L-1.1. All correspondence concerning this solicitation shall be submitted in the following format to the email address below:
To: derrick.a.wade.mil@mail.mil
Subject: W912CJ-16-R-0018, Interior Construction B275
L-2. Submission of Proposals
L-2.1. Proposals (all volumes) must be submitted to the individual listed in L-1.1 by the date and time set forth in Block 13 of the solicitation. Any proposal received after the exact date and time specified for receipt of proposals is late and shall not be considered for further evaluation.
L-2.2. Offerors are not permitted to submit proposals through any other electronic or physical means without prior authorization from the Contracting Officer.
L-3. Proposal Preparation Instructions
L-3.1. The instructions below prescribe the format of proposal and describe the approach for the development and presentation of proposed data. A proposal that merely reiterates or promises to accomplish the requirements of the SOW may be considered unacceptable and not considered for award.
Offerors shall describe their proposal in sufficient detail for the Government to understand and evaluate the nature of the approach. A proposal that is orderly and sufficiently descriptive will assist the Government in understanding and performing a thorough evaluation of the proposal.
L-3.2. Offerors shall provide all requested information referenced in the specific instructions. Failure to provide all requested information may result in the proposal not being considered for further evaluation.
L-3.3. The Government may incorporate into this contract, by reference or full text, portions of the successful offeror’s proposal submitted in response to this solicitation as revised and supplemented through any subsequent proposal revision. The SOW, drawings, and terms and conditions of the solicitation take precedence over any ambiguity in the contractor’s proposal.
L-3.4. Page Limitations. Offerors shall follow the page limitations below when submitting a proposal.
Chart L-3A
Volume Title Copies Page Limit
01 Technical Capability 1 15
02 Price 1 N/A

Electronic copies shall be submitted using Microsoft Office 97 through Microsoft Office 2010, or Adobe PDF Version 10 or earlier. Offerors may use JPEG file format for charts or screen shots. The file name shall correspond to the specific volume (e.g., Volume I, Technical Capability) using plain language text. Offerors shall not combine volumes into a single file, but instead provide each volume as separate file. The combining of volumes in a single file may result in the proposal being considered non-compliant and not considered for further evaluation. Only page one (1) may contain offerors name and offerors logos.
L-4. Exceptions to Solicitation Requirements
L-4.1. Offerors proposing deviations or alternatives to solicitations requirements shall be considered non-compliant and not considered for further evaluation.
L-5. Volume Instructions

Offerors should note that the Technical Capability factor consists of two (2) subfactors: 1) Work Plan; 2) Material & Equipment.
Offerors shall submit a detailed technical volume that demonstrates a comprehensive understanding of the requirements necessary to complete the scope of work. Copying and pasting requirements from the SOW or the excessive use of statements simply indicating compliance with the project documents and/or phrases such as “well known techniques will be utilized” are inadequate and may result in an unfavorable evaluation.
L-5.1.1. Work Plan - Subfactor 01. Work plan should clearly demonstrate that the contractor has an understanding of the requirements to perform work/tasks to be accomplished as specified in the SOW.
L-5.1.2. Materials & Equipment - Subfactor 02. Contractors shall provide a list of the proposed material and equipment to be used on this project that will comply with the requirements of the SOW.

