SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

RFI QUESTIONS AND ANSWERS

Q: Is the period of performance 120 or 180 days?

A: Period of performance is 120 calendar day.

Q: Are there soil boring for the placement site available?

A: See amendment.

Q: Do you have certain specifications for the design of the weir boxes?

A: Specifics for the material to be used are found in the plans and specifications. The design of the weir boxes is ultimately decided upon by the cont4ractor and approved by the Corps.

Q: What is to be done with the vegetation growing on the site?

A: Some of the vegetation will be removed prior to construction. Other remaining vegetation can be buried on site in one of the cells.

Q: Does the contractor need to obtain any permits?

A: The Corps is obtaining the sediment and erosion control permit from Maryland Department of the Environment. No permits need to be obtained by the Contractor.

Q: Does the contractor need to install the silt fence?

A: Yes, the Contractor is responsible for installing the silt fence.

Q: How is access going to be obtained by the site?

A: Contractors will use a road known on the plans as the bridle path. This path will be cleared and contoured by Talbot County before the project begins. Access along the main road through is restricted.

Q: Does the Combined Synopsis/Solicitation under solicitation number W912DR-16-B-0016 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

A: This is a new requirement.

SECTION 00700 - CONTRACT CLAUSES

The following have been modified:

252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)

(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.

(b) The Contractor shall--

(1) Check all drawings furnished immediately upon receipt;

(2) Compare all drawings and verify the figures before laying out the work;

(3) Promptly notify the Contracting Officer of any discrepancies;

(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and

(5) Reproduce and print contract drawings and specifications as needed.

(c) In general--

(1) Large-scale drawings shall govern small-scale drawings; and

(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.

(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:

SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS

The following have been modified:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 120 calendar. The time stated for completion shall include final cleanup of the premises.

Request for Information or clarification Regarding Knapp's Narrows Earthwork

1. During the site visit request was made for information regarding Boring of site location when will they be made available.

See soil borings attached with amendment 2

2. As stated in the Spec Section 01 35 26 - 1.5.1.1.1 revised Construction Specifications dated June 10th 2016 "The Contractors Quality Control Person cannot be the SSHO on this Project even though the QC has safety inspection responsibilities as part of the QC duties" by this statement we are to have a full-time SSHO that performs no other duty except acting as the SSHO or can our superintendent act as the SSHO if they meet the requirements 1.5.1.2.4 Safety Personnel training requirements for dredging

That is correct. A full time SSHO can only perform those duties. They cannot be shared by another as stated in EM 3856-1-1 Safety Manual (Nov. 2014).

3. At the site visit, it was requested that the design for the Weir Boxes to follow design criteria will this information be in an addendum Spec Section 35 20 23 - 2.4.4

The bidding contractor is required to provide a PE approved design of the spillway box construction. This design is submitted through the bidding contractor’s weir box construction submittal. Corps engineers review and approve submitted designs.

4. Can the QC person be the Superintendent on the project or are we to have a separate personal for this position.

See question #2.

5. Will we be receiving a typical detail for the Weir Box?

See question #3.

6. Are we to put into our bid any vehicle tracking pads off of hard top roadways or will this be maintained and supplied by the new access road that will be supplied by other forces prior to this contract being started.

Any tracking pads should be added into the bid.

7. Will we receive a copy of the submitted environmental protecting plan with outlining E&S control regarding silt fence or tracking pads layouts?

All E&S control is outlined on page 4 of the plans. And additional changes provided by Maryland Department of the Environment (MDE) will be provided before time of award when the E&S permit is obtained by the State.

The low hanging power / communication line leading into the project location will be taken care of prior to the start of construction by others we are to base that we will be able to transport basic over the road construction equipment based on 13'6" height restrictions by 10'6 access into the construction site.

Talbot County will address and low hanging lines that may be blocking access.

11. Will contractor need to supply the Maryland's Department of the Environment erosion and sediment control certification at the bid or can it be submitted during the pre-construction meeting?
