PERFORMANCE WORK STATEMENT

PART 1

GENERAL INFORMATION

1. GENERAL: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform interpretation and translation services as defined in this PWS except for those items specified as Government Furnished Property (GFP) and Government Furnished Services (GFS). The contractor shall perform to the standards in this contract.

1.2. Background: PANAMAX (PMX) is an annual US Southern Command exercise that the focuses on national and international response to a Partner Nation request. This event is a planning exercise divided into two parts an MNSF CAP form 23 to 27 MAY 16 and a CPX from 25 JUL to 05 AUG 16.

1.3. Objective: To obtain high quality, accurate and professional interpretation and translation services supporting the United States as well as international partners and organizations during their conduct of the PMX 16 planning exercises.

1.4. Scope: The Contractor shall provide non-personal services for interpretation and translation from Spanish to English and English to Spanish and Portuguese to English and English to Portuguese. In general, translation shall be done before, during, and after the exercise windows while interpretation will be done during the exercise only (to include pre-execution setup/equipment test day). Interpretation will consist of Simultaneous Interpretation (SI) in a static venue with a primarily passive audience during the first day of the MNFS CAP (23 May) and 25-27 July of the CPX. For the remainder of the CAP exercise, interpretation will consist of interactive small working group sessions of 20 to 40 and one-on-one interactions where Consecutive Interpretation (CI) is required. Additionally, CI will also be necessary for the remainder of the CPX (28 July - 5 August) for groups of 10-30.

1.5. Period of Performance: Translation: 16 May 2016 - 15 August 2016; Spanish/English Interpretation: 23 to 27 May 2016 and 24 July to 05 August 16; Portuguese/English Interpretation 24 May to 05 August.

1.6. General Information

1.6.1 N/A.

1.6.2. Quality Control Plan (QCP): The Contractor shall develop and implement procedures to ensure all work described in this contract is performed at or above the standard defined in the Performance Requirements Summary (PRS). Procedures are developed by the contractor for its internal use to ensure that it performs and delivers high-quality service. The contractor shall identify and prevent defects in quality of products and services performed before the level becomes unacceptable.

1.6.3 Recognized Holidays: There are no recognized US national holidays during the period of performance that are recognized by the government.

1.6.4 Hours of Operation: The contractor is responsible for conducting business between the hours of 5:00 AM to 12:00 AM Monday thru Sunday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

1.6.5 Place of Performance: 1.6.6. SI/CI work to be performed under this contract will be performed partially at a hotel in San Antonio, TX during 25-27 July 2016. The remainder will be performed on Fort Sam Houston, TX;

translation work will be accomplished at remote location of the vendor’s choosing. On-site translation is permitted;

however, the Government is not responsible for providing a dedicated work area for the vendor. Interpretation will predominantly occur in military training facility conference rooms, some Simultaneous Translation work will be required on off-site non-tactical locations (i.e. Hotel or auditorium).

1.6.6 Type of Contract: The government will award a firm-fixed price contract.

1.6.7 Access and General Protection Policy and Procedures:

1.6.7.1 FPCON In addition to the changes otherwise authorized by the changes of clause of contract, should the US Government Force Protection Condition (FPCON) at any individual installation change, the Government may require changes in contractor security matters or process in accordance with DoDI 2000.16. During FPCONs Charlie and Delta, only contract services that have been deemed “mission essential” by the Government will continue. Contract services will resume when the FPCON is reduced to Bravo or lower.

1.6.7.2 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.7.3 Escorts: N/A

1.6.7.4 Personnel Security Clearance Requirements. N/A

.6.7.5 Background Checks: The Contractor shall ensure contractor employees and subcontractor employees performing services under this contract have passed a security check conducted by the Host Nation Police Department of their residence or the State Police Department of their U.S. residence. Security checks that have been completed as part of a personnel security clearance background investigation, or a previous background check that was a condition of employment, meet this requirement. Documentation of these checks will be made available to the KO or COR upon contract award. The Government retains the right to exclude any employee from performance of duties under this contract if a background security check reveals an employee is a security risk. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this contract. If the Government determines additional background checks are required, at a minimum, and upon request from the Government, the Contractor shall provide to the KO or COR, the following information on any contractor or subcontractor employee performing services under this contract:

