OPEX Leadership and Management Training USAG Wiesbaden / S3/5/7 PAI
Part 1
General Information
1. GENERAL: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of services/Introduction: This is a non-personal services contract to provide training. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.2 Background: For the past three years, the Garrison has conducted a training program for Local National employees and their supervisors with the goal of increasing the quality of communication between the two groups.
This has generally been successful. Surveys have identified the need to further develop and train the middle manager cohort, adjusting the focus of training as we continue to implement our Strategic Plan. Additionally, our higher headquarters has implemented its Service Culture Initiative (SCI) this year which has its own training requirements.
Our surveys and interviews identified a concern that Local National supervisors and their US counterparts do not always see things the same way, and they operate under different nations’ employment laws. The Garrison intends to provide training that highlights the most critical gaps in supervisors’ knowledge. Additionally, the training includes the SCI’s awards program; cultural sensitivity; and practical tools to understand the Collective Tariff Agreement under which Local National Civilians work, the Works Council’s role and function, and disciplinary actions.
The SCI mandates a two-phased approach to implementing customer service training across the enterprise. The non-appropriated part of IMCOM has required Operation Excellence (OPEX) customer service training in one form or another for its employees since the 1990s. Phase I of this implementation includes initial training for all IMCOM employees in the form of a four-hour course for all employees and an additional four-hour course for all leaders and supervisors. Phase II of the implementation includes initial training for new employees and new leaders as well as annual refresher training for all employees.
Both training needs synchronize well with the Garrison’s new Strategic Plan and the SCI. We have identified gaps in onboarding, employee recognition, and development that must be addressed by the two (2) courses required under this contract.
1.3. Scope:
1.3.1 The Contractor shall coordinate with the COR to schedule and provide the following training sessions in accordance with Part 5 of the PWS - OPEX Training for New Employees, OPEX Training for Leaders, OPEX Refresher Training, and Middle Manager Training.
1.3.2 The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as defined in this PWS except for those items specified as Government furnished property and services. The Contractor shall perform to the standards of this contract.
1.3.3 The Contractor shall perform all work and assume responsibility for planning, programming, administering, managing, and executing all functions necessary to provide the services specified in this PWS. The Contractor shall comply with all applicable United States (U.S.), German, and local laws, regulations, standards, provisions, and directives to include applicable publications in Part 6.
1.4 Objectives: The Contractor shall provide training services that result in -
Implementation of the Service Culture Initiative Implementation of the Garrison’s Strategic Plan Improvement of Middle Manager skills in leadership Increased use and understanding of the Garrison and IMCOM Awards initiatives and policies Improved workplace environment Develop middle manager cohort that impacts organizational effectiveness
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 10 months. The Period of Performance reads as follows: 29 September 2017 to 15 July 2018.
1.6 General Information:
1.6.1 Quality Control Plan (QCP): The Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure services are performed in accordance with (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract. At a minimum, the QCP must include the following to be acceptable:
a. A chart showing the organizational structure and lines of authority, the names, qualifications, duties, responsibilities, and classification of each member of the Contractor's Quality Control Team.
b. How the Contractor will monitor work to ensure that performance complies with all timelines, deadlines, and goals.
c. How the Contractor will monitor work to ensure that performance complies with all specifications and requirements of the contract, including clauses.
d. How the Contractor will monitor and ensure staff qualifications remain current and valid throughout contract performance.
e. How the Contractor will identify, investigate, and correct any non-conforming performance and prevent similar deficiencies in the future
f. How the Contractor will file and save all Quality Control related documents for the life of the contract plus 5 years.
1.6.1.1 An analysis of quality control and timeliness reports shall be sent to the COR within ten (10) calendar days after contract award. The COR will accept or reject the QCP within five (5) calendar days from date of submission of the QCP and return to the Contractor for revision. The Contractor shall resubmit the revised QCP to the COR within two (2) calendar days, and the COR will accept or reject within two (2) calendar days; and so on until both parties are in agreement. During the performance of the contract, the Contractor shall submit any changes to the QCP to the COR not later than ten (10) workdays prior to the effective date of change. The COR will accept any proposed changes to QCP in writing within five (5) calendar days from date of submission of the changes to the
QCP.
1.6.1.2 The Contractor shall bring identified issues or potential problems that might affect future performance to the attention of the COR as soon as possible. Verbal reports will be followed up by written reports within five (5) calendar days.
1.6.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract IAW the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed IAW the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rates.
1.6.3 Recognized Holidays:
US Holidays: Work Shall Not be performed on U.S. holidays occurring during the normal workweek. When a U.S.
holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.
