GOVERNMENT RESPONSE TO RFI
Question(s) Government Response 1 There is no information that we can find for the Blast
Loads and set backs. Please confirm if these are low-level of protection for the STFP @ 82”
Yes. The facilities are considered low-level.
2 Alum Door 2.3.5. and Alum Windows 2.4.3 calls for a Bronze anodized finish. Existing anodized finish have faded bad over the years. A class I Kynar painted finish meeting AAMA 2605 would be better for the island environment. Can this be use as alternative finish?
Yes. Please see revised Statement of Work
(SOW).
3 Alum storefronts call for a thermal framing system
2.3.2 4500 or equal. Graham service 4500 is a non-thermal non-blast system. Should this be B7600 thermal blast system or equal?
All doors and windows should replace like for like (i.e. existing thermal blast doors and windows should be replaced with thermal blast systems). B7600 thermal blast system or equal can replace existing thermal blast systems. See revised SOW
4 Alum Windows 2.4 does not note a series or equal product. Glazing 2.5 notes, (guardian sash). Graham offers their Series 6800 with an interior Guardian Sash, this is not used for blast mitigation. Graham Series B6500 thermal window is similar to the details on the plans. This meets ATFP for blast. Graham Series B6800 thermal window is their historic heavy fame window. Meets ATFP for blast but cannot be provided with guardian sash for blast mitigation. Typically used with an integral mini blind. See attached details for Graham Series B6800 and B6500.
See response above (#3). SOW is revised.
5 Please confirm any sales or use tax for this project. Taxes are an allowable cost.
6 Please confirm the wage requirements for this this project.
Wages are to be based on the most recent Davis Bacon rates for American Samoa.
7 Do you have the structural / civil drawings need to see if the blast loads are listed and the setbacks?
Yes. Please see Attachment AMSA Civil Set.
8 The SOW Para 2.1.1 states that only exterior steel doors and frames shall be replace with new, "Contractor shall remove all existing exterior steel doors and frames and replace with new (See Attachment A for as-built floor plan and door schedule/details). Yes, all exterior metal doors and frames are included. SOW is revised.

9. See websiteCaution-http://www.abilityone.com < Caution-http://www.abilityone.com > for ordering instructions. Existing keying system is MARKS system (see attached photo). Can you provide information on existing keying system for pricing
The Government does not have any information on the existing keying system. As long as it meets the standards and requirements of the Builders Hardware Manufacturers Association (BHMA), the lock system does not need to be MARKS. If the hardware is a component of an item you are purchasing (i.e.
door with lock), and that item (i.e. door) is not required to be purchased from a mandatory purposes? Are we allowed to purchase HARDWARE from another source which will be packaged with doors and frames?