• Full birth name

• Married name (if applicable)

• SSN or local equivalent (ID card number)

• Date of birth

• Place of birth (city, country)

1.6.7.5.1 Background Check Notification Requirements: If a background check on any employee or subcontractor employee performing services under this contract, whether the check was conducted as a condition of employment or as part of the contract with the Government, reveals any information from any source (including host country law enforcement) of criminal activity by Contractor employees, subcontractors, or subcontractor employees, the Contractor shall immediately notify the KO and COR of that information. The Contractor shall make notification of:

(1) Traffic violations, other than parking, will be reported to the KO or COR only if the contract is for drivers for the Government;

(2) Any suspicious activity by Contractor employees, subcontractors, or subcontractor employees the Contractor believes may pose a risk to U.S. or host nation national security or imminent risk of deadly bodily harm to any person; and

(3) Any actions taken against Contractor employees, subcontractors, or subcontractor employees pursuant to this requirement.

1.6.7.5.2 Remedies. In addition to other remedies available to the Government, the Contractor’s failure to comply with the requirements of this paragraph my result in requiring the Contractor to remove a Contractor employee or employees from the performance of the contract.

1.6.7.5. Subcontracts. The Contractor shall include the substance of this paragraph and the preceding paragraph in all subcontracts.

1.6.7.6 Uncleared Contractor Common Access Card (CAC) Credentialing and Access Procedures: N/A

1.6.7.6.1 Contractor Common Access Card (CAC) Eligible Requirements: N/A

1.6.7.6.2. Contractor Non CAC Eligible Requirements for DOD Facility and Installation Access: Contractor and all subcontractor employees performing services under this contract shall comply with adjudication standards and procedures using the National Crime Information Center interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and areas commander installation/facility access and local security policies and procedures (provided by the government representative). The employee performing services under this contract shall provide all information required for background checks to meet installation access requirements to the installation Provost Marshal Office, Director of Emergency Services, or Security Office.

1.6.7.7 U.S. Employment Eligibility. Contractor shall ensure that all contractor employees and sub-contractor employees who reside in the U.S. performing services under this contract have been pre-screened for employment eligibility using the E-verify Program on the Department of Homeland Security website http://www.uscis.gov/e-verify. Personnel that have not met the employment eligibility requirement on this website are not authorized to perform services under this contract. Verification of the eligibility check will be made available to the Contracting Officer or Government Representative upon request. This requirement is not in lieu of and does not relieve the Contractor from the I-9 Employment Eligibility Verification Forms for employment of personnel.

1.6.7.8 Access to Government Information Systems: N/A

1.6.7.9 Key Control: N/A

1.6.7.10 Lock Combinations: N/A

1.6.8 Post Award Conference/Contract Periodic Progress Meetings: The Contractor shall attend the post award conference convened by the contracting activity or contract administration office IAW Federal Acquisition Regulation (FAR) Subpart 42.5. The KO, COR, with other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the KO will apprise the contractor of how the government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

These meetings shall be at no additional cost to the government

1.6.9 Contracting Officer Representative (COR): A Contracting Officer’s Representative (COR) will be appointed to monitor this contract. The COR will monitor all technical aspects of the contract and assist in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements (including Government drawings, designs, specifications as needed), monitor Contractor's performance and notify both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government furnished property, and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the contract.

1.6.10 Key Personnel: The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Contract Manager or alternate shall be available between the hours of 0500 to 2300 hours.

1.6.11 Special Qualifications or Certifications:

1.6.11.1 Translators/Interpreters shall be thoroughly familiar and experienced with military and governmental terminology. An expert or very high degree of subject matter expertise or terminology is required. Interpreters shall have previous experience with US Army South, US Southern Command or other Department of Defense Agency within last three years. The Contractor shall perform to the standards and specifications in this Performance Work Statement (PWS). The contractor shall have a provider who has a proven record of accomplishment of performing successfully for the US Military that have demonstrated solid security practices for such. The Translators/Interpreters must meet the U.S. Department of State Foreign Affairs Handbook Volume 3 Handbook 2 - Foreign Service National Handbook “Level 5 Professional Translator/Interpreter or Equivalent (see 1.6.11.1.3). A copy of their Professional Certification shall be submitted to the COR on Contract Award.

