PERFORMANCE WORK STATEMENT
CUSTODIAL SERVICES CONTRACT
FORT WAINWRIGHT, ALASKA 99703
3 June 2016
1. GENERAL: This is a non-personal services contract to provide commercial custodial services. The Government shall not exercise any supervision or control over the Contractor’s employees. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform custodial services as defined in this Performance
Work Statement (PWS), Section 5, excluding Government-Furnished Property (GFP) and other services as described in Section 3. The Contractor shall perform to the standards in this contract.
1.2 Objectives: Perform custodial services at Fort Wainwright, Alaska, in accordance with this
Performance Work Statement (PWS) and the Performance Requirements Summary (PRS).
1.3 Scope: The Contractor shall provide restrooms/locker rooms cleaning services, basic cleaning services, periodic cleaning services, emergency, special cleaning and bio-hazard cleaning services. Facilities to receive custodial service and minimum cleaning frequencies are identified in Appendix A. Cleaning standards, based on facility category, are identified in
Appendix B and this PWS. The Government reserves the right to increase or decrease the frequency of services within the express minimum and maximum quantities of this contract.
1.3.1 Contractor shall utilize products made from bio-based materials (e.g., bio-based cleaners, degreasers and toilet bowl cleaners) to the maximum extent practical without jeopardizing the intended use or detracting from the overall quality delivered to the end user or potential harm to surfaces. The Contractor shall submit a list indicating the name of the manufacture, brand name, intended use of each of the products and the Safety Data Sheets (SDS) used in the performance of requirements of the PWS, IAW 29 CFR 1910.1200. SDS shall be provided within 10 days from the date of award for approval by the Contracting Officer (KO) or the
Contracting Officer Representative (COR).
1.3.2 The Contractor shall provide an initial deep cleaning of the floor plan specifications which include, but are not limited to, removing build-up calcium deposits, stripping/waxing hard floors, and shampooing carpet/upholstery. Initial cleaning shall be completed within 180 days from the date of the award and within 14 days when new facility is added to the contract. The Contractor shall begin the cleaning frequency schedule while conducting the initial and subsequently the periodic cleaning of all facilities.
1.4 Period of Performance: The period of performance shall be for one (1) base period of a 30-day phase-in and eleven (11) months at full performance and four (4) twelve (12) month option years.
1.5 General Information
1.5.1 Federal Observed Holidays: The Contractor shall not provide services on the following recognized Federal holidays:

Memorial Day Thanksgiving
Independence Day Christmas Day
1.5.2 Hours of Operation: The Contractor is responsible for conducting business Monday thru
Sunday except federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. Contractor shall provide services during or after the facility’s hours of operation as identified in Appendix A. The Government does not anticipate performance to require any overtime, notwithstanding the service hours indicated in
Appendix A. Contractor shall coordinate cleaning schedule with the building Point of Contact
(POC).
1.5.2.1 Basic Cleaning Services shall be performed Monday through Friday in accordance with Appendices A, B, and C, excluding Federal Holidays. Education Centers and Child Youth Service (CYS) services may not be performed while classes are in session. Classes may be held in the day and evening. Contractor shall coordinate cleaning schedule with the building Point of Contact (POC).
1.5.2.2 Periodic Cleaning Hours: Services shall be performed Monday thru Sunday.

1.5.2.3 Emergency Cleaning Hours: Emergency services upon notification of the Contracting
Officer Representative (COR) to include before and after normal hours of operation, weekends and federal holidays.
1.5.2.4 Work Schedule: The Contractor shall submit a draft cleaning schedule that covers the first six months of performance with the contractor’s offer. The contractor shall submit a monthly cleaning schedule to the COR for approval within ten (10) days after the day of contract award and then within three (3) calendar days at the beginning of each month. Monthly schedules must be revised in observation of Federal holidays. Services shall be provided on the day after or before the federal holiday providing the frequency schedule allows. See Floor
Plans at Appendix C and/or Appendix A for facility hours of operation and service hours.
1.5.3 Place of Performance: The work to be performed under this contract will be performed at
Government facilities as per Appendix A (Workload Data).
