PERFORMANCE WORK STATEMENT
1. GENERAL
1.1 BACKGROUND INFORMATION: The Washington Aqueduct Division maintains and operates the Dalecarlia and McMillan Water Treatment Plants (WTP), from which approximately one million people in the District of Columbia and Northern Virginia are served with reliable and safe potable water. Raw water diverted from the Potomac River flows through two conduits and discharges directly into the Dalecarlia Forebay. The water in the Forebay is pumped into the Dalecarlia Reservoir via a booster pumping station. The water from the Dalecarlia Reservoir is distributed to both the Dalecarlia Plant and, via the Georgetown Reservoir to the McMillan Plant.
At the Dalecarlia WTP, after filtration, the water flows via a 15 million gallon (MG) Clearwell into a 30 MG Clearwell. Finished water from the 30 MG Clearwell is then pumped out to the public via distribution zone reservoirs.
The process is similar at the McMillan Plant. Water initially flows from the Dalecarlia Reservoir via the Georgetown Conduit to the Georgetown Reservoir for sedimentation purposes. From the Georgetown Reservoir, the water flows through the City Tunnel to the McMillan Reservoir. From there it is pumped through a filtration building and the filtered water flows via the North Clearwell to the South Clearwell.
The Washington Aqueduct also maintains 3 distribution reservoirs, which are supplied with water pumped from the Dalecarlia WTP into one of 3 pressure distribution zones, and provide peak demand storage for the city.
The Washington Aqueduct has determined that it is necessary to clean the potable water systems buried storage reservoirs. In general terms, the work shall consist of providing all necessary equipment to safely access each reservoir and perform dewatering, dechlorination, cleaning, and disinfection of the reservoir, as well as waste disposal of lime and sediment residuals.
The Washington Aqueduct is a self-supporting operation of the Corps of Engineers, and funds for operation and maintenance are derived solely from the sale of water.
LOCATION: The Washington Aqueduct facilities are located at the following locations:
Dalecarlia Water Treatment Plant, Administrative Office - 5900 MacArthur Boulevard, NW, Washington, D.C.
20016 McMillan Water Treatment Plant, North Clearwell - 2500 First Street, NW, Washington, D.C. 20001 Third High Reservoir, 3901 Donaldson Place, NW, Washington, D.C. 20016
This scope of this Performance Work Statement will provide for the cleaning of the Washington Aqueduct’s Third High distribution reservoir and McMillan North Clearwell in Washington, DC. The Contractor shall provide all supervision, labor, equipment, materials, permits, licenses, and any other resources necessary for the proper performance of this requirement contract. The Contractor shall perform all work within the interior of the Clearwell and Reservoir during an outage period initiated by the Government in the durations indicated. The work at the North Clearwell may only be completed during an annual outage in the March-April time frame. The work associated with the Abandoned Sand Filter #9 shall be completed prior to the beginning of the North Clearwell outage period. The entirety of the work shall be completed within 184 calendar days of award.

For reservoirs requiring the Contractor to perform preliminary pumping, the actual date will be defined as the date the Contractor is allowed to place his equipment into the reservoir.
2. DESCRIPTION OF WORK:
2.1 GENERAL: All work shall be conducted in accordance with the Performance Work Statement along with any specifications of this solicitation.
SCOPE: The Contractor shall provide cleaning services as described herein. This work shall include the planning, programming of services, and ancillary tasks necessary for the pumping, dechlorination, cleaning of interior reservoir surfaces, removal, transportation, and disposal of any sediment and waste residuals, disinfection, testing, and compliance with safety, records, and reporting requirements.
FACILITIES: In general, the reservoirs to be cleaned by the Contractor are buried concrete structures, used for the storage of filtered and potable water, consisting of column supported roof slabs with limited interior access. They are located on secure facilities with gates and limited staging or storage space. The interior of the reservoirs are considered a confined space. The Contractor shall comply with all Confined Space Entry, Security, and Sanitary regulations as described in EM 385-1-1 and as required by the Occupational Safety and Health Administration
(OSHA).
