SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND ANSWERS
Question 1: The RFP contains several conflicting warranty requirements (Pages 7 (FAR 52.212-4), 42 (FAR 52.246-18), 63 (“CRANE WARRANTY”)). Will the Government please confirm that the RFP’s requirement for a one-year limited warranty (Page 42) controls over the more general requirements in FAR 52.212-4 and the two-year warranty mentioned in the statement of work?
Answer 1: The two year warranty required by the statement of work is correct and required.
Question 2: Pursuant to FAR 11.501(b), 12.301, and 12.302, will the Government please add the following (or similar) language to the RFP’s liquidated damages provision (RFP Pages 14-15): “(d) The parties agree that the foregoing liquidated damages shall be the Government’s sole and exclusive remedy for delay, provided that the aggregate, maximum liquidated damages with respect to the any item to be delivered hereunder shall be five percent (5%) of the sum of the Contract Price for that item.”
Answer 2: It is not our intention to change the wording for liquidated damages at this time.
Question 3: The RFP provides 20 items as part of the “technical features” evaluation criterion, but does not state how each of these will be scored. Will the Government please clarify how the 20 items listed at RFP pages 15-16 will be scored or included in the technical score for each proposal?
Answer 3: The technical features in Section V Proposal Technical Features Requirements are a checklist for submission. The technical information provided will be checked adherence to the specification. In summary to Section V is to quickly identify if the required features are either present or not.
Question 4: The specs have a requirement for a stand for each of the attachments for the crane. IS that a true requirement? These attachments will be very large (20,000 pounds plus), and a stand of that size is very uncommon. It can be done, but it would be extremely expensive. Stands for small attachments are common, but these attachments are huge and can stand on their own. Is the spec for a stand for each of the attachments something that you want?
Answer 4: Yes.
Question 5: Can the Government provide the size of the new barge that this new crane procurement will be mounted to?
Answer 5: The Davis Replacement Barge will be 200 ft by 55 ft (with 6 in fenders on each side) by
10.5 ft.
Question 6: Would it be possible to conduct a site visit to fully understand the use and needs of the specification? This scope of work is a very extensive scope with several different aspects including attachments as well as movements and tests. Getting a
2 I-1622750.1 clear understanding of the scope in person with discussion will aid the Government is receiving the best suited solution and minimize the risk of receiving insufficient quotes.
Answer 6: This is the appropriate forum for questions pertaining to the scope.
Question 7: The crane tail swing for the crane is identified as not to exceed a 27-ft radius from the center of rotation of the crane. Is there any tolerance in this measurement that would be acceptable?
For example would a 28-ft or 29-ft radius be acceptable?
Answer 7: No, the tail swing radius of 27 ft is a hard requirement due to the intended operation location.
Question 8: Page 50 Section F. Duty Cycle states that the crane shall be capable of lifting 50,000lbs (including the attachment) at a 60ft radius
a) Would a reduced weight of 44,000 lbs be acceptable?
b) Is the Duty Cycle to be done on a floating barge chart?
Answer 8:
a) No
b) Yes the Duty Cycle, should be done on a floating barge chart.
Question 9: Page 53 Section I, Boom, Walkway. This section identifies that “A railing shall be installed on the outer side of the boom walkway.
a) We are not familiar with providing a “railing” on the boom walkway. Is the “railing” considered to be the lattice section of the boom or is there a separate railing being requested?
b) Is the railing to be permanently mounted?
Answer 9:
a) A separate rail is being requested.
b) Yes the railing shall be permanently mounted.
3 I-1622750.1 Question 10: Page 54 Section I, Tanks. All fluid tanks shall be fabricated of stainless steel, and shall include a fluid level indicator. The fuel oil tank shall be of adequate capacity to provide for at least 60 hours of continued operation of the crane, at 75% full power.
a) Would an alternative corrosion resistant material or coating be acceptable in lieu of stainless steel?
Some manufacturer’s tanks may be integrated into the structural components of the crane which may not be available in stainless steel.
b) 75% full power would not be typical for operation of a crane except for during driving conditions.