1.5.4 Quality Control Plan: The Contractor shall develop and maintain an effective Quality
Control Plan (QCP) to ensure services are performed in accordance with (IAW) this PWS. The
QCP must be forwarded to and accepted by the KO and COR within ten (10) days after contract award and within 5 days after changes are made thereafter. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of deficiencies. The
Contractor’s QCP is the means by which the Contractor assures that the work complies with the requirement of the contract. The Contractor shall perform and document daily sampling surveillance of the facilities, document deficiencies and corrective action taken. The Contractor shall provide quality control inspection report, on a daily basis, to the COR. The QCP, as a minimum, shall address continuous process improvement; procedures for scheduling, conducting and documentation of inspection; discrepancy identification and correction;
corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis;
procedures for collecting and addressing customer feedback/complaints.
1.5.5 Quality Assurance: The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable quality level(s) (AQL). Government surveillance of the Contractor performance is not limited to the Performance Objectives as outlined in this PWS. The Government reserves the right to conduct compliance surveillance of any contractual requirement of this acquisition.
The KO or the COR shall have the right to require the Contractor to re-perform IAW FAR
52.212-4(a) at no additional cost to the Government. Re-performance shall be required for services not in compliance with the PWS. Upon notification, the Contractor shall re-perform within 24 hours or before the next scheduled cleaning (whichever is the least amount of time).
1.5.6 Type of Contract: The Government will award a Requirements Contract.
1.5.7 Security Requirements: The Contractor shall follow installation procedures as required by the Provost Marshall’s Office (PMO). To obtain personnel identification cards for installation access, the Contractor must submit a list of permanent employees to the COR NLT three (3) days after contract award. Contractor employees shall then report to Directorate of Emergency
Services (DES), Physical Security Office, located in building 4056. Contractor’s permanent employees shall be required to provide a valid driver’s license (if driver’s license does not comply with real ID Act Public Law 109-13, the employee will be required to provide an additional form of identification), proof of insurance and vehicle registration. This identification shall be surrendered to the PMO upon completion or termination of the contract or 24 hours upon termination of an individual’s employment. The Contractor shall comply with any subsequent similar installation access procedures as required by the DES. The Contractor shall ensure personnel and company vehicles are identifiable with name tags and signs. Contract employees are subject to investigative background check. All personnel performing work in the
Child/Youth Service Facilities are to obtain suitable background and criminal history checks at the Contractor’s expense. Results of these checks will be provided to the KO or the COR prior to the employee’s commencement of work.
1.5.7.1 Physical Security: The Contractor shall safeguard all Government equipment, information and property provided for Contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
1.5.7.2 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and not used by unauthorized persons. No Government issued keys shall be duplicated. The
Contractor shall develop procedures covering key control that shall be included in the QCP.
Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the KO or the COR.
1.5.7.3 Lost keys shall be reported to the COR or the KO within 24 hours of discovery. In the event keys are lost or duplicated, the Contractor shall notify the KO or the COR within 24 hours.
The Government, at its option, may replace the affected lock core(s) or perform re-keying.
When the replacement of lock cores or re-keying is performed by the Government, the total cost of re-keying or core replacement shall be deducted from the monthly payment due to the
Contractor. In the event a master key is lost or duplicated, all locks and keys for that facility shall be replaced by the Government and the total cost shall be deducted from the monthly payment due to the Contractor. The Government will conduct a semi-annual key inventory per
AR 190-11 and logged on DA Form 5513-R Key Control Register and Inventory Form.
1.5.7.4 The Contractor shall prohibit the use of Government issued keys by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by employees to permit entrance of person other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO. The
Contractor shall ensure all interior doors and windows are closed and locked after completion of service with the exception of areas occupied by Government personnel. The Contractor shall ensure exterior doors are closed and locked upon completion of service regardless of building occupancy. Exterior doors shall be left unsecure during the Contractor’s exit from facility for the removal of trash, cleaning supplies or equipment.
1.5.8 Special Qualifications: The Contractor shall ensure bio-hazard cleaning and disposal of bio-hazard materials be performed by qualified and certified personnel, as per OSHA Code of
Federal Regulations, 29 CFR 1910.1030 (a thru i and Appendix A).