1.6.11.1.2 Simultaneous/Consecutive Interpretation Services. Services shall be performed by professional and experienced interpreters that possess demonstrated proficiency levels that range from the ability to speak the language with sufficient structural accuracy and vocabulary, to participate effectively in most formal and informal conversations on practical, social and professional topics (at a minimum).The Contractor shall provide interpreters per required language and shall provide additional personnel if needed. Interpreters shall have experience working with US Army South, US Southern Command or another US Federal Agency within the last three years, and must possess thorough knowledge of politico- military terminology, Counter Drug, Counter Terrorism Environmental, Energy security and Sustainability terms. The Interpreters must meet the U.S. Department of State Foreign Affairs Handbook Volume 3 Handbook 2 – Foreign Service National Handbook “Level 5 Professional Translator/Interpreter or Equivalent (see 1.6.11.1.3). A copy of their Professional Certification shall be submitted to the COR on Contract Award.

1.6.11.1.3 Document Translation Services. Service providers shall be technically qualified and experienced native speaking language specialists, to proof-read, edit, and provide the final product layout and output, in the required media format (i.e., hardcopy or electronic). The translators must have experience working with US Embassies, US Army South, US Southern Command or other US Federal Agency, in civil-military affairs, and must possess thorough knowledge of military terminology related to Security and Military Operations in general.

1.6.11.1.4 Equivalent Certifications:

• TOEFL (Test of English as a Foreign Language): 570+ on paper; 230+ on computer version; 90+ on iBT.

• ELPT (English Language Proficiency Test): 950+

• MELAB (Michigan English Language Assessment Battery) 80+

• ECPE (Examination for the Certificate of Proficiency in English): PASS

• FCE (First Certificate in English, Level 3): A

• CAE (Certificate in Advanced English, Level 4): B

• CPE (Certificate of Proficiency in English, Level 5): B

• IELTS (International English Language Testing System) 7.0

• ACTFL Oral Exams (American Council on the Teaching of Foreign Languages): Advanced Mid Level

NOTE: No other certification will be deemed acceptable by the Government.

1.6.11.2. The Government reserves the right to refuse the use of an individual interpreter provided by the Contractor due to poor performance, inappropriate hygiene/appearance/conduct, security concerns, or any other reason based on a failure to satisfy the requirements of the contract

1.6.12 Identification of Contractor Employees: Contractor employees shall identify themselves as contractor personnel and shall avoid representing themselves as Government employees. This identification includes meeting attendance, answering Government telephones, email communications, and working in other situations where contractor status is not obvious. Contractor personnel identification shall be easily identifiable through the display of badges, name tags, lanyards, etc. Where required a ID Badge will be provided by US Government to provide increased accountability and control of conference personnel.

1.6.12.1 Badging of Contractor Personnel. If required by the Government, contract personnel and all associated sub-contractors employees accessing U.S. facilities or activities, shall present a valid picture ID provided by the Government while accessing Government owned or contracted facilities and shall adhere to facility security policies and restrictions. If applicable, Government issued access badges will not be worn outside designated facility where visible to the general public.

1.6.12.2 Uniform: N/A

1.6.13 Contractor Travel: The contractor is responsible for contractor personnel lodging, transportation, meals and parking fees, as required. Time in transit or lunch does not count as part of the workday. If interpretation work is required at an off-site location the Government will discuss with the contract manager transportation to/from the off-site location.

1.6.14 Other Direct Costs (ODC): N/A

1.6.15 Data Rights: The Government has unlimited rights to all documents/material produced under this contract.

All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.6.16. Non-Disclosure Requirements: Performance under this contract may require the Contractor to access data and information proprietary to a Government agency, another Government Contractor, or of such nature that its dissemination or use other than as specified in this work statement would be adverse to the interests of the Government or others. Neither the Contractor, nor Contractor personnel, shall divulge, nor release data or information developed, or obtained under performance of this work statement, except to authorized Government personnel or upon written approval of the KO. The Contractor shall not use, disclose, or reproduce proprietary data, which bears a restrictive legend, other than as specified in this PWS. All documentation showing individual names or other personal information shall apply, and shall be controlled and protected under the provisions of the Privacy Act of 1974, Public Law 93-579, 5 United States Code (U.S.C.) Section 552a.

