1. Does the hub/teleport need to be provided by the awardee; or does it already exist?
Yes, there is no existing equipment. All items necessary to satisfy the requirement will be the responsibility of the vendor to provide.
2. Does the distant end need to be U.S. based internet?

3. Is any type of IP encryption required?

4. Does the shipping cost OCONUS need to be included on the quote? Or can it be billed at direct cost?

6. Is there a requirement for hosting of the GFE at the service provider’s teleport? If yes, please specify the equipment.

7. For the purpose of satellite link analysis, please confirm if the actual location of the VSAT will be at Camp Arifjan, Kuwait.

8. Is this a new requirement? If not, who is the incumbent contractor, what is the contract number, and what is the end date of the incumbent’s contract?
New requirement
9. The “Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold identifies” three proposed contractors in Section 2 (4k Solutions, Lepton Global Solutions, and Simba Enterprises). In Section 3 it identifies the Alienware 17.3” 4K Ultra HD Laptop and associated accessories.
a. Please confirm that the Limited Source Justification relates only to those items listed in Section 3.

b. We don’t believe that the three companies identified in Section B are potential sources of Alienware laptops. Could the Government please clarify the role of these companies in the solicitation?
These are open market items available from any source. The J&A is brand name, not sole source. Companies were used in market research and proved responsive to providing this equipment.

10. On Line Item #0002, relating to the satcom equipment, a “1:8 Meter Ku Band GD Quick Deploy” is listed as one of the required components. For the 1.8m General Dynamic’s antenna, “Quick Deploy” is in reference to a very specific product line that they provide. Can the Government clarify the model number of the General Dynamic antenna that they are interested in, or specify what they mean by the term “Quick Deploy” (e.g. transportable cases, assembly in less than 15 minutes, etc.)?
Quick deploy is in reference to transportability and ease of set up. We operate in a fluid environment and will need to relocate the equipment regularly. It was not intended to indicate any proprietary feature names of a certain manufacturer. The description is in reference to quick setup, ruggedized equipment with the salient technical characteristics.
11. On Line Item #0002, relating to satcom equipment, the second line reads “1:8 Meter Ku Band GD Quick Deploy” and the third line reads “Antenna with NPM Mount.” Can the Government clarify that line 2 and 3 are referencing a single packaged item? Should this item read as follows: “1:8 Meter Ku Band GD Quick Deploy Antenna with NPM Mount”?

‐ Is the majority of the port density going to be fiber or copper?

13. Regarding line item 0003:
‐ Where is the service downlinking? Camp Arifjan, Kuwait
‐ Do they only require bandwidth or do they require teleport services, IP address, commercial internet etc.? Yes to all of the above
‐ Do they require a managed network with NOC support? No

15. Is it possible to conduct a site survey? A site survey can be conducted after award, however, the cost of the site survey must be included in the vendor's quote and accounted for under the cost of CLIN 0005 "installation."
16. Can you help us with base access for technicians? Requiring activity will assist/provide for base access for technicians
17. Do you accept Fiber Optics connectivity instead of Satellite (VSAT) Connectivity? We require stand‐alone VSAT capability.