1.5.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The KO and COR shall meet monthly with the Contractor to review the Contractor’s performance. At these meetings, the KO will apprise the Contractor of how the Government views the Contractor’s performance and the Contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues.
1.5.10 Contracting Officer’s Representative (COR): The COR Management System Tool
(Contracting Officer Representative Tracking (CORT) Tool, https://wawf.eb.mil/xthml/unauth/web/registration/cort/xhtml for nomination, tracking, documentation, and management of CORs will be used. The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assure that the
Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communication with the
Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements (without increasing or decreasing contract scope), including Government drawings, designs, and specifications; monitor Contractor’s performance and notify both the KO and Contractor of deficiencies; and provide site entry of Contractor personnel. The COR appointment letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the contract or any task order.

1.5.11 Key Personnel: The following personnel are considered key personnel by the
Government: Project or Contract Manager; Alternate Contract Manager, and Quality Control
Representative.
1.5.11.1 Contract Manager. The Contractor shall provide an onsite, full time contract manager whose sole responsibility is the performance of the work required in the PWS. The name of this person and an alternate who shall act for the Contractor when the manager is absent, shall be designed in writing to the KO and the COR. The contract manager or alternate shall full authority to act for the Contractor on all contract matter relating to daily operation of this contract. The contract manager or alternate shall be available between 7:00 a.m. to 4:pm.
Monday through Friday for normal duty hours except Federal holidays or when the Government facility is closed for administrative reasons. The contract manager or alternate shall be available to respond to emergency service request 24 hours a day, to include weekends and federal holidays.
1.5.11.2 The Contractor shall provide local telephone numbers of contract manager and alternate for normal and other than normal duty hours to response to emergency requirements as per para 5.4.1. Contract manager shall read, write, speak and understand English well enough to effectively communicate with all personnel and building POCs.
1.5.11.3 The contract manager or alternate shall be available to meet with the COR within one hour, during normal business hours, on any validated customer complaint. Contractor must re-perform missed or unacceptable services within two hours of notification.
1.5.11.4 Quality Control Representative. The Quality Control Representative shall implement and maintain full compliance with the Quality Control Plan though out the contract period.
1.5.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials.
They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
Contractor shall provide each employee with an identification (ID) badge. Personnel shall wear the ID badge at all times when performing work under this contract. ID badges shall be worn in a conspicuous place except when safety or health reasons prohibit such placement.
1.5.13 Contractor Personnel Conduct: Contractor personnel’s conduct shall not reflect discredit upon the Government. The Contractor shall ensure that personnel present a professional appearance. The Contractor’s employees shall observe and comply with all local policies and procedures concerning fire, safety, environmental protection, sanitation, security, and possession of firearms or other lethal or illegal weapons or substance. The Contractor is responsible for ensuring that any Contractor employee providing services under this contract, conduct themselves and perform services in a professional, safe, and responsible manner. The
Contractor shall remove from the job site any employee for reasons of misconduct or security.
The Contractor shall ensure no Contractor employees conduct political related activities or events on the installation.
1.5.14 Organizational Conflict of Interest: Contractor and sub-Contractor personnel performing work under this contract may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.), or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO, and in the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.5.15 Phase In/Phase Out : To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have key personnel on board, during the thirty (30) day phase in/ phase out periods. The plan shall specify a training program and a date for transferring responsibilities for each division of work described in the plan, and shall be subject to the Contracting Officer's approval. The Contractor shall provide sufficient experienced personnel during the phase-in and phase-out period to ensure that the services called for by this contract are maintained at the required level of proficiency.
1.5.16 Anti-terrorism (AT) and Operations Security (OPSEC)
1.5.16.1 AT Level I Training: This provision/contract text is for Contractor employees with an area of performance within an Army controlled installation, facility, or area. All Contractor employees, to include sub-Contractor employees, requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected Contractor employee and sub-Contractor employee to the COR or to the KO, if a
COR is not assigned within 30 calendar days after completion of training by all employees and sub-Contractor personnel.