CONTRACTOR LAYOUT: The Washington Aqueduct has indicated areas in the proximity of each facility, on the attached site drawings, Attachment B, SK-1, which may be used for staging, storage, water supply, and pumping discharge. The Washington Aqueduct is not responsible for the security or disposition of any materials or equipment stored onsite. Water supply utilities and pumping discharge shall be utilized only as specified or directed, based on local use regulations. The contractor shall make provisions for providing their own power supply.
EQUIPMENT RESTRICTIONS: The roof slabs of each of the structures to be cleaned are elevated slabs supported by a series of columns. The roof slabs are subject to Live Load weight restrictions of 150 psf, or as further specified in the contract documents. The Contractor shall avoid operating motorized equipment over the roof slabs of the reservoirs. The structures to be cleaned under this contract provide for the storage of filtered and potable water. Any equipment or materials used within the interior of the reservoir or tank shall be approved for use in contact with potable water by the National Sanitation Foundation (NSF). No motorized or hydraulic equipment or machinery containing oils, fuels, or lubricants, or other non-NSF approved fluids shall be placed inside the reservoir or tank.
The Contractor shall provide proper means for sanitizing/disinfection of shoes, equipment and other items that will come in contact with the interior surface of the reservoirs to prevent any contamination.
2.2 EXECUTION: The contractor shall perform the following, as described in the PWS.
2.3 DRAINING, PUMPING, AND ENTERING THE RESERVOIRS: Washington Aqueduct employees will operate all valves and water isolation gates. The reservoirs shall be drained to allow entry to the reservoirs as indicated in Section 2.9 below. The Contractor shall be responsible for removing any remaining water to facilitate the cleaning and inspection of the reservoir. The Contractor should expect some shallow water due to the sloping and contours of the floor slab. The COR will coordinate draining activities with the contractor.
PUMP DISCHARGE: The contractor shall remove sediments and remaining water from the reservoirs. All water shall be disposed into sanitary, combined sewers, or as otherwise indicated. The Contractor shall install facilities to capture any sediments from flowing into the combined sewer/sanitary sewer, for disposal off site, by the Contractor.
No materials which are not NSF 61 approved for use with potable water may be discharged.
CLEANING WATER: Wastewater from the cleaning process shall not be drained into the existing storm drains.
The contractor shall remove the wastewater from the reservoirs and discharge it into the nearby sanitary or combined sewer. Wastewater shall be discharged at a rate that does not create flooding of the sewer beyond its capacity. The wastewater shall have sufficient water, not less than 100 gpm, so that sediments do not settle into the sewers. The wastewater discharged into sanitary or combined sewers shall comply with D.C. Law 6-95, the Wastewater Regulation Amendment Act of 1985, as amended. This act prohibits the discharge of wastewater into a separate storm sewer system or streams. Solid debris shall not be disposed of into sanitary or combined sewers.
PUMPING DURING CLEANING: Pressure washing residuals generated from the cleaning phase of the reservoir shall be collected and pumped as indicated on the drawings. At no time may residuals or discharge be conducted to the drain unless otherwise indicated. Leakage from the existing influent and effluent sluice gates is to be expected.
The Contractor shall plan to continuously run pumps to control sluice gate water leakage, and convey the discharge to locations as approved in the work plan. Solids from the cleaning process shall be pumped to removal equipment, located in the contractor's staging area where shown on the Site Plan, for handling and transportation to a government approved disposal site.
SOLIDS AND SEDIMENT: The Contractor is solely responsible for the removal and disposal of any existing sediment within the reservoir or other debris resulting from their operations. Depths of sediment may vary. It is expected that there will be less than the equivalent of ¼-inch of existing sediment on the floor distributed throughout the 3rd High Reservoir, except as noted. The volumes of sediment in the North Clearwell is noted in Section 2.9.
All material removed from the reservoir shall be removed by an approved method. All material removed from the reservoir shall be contained prior to disposal. Such material must be removed off site to an approved disposal area.
