The following have been added by full text:

RFI'S

Q18: If the contractor holds Secret Facility clearance and has personnel with Secret clearances, will the USACE be sponsoring their facility for a Top Secret Facility clearance to meet the key personnel requirements for this solicitation?

Answer: USACE will not be sponsoring a company for the TS Facility Clearance.

Q19: RFP states, “The offeror shall submit documentation as to the availability of Key Personnel that indicates each individual’s current assignment and the offeror’s plan to ensure that the named personnel will be used on this project.” Please provide the anticipated timing of the Phase 2 contract award so that offerors may reasonably determine availability of personnel to include in the Phase 1 proposal.

Answer: Award is anticipated prior to 30 September 2015.

Q20: Page 19 of 87 of the RFP includes a list of minimum information required for key personnel resumes.

Please confirm: Do key personnel consist of the Project Executive, Construction Project Manager, Lead Scheduler, Security Manager, full-time on-site Safety Manager, full time on-site Quality Control Manager and Senior/Lead Superintendent, or do they consist only of the Project Executive, Construction Project Manager, and Senior/Lead Superintendent?

Answer: Key Personnel are Project Executive, Construction Project Manager, Lead Scheduler, Security Manager, Full-Time On-Site Safety Manager, Full-Time On-Site Quality Control Manager and Senior/Lead Superintendent.

The Project Executive, Construction Project Manager and Senior/Lead Superintendent are key personnel with a top secret clearance.

Q21: As a follow up to Questions (5, 14 &15) please respond to the following:

If a contractor has a “Project Executive” & “Senior / Lead Superintendent” with an active TS, and the “Construction Project Manager” has a TS requiring reinvestigation will it be acceptable to submit the “Construction Project Manager” to complete the Team? Will the Project Manager’s need for reinvestigation be grounds for eliminating the contractor from the competition?

Answer: See RFI's #5, #14 and #15.