1.5.16.2 Access and General Protection/Security Policy and Procedures: This standard language text is for Contractor employees with an area of performance within an Army controlled installation, facility, or area. Contractor and all associated sub-Contractor’s employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by the
Government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation
Provost Marshall Office, Director of Emergency Services, or Security Officer. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.
1.5.16.3 AT Awareness Training for Contractor Personnel Traveling Overseas: This standard language text required US based Contractor employees and associated sub-
Contractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13. Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact.
1.5.16.4 iWATCH Training: This standard language is for Contractor employees with an area of performance within an Army controlled installation, facility or area. The Contractor and all associated sub-Contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award with the results reported to the COR NLT 30 calendar days after contract award, and within 10 calendar days of new employees commencing performance.
1.5.16.5 Operations Security: Per AR 530-1, new Contractor employees must complete initial
Level I OPSEC training within 30 calendar days of their reporting for duty and complete annual
OPSEC awareness training thereafter. Training is available at the following website:

Additionally, training must emphasize that employee knowledge of facility layouts is need-to-know information; at no time will employees divulge this information to parties external to the company and the Department of Defense. The Contractor shall maintain certificates of completion (either initial or annual compliance) for each employee.
Contractor shall ensure that all methods for Contractor employee identification and access to the installation are safeguarded from emulation or duplication. All questions and concerns regarding OPSEC may be directed to the USAG-FWA OPSEC Officer at DSN 353-9441.
1.5.17 Safety:
1.5.17.1 Contractor Compliance. The Contractor and its sub-contractors shall comply with
Public Law 91-596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) (DODD 4715.1E). These requirements shall be incorporated into the Contractor’s safety and health program. Hand held cell phone usage and texting are not authorized while driving on the installation. Vehicle operators and passengers are required to wear seat belts at all times while driving on the installation.
1.5.17.2 Mishap Notification and Investigation: The Contractor and its sub-contractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The Contractor shall notify (via telephone) the Contracting Officer, the
Contracting Officers Representative, and/or other applicable members within four (4) hours of all mishaps or incidents. The Government person notified by the Contractor will in-turn notify the
Garrison Safety Office. Contractor notifications made after duty hours shall be reported to the appropriate installation Command Post. If requested by the Contracting Officer, the Contracting
Officer’s Representative, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the Contractor and the http://cdsetrain.dtic.mil/opsec/index.htm sub- contractors shall cooperate fully and assist the Government personnel until the investigation is complete.
1.5.17.3 Safety Data Sheet (SDS). The Contractor shall provide a copy of the SDS for each of the products used to perform services to the KO and COR 10 from the date of award, to be approved by the KO. Once products are approved for use on post, the Contractor shall provide each facility manager a copy of the SDS that will be located where products are stored prior to start of full contract performance.
1.5.17.4 Immunizations. The Tdap immunization is strongly recommended by the Occupational Health Office for all personnel assigned to perform custodial service at all Child Care Facilities.
1.5.18 Changes. The Government reserves the right to add to, remove from or return facilities to the workload data, Appendix A. Changes occur when facilities are under renovation, scheduled for demolition or closed for any reason where custodial services are no longer required. When removed or added changes occur to the workload data, the Government shall notify the Contractor based on facility, square footage, floor type and category. The following computation shall be used: Square feet (of the areas added, deleted or suspended), X dollar amount (amount provided by the Contractor per SF) = dollar amount. Changes within the scope of the contract will comply with FAR 52.212-4(c).
1.5.19 Cost Tracking. The Contractor shall develop a cost tracking worksheet to track monthly changes in square footage and provide to the COR for concurrence.
1.5.20 Emergency Services.
1.5.20.1 The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor’s employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor will, in turn, notify the
KO or COR within 1 hour of the incident.
1.5.20.2 Emergency medical treatment and services for Contractor personnel is the responsibility of the Contractor.
2. DEFINITIONS AND ACRONYMS:
2.1 Definitions:
2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
2.1.2 Contracting Officer (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government.
Note: The only individual who can legally bind the Government.
2.1.3 Contracting Officer’s Representative (COR): An employee of the US Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of the authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does
NOT have authority to change the terms and conditions of the contract.