Host Nation Holidays: Work Shall Not be performed on local Host Nation* holidays occurring during the normal workweek.
* Local host nation holidays occur in the region/state where contract performance takes place.
The U.S. holidays are:

1.6.4 Hours of Operation: The Contractor shall provide services between the hours of 07:30 – 16:00 Central European Time (CET), Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5 Training Holidays: USAREUR has historically granted military personnel Training Holidays as compensation for time that they spent in field training. These are typically combined with regular holiday leave schedules (for example, Christmas half days or day on day off schedules). Training Holidays may affect access to military operated facilities. If scheduled work or access to facilities is required, coordination with occupants will be necessary or the work in affected facilities shall be rescheduled after the training holiday. However, announced training holidays or exodus of military personnel may provide the Contractor with an opportunity for unrestricted access to facilities and areas. The Contractor shall take full advantage of such opportunities by planning maintenance or actions that are better accomplished when such areas are vacant.
1.6.6 Place of Performance: The Contractor shall provide services under this contract within the USAG Wiesbaden, primarily Clay Kaserne, Hainerberg, and Mainz-Kastel.
1.6.7 Type of Contract: The Government will award a firm-fixed priced contract.
1.7 Security Requirements:
1.7.1 Security Program: Contractor personnel performing work under this contract must have an escort at all times and will therefore require no security clearance.
1.7.2. Personnel Security Clearance Requirements: RESERVED

1.7.4 Background Checks: See paragraph 1.23.1.
1.7.5 Physical Security: The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use. Contractor personnel performing work under this contract must have an escort at all times and will therefore require no security clearance.
1.7.6 Operations Security (OPSEC) Requirements: Contractor personnel shall adhere to facility security policies and restrictions. If applicable, Government issued access badges shall not be worn outside designated facilities where visible to the general public. The Contractor shall immediately report suspicious activities to security personnel.
1.8 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE:
All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated.
The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan.
Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas.
The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office IAW Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.10 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:
perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting Contract.
1.11 Key Personnel: The Contractor shall provide a Project Manager available – via telephone and email - during normal duty hours. The Project Manager shall conduct overall management coordination and shall be the central point of contact (POC) with the Government for performance of all work under the PWS. At the Post Award conference, the Contractor shall submit to the COR, in writing, the name, title, office, home and mobile telephone number of the Project Manager. A Contractor employee shall be designated to act for the Project Manager when work is being performed during the Project Manager’s absence. Both the Project Manager and the Contractor employee filling in for the Project Manager, shall have full authority to act for the Contractor on all Contract matters relating to daily operation of this Contract.
1.11.1 Special Qualifications:
Experience: The Contractor shall:
a. Have a minimum of three (3) years’ experience in consulting and workforce development.
b. Have a minimum of three (3) years’ experience providing and developing leadership and management training to a diverse audience (entry level to senior leaders).
c. Provide a Project Manager with a minimum of three (3) years’ experience in project management of human resources and training.
d. Provide trainers with a minimum of five (5) years’ experience in training a diverse audience (entry level to senior leaders) in leadership, management and customer service, in English and German.
1.12 Identification of Contractor Employees: All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contractors attending meetings or teaching classes will wear an identification badge indicating their name and employing company.

1.15 Data Rights: The Government has unlimited rights to all documents and material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.18 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) which may create a current or subsequent OCI as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.21 Environmental Compliance: USAG Wiesbaden has fully implemented an Environmental Management System (EMS) that conforms to Army policy and EMS requirements in Executive Order (EO) 13423. As required by Army Regulation (AR) 200-1, our EMS is mission-enhancing, conforms to the ISO 14001 Standard, and is installation-wide in scope. The Contractor shall ensure that its operations and activities conform to the USAG Wiesbaden’s EMS policy requirements. The Contractor shall ensure that all personnel working on USAG Wiesbaden installations receive appropriate levels of Garrison EMS awareness training and, if applicable, appropriate levels of hazardous material/waste management training. The USAG Wiesbaden EMS policy (Commander’s Policy Letter #22, Environmental Management Systems) can be obtained from the garrison website at: http://www.wiesbaden.army.mil/policies/22EnvironmentalManagementSystem.pdf or from the USAG Wiesbaden Directorate of Public Works-Environmental Division (DPW-ED), Bldg 1059, Clay Kaserne.
