3. Description of Services or Supplies: iSportsman game management program for Pohakuloa Training Area (PTA). The Hunting & Fishing or Outdoor recreation program that United States Army Garrison (USAG) PTA uses to facilitate issuance and management of Sikes Act (16 U.S.C. 670 et seq.) permits issued to individuals for access to installations for the purpose of hunting, fishing, trapping, firewood, and other dispersed outdoor activities. The Sikes Act requires military installations to allow access for hunting, fishing, trapping and other compatible activities to the maximum extent practicable. Executive Order 13443 –Facilitation of Hunting Heritage and Wildlife Conservation provides basic direction for access to public land for hunting. PTA is requesting a web-based program that provides an easily accessible 24/7 way for hunters to obtain information, purchase permits and tags, find information on available hunting opportunities, reserve, check in and out of hunting areas, and report harvest and hunter effort. The program shall be made available via a touch-tone phone, home computer, or mobile devise.
This website shall serve as a one-stop shop for hunters as well as the Government. Applied Science and Information Systems, Inc. (AScIS) is an organization that understands the science that drives its services and captures the information that it generates to provide clients with a systematic approach to decision making. AScIS developed an aid to manage wildlife management programs at federal and military facilities around the country. This program is called “i-Sportsman”. I-Sportsman allows for the secure purchase of permit sales and the dissemination of program information online, as well as eliminates the need for third-party vendors or outside telephony systems to handle sales, allowing managers to easily sell permits and licenses via a secure, online system that they control. This will be a one year subscription with no option periods.
For Actions without Options:
Period of Performance: 1 October 2015 to 30 September 2016 Total Value: $65,009.00
4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited:
a. iSportsman is used by states and the US Department of Defense to manage outdoor activities, while assisting with wildlife conservation through data collection and reports. AScIS owns and license all materials pertaining to iSportsman to include, but is not limited to, the design, layout, look, appearance and graphics of the program. Reproduction is prohibited other than in accordance with the terms and conditions of AScIS. A request for information (RFI) was conducted on 14 August 2015 to several vendors via Computer Hardware Enterprise Software and Solutions (CHESS), to determine if a company could provide this product. An additional request was submitted via General Services Administration (GSA). Zero responses was received from both search vehicles indicating that no other organization is allowed to provide this particular online hunting registration services. The iSportsman online hunting registration services is becoming a standard tool for game management programs on military installations across the country.
b. Based on research, iSportsman is a standard tool for game management programs on military installations across the country. The brand has already been established to meet the issuance and management of Sikes Act (16 U.S.C. 670 et seq.) which permits issue to individuals for access to installations for the purpose of hunting, fishing, trapping, firewood, and other dispersed outdoor activities.
iSportsman allows the military installation to build and maintain their own web site content and maintain the required permits for hunting. In addition, iSportsman has already developed an online service to provide permit payment services to the Government. The service is currently used by 9 U.S. Army installations, 10 Air Force bases, and 1 Naval Air Station, and was recently adopted by the Kansas Department of Wildlife. The United States Army Installation Management Command (IMCOM) anticipates on implementing the iSportsman tool IMCOM-wide as an enterprise solution for fielding in FY16 & FY17, minimize appropriated fund staff support, and standardized hunting and fishing processes.
iSportsman will streamline manpower requirements and provide for management of hunting and fishing program activities on the several installation. Ensuring that the iSportsman brand is used today will save time and effort for this future implementation of IMCOM. Utilizing another brand will be a waste of tax payer funding as the intent is for enterprise to receive iSportsman in FY17.
c. Natural resource managers are often challenged to effectively handle the onslaught of growing public demand to use its lands in a fair and safe manner. Military installations add another layer of complexity for land managers due to the main mission of training soldiers with live fire and other field operations that co-exist with ancillary public recreation opportunities. With iSportsman the Garrison Game Manager will be able to properly manage its hunting program.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, X apply and will be followed, or do not apply due to an exception at 5.202 ______________________.

FAR 8.405-6(b)(3)(iii)(B) FAR 8.405-6(b)(3)(iii)(C) FAR 16.505(a)(4)(iii(C)
7. Market Research: Market research was conducted on 20 August 2015 by Contract Specialist, Joann Morton, as well as the requiring activity, through several different methods to include:
• Contacted knowledgeable people (Government and industry) in specific markets.
• Contacted Contracting Officers, contract specialists, and project officers in other Federal agencies and private industry (other users). Contacted known sources of services.
• Reviewed market surveys prepared by commercial entities.
• Conducted market surveys to obtain information from potential sources.
• Queried Government databases (FPDS-NG, PPIRS, CPARS, GSA, FedBizOpps, SBA databases, e-
Portals in Commerce (e-PIC), Contract Management in Research Tool in ASFI etc.) that provide relevant information on acquisitions.
• Used Internet tools and perform Web searches.
• Issued formal requests for information, sources sought synopses, draft statements of work and solicitations in appropriate technical or scientific journals, business publications, and/or in FedBizOpps.
• Obtained source lists of similar services from other contracting activities or agencies, trade associations or other sources.
• Reviewed Federal Service Schedule contracts, and other Government contracts.
Market research supports that the requirement can be satisfied through the commercial industry. The requested services are sold to the commercial marketplace and offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace. There were several small businesses identified with the NAICS code utilizing Dynamic Small Business Search (DSBS) nationwide and locally; however the result of the RFI provided either no response or inability to provide the service requested. A RFI was provided via GSA and CHESS and neither of these vehicles provided a small business with the capabilities to support this requirement.
AScIS has been providing similar services at nine (9) U.S. Army installations, ten (10) Air Force bases, and one (1) Naval Air Station, and was recently adopted by the Kansas Department of Wildlife. Several other military installations are in the process of using the service requested. AScIS iSportsman tool adheres to the Sikes Act that requires military installations access to individuals to public land for hunting.
8. Other Facts: iSportsman will assist the Garrison Game Manager with administration of the PTA Game Management/Hunting program. iSportsman is a web-based program designed to manage access with online and remote check-in/check-out, perform online permit sales, disseminate program information, and provide for the real-time recording of participant success and satisfaction - all while delivering total program control to the manager and optimized user-experience for recreational participants. It is a system for management of permits and access to designated hunting areas on Hawaii Army installations. It is an easy-to-use interactive service developed to manage recreational hunting resources and activities which is currently being utilized on several DoD installations.