2.1.4 Quality Assurance Representative (QAR): An employee of the US Government appointed by the contracting officer to perform quality assurance surveillance inspections.
2.1.5 Defective Service: A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.6 Deliverable: Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.7 Equipment: A tangible item that is functionally complete for its intended purpose, durable, nonexpendable, and needed for the performance of a contract. Equipment is not intended for sale, and does not ordinarily lose its identity or become a component part of another article when put into use. Equipment does not include material, real property, special test equipment or special tooling.
2.1.8 Government-Furnished Property: Property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract.
Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes
Contractor-acquired property if the Contractor-acquired property is deliverable under a cost contract when accepted by the Government for continues use under the contract.
2.1.9 Government Property: All property owned or leased by the Government. Government property includes both Government-furnished property and Contractor-acquired property.
Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.
2.1.10 Initial Cleaning: Initial cleaning of facility to a standard to be maintained by basic cleaning and basic restroom cleaning services.
2.1.11. Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal. The prime Contractor is responsible for performance of all sub-
Contractors.
2.1.12 Loss of Government Property: Unintended, unforeseen or accidental loss, damage, or destruction of Government property that reduces the Government’s expected economic benefits of the property. Loss of Government property does not include occurrences such as purposeful destructive testing, obsolescence, normal wear and tear, or manufacturing defects. Loss of
Government property includes, but is not limited to:
(1) Items that cannot be found after a reasonable search.
(2) Theft.
(3) Damage resulting in unexpected harm to property requiring repair to restore the item to usable condition; or
(4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair.
2.1.13 Material: Property that may be consumed or expended during the performance of a contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end-item. Material does not include equipment, special tooling, and special test equipment or real property.
2.1.14 Non-Personal Services: The personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the government and its employees. Non personal service contracts are authorized by the government in accordance with FAR 37.012, under general contracting authority, and do not require specific statutory authorization.
2.1.15 Physical Security: Actions that prevent the loss or damage of Government Property.
2.1.16 Property: All tangible property, both real and personal.
2.1.17 Property Administrator: An authorized representative of the KO appointed in accordance with agency procedures, responsible for administering the contract requirements and obligations relating to Government property in the possession of a Contractor.
2.1.18 Property Records: Records created and maintained by the Contractor in support of its stewardship responsibilities for the management of Government property.
2.1.19 Provide: To furnish, as in Government-furnished property, or to acquire, as in
Contractor-acquired property.
2.1.20 Quality Assurance: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.21 Quality Assurance Plan: An organized document written by the Government specifying the surveillance methodology used for surveillance of Contractor performance.
2.1.22 Quality Control: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.23 Real Property: See Federal Management Regulation 102-71-20 (41 CFR 102-71-20).
2.1.24 Sensitive Property: Means property potentially dangerous to the public safety or security if stolen, lost or misplaced, or that shall be subject to exceptional physical security, protection, control, and accountability. Examples include weapons, ammunition, explosives, controlled substances, radioactive materials, hazardous materials or wastes, or precious metals.
2.1.25 Sub-Contractor: One that enters into a contract with a prime Contractor. The
Government does not have privy of contract with the sub-Contractor.
2.1.26 Unit Acquisition Cost: Means- (1) For Government-furnished property, the dollar value assigned by the Government and identified in the contract; and
(2) For Contractor-acquired property, the cost derived from the Contractor’s records that reflect consistently applied generally accepted accounting principles.
2.1.27 Wide Area Work Flow (WAWF): A secure web based system for electronic invoicing, receipt, and acceptance. WAWF allows Government vendors to submit and track invoices and receipt/acceptance documents over the web and allows Government personnel to process those invoices in a real-time paperless environment.
2.1.27 Work Day: The number of hours per day the Contractor provides services in accordance with the contract.
2.1.28 Work Week: Monday through Friday, unless specified otherwise.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES:
3.1 Services:
3.1.1 Dumpster Service: The Government will provide industrial dumpsters at established locations on the installation.
3.1.2 Entry and Escort Service: The building facility POC will arrange for entry and escort service, when required into secure locations on the installation. Cameras and wireless communication devices, such as cellular phones, pagers and laptop computers may be prohibited in secure areas.
