QUESTIONS AND ANSWERS 10 JULY

Questions and Answers W912BU-18-B-0008 (As of 10 Jul 18)

Q1. On Page 20 of the solicitation the size of the barge is stated to be 85’ x 30’ x 7’, on the Drawing labeled “Dry

Dock Plan” the Principle Particulars are stated to be 114’ x 54’ x 9’. Please clarify which information is correct.

A1. The reference drawing 731-E170-01 is just that, a reference drawing. It was provided to give information that

USACE requires on dry-docking plans. It is not intended to be used to build anything. Section C170 states:

"The dry docking plan shall be developed to show the blocking arrangement. The blocks to be used for docking shall be the standard dry docking blocks from the US Army Corps of Engineer’s Ensley Shipyard & Repair

Facility in Memphis, TN as shown on the reference drawing."

Q2. Drawings supplied with the bid package include Dry Dock Plan and Block Plans with no Construction

Drawings or General Arrangement Drawings supplied. Are there any contract drawings available for Floating

Crane Barge, Solicitation # W912BU-18-B-0008?

A2. Other than those already posted, contract drawings are not provided with this solicitation. Please see section

C002, which details the responsibilities of the contractor with respect to barge design.

Q3. Is there a “neat steel”, “purchase steel” or “estimated plate steel weight” for the vessel which might be utilized for comparison to our calculated figures?

A3. No, as the barge will be contractor designed.

Q4. Could not locate drawings and documents for the C540 crane. Additionally, the attached drawings start at 731-

E170-011.pdf; perhaps the first ten (10) drawings were not attached?

A4. The only reference drawing to be provided by section J is 731-E170-01 DRY DOCKING PLAN. 731-

E170-011 is page one of that drawing. 012 page two etc... No pages were missed.

Q5. Per Amendment 0001, the last Q&A on page 2, it appears the answer was cut off. It reads, “Regarding Section

C540,” Could the Government please kindly provide an update that provides the information that appears to have been cut off in this response?

A5. The Q&A document was not cut off. The text “Regarding Section C540” should not have been included at the end.

Q6. In accordance with Section F- Deliveries or Performance, can the Government please confirm whether the delivery of the three phases of the contract act concurrently or consecutively? For instance, is the Contract 360 calendar days total or will the Government issue a NTP for each Item Number?

A6. The contract shall consist of three sequential (consecutive) phases as per Contract Clause H01 D. Total contract duration is 45 calendar days + 15 calendar days + 180 calendar days + 15 calendar days + 360 calendar days for a total duration of 615 calendar days.

The final amount and location of ballast required shall be determined during the engineering phase (Phase II) of the contract.”

Q8. Does a crane that is designed and built to the API 2C specification but has ABS certification of API 2C compliance rather than the API Medallion meet the requirements of the specification?

A8. No. Per Contract Clause C540.D, "The crane shall be delivered with the API 2C medallion".

Q9. Section C553 Spud Laydown Storage – Does the USACE require the retaining mounts for the spud lay down structure to be installed on doubler plates?

A9. Yes. The retaining mounts are deck fittings and as such fall under the requirements of Contract Clause C305.B.

Q10. Section H18 Final Photographs – Can the final photographs be taken after Provisional Acceptance at the

Contractors facility, but before Final Acceptance at the final delivery location? This assumes full compliance with the RFP and all equipment items are installed and complete at the time of Provisional Acceptance.

A10. Yes, the photos may be taken after provisional acceptance has been issued. However they must be completed prior to final payment and final acceptance in accordance with Contract Clause H02.C.

Q11. C300 Structure – This section does not clarify if there are special requirements for the head logs to accommodate tug loads due to pushing the barge. Please clarify there are no requirements to strengthen the head logs to accommodate being pushed by a tug.

A11. The Government has no additional requirements beyond those identified in the specification.

Q12. C305 B – Use of doublers for deck fittings are noted. ABS typically prohibits the use of doublers except for emergency repairs. Please clarify if this will be an issue with obtaining ABS compliance. If so, please clarify if the use of inserts at the deck fitting locations is an acceptable alternative.

A12. The use of doubler plates is required as written in Contract Clause 305.B. The use of inserts at the deck fitting locations is not an acceptable alternative.

Q13. The specification calls for the use of aluminum anodes. These are generally favored in freshwater situations.

Please confirm the use of aluminum anodes.

A13. Cathodic protection shall be provided as per Contract Clause C405.