1.22 Environmental Compliance Plan and Program: RESERVED
1.23 Required Training:
1.23.1 Access and general protection policy and procedures: The contractor and all associated subcontractor employees will comply with applicable installation, facility, and area commander installation/facility access and local security policy and procedures (provided by Government representative). The contractor will also provide all information required for background checks to meet installation-access requirements to be accomplished by the installation provost marshal office, director of emergency services, or security office. The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the force protection condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.23.2 OPSEC Training: According to AR 530-1, new contractor employees must complete Level I OPSEC training within 30 calendar days after they report for duty. All contractor employees must complete annual OPSEC awareness training.
1.23.3 iWATCH Training: The Contractor and all associated subcontractors will brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training will be completed within 30 calendar days after the contract is awarded and within 30 calendar days after new employees commence contract performance, with the results reported to the COR within 30 calendar days after the contract is awarded.
1.23.4 AT Level 1 Training: All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas will complete AT Level I awareness training within 10 calendar days after the contract start-date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor will submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, within 10 calendar days after training is completed by all employees and subcontractor personnel. DEFINITIONS & ACRONYMS
2. Definitions and Acronyms:
2.1 Definitions:
Contractor - A supplier or vendor awarded a contract to provide specific supplies or service to the Government.
The term used in this contract refers to the prime.
Contracting Officer - A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
Contracting Officer's Representative (COR) - An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
Defective Service - A service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable - Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
Key Personnel - Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
Physical Security - Actions that prevent the loss or damage of Government property.
Quality Assurance - The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
Quality Assurance Surveillance Plan (QASP) - An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.
Quality Control - All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Subcontractor - One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.
Work Day - The number of hours per day the Contractor provides services in accordance with the contract.
Work Week - Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. Government Furnished Items and Services:
3.1 Services: The Government sponsor and COR will help acclimatize Contractor personnel with office environment and meeting government representatives involved. The Government will sign Contractor in on military installation when presence is required. The Government will coordinate training administratively to include announcements, registrations, and tracking prior to training taking place. The Government will provide a coach for familiarization with standardized OPEX curriculum at least 30 days prior to the first training
3.2 Facilities: The Government will provide the training space.
3.3 Utilities: RESERVED
3.4 Equipment: The Government will provide a screen or smartboard, an LCD projector, easels, butcher block, and markers – all to remain on site. The Contractor shall maintain control of this equipment when in use on site and is responsible for any damage to it.
3.5 Property Management: RESERVED
3.6 Materials: The Government will provide copies of materials and copies of documents where possible, to include certificates for the training, if applicable.
3.7 Training: The Government will provide train-the-trainer training to the designated contractor trainers to provide OPEX for new employees, OPEX for leader for new supervisors and OPEX refresher training at least 30 days prior to first scheduled training. The Government will provide access to the following required training - OPSEC, iWATCH, and AT Level I.
3.8 Common Access Cards (CAC): RESERVED

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. Contractor Furnished Items and Responsibilities:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2 Secret Facility Clearance: RESERVED
4.3 Materials: The Contractor shall provide all documents and training materials, as needed, in common software programs, including but not limited to, Microsoft Word, Outlook, Power Point, Publisher, Excel, and Access.
4.4 Equipment: Contractor shall provide a Microsoft-operated system for their use during the training session and any necessary adapters to be able to connect to Government provided equipment.

SPECIFIC TASKS
5.1 Basic Services: The Contractor shall provide non-personal services to provide OPEX training based on a standardized curriculum. The Contractor shall develop and provide Middle Management training to improve the cultural understanding and develop the middle managers cohort as described in this PWS. Contractor shall translate the approved course materials in a manner that is contextually and idiomatically accurate. The Contractor shall have a minimum of (1) native German speaker for classes conducted in German. The Contractor shall maintain a student feedback average score of 3.5 or better on training sessions based on a 1-5 scale with 5 being the best.
5.2. Non-Recurring Services:
5.2.1 The Contractor shall coordinate training schedule, location, content, and training material with the COR to accommodate the Government’s schedule and conduct training IAW with agreed schedule.
5.2.2 The Contractor shall submit first drafts of deliverables to the COR for review and approval within the time periods specified below. The COR will provide comments to the Contractor not more than five (5) working days after receipt. The Contractor shall revise the draft and provide the final documents to the COR not more than five (5) working days after receipt of comments.
5.2.3 The Contactor shall adjust language level to meet the participant’s educational background. Training contents shall be conveyed in a manner that can be understood by a diverse audience, from low educational background to senior leaders in the organization. Trainers shall assess and adjust to the requirements of each specific class.
5.2.4 Contractor shall provide feedback, questions, and suggestions made by participants during the training sessions along with feedback forms provided by the Government and sign in rosters upon completion of the respective training to the COR, no later than the working day following the training. The contractor will receive a copy of all feedback forms.