3.2. Facilities: The Government will provide janitor closet space on a case by case basis (per facility) as available. All janitor closet space used by the Contractor shall be kept clean and free of trash and debris. Contractor shall comply with HAZCOM Program which requires the Contractor’s chemicals and supplies be stored in a locked container where Government employees have shared access to the janitor’s closet.
3.3 Utilities: The Government will furnish water and electricity from existing fixtures and outlets at no cost to the Contractor. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning equipment and tools. No other Government furnished items will be provided for use by the Contractor in the performance of this contract.
3.4 Supplies: The Government will furnish paper products for restroom supplies to the
Contractor.
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: The Contractor shall furnish all supplies, equipment, and services not listed under Section 3 of this PWS required to perform tasks under this contract.
5. SPECIFIC TASKS:
5.1 BASIC RESTROOMS/LOCKER ROOM CLEANING SERVICES:
5.1.1 Clean and Disinfect: all surfaces of mirrors, sinks toilets, urinals, lavatories, showers, shower mats, dispensers, plumbing fixtures, drinking fountains, saunas, benches, partitions, doors, walls, stall doors, entry doors (including kick plates, handle, ventilation grates, metal guards), and other such surfaces. All surfaces shall be cleaned and disinfected using germicidal agent and free from water and scale deposits, soil, streaks and other removable matter. Mirrors shall be clean and have no streaks or other removable matter. Partitions shall be smudge free, stain free and dusted to prevent accumulation of lint. Vents (within (7) seven feet of the floor) shall be clean. Walls and grout shall be free of all film, spots and detergent buildup.
5.1.2. Toilets/Urinals/Showers/Sinks. De-scaling shall be performed to keep areas free of spots, water spots, scale buildup, soap scum, rust, odor and any other deposits.
5.1.3 Maintain Floor. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue or any evidence of soil, stain, film or standing water. Moveable items (described is 50 pounds or less) shall be tilted or moved to sweep and damp mop underneath.
5.1.4. General Dusting. All horizontal surfaces up to seven (7) feet must be dusted or cleaned to eliminate dust collection.
5.1.5. Polishing. All brass plates, chrome faucets, stainless steel and flush-o-meters shall be polished and left with a uniformed glossy appearance.
5.1.6. Remove Trash. All trash containers shall be emptied and trash disposed of in the nearest outside trash collection container. The Contractor will ensure that no spillage of fluid or trash remain behind. Boxes, cans and paper placed near trash receptacles and marked “TRASH” shall be removed. Trash receptacles shall be left clean, free of foreign matter, free of odors, appropriate sized liners replaced and returned to their initial location. The Contractor shall provide appropriately sized liners for trash receptacles.
5.1.7. Stock Restroom Supplies. The Contractor shall provide liquid soap and fill wall mounted liquid soap dispensers. Paper products shall be supplied by the end user and will be provided to the Contractor for installation in dispensers. Contractor shall notify the COR (in a timely manner) regarding lack of Government furnished supplies. Contractor shall ensure restroom supplies are sufficiently stocked, in dispensers, to ensure supplies do not run out before the next scheduled cleaning.
5.2 BASIC CLEANING SERVICES:
5.2.1 Clean Drinking Fountains. Clean and disinfect with approved disinfectant all porcelain, polished metal surfaces and exterior surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, rust, hard water deposits, dust and other obvious soil.
No abrasive and/or bowl cleaners are to be used to clean the drinking fountains.
5.2.2. Remove Trash. All trash containers shall be emptied and trash disposed of in the nearest outside trash collection container. The Contractor will ensure that no spillage of fluid or trash remain behind. Boxes, cans and paper placed near trash receptacles and marked “TRASH” shall be removed. Trash receptacles shall be left clean, appropriately sized liners replaced, free of foreign matter, free of odors and returned to their initial location. The Contractor shall provide appropriately sized liners for trash receptacles.