Q14. Please confirm if the contractor is to provide a 1 yard clamshell bucket.

A14. Yes, per the requirements of Contract Clause C540.F.6, the contractor shall supply a 1 yard capacity clamshell bucket.

Q15. Section C160 B – Please clarify if the allowable deck load that will be included into the design for stability purposes is 1,200 psf or is it less than this? If less, also please clarify intended location.

A15. The maximum deck load shall be determined by the contractor during stability/lifting stability analyses, however it shall not exceed the design deck loading of 1,200 psf.

Q16. Section I – The IFB does not include FAR Clause 52.219-6 Notice Of Total Small Business Set-Aside. The notification for the solicitation on Fed Biz Opps however does state that the project is a small business set aside under NAICS code 336611. Please clarify.

A16. This solicitation is issued as a total small business set-aside. FAR Clause 52.219-6 was erroneously excluded, and will be added as part of amendment 0002.

Contract and Reference drawings that are part of this solicitation are listed in contract Section J.

The reference drawings that are part of this solicitation are intended to provide useful information that may have application to this procurement. The exact details presented in the reference drawings may not reflect the specific needs of the barge, but present the contractor with a methodology to develop a specific system or design feature as identified in the specification. The barge contractor shall not build from any reference drawing. It is the responsibility of the barge contractor to use the written specifications and the reference drawings to properly develop the detailed design and engineering drawings in order to construct the barge.

2. Detailed Design Drawings Required

Contract Section H, Clause H12, Engineering and Drawings, contains a list with the minimum drawings/calculations required to be developed by the contractor for the detailed design.

For clarification purposes, the list in contract Clause H12 details the drawings by action groups. The action groups distinguish between separate categories based upon the engineering requirements to be completed by the barge contractor. The following is a description/definition of these categories:

Drawings To Be Finalized: as part of the scope of work for this effort, the contractor shall be required to finalize a certain number of contract drawings to achieve a detailed design. These drawings have been included as contract drawings. The scope and extent of the necessary finalization has been explained in detail in each respective contract Clause. These drawings shall be updated and submitted to the Government and, if required for class, ABS for review and approval.

Drawings To Be Developed: the barge contractor shall develop a detailed design drawing package to achieve a detailed design to conform to the requirements of this solicitation. The drawings identified represent the minimum number and type of drawings that will be acceptable to the Government for detailed design. These drawings shall be developed and submitted to the Government and ABS for review and approval for class.

As-Built Drawings: the barge contractor shall be required to provide a complete “As-Built” record of the vessel. The requirements for the “As-Built” drawings are further defined in contract Clause H14.

C100 SCIENTIFIC

All scientific data shall be provided in United States Customary System units of measurement (pounds, long tons, and feet). Data provided in other units will not be evaluated or considered.

C105 HULL GEOMETRY

The hull geometry is defined as shown in section B of this clause. The barge shall have a rakes forward and aft with the crane mounted on the after end of the barge. The contractor shall develop the following drawings as a part of this clause:

847-C105-01 HULL LINES PLAN

847-C105-02 FRAMES & OFFSETS DRAWING

B. PRINCIPAL CHARACTERISTICS

The hull shall have the following principal dimensions:

Length Overall 85’-0”

Beam Molded 30’-0”

Molded Depth (@ C.L.) 7’-0”

C115 WEIGHT ESTIMATE

The contractor shall implement a careful weight estimating and monitoring procedure.

During the Engineering Phase of the Contract (Phase II), the contractor shall prepare a detailed weight estimate for the vessel based on selected machinery/equipment and take-offs of materials. This drawing shall be numbered 847-

C115-01 and titled WEIGHT ESTIMATE. Weights and centers of gravity shall be documented in a spreadsheet type format using the MDC Work Breakdown Structure (WBS).

The detailed weight estimate shall be complete with the longitudinal, transverse, and vertical location of the center of gravity of all items included in the estimate.

During the Construct, Test and Deliver Phase (Phase III), the contractor shall continue to update the weight and CG estimate periodically. The update shall reflect actual equipment location as installed, and any changes to the structural weight.

The Government will review the weight estimate to ensure the anticipated draft, and trim and stability conditions of the barge are satisfactory. If weight growth that adversely impacts the vessel’s trim and stability is found, the

Government will coordinate with the barge contractor to determine the cause and develop remedial action.

