sides of the room, while one person acting on his own, can normally set up or retract a manually-operated partition in the time it takes to find a second operator. Further, and in a worst case scenario, an electric partition is rendered inoperable if there is only one person in the building

Per 1.7.1-Dust Control: Is there a close fire hydrant available that can be used to provide dust misting during the demolition work? If so, is there any metering or cost associated with its use?

One of the first construction activities will be to install the new water line on the west side of the project. The Contractor must install a new fire hydrant on the north side of this line. This hydrant can be used after it is installed. Spec 01 50 00 Paragraph 3.3.1 states that: "(Contractor) must install and maintain all necessary supply lines... On site utilities, if available, will be provided at no cost to the Contractor." Coordinate with the Contracting Officer whether a meter is required.