5.2.3. Clean Floor Surfaces. To include stairways, landings, risers, riser entrances, vestibules, lobbies and all walking surfaces. Moveable items (defined as 50 pounds or less, i.e., chairs, trash receptacles and any easily movable item) shall be tilted or moved to access the floor surface to sweep, damp mop or vacuum underneath those items. Moved items shall be returned to their original position after cleaning. Baseboards, corners and wall/floor edges shall also be clean.
5.2.4. Non Carpeted Floor Surfaces. Clean all non-carpeted floor surfaces by a combination of sweeping and dust mopping. Floor surfaces, including baseboards, shall be free from litter, dust debris, scuff marks, heel marks and other stains and discoloration.
5.2.5. Vacuum Cleaning. Carpeted areas, to include area and throw rugs, shall be free of all visible dirt, debris, dust, litter and any other foreign matter. Remove all spots and stains with a carpet manufacturers approved method. Stains and spots shall be removed during each service. All tears, burns, and raveling shall be brought to the attention of the COR. Contractor shall use low noise vacuum cleaners with HEPA filters. Contactor shall submit a list of vacuum cleaners used in the performance of this contract at the Post Award Conference and upon request of the Government at any time during the performance of the contract.
5.2.6. Spot Cleaning Floors/Carpets. Spot clean floor surfaces to remove spots 1 square foot or less. Spot removal shall be included during normal service schedule. Areas shall be free of scuff marks, soiled areas, or stains.
5.2.7. Wet Mop. Damp or wet mop non-carpeted floors to include entrances, vestibules, lobbies, stairways, landings and risers. Contractor shall mop underneath easily removable items. The floor shall have a uniform appearance with no streaks, swirl marks, detergent residue or any evidence of soil, stains, film debris or standing water. There shall be no splash marks or mop streaks on furniture, walls, baseboards, trash receptacles or mop strands remaining in the area.
5.2.8. Spray Buff. Stray and buff all non-carpeted floor surfaces. Floors shall have a uniform glossy appearance without streaks, water spots, dull film, dirty mop water residue, scuff marks and other debris.
5.2.9. Clean Stairways and Entry. Floor surfaces shall be cleaned in accordance with paragraph 5.2.3 through 5.2.4 as appropriate for floor covering to include stair guards, handrails and baseboards.
5.2.10. Clean Interior Glass/Mirrors. Clean all interior glass, including windows, glass in doors, partitions, walls, display cases, directory boards with an edge lower than (7) seven feet from floor. Glass shall be free of streaks, smudges, fingerprints, marks and other foreign residue.
5.2.11. Spot Clean. Spot cleaning includes removing and cleaning smudges, fingerprints, marks, streaks, spills, etc., from all walls, partitions, vents, grillwork, doors, door guards, door handles, push bars, kick plates, light switches, temperature controls, and fixtures. Light fixtures easily accessible and within (7) seven feet height shall be spot cleaned. Surfaces shall have a clean, uniform appearance, free of streaks, spots and other evidence of soil.
5.2.12. General Dusting. All horizontal surfaces up to (7) seven feet height must be dusted or cleaned to eliminate dust collection.
5.2.13. High Dusting. The Contractor shall perform high dusting on all surfaces between (7) seven feet and (10) ten feet in height from floor (as per Appendix B).
5.3. PERIODIC CLEANING: See Appendix B for frequencies and standards.
5.3.1 Clean/Shampoo Carpets. All carpet flooring shall be cleaned in accordance with industry customary commercial practices. A heavy-duty spot remover may be required in heavily soiled areas. After shampooing, the carpeted area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items. Chairs, trash receptacles and other items shall be moved to clean the carpet underneath and returned to their original location.
5.3.2. Strip, Scrub, Seal and Wax Floor. Strip, scrub, seal, and wax floors, as necessary, to maintain a uniform glossy appearance free from dirt, debris, dust, scuff marks, discoloration and other foreign matter. Contractor shall meet the requirements of commercial practices to include the application of a non-skid commercial wax. Baseboards, corners, and wall/floor edges shall be clean. All solutions shall be removed from baseboards, furniture, trash receptacles, etc. The Contractor shall move chairs, trash receptacles, and other movable items to maintain floor underneath and return to their original location.