1.6.16.1 Non-Disclosure Statements: The Contractor shall provide signed non-disclosure agreements to the Government prior to commencement of work under the contract. Disclosure of information by Contractor personnel may result in Contractor personnel removal from performance of duties under this contract.

1.6.16.2 Advertisement and Social Media: The Contractor shall NOT post information to public website or social media locations, personal or professional, that in any way disclose names, locations, hotel data, participants, discussions, pictures, etc. before, during or after the contract period of performance without the express consent of the Government. The use of propaganda violates DOD Commercial Use of Imagery Guidelines stated at (http://www.defenseimagery.mil/products/DODimagery/commercialuse.html). The Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any marketing tools to include its company website.

1.6.17 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.6.18 Phase-in/Phase-Out (PIPO) Period: N/A

1.6.19 General Training Requirements:

1.6.19.1 Anti-Terrorism (AT) Level I Training: N/A

1.6.19.2 OPSEC Awareness If the Contractor, or a subcontractor, or employees of either disclose any information that disrupts or harms the Government's operations or activities, then the Government retains the right to exclude any employee from performance of duties under this contract. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this contract. By way of example, personnel shall not sketch or take photos of government facilities or activities, unless related to service to be provided. All government paper products and removable digital storage material that is received, generated, or stored during the contract will be destroyed completely when no longer needed to preclude recognition of information.

1.6.19.3 Information Assurance (IA) Training: N/A

1.6.9.4 Information Assurance (IA)/Information Technology (IT) Training: N/A

1.6.20 Inquiries: Inquiries received by the Contractor for work performed under this contract shall be referred to the COR for evaluation under the Freedom of Information Act of 1975, Public Law 93-502, 5U.S.C. Section 52. The determination of whether records will be released will remain with the U.S. Government. The Contractor shall be responsible for search and submission of records upon request by the government. Anyone requesting information will have to submit a written request for the information via http://www.southcom.mil/foia/Pages/FOIA.aspx. The requests should be sent to the FOIA office and not the COR.

The use of propaganda violates DOD Commercial Use of Imagery Guidelines stated at (http://www.defenseimagery.mil/products/dodimagery/commercialuse.html). The Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any marketing tools to include its company website.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. Definitions:

2.1.1. Contractor. The total contractor organization or a separate entity of it; such as an affiliate, division, or plant that performs its own purchasing.

2.1.2. Contracting officer (KO). A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

2.1.3. Contracting officer’s representative (COR). An individual designated and authorized in writing by the contracting officer to perform specific technical or administrative functions.

2.1.4. Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. Deliverable. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. Performance Work Statement (PWS). A statement of work for performance-based acquisitions that describes the required results in clear, specific, and objective terms with measurable outcomes.

2.1.8. Physical Security. Protection of the perimeter area, government property, and assets that prevent the loss or damage of Government property.

2.1.9. Quality Assurance. The various functions, including inspection, performed by the government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

2.1.10. Quality Assurance Surveillance Plan (QASP). A plan describing how the agency will survey, observe, test, sample, evaluate and document the Contractor’s performance in meeting critical performance standards identified in the contract.

2.1.11. Quality Control (QC). Tasks performed by the Contractor to improve the quality of the organization’s output.

2.1.12. Shall. Imperative.

PART 3

GOVERNMENT FURNISHED EQUIPMENT (GFE), GOVERNMENT FURNISHED PROPERTY (GFP), AND

GOVERNMENT FURNISHED SERVICES (GFS)

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. Services: The Government, if available at no cost, may coordinate for on-site interpreter/translators to access hotel internet services.

3.2. Facilities: The Government will provide appropriate conference space for the setup of a Simultaneous Interpretation Booth in hotel TBD.