B. INCLINING & DEADWEIGHT SURVEY

Upon completion of all work and after the crane has been installed, with the barge in the lightship condition and the crane in the stowed position (maximum radius over the barge), the barge contractor shall conduct an inclining test and deadweight survey. The inclining test shall be carried out in accordance with ASTM F 1321-14 and contract Clause

E05. The contractor shall be responsible for developing the inclining test procedure/plan, providing all certified inclining weights, pendulum setups, support equipment and personnel, directing the experiment, recording all data and completing the inclining test report. The Government may elect to participate in the incline experiment as a witness.

The contractor shall prepare an inclining test procedure/plan and submit it to the Government and ABS for review and approval. The plan shall be numbered 847-C115-02 and titled: INCLINE EXPERIMENT PLAN. For the

Government’s review, the plan shall be submitted at least 14 days prior to the scheduled inclining.

Based on the intended ABS class of the vessel, ABS may require engineering review and surveyor witness of the inclining experiment. The contractor shall coordinate submittals and on-site surveyor representation with ABS to ensure the construction and testing schedules are maintained.

Following the completion of the inclining experiment, the barge contractor shall complete the incline test report and determine the lightship displacement, centers of gravity and hydrostatic properties of the floating crane. The report, numbered 847-D115-03 and titled: INCLINE EXPERIMENT RESULT, shall be submitted to the Government and

ABS for review and approval.

The barge contractor shall be responsible for all costs associated with ABS reviews (including at least one iteration to reflect any ABS comments made) and all surveyor costs.

E. NO LOAD CRANE MOVEMENTS

After the inclining test, several (no load) crane movements shall be performed (crane shall be operated by the crane manufacturer):

With no load on the hook, the crane shall swing to 90 degrees (starboard side), and next to 270 degrees, (port side). The crane rigging radius shall not change. Pendulum readings shall be taken after each movement, as well as the vessel draft readings at the four corners of the barge. This will be used to assess the heeling moment due to the crane’s own weight and CG. The change in LCG shall be ignored during the experiment.

With the crane at 90 degrees over the starboard side, and next with the crane at 270 degrees over the port side, the crane boom angle shall be changed to cause the boom point to move transversely a known distance.

Pendulum and draft readings shall be taken at each position. The initial and final boom angle shall be recorded. The change in the rigging radius shall be calculated. The heeling moment divided by the change in the rigging radius shall equal the boom point dead load by experiment. The change in VCG shall be ignored during the experiment.

Document #847-C115-02 (INCLINE EXPERIMENT PLAN) shall include the plan and description for these movements. Document #847-D115-03 (INCLINE EXPERIMENT RESULT) shall include the data and results of these movements.

F. FINAL STABILITY & CRANE LOAD HANDLING TESTS

At the conclusion of the incline test, the contractor shall produce document 847-D115-03 (INCLINE EXPERIMENT

RESULT). Based on the results of the incline experiment, the contractor shall update the as built drawings with the determined VCG and lightship weight. In particular, the following drawings shall be updated and submitted to ABS for approval:

The vessel shall meet a one compartment damage stability condition where with any one compartment flooded, the vessel shall maintain positive righting arm and all parts of the hull above the margin line remain above the flooded waterline. The margin line shall be 3 inches below the main deck edge. Prior to damage, the barge shall be considered to be in the ready to lift condition, with the boom in the boom rest, no deck load, a maximum draft of 3’ and a VCG of 5’ without the crane.

Damage stability calculations shall show equilibrium water lines, curve of righting arm versus heel angle in 5-degree or less increments to capsize angle for each flooded compartment. The freeboard shall be reported at the four deck corners for each damaged condition.

The contractor shall prepare a damage stability analysis for the vessel during the Engineering Phase of this Contract verifying compliance with this criterion. The calculations shall be presented in a document numbered 847-C150-01 and titled DAMAGE STABILITY CALCULATIONS. Any calculations showing a failure to meet this criteria shall be reported in a timely manner to the COR with recommendations for correction. The analysis shall be performed using the GHS computer software and all run files and macros used in calculating the damage stability shall be submitted with the analysis in electronic format. The analysis shall be repeated using the lightship weight determined by the deadweight survey and incline test after completion of the vessel (prior to Final Acceptance).

The damage stability calculations shall be presented in report form with a cover sheet complying with the drawing standards and including a drawing type title block. The report shall include a table of contents, summary, explanation of all assumptions and clear definition of origins and units used, and the finished calculations.
