Interior Least Tern Nesting Surveys For the Operation of Denison Dam
U.S. Army Corps of Engineers, Tulsa District
February 2017
1.0 PROJECT TITLE.
Year 2017 Nesting Survey of the Interior Least Tern on the Red River below Denison Dam, Texas to Index, Arkansas.
2.0 PROJECT LOCATION.
The Red River below Denison Dam in Denison, Texas to Index, Arkansas (Approximately 240 miles).
3.0 SCOPE OF WORK.
3.1 Intent. The Contractor shall provide all services necessary to collect, analyze, and map interior least tern (ILT) population and nesting data; collect and report nesting colony freeboard data; and produce a survey report in accordance with these specifications.
3.2 Purpose. The purpose of this contract is to provide a Survey Report addressing the interior least tern reproductive success on the Red River below Denison Dam, Texas to Index, Arkansas. Objectives of the survey are to (1) determine the total adult population, (2) determine the total nesting population, (3) determine the total non-nesting adult population, (4) determine nesting success and population trends, (5) determine elevation of nests and freeboard representing the highest and lowest nests at each nesting site, (6) collect data necessary to determine the causes for nesting success or failure, and (7) provide GIS data layers depicting the locations of nesting colonies.
The Tulsa District operates and maintains Denison Dam for flood control, water supply, hydroelectric power, regulation of Red River flows, improvement of navigation, and recreation. Interior least terns nest on exposed sandbars and islands on the Red River below Denison Dam during the months of May, June, July, and August. The Contractor shall collect nesting data and prepare a report that summarizes and discusses to what degree the Tulsa District operations at Denison Dam may be positively or negatively affecting reproductive success of the interior least tern.
This information will be used by the Tulsa District to prepare documentation necessary for coordination with the U.
S. Fish and Wildlife Service (USFWS) pursuant to Section 7 of the Endangered Species Act (ESA) of 1973, as amended.
4.0 STUDY AREA.
The study area will include the main channel on the Red River from Denison Dam in Denison, Texas to Index, Arkansas (approximately 240 river miles). In addition, the following major tributaries are included from their mouth to no more than one river mile upstream: the Blue, Boggy, and Kiamichi Rivers; Bois-d-Arc and Pine Creeks; and Pecan Bayou. The Technical Manager and the Contractor Representative shall review the data from the first survey and determine if interior least terns or suitable habitat were found in the tributaries. If no interior least terns or suitable habitat were identified in any of the tributaries, the respective tributary may be removed from subsequent surveys for the nesting season, under bi-lateral agreement between the Contractor and the Government.
5.0 DESCRIPTION OF WORK
5.1 Field Surveys. The Contractor shall conduct no more than four surveys to collect data on nesting interior least terns along the 240-mile stretch of the Red River. Data collected shall be compared with similar surveys completed in 2000 through 2016 for this reach of the river.
The Contractor shall hold a current USFWS permit to survey the endangered species at the time of contract award and maintain the permit without lapse during the contract period and any extensions. The Contractor shall provide proof of a valid permit when submitting an offer or quote to perform the contract. All surveys of the interior least tern shall be conducted in accordance with the published guidelines in the Federal Fish and Wildlife Permit that is required by the USFWS to perform an endangered species survey. The first survey shall be conducted within two weeks of the onset of the 2017 breeding/nesting season (typically May 15-June 15). The final survey must be completed before the end of the nesting season prior to fledgling departure (typically July 15-late August). The exact timing of all surveys shall be based upon actual nesting activities on the river and consultation with the Tulsa District. The Contractor shall be responsible for keeping current with nesting activities.
The following data will be collected: (1) high and low flows and river stages at each of the stream gage stations within the survey stretch during each survey, (2) high and low flows and river stages at each of the stream gage stations within the survey stretch between surveys, (3) colony locations using a global positioning system (GPS), (4) total adult count along entire survey stretch, (5) notes on the amount of nesting habitat available but not being utilized along the project area, and (6) other colony information.
Colony information will include photo-documentation, as needed, total count of adults (not the number of nests times two), number of nests, number of chicks, number of fledglings, measured freeboard of lowest and highest nest site within each colony, estimated distance from colony to food source, estimated percent of colony site covered in vegetation, notes on predation or other colony disturbance, whether the colony is on a sandbar or island, approximate sandbar or island dimensions, and potential for land-bridging. GPS data shall be recorded in UTM’s in Oklahoma State Plane, South Zone, NAD 83. GPS resolution shall be of at least 25 meters with the readings taken at the upstream end of each colony site. USFWS Federal Fish and Wildlife Permit protocols and guidelines for interior least terns must be followed during each survey.
An index to fledging success will be calculated in the following manner: If the final survey reveals young chicks that have not yet reached fledgling stage, these chicks should be counted. The number of chicks observed should be multiplied by 0.634 (or any update to this multiplier, per USFWS) to obtain an estimate of the number of these chicks that will survive to fledging. This estimate of fledglings should be added to the number of fledglings reported for the season.
Airboats have been used in previous surveys due to river conditions in the survey area; if an airboat or other watercraft is used for the surveys the Contractor shall strictly conform to all USACE and U.S. Coast Guard safety regulations while performing the surveys.
5.2 Format of Survey Report. The Contractor shall produce a survey report that includes a cover page, executive summary, table of contents, list of figures, list of tables, introduction, brief biological profile of the interior least tern, detailed map of the study area, survey methods, survey results with 11x17 maps showing colony locations, discussion of results and availability of unused nesting habitat, conclusions, and relevant appendices. The report shall clearly tabulate, per survey and for the season, the numbers of adults (at colony sites and in between colony sites), fledglings (at colony sites and in between colony sites), chicks, and nests observed. The results shall be compared with results from the previous years’ surveys to document changes in the tern nesting population, habitat, and/or nesting locations.
The Contractor shall prepare a survey draft comprised of three bound hard copies with line numbers and five CD copies; and a final comprised of one unbound hard copy, two bound hard copies, and five CD copies. In addition, the Contractor shall furnish two hard copies of a map of the Red River survey area depicting locations of tern colonies. The maps shall be laminated and provided in loose-leaf binders. Individual map sheets should fit in a standard 8 ½ x 11 binder and should have a scale equivalent to 7.5 minute USGS quadrangle maps. The maps shall be placed in sequence beginning at Denison Dam, Texas and ending at Index, Arkansas. All deliverables (draft, maps, and final report) are to be printed double sided on paper that contains post-consumer fiber (recycled content).
5.3 Geographic Information System (GIS) Mapping. Pertinent data gathered during Task 5.1 shall be incorporated into a GIS database for the project utilizing ArcView. Shapefiles shall be supplied to the Tulsa District Technical Manager shortly after each survey is completed for verification of colony site name. Two electronic copies of all associated shapefiles will be provided on CD to the Technical Manager upon completion of each year’s surveys.
