ITEM SPECIFICATIONS

1. General Information:

The Towed Sweeper Blower to be furnished under this contract shall be new, from the manufacturer’s most current production and shall meet the requirements of the applicable DIN, UVV and VDE regulations.

The Sweeper blower shall be a towed version. The Sweeper Blower shall be designed to remove snow off of airport runways as well as other operational areas (such as airport ramp, taxiways and motor pools). The high speed roller broom shall be driven hydraulically by an auxiliary diesel engine. The Sweeper blower shall be equipped with a front axle and tow bar so that each commercial truck a with respective technical data can tow the Sweeper blower.

For travelling, the broom shall be locked lengthwise and conversion into working position shall not exceed 2 minutes. The whole power unit shall be covered by a noise insulating bonnet, which shall be opened to the left and right side for the purpose of carrying out maintenance work.

2. The Airfield Sweeper Blower shall meet the following minimum specifications:

Sweeping broom:

Broom, consisting of 21-segments with polypropylene bristles.

Broom cover with snow deflector and automatic adaptation to the broom diameter:

The broom cover shall consist of a front spoiler and a rear cover. To prevent snow deposits within the broom cover, the front spoiler as well as the rear cover shall automatically adapt to the broom diameter during readjustment of the sweeping pattern. The front spoiler and rear cover shall be connected with each other by a flexible cover, avoiding that the snow sticks to the cover. The front spoiler shall be designed in such a way that a flat snow ejection to the side with creating lowest possible snow turbulence will be realized.

Automatic adjustment of sweeping pattern (standard equipment):

Load sensing control system for the constant automatic adjustment of the broom footprint via hydraulically controlled double castors.

The pre-selection of the broom footprint shall be effected on the control panel. The system shall ensure a constant sweeping performance until the broom is entirely worn out.

Possibility of manual adjustment of the broom footprint from the control panel for adaptation to certain working conditions.

Optimal broom service life.

Broom guided by double castors.

Broom angling and suspension device:

The sweeping broom shall be hydraulically raised and lowered via lever construction. At the same time, the broom shall be suspended in a pendulum way, ensuring ground contact of the broom independent of the movements of the vehicle. Hydraulic angling shall be effected through an hydraulic cylinder, the turning movement being achieved through a turntable with ball bearings.

Dimensions:

Length 10.330 mm Width in transport position 2.550 mm Height (without rotating beacon) 2.780 mm Sweeping width at 32°angle: 3.560 mm Sweeping width at 36° 3.400 mm

The output of the turbines shall be selected in two ranges:

1st range: Max. air flow of approx. 530 m³/min. at engine speed of 1900 rpm 2nd range: Air flow reduced by approx. 20% with reduced engine speed of 1600 rpm

The blower shall deliver an air velocity of 125 m/sec. The air velocity shall remain nearly constant throughout the entire blower unit, thus ensuring minimum pressure loss and power loss. In working position the air shall be blown close over the ground in order to dry the area swept or to clear snow which still remains on the surface.

The blower shallI blow either to the left or right side. In transport position (transport width 2.550 mm) no parts protrude sideways (emergency shut off).

3. Auxiliary engine for drive of the broom and blower:

52.211-8 TIME OF DELIVERY (JUN 1997)

(a) The Government requires delivery to be made according to the following schedule:

REQUIRED DELIVERY SCHEDULE

12 Weeks

After Date of Contract Award (The 12 weeks begins on the date the contract is awarded)

Item No. : All Items on Contract

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

OFFEROR'S PROPOSED DELIVERY SCHEDULE

Within Days

After Date

Item No. Quantity of Contract

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