The Contractor shall comply with all local, state, and Federal regulations regarding the transport and disposal of solid wastes. The Contractor shall advise himself of all applicable regulations and shall undertake the necessary testing in order to comply with said regulations. The Contractor shall pay for all costs associated with testing, permits and disposal of solid wastes generated as a result of the project.
VENTILATION: The contractor shall provide all necessary equipment and materials to enter and work in the reservoir and clearwell safely. The contractor shall be responsible for ventilation and air monitoring until final inspection has been performed and approved.
PROTECTION OF CONNECTING PIPES: Immediately after the storage reservoir is drained and made available to the Contractor, the Contractor shall seal the reservoir inlet/outlet pipe in a manner that will prevent any debris from entering the inlet/outlet pipe.
RESERVOIR LAYOUT: It shall be the Contractor's responsibility to develop an efficient methodology that suits the layout of the reservoir to collect and transport the solid sediment to the removal equipment. The Contractor will not be allowed to remove any of the existing baffle wall panels to expedite solids removal from the reservoir. Any unidentified items or structures found within the limits of the reservoir shall not be disturbed nor shall removal be performed at these locations unless, and until, approved by the Contracting Officer.
2.4 CLEANING OPERATIONS: The Contractor shall provide all necessary equipment and procedures necessary to remove all sediment from the reservoir and then he shall pressure wash all surfaces (i.e. walls, columns, and sluice gates, etc.). The cleaning process shall conform to American Waterworks Association (AWWA) Standard C-652, Disinfection of Water-Storage Facilities. All surfaces (i.e. walls, columns, influent, effluent and drain sumps and valves) of the reservoir that come in contact with the water when the reservoir is filled to capacity/overflow elevation shall be cleaned by high-pressure water jets, maximum pressure 2,500 psi. The Contractor may use higher pressure to reach higher elevation of the walls and columns provided it does not damage the finished concrete surface. Surfaces shall be cleaned by application of high-pressure water without the use of cleaning solutions or detergents. The intent is to clean the interior surface of the reservoir, and not damage the concrete or coating surface. Prior to cleaning the entire storage facility, the Contractor shall clean a 100 SF area with detailed inspection performed by the COR to confirm adequate pressures and flow rate for cleaning. In general, pressures shall be a maximum of 2,500 psi at 4-6 gpm flow rate with a standard fan nozzle. The reservoirs shall be cleaned thoroughly using potable water with a maximum 2,500 PSI pressure, sweeping, scrubbing or equally effective cleaning methods without damaging concrete surfaces. The Contractor shall clean all walls, floors, ceilings, pits, pipes, columns, and beams. The cleaned reservoirs shall not contain any sediment, water, mildew, algae, black spots, rust spots, or debris. Water shall be fully contained, collected and disposed of properly. New squeegees and push brooms shall be used in each storage vessel. Floors and sumps shall be hosed clean to remove all sediment deposits. Work shall be performed in an expedited manner so as to minimize the time the reservoir is out of service.
2.5 HANDLING AND DISPOSAL OF SOLIDS: The work consists of furnishing and operating all equipment necessary to remove the sediment, dewater it, as necessary, and then transport it to an approved disposal location. The Contractor may remove the material mechanically, by pump, or by vacuum as determined to be most efficient. The material may be dewatered on-site, or transported wet (water tight), consistent with the dewatering and transportation requirements specified, or required by local transportation regulation or the approved receiving facility.
PRELIMINARY SURVEY: Before beginning cleaning operations within the reservoir, a survey of the volumes of existing sediment shall be performed. While the reservoir is in service, lime is deposited within the reservoir through lime application or precipitated hardness. The lime volume measurements indicated are the results from a previous surveys and estimates. However, the total quantity of lime provided for removal in the Unit Price Schedule is an estimated quantity of lime that will be found in the clearwells. Hence, prior to starting any lime removal work, the contractor shall provide the government with the quantity of lime to be removed. The Contractor shall do this by performing a field survey of the lime in the clearwell, in the presence of the Government during which, lime depth measurements throughout the clearwell will be recorded and used to calculate the total quantity of in-situ lime.
