COMBINED SYNOPSIS AND SOLICITATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This request for quotation is issued through the Army Contracting Command Regional Contracting Office Hawaii as W912CN-22-Q-0065. Quotes shall reference this solicitation number.
Quotations are due on Friday, September 16, 2022 at 12:00 PM HST
TMC requires Temperature Controlled Outdoor Storage unit. The unit should be free-standing chemical storage and containment structure with measurements of 24’LX10’WX9H, 2 hour fire rated building (walls & ceiling/ roof). It should have double doors, insulated, UL classified and self-closing. Internal spill containment floor with grafting and chemical resistant shelving. It should be capable of air conditioner unit for temperature control, proper equipment to secure unit foundation and solar array to power air conditioner. The equipment will increase storage capacity in order to meet increasing and changing production demand. It is required soonest time possible since the one in place is not enough to meet the current storage demand. The site preparation will be coordinated by TAMC facility
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.
This solicitation and any subsequent award is subject to a 100% small business set-aside in accordance with the size standards of 332311 Prefabricated Metal Building and Component Manufacturing A notice regarding any set-aside and the associated NAICS code and small business size standard of no more than 750 employees.

SPECIAL INSTRUCTIONS:
(1) WARRANTY – The warranty will start upon the date that the equipment is operational at Tripler Army Medical Center.
(2) PAYMENT: Payment will be made only after receipt of all items on the contract are accepted. No Partial payments will be made unless authorized by the Property Book Officer or the Contracting Officer.

Delivery of all Items are due no later than: agreed upon date between the Vendor and Contracting Officer before the award; offerors shall submit quotations through the beta.sam.gov portal or the contracting specialist below.
Vendors shall be registered in the system of award management: beta.sam.gov to be considered for award. The government will not provide contracting financing for this award. Invoicing instructions will be provided at the time of award.
Quotations shall be signed by an authorized company representative.
Prospective offerors may notify this office via e-mail of their intent to submit an offer. It is the offeror’s responsibility to monitor this site for release of solicitation amendments (if any). Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act – Supplies,” the offeror shall so state and shall list the country of origin.
Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
Items shall be prices and delivered FOB Destination pursuant to FAR 52.247-34.
The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition.
The government intends to make a single, firm-fixed-price award. The evaluation will be made on a price-only basis. Award will be made to the lowest quoted offer conforming to all terms and conditions of this solicitation. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items, with their offer.