Is the Government’s intent to require that the fuel tank be adequate to provide at least 60 hours during heavy lift and or duty cycle operations?
Answer 10:
a) Yes an alternative is acceptable.
b) Yes the Government’s intention is the fuel tank provide 60 hours of operation during heavy lift and or duty cycle operations.
Question 11: Page 56 Section J, Doors & Windows. The crane cab door shall be weather-tight, and fabricated of stainless steel, with a large fixed window. Would a cab door of an alternative material with corrosion protection be acceptable in lieu of stainless steel?
Answer 11: Yes an alternative material with corrosion protection is acceptable.
Question 12: Page 58 Section K, HVAC. The specification states that electric heat, air-conditioning and mechanical ventilation is required in the cab. Would a hot water heater be acceptable as an alternative to electric?
Answer 12: The intent of the electric heater is to provide heating capabilities when the crane is not operating. A heater that meets this requirement is acceptable.
Question 13: According to Page 62 Section N. Final Testing And Acceptance “With the crane assembled at the delivery site, all tests required under section K shall be repeated to the satisfaction of the government representative. The contractor shall be responsible for providing test weights sufficient to repeat the testing accomplished at the manufacturer’s facility. Should above reference to “section K” be section L?
Answer 13: Yes
4 I-1622750.1 Question 14: Page 72, section E02 states: “The barge contractor will also provide all other labor, tools, equipment, materials (such as test weights, rigging), fuel and a location for the load handling tests of the completed floating crane”. Should the crane contractor propose cost for providing test weights or will they be provided by the barge manufacture per section E02?
Answer 14: The test weights shall be provided by the shipyard contractor.
Question 15: What is the full address of the delivery location in Columbus, MS?
Answer 15: The full delivery address for the crane shall be the TBD barge manufacturer’s yard.
Question 16: Where can we find clause C912 referenced on Page 70 0002 STORAGE (OPTION) for the crane, its components, materials, and spares as specified in Clause C912.
Answer 16: The reference to C912 should be removed. This should now read “0002 STORAGE (OPTION) for the crane, its components, materials, and spares.”
Question 17: Is section E04 missing?
Answer 17: No.
Question 18: On page 76 of the solicitation, Section C starts with subsection 2. Is subsection 1 missing?
Answer 18: No.
Question 19: There are multiple sections that appear contradictory and there is ambiguity as who will provide a crane operator during testing. Who will be responsible for operation of the crane during these phases, the crane manufacturer, the shipyard, or the Government?
Answer 19: The crane manufacturer shall be responsible for providing an operator during all phases of testing up to and including final acceptance demonstrations. At no point will operation of the crane be conducted by anyone other than the crane manufacturer until final acceptance has been complete.
Question 20: Page 66 Section U references Section L for delivery and final acceptance. Should this reference section M&N not section L?
Answer 20: Yes, this should reference sections M&N.
Question 21: The scope of work does not include sections H10-13 or H15. Are these sections missing?
5 I-1622750.1 Answer 21: No Question 22: There is ambiguity regarding crane delivery. It appears that the crane will first be shipped to a barge manufacture location. For the purpose of quote the location is Harahan, Louisiana.
However, the final delivery and place of final acceptance appears to take place at US Army Corps of Engineers location in Cleveland OH. There is also an option ITEM0002 Storage.
a) Is the delivery of the crane from the barge shipyard to storage to be proposed under the storage
CLIN?
b) Should the delivery of the crane from the barge shipyard to final destination to be proposed under Item 000104?
c) Will a disassembly and reassembly be required for the move from storage or barge shipyard before going to final destination?
Answer 22: The storage option of the contract will only be exercised in the event that completion of the crane occurs before the barge manufacturer is ready for receipt and eventual erection.
a) Storage should account for storage costs after initial crane factory construction and delivery to the TBD barge manufacturer’s yard.
b) Final acceptance of the crane will occur at the TBD barge manufacturer’s yard after successful completion the required testing.
c) The crane shall remain on the barge after testing and acceptance and delivered with the completed barge by the TBD barge manufacturer.
Question 23: There is no Section J provided in this scope, is a sample form available 2454?
