CLEANING CONTAINMENT: Level 1 Containment shall be met in all areas where duct cleaning is taking place, except for break rooms, kitchens and control rooms shall meet Level 2 Containment requirements as described in NADCA Standard ACR, Section 3.9 and 3.10. Debris removed during cleaning shall be collected and precautions must be taken to ensure that debris is not dispersed outside the HVAC system during the cleaning process.

11. CLEANING METHODS: All HVAC components included in the scope of work shall be cleaned utilizing techniques that will not potentially damage or negatively alter the integrity of the HVAC system.

The contractor shall be responsible for determining the cleaning method capable of passing the cleanliness verification test described in NADCA Standard ACR.

12. PARTICULATE COLLECTION: All methods used shall incorporate the use of vacuum collection devices that are operated continuously during cleaning. All vacuum devices exhausting air inside the plant shall utilize HEPA filtration and the equipment shall have a collection efficiency of 99.97% at 0.3 micron particle size, including hand-held vacuums and wet vacuums. All vacuum devices exhausting air outside the plant shall be equipped with particulate collection including adequate filtration to contain debris removed from the HVAC system. Contaminants shall not be allowed to re-enter the plant.

14. DISPOSAL OF DEBRIS & CONTAMINATED MATERIALS: All debris removed from the HVAC system shall be disposed of in accordance with applicable local, state and federal requirements. To prevent cross-contamination, all contaminated materials shall be properly contained prior to removal from the plant. All hazardous material shall be handled in accordance with applicable local, state and federal requirements and codes.

Lead and Lead Contaminated Dust

Wastes generated should be managed and handled as hazardous waste (Lead, D-0008) until wastes toxicity characterization leaching procedure (TCLP) analyses, performed by the contractor, are completed to fully characterize the waste. Wastes shall be managed in two separate waste streams for the purpose of reducing the overall amount (volume and weight) of wastes that could be characterized as hazardous waste (HW). Characterized hazardous wastes shall be managed in accordance to the standards applicable to generators of hazardous waste, 40 CFR Part 262.

One waste stream shall consist of vacuumed materials and other materials upon and within which dust and lead particles can be concentrated. Examples include, and are not limited to, filter bags from HEPA vacuums, cleaning rags, mop heads, and respirator canisters, if required.

One waste stream shall consist of personal protective equipment (PPE) and other items and materials used during the cleaning process upon and within which dust and lead particles are not concentrated.

Each waste stream shall be containerized in containers meeting the standards for the appropriate waste storage containers outlined in 40 CFR Part 265 Subpart I and managed. If wastes are characterized as hazardous by TCLP, containers selected for the transport of hazardous waste shall meet Department of Transportation standards for hazardous waste shipment containers outlined in 49 CFR Part 178.

The hazardous waste management goals shall be to 1) minimize the quantity of hazardous waste generated, 2) manage all hazardous wastes in accordance with applicable OSHA and USEPA standards, and 3) maintain the very small quantity generator status of the facility.