Progress payments will be made only for the quantity of lime removed based on the surveyed volume of lime.
LIME REMOVAL: The Contractor shall not be allowed to start lime removal operations until he has completed all preparations and has approval for all submittals, as indicated in the attached delivery table, Attachment A, permits and other items required in these specifications. Lime sediment shall be removed from all areas inside the clearwell including the influent, effluent and drain sumps. At no time during the removal phase, will any lime sediment, or filtrate, be discharged into the clearwell drain line or via the pumps used to control water leakage. All lime sediment shall be pumped to the dewatering units, or vacuum trucks, which will be setup in the designated Contractor's staging area. The contractor shall ensure the lime residue in the pumped water, due to sluice gate leakage, and the filtrate from the dewatering units does not exceed one percent solids by weight. All these materials shall be piped and pumped to the discharge points shown on the drawings. It shall be the contractor's responsibility to clean up any lime found deposited in the discharge structures. The Contractor shall submit to the Government for approval a plan detailing the discharge piping system. Submittals shall be accompanied with catalog cuts, sketches and/or drawings drawn to scale.
EQUIPMENT: The Contractor shall remove the lime by vacuums, push or pull pumps, conveyer belts, shovels, buckets or small mechanical equipment. The only mechanical equipment permitted in the confined space reservoirs are those that do not emit hazardous fumes. The size of the equipment is limited by the size of the access hatches (see drawings for sizes). The hydraulic system to any mechanical piece of equipment in the reservoirs shall use food grade vegetable oil. Refueling of any equipment will not be permitted in the reservoirs.
CHARACTER OF MATERIALS: The material to be removed under this contract has accumulated since the reservoir was last cleaned. The material consists principally of lime and filtered water sediment. The lime did not dissolve and has settled to the reservoir floor over the years. Harder, solidified layers and variations in the sediment composition are to be expected. The Contractor may use water pressure; manual labor, small mechanical equipment or other Government approved method to break-up any harder, solidified layers of lime sediment to facilitate removal. Equipment shall be submitted to the Government for approval. Due to the reservoirs being underground and in use it is not possible for quoters to examine the site of the project and decide for themselves the character of the materials. Attachment E of these specifications shows the results of a lab analysis performed on samples of the lime. Prospective quoters are encouraged to review these results in order to determine the most economical way of removing and disposing the lime.
DEWATERING EQUIPMENT: The Contractor shall furnish all the equipment necessary for the dewatering of the sediment for suitable transport and disposal. The number and size of dewatering units and other equipment shall be adequate to remove the volume of sediment and as required to finish the project within the time frame allotted. The Contractor shall submit for approval layout drawings and operating data describing the complete dewatering equipment and plant with sizes, weights, capacities, and number of units that he will be using throughout the project.
The Contractor shall ensure that all his dewatering plant equipment and his office trailer fit within the footprint of designated storage and staging areas at each reservoir location. The contractor's staging area shall be enclosed in temporary chain link fencing. Detailed calculations shall be submitted to the Government for approval of proposed daily and weekly productions.
CONVEYANCE OF SOLIDS: After the material is removed from the clearwell, it shall be carried through pipes or transported to the dewatering units. Transporting or piping the lime to the dewatering units shall be a clean operation. No leakage shall be allowed from pipe(s), which shall be a continuous fuse welded polyethylene pipe. If a leak occurs during removal and dewatering operations, the Contractor shall stop work and repair the leak immediately. Piping shall be routed to avoid roadway crossings. Should the piping be required to cross a roadway, the piping shall be ramped sufficiently to not impede vehicle traffic, but shall not be steeper than 12:1 horizontal to vertical slope. The Contractor shall indicate locations of ramps in his work plan layout drawings.
DEWATERING OPERATIONS: Dewatering operations shall be accomplished through Contractor provided portable mechanical dewatering units. The sediment may be mixed with a polymer, provided that the polymer is suitable for use with potable water. The Contractor shall submit to the Government, for approval, the polymer intended for use. The polymer shall be acceptable for use in potable water and be approved by the National Sanitation Foundation (NSF-61).
