VENDOR QUESTION RESPONSES

Questions on the Commissioning Services RFP

1) Based on the paragraph C.3.4 list of systems and assemblies that may require commissioning, we believe that additional specialized labor categories would be beneficial to the USACE; specifically: Fire Protection Engineer, Biosafety Professional, and Biosecurity Professional. Is it possible to add these labor categories?

Response: Provide rates as shown on the bid schedule, unless you see an amendment changing this.

2) Section L Paragraph E.1.c.3 requires submission of "an actual functioning test procedure form that was executed (filled out version)". The complete set of test procedure forms for one of our typical comparable projects is thousands of pages long. Would it be acceptable to include one or more sample forms in print, and provide a complete set on a CD?

Response: Yes

3) Section M Price/Cost Evaluation Criteria Paragraph 1e indicates that the evaluation of the Task Order #0001 proposal includes other direct costs. Should the Task Order #0001 proposal therefore include travel time and expense?

Response: If applicable.

4) In regards to Volume 1 – Technical, on page 40 of 48 of the RFP, bullet point b.1. which states “Offeror’s proposed approach to managing the project expertly and efficiently, including distribution of tasks, travel, duration of which staff will be on site during what periods of time, etc.” – Is additional project information available so that we may estimate the ‘duration of which staff will be on site during what periods of time’ more accurately?

Response: The response to this bullet point should be your vision of the work and how you plan to manage it. Your response should be more qualitative than quantitative, but make sure you define any assumptions that are relevant to your vision.

5) In regards to Volume 3 – Price/Cost, on page 41 of 48 of the RFP, bullet point f. which states “The proposal must contain a breakdown of disciplines and HOURS for your company and any subcontractors, and a breakdown of expenses over $1,000.00” - Is there an overview of the projects involved under this contract so that we may estimate the HOURS necessary to complete the projects?

Response: Bullet item refers specifically to the sample task.