3.3. Utilities: Suitable electrical connections will be available in the selected hotel venue. Contractor may need to provide sufficient extension cords/power strips as required. The Government is not responsible for equipment damage caused by electrical surges or spikes.

3.4 Equipment: The Government shall provide, through either hotel or third party vendor, a suitable Public Address (PA) system consisting of speakers, microphones, audio mixers and amplifiers for the Main Conference Room.

3.5 Materials: Not Applicable.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Part 3 of this PWS.

4.2. Materials: The Contractor shall ensure all of its interpreters have relevant language resource materials available, including English language/foreign language conversion dictionaries, monolingual dictionaries, legal dictionaries, etc.

4.3. Equipment: The Contractor shall provide the following equipment:

4.3.1. Interpretation. Simultaneous Interpretation (SI) equipment sufficient for English-Spanish and Spanish- English interpretation of group presentations in a fixed, passive audience setting configured in theater/auditorium style setup for approximately 150 personnel. Equipment should include, but is not limited to:

1) Full size Simultaneous Interpretation (SI) Booth that meets recognized ISO 4043 standards in the main conference room.

2) Half-height/Tabletop Simultaneous Interpretation (SI) Booth that meets recognized ISO 4043 standards in the training rooms.

3) Interpreter Console to support simultaneous bi-lingual interpretation

4) Interpreter Microphones/Headsets

5) Other SI Booth equipment as required

6) Audience receivers (IR or FM Wireless)

7) Batteries for receivers and other equipment

8) Audio cable(s) appropriate to connect SI Booth with Government provided PA system.

9) Wireless handheld or lapel/lavalier microphone for use by a presenter with necessary receivers, amplifiers, etc. to connect to the SI Booth; no speakers are required.

**NOTE - Audience receivers will be moved between rooms as required; both SI Booths will not be used simultaneously

4.3.2. Translation. Contractor is responsible for all computer equipment, software, internet connections and ancillary devices required to support off-site translation of submitted materials. Contractor shall provide for sufficient safeguards to ensure completed translated materials are returned virus and malware free to the Government. On-site translation is permitted however the Government will not guarantee facilities, power or internet connection to complete this work.

The Government will coordinate with the vendor once the contract has been awarded on how translation job orders will be exchanged. Options include email or a Government website. USB thumbdrives or external hard-drives will never be used.

4.4. Equipment Security. The Contractor is responsible for the security, safeguarding and accountability of contractor equipment. While hotel conference facilities will be locked at the end of each day, ARSOUTH does not provide any additional security for the contractor’s equipment.

4.5. Advertisement and Social Media. The contractor shall NOT post information to public website or social media locations, personal or professional, that in any way disclose conference names, locations, hotel data, conference participants, discussions, pictures, etc. before, during or after the conference without the express consent of the Government.

PART 5

SPECIFIC TASKS

5. SPECIFIC TASKS: The Contractor shall provide non-personal services for interpretation and translation from Spanish to English, English to Spanish, English to Portuguese, and Portuguese to English. Interpretation will consist of Simultaneous Interpretation (SI) in a static venue with a primarily passive audience and Consecutive Interpretation with small interactive working group sessions and one-on-one interactions on and possibly off-site (away from hotel venue).

5.1. Basic Services. In support of US Army South PANAMAX16 the contractor shall provide services for translation from Spanish to English and English to Spanish during the period 16 May – 15 August 2016. The contractor shall provide services for interpretation from Spanish to English and English to Spanish during the period 23 May – 27 May and 24 July – 05 August 2016. The Contractor shall provide English to Portuguese and Portuguese to English translation during the period 16 May – 15 August 2016. The contractor shall provide services for interpretation from Portuguese to English and English to Portuguese during the period 24 July – 05 August 2016.

5.1.1 The Contractor shall:

Monitor interpreter’s performance to assure accuracy and quality of delivery of service.

Proof-read translator’s products to assure accuracy and quality of delivery of service.

Submit resumes of all interpreters/translators that will be performing.

Submit professional certifications for all interpreters/translators that will be performing.