This volume shall include all unit costs and extended amounts for all contract line item numbers (CLINs).
L-5.2.1. Offerors shall complete each of the following sections of the Standard Form 1442: L-5.2.1.1. Section A: Blocks 14, 15, 17, 19, 20A, 20B, and 20C.
L-5.2.1.1.1. Block 17: Offeror may enter any number equal to or greater than the minimum requirements stated in Block 13D. Entering any number less than the minimum requirements stated in Block 13D may result in the proposal being considered non-compliant and not considered for further evaluation.
L-5.2.1.2. Section B: Offerors shall insert the unit price and amount for all contract line items numbers. The resultant contract shall be Firm Fixed Priced. As such, the submission of proposal in response to this solicitation shall serve as the offeror’s acknowledgement that price proposals are firm-fixed-priced, without conditions.
L-5.2.2. It is the Government’s intention to award without discussions. Offerors are encouraged to present their best technical proposal and prices in their initial proposal submission. However, in accordance with (IAW) FAR Part 15.306, should discussions become necessary, the Government reserves the right to conduct them. If this occurs, a competitive range may be determined and offerors notified. The competitive range may be limited for purposes of efficiency IAW FAR Part 15.306 (c)(2).
L-6. Site Visit.
All offerors are encouraged to attend the site visit. However, this is not mandatory to submit an offer. To attend the site visit email SFC Wade, Derrick A. at derrick.a.wade.mil@mail.mil no later than 2 September 2016 2:00PM (Pacific Time).

M-1.1. The Government shall conduct a best value evaluation using the procedures of the Best Value Continuum. The Government shall award a contract to the responsible offeror who proposes the lowest priced proposal that meets or exceeds the acceptability standards for non-cost factors (e.g. Technical Capability, Past Performance) as set forth in this solicitation. In order to be considered acceptable, an offeror and its proposal must conform to the material terms of the solicitation (e.g. contract clauses, specifications, etc). The Government shall not award any contract that does not propose a fair and reasonable price.
M-1.2. As set forth in Section L, the Government intends to award without discussions. The Government may make a final determination as to whether the offeror’s proposal is acceptable or unacceptable solely based on the initial proposal received as submitted. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint.
M-1.3. The Government intends to select a single contractor for the repair of HVAC, paint, concrete and cables; however, it reserves the right to award no contract at all, depending on the quality of proposal(s) submitted and the availability of funds.
M-1.4. Award shall be made on an all or none basis. Offerors proposing deviations or alternatives to solicitations requirements shall be considered non-compliant and not considered for further evaluation.
M-2. Proposal Revision
M-2.1. The Government intends to make an award based upon the evaluation of initial proposals; however, it reserves the right to allow all offerors who were submitted for technical evaluation, at its discretion, the opportunity to submit a revised proposal, when doing so is determined to be in the best interest of the Government.
M-3. Evaluation Methodology
M-3.1. Proposal Compliance: Proposals will be reviewed for timeliness. If the proposal is received after the closing date and does not meet the criteria for “late submissions” in the solicitation, the proposal will not be opened.
M-3.2. Timely proposals will be reviewed for compliance to the solicitation. If the proposal is not compliant to the solicitation, it will not be evaluated and the offeror will be notified that the proposal is non-compliant.
M-3.3. Timely and compliant offers will be ranked from lowest price to highest price.
M-3.4. A technical evaluation will be conducted. A technical team will evaluate the lowest priced offerors’ technical proposal. If the proposal is technically acceptable, no other proposal will be evaluated. If the technical proposal is evaluated unacceptable, the next lowest offeror’s technical proposal will be evaluated. This process will continue until a technical proposal is identified as technically acceptable.
M-4. Evaluation Factors
M-4.1. Technical Capability. The Government shall evaluate this factor to assess the effectiveness of the offeror to accomplish the requirements identified in the Statement of Work (SOW). Offerors should note that the Technical Capability factor consists of two (2) subfactors: 1) Work Plan; 2) Materials and Equipment. The Government shall assign an evaluation rating of Acceptable or Unacceptable, as defined in Chart M-4A, for the overall factor, as well as each subfactor. An evaluation rating of Unacceptable for any subfactor shall result in an Unacceptable rating for the overall Technical Capability factor. Offerors that receive an Unacceptable rating for the Technical Capability factor shall not be considered for award.
M-4.1.1. Subfactor 01 - Work Plan. Work plan should demonstrate that the contractor has an understanding of the requirements to perform the work/tasks to be accomplished as specified in the
SOW.
M-4.1.2. Subfactor 02 - Materials & Equipment. The Government will evaluate the materials and equipment to be used on this project to verify compliance with the requirements of the SOW.