5.3.3. Clean Interior Windows/Screens/Blinds. Clean all glass surfaces, frames, casings, and sills to remove all traces of film, dirt, smudges, water and other foreign matter. Remove and clean all interior screens. Clean window blinds to remove all traces of dirt, dust, lint and stains. Contractor shall make every effort to prevent damage when cleaning blinds. Notify the Government when condition of the blinds is likely to cause damage.
5.3.4. Clean Exterior Window/Screens (Basement and 1st Floor Only). Clean all glass surfaces, frames, casing, and sills. Remove all traces of film, dirt, smudges, water and other foreign matter.
5.3.5. Schedule of Periodic Cleaning. All periodic cleaning schedules shall be submitted to the COR within 10 days prior to the first day of the scheduled month of cleaning. Contractor shall notify the COR, within 24 hours, in writing, if changes to the schedule occur. Periodic cleaning shall be accomplished as noted in Appendix B. Contractor shall take into consideration Fort Wainwright winter weather conditions when scheduling the performance of para 5.3.3 and 5.3.4.
5.4 EMERGENCY CLEANING. Emergency cleaning is defined as requirements that must be addressed quickly to remedy dangerous or unhealthy situations, prevent damage and/or prevent interference with mission accomplishment. This applies to any facility on the installation which may require an emergency cleaning response. Events creating the requirement may include but, are not limited to, a storm, broken or overflowing pipes, illness, etc. Work may include extraction of liquids and removal of solid non-toxic material from interior and exterior areas or surfaces.
5.4.1. Emergency Cleaning Response. Upon notification, the Contractor shall respond and begin emergency work within two (2) hours of notification during normal duty hours, and within four (4) hours during non-duty hours. Notification may be verbal.
5.4.2. Performance. Performance of this work shall in no way relieve the Contractor of performing basic scheduled custodial requirements under this contract.
5.5 SPECIAL CLEANING: The COR shall notify the Contractor and the Contracting Officer as soon as a special cleaning requirement is known but, no less than 24 hours prior to the event or requirement. Special/Emergency Project Form, Appendix D, will be submitted by the COR to the Contractor. Completion dates of the special cleaning requirement shall be on a case by case basis and coordinated through the COR. This applies to any facility on the installation which may require a special cleaning response. Work may include extraction of liquids and removal of solid non-toxic material from interior and exterior areas or surfaces.
5.5.1 Clean Upholstered Furniture: Clean upholstered furniture using method appropriate for material being cleaned. Contractor shall make every effort to prevent damage when cleaning upholstered furniture. Notify the Government when condition of the furniture is likely to cause damage. Upholstered furniture shall be clean, odor free, dry and free of residue.
5.5.2. Performance. Performance of this work shall in no way relieve the Contractor of performing basic scheduled custodial requirements under this contract.
5.6 BIO-HAZARD CLEANING. For non-emergency, the COR will notify the Contractor and the Contracting Officer as soon as a bio-hazard cleaning requirement is known, but no less than 24 hours prior to the event. Special/Emergency Project Form, Appendix D, will be submitted by the COR to the Contractor. Completion schedule shall be determined for each incident through the COR. For emergency requirement, the Contractor shall respond and begin emergency work within two (2) hours of notification during normal duty hours, and within four (4) hours during non-duty hours. Notification may be verbal. Performance of this work shall in no way relieve the Contractor of performing normal custodial work under this contract. Work will be performed to standards of OSHA Code of Federal Regulations, 29 CFR 1910.1030 (a thru i and Appendix A). This applies to any facility on the installation which may require a bio-hazard cleaning response. Work may include extraction of bio-hazard liquids and removal of solid bio-hazard material from interior and exterior areas or surfaces.
5.7 GOVERNMENT ACCEPTANCE. Para 5.3, 5.4, 5.5 and 5.6 method of inspection is 100% Government acceptance. The Contractor shall notify QAR or COR within 24 hours of completion. The Contractor shall coordinate and schedule acceptance inspection with QAR or COR and address corrective action procedures.
5.8 CONTRACTOR MANPOWER REPORTING (CMR). The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall supply all the information in the format using the following web address https://crma.army.mil/login.aspx .