5.1.2 The Contractor shall provide one translator per language and shall provide additional personnel in the event more output is needed to complete the task. Translations will commence with the POP. Translator shall provide English/ Spanish translations of written documents, utilizing Microsoft WORD, POWERPOINT, and other appropriate word processing tools via email. The contractor shall provide English/ Portuguese translations of the same upon request by the government representative.

5.1.3 Responsibilities: The contractor shall return accurate translations in accordance with the requirements of a professional certification. Translations will be reviewed and any errors will be sent back for corrections one time, and shall be returned within one day for pre-exercise windows and same day for exercise windows with no errors. The contractor shall return the products via email in the appropriate format per the original document (e.g.

WORD or PowerPoint). The contractor shall maintain a log and electronic file with all the products for back-up.

5.2. Task 1 (Setup). The contractor shall setup and test all SI equipment starting not earlier than 6:00 AM on 20 MAY 2016 and 7:00 AM on 24 July 2016. Equipment shall be tested in the presence of the KO or Government representative with final acceptance to be completed no later than 8:00 AM. Excess cartons, boxes, crates, packaging, etc. shall be removed from the site by the contractor. A location shall be designated by the Government and acceptable to the contractor where individual headset receivers shall be issued. The contractor and Government representative shall determine the best method for accountability of headsets (i.e. hold user’s ID card, driver’s license, signature card, etc.).

5.3. Task 2 (Interpretation Support). Interpreters shall arrive, ready to work, in the appropriate attire, no later than 7:45 AM on 23-27 May 2016 and 25 July to 05 August 2016. In May work shall go from approximately 8:00 AM until 7:00 PM daily with an hour for lunch. The anticipated interpreter workload is provided in Attachment 3. In July and August work shall go from approximately 7:00 AM until 12:01 AM (17 hours) daily with an hour for lunch and dinner. The anticipated interpreter workload is provided in Attachment 3.

5.3.1 When possible, the Government shall provide a copy of briefings to the interpreters prior to the presentation, so they have it as reference material. Interpreters are expected to interpret the speaker and not simply read from the briefing bullets/notes.

5.4. Task 3 (Translation Support). Translation support will be begin 16 May 2016 and will finish no later than 15 August 2016. Translations prior to the start of the exercise will primarily be PowerPoint briefings ranging from 15 - 20 pages and will include graphics. Word documents are typically 5 - 10 pages in size. During the exercise, support will focus on translating short wrap-up PowerPoint briefings for the following day. The briefings are very short and typically do not exceed 4 pages. These generally are provided NLT 4:00 PM that day and are needed back NLT 6:00 AM the following morning. Translators are expected to work the hours required by the contract manager to complete required translations on time; a fixed schedule is not likely due to the varying workload during the exercise. A general idea of translator workload is provided in Attachment 3.

5.4.1 The contractor shall maintain sufficient means of monitored communications (telephone, E-mail, etc.) to enable rapid contact between the Government and contract manager.

5.5 Task 4 (Recovery). Contractor shall remove all SI equipment no earlier than 5:00 PM, 27 May 2016 for the MNFS CAP and 05 August 2016 for the CFLCC Cap. Contractor shall remove all trash, packing materials, installation materials (tape, hangers, etc.) and leave venue in the same condition as found. Based on conference completion time the KO or designated representative will notify the contractor that he/she can begin equipment pick-up earlier than 5:00 PM.

5.5.1 Translators will remove all original documents from their personal/work computer systems or digital storage devices (SAN, NAS, external hard drive, etc.) after ensuring completed product has been emailed to the designated Government representative.

5.5.2 Interpreters will turn over all hard copy briefings or documents to the Government representative for proper disposal.

5.5.3 The contract manager and involved employees are reminded of the Data Rights and Non-Disclosure Requirements as outlined in Para 1.6.14 and 1.6.15 of this PWS.

5.6. Contractor Manpower Reporting (CMR): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on the “Department of the Army CMRA” or the icon of the DOD organization that is receiving or benefitting from the contract services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2016. If contract period of performance ends prior to September 30, the contractor has 30 days from end date of the contract to complete the CMR requirement. Contractors may direct questions to the help desk by clicking on the “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s CMR website.