5.2.5 Training shall be provided in Wiesbaden Military Community, Clay Kaserne and Hainerberg.
5.2.6 Contractor shall provide OPEX training based on standard IMCOM course materials provided by the Government. The Government will provide course materials in German and English. Training curriculum consists of student and instructor handouts, notes, lesson plans, posters, and PowerPoint materials.
5.2.6..1 Contractor shall participate in progress meetings, as required, to receive guidance and detailed instruction on course facilitation to ensure trainers are meeting IMCOM OPEX standards and intent.
5.2.6..2 Contractor shall be familiar with the course materials in German and English.
5.2.7 OPEX Training for New Employees: The Contractor shall provide three (3) days of four (4)-hour OPEX training (one (1) session per day) for new employees in German or English. Training shall be delivered in three (3) four (4)-hour classes in German or English language. The size of each class will be approximately 12-25 participants.
5.2.7.1 Contractor shall provide OPEX training for new employees in January, April, and July in English or German, depending on the participant list. The date and exact time will be coordinated as described in para 5.2.1. Language to be used will be determined at least one (1) week prior to the training based on language skill of class participants.
5.2.8 OPEX Training for Leaders: The Contractor shall provide one (1) day of four (4)-hour OPEX training for leaders in English IAW standardized course curriculum and materials. Training shall be taught in a four (4)-hour training block. Date and exact time will be coordinated IAW with 5.2.1. The size of the class will consist of 12-25 participants.
5.2.9 OPEX Refresher Training: The Contractor shall provide OPEX Refresher training. The Contractor shall provide 15 days of two (2) classes (30 classes total) of 2.5-hour blocks in German or English for employees and leaders IAW standardized course curriculum and materials. Approximately 550 employees shall be trained in classes of 12-25 each. One training block shall be scheduled in the morning, one in the afternoon.
5.2.9.1 The Contractor shall translate the 2.5-hr OPEX refresher training for employees from English to German within 60 calendar days of receipt. This includes Power Point, lesson plan, and hand-outs, from German to English.
Contractor shall provide initial translation within 30 days and final translation within 60 days of receipt. Translation will be grammatically correct and idiomatically correct, conveying the intended message of the training.
5.2.9.2 The Contractor shall be familiar with OPEX Refresher course materials in German and English. The Government will provide guidance and detailed instructions in the form of “train the trainer” as described in 3.7
5.2.9.3 The Contractor shall provide training between January and July. Training shall be provided in English or German based on participant language skills.
5.2.10. Middle Manager Training: The Contractor shall provide a total of six (6) days of four (4) -hour training (one
(1) session per day) to approximately 85 middle managers in English. Approximately 85 supervisors shall be trained in classes of 12-25 each. The Contractor shall develop training concept and curriculum for a four (4)-hour instruction on cultural norms and differences. Training shall provide training, tools, and techniques to work within multiple employment systems and employees from a variety of cultural backgrounds.
5.2.10.1 Contractor shall develop middle manager specific training content and curriculum no later than 90 days after Contract award with initial draft submitted within 60 days of contract award, which includes the following elements:
a. Cultural sensitivity
b. Avoiding workplace myths
c. Practical implementation of
i. German Labor Law
ii. Army in Europe Regulation (AER) 690-69 USAREUR Implementing Instructions for Collective Tariff Agreement II Provisions and Over-tariff Benefits
iii. German Personnel Representation Law of 15 Mar 74 as modified by the revised protocol of signature to the supplementary agreement for application by the sending states forces (text of modified law in USAREUR Reg 690-61)
iv. Works Council role and function

5.2.10.2 The Contractor shall submit initial concept design with trainer profiles to the COR no later than 60 days after award. Any changes shall be made IAW para 5.2.1. Trainer profiles shall include completed projects and references as per para 1.4.8.
5.2.10.3 Curriculum shall be developed based on guidance provided by Government. During curriculum development, in-progress meetings may be required.
5.2.10.4 The Contractor shall provide training between January and May.
5.3 Recurring Services: RESERVED.
5.4 On-Demand Services: RESERVED.
5.3 Meetings, Conferences, and Briefings: The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Project Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter.
Meetings may start or end outside of regular duty hours and shall be at no additional cost to the Government outside the prices established at the time of Contract award.
5.4 Enterprise-Wide Contractor Manpower Reporting Application (eCMRA): The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the OPEX Training via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2017. If contract period of performance ends prior to September 30, the Contractor has 30 calendar days from end date of the contract to complete the eCMRA requirement.
