DESCRIPTION/SPECIFICATIONS/SCOPE OF WORK
1. BACKGROUND: The Corps of Engineers has a requirement for replacement of the Missouri River Project Administration Building siding and damaged windows, and all gutters and downspouts. The building is a single-story that was originally constructed in 2005 and needs work due to buildings age, flood damage and insufficiently waterproofed siding.
2. SCOPE OF WORK: The work of this contract is to replace all the existing building envelope, soffits, all gutters, and downspouts and seven damaged windows at the Corps of Engineers Missouri River Project Administration Building. All work shall be completed 365 days after contract award. The work shall include CLIN 0001 (Base) Remove and replace existing exterior building envelope, work includes but not limited to:
o Remove all existing cementitious siding, PVC trim, and all composite trim and soffits as required o Remove air barrier membrane o Inspect sheathing o Install new air barrier assembly, tapes, and sealants o Install all new cementitious siding, soffits and associated trim assemblies with new integrally colored cementitious siding and composite trim assemblies exact in kind to match existing.
o Prefinished Z flashing to be installed along all horizontal cementitious siding board joints, and all other joints recommended by cementitious siding manufacturer (see detail 4/A-2) o Horizontal seams in the panel siding shall be flashed and sealed from behind the upper panel and over the lower panel as according to the manufacturer’s recommendations (see detail 4/A-2) o All material joints receive new elastomeric sealant application in accordance with manufacturers recommendations – sealants shall match siding/trim color o Replace failing windowsills with composite material sills to match existing and provide proper slopes, flashings, drips, and sealants o Install shims at windowsills as detailed in the “For Information Only” as built drawings (see detail 3/A-6) to provide a slope for proper shedding of water o Install prefinished metal flashing for the windowsills and integrate into supporting construction o Apply new elastomeric sealant and flashings to all the windowsill joints as recommended by the siding manufacturer’s details – sealant color shall match siding/trim color o Remove all failing window head trim assemblies o Replace failing window head trim assemblies with new composite head trim assemblies o Install prefinished drip flashing to all window head trim per “For Information Only” as built details (see detail 1/A-6) o Remove and replace all facia and soffit assemblies to match existing o Any existing cameras, lights, or security equipment assemblies impacted by any of these efforts are to be reinstalled in temporary locations within the same day as removal
Remove and replace all gutters and downspouts to match existing in size and color o Locations of gutters and downspouts to remain the same as existing, aside from on the East Elevation where downspouts are to be relocated away from inner corners of building to ensure rain overflow will not damage new cementitious siding
Remove and replace 7 existing window assemblies showing a significant amount of degradation (see sheets A-1 and A-2 for locations), window sizes shown in the “For Information Only” as built schedule o Install new windows to exact match of all the characteristics of the existing windows. See
6.2 for specified characteristics o Seal and caulk with suitable sealant recommended by the window manufacturer o Trim out the exterior and interior windows to match existing o Clean newly installed windows, and install insect screens o Repair a ny damage sustained to the interior finishes during installation to match original conditions
CLIN 0002:
After inspection of sheathing, prior to installing new air barrier assembly, replace any damaged sheathing due to water damage or as a result of the removal of the cementitious siding, trim and windows.
3. PLACE OF PERFORMANCE: The project is at the Missouri River Project Office located along the
Missouri River in North Omaha, off I-680 at 9901 John J Pershing Dr, Omaha, NE 68112. located in Omaha, NE
3.1 HOURS OF OPERATION. The Contractor shall be required to complete construction services during normal duty hours of work, 7:00 a.m. to 3:30 p.m., Monday through Fridays, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the Contractor shall not be reimbursed when the government facility is closed for the above reasons. Requests for additional work hours shall require written approval from the POC, 7 days in advance of the proposed work period.
The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons.
3.2 CONTRACTOR USE OF PREMISES: During the construction period the Contractor will have full use of the premises for construction operations, including use of the site from 7:00 am – 3:30 pm Monday through Fridays. The Contractor will schedule their operations to minimize disruption to occupants and employees. The existing building will be continually occupied throughout the duration of the construction and operations within the building must not be disrupted. The Contractor shall coordinate construction activities with the Contracting Officers Representative (COR) to ensure tenants receive adequate notification in advance of window replacements.
Contractor shall not remove more windows in one day than can be replaced in the same day.
Facilities shall not be left open or unsecured at the end of the workday. The Government restrooms are for Government employees only. Government phones are not available for Contractor’s use.

6. SPECIFICATIONS and SUBMITALS: The following listed project specifications are a part of this solicitations and any resultant contract:
6.1 GENERAL: Perform all work necessary and required for the construction of the project as indicated. Such work includes but is not limited to the following:
a. Shop Drawings
b. Samples
c. Catalog Data
It is strongly recommended the prospective Offeror visit the project site to ascertain the full extent of the work and quantity of materials needed for the project. Site visit information will be provided.
6.2 SPECIFICATIONS:
EXTERIOR ENVELOPE REPLACEMENT
SIDING AND TRIM: New integrally colored cementitious board and composite trim shall be chosen to match existing colors and finishes.
INSTALLATION: New cementitious board assembly shall be installed by manufacturer certified installers. Siding joints are to be properly flashed per manufacturer recommendations and detail 4/A-2.
WINDOW REPLACEMENT
WINDOWS: Windows shall be identical to existing windows as manufactured by Pella Proline Series. Any window provided must be approved and shall meet or exceed all the salient features of the existing windows listed below:
FRAME
• Select softwood, water-repellent, preservative-treated in accordance with WDMA I.S.- 4.
• Interior exposed surfaces are of clear pine.
• Exterior surfaces clad with aluminum.
• Overall frame depth: 5" (127 mm) for a wall depth of 3-11/16" (94 mm).
• Optional factory-applied jamb extensions available in 4-9/16" and 6-9/16" wall depths.
• Continuous aluminum fold-out installation fins with built-in flexible fin corners.
• Fin position shall accommodate standard 4-9/16" (116 mm) and 6-9/16" (167 mm) wall construction.
SASH
• Select softwood, water-repellent, preservative-treated in accordance with WDMA I.S.- 4.
• Interior exposed surfaces are of clear pine with no visible fastener holes; exterior surfaces clad with aluminum, lap-jointed and sealed.
• Corners mortised and tenoned, glued and secured with metal fasteners.
• Sash thickness: 1-11/16" (43 mm).
EXTERIOR FINISH
• Exterior aluminum surfaces shall be finished to match the existing Pella EnduraClad® multi-stage finish.
• Color shall be tan.
GLAZING
• Quality float glass complying with ASTM C1036.
• InsulShield® argon-filled, multi-layer Low-E coated dual seal insulating glass, silicone-glazed.
WEATHER STRIPPING
• Dual weather stripping:
✦ Continuous flexible PVC primary weather strip in dual durometer design with welded corners, compressed between frame and sash for positive seal on all four sides.
✦ Secondary PVC leaf-type weather strip between edge of sash and frame on the vertical sides and bottom-secondary polypropylene (PP) and Santoprene® bulb-type weather strip between the edge of sash and frame on the top side.
INSECT SCREEN
✦ Black vinyl-coated 18/16 mesh fiberglass screen cloth complying with ASTM D 3656 and SMA 1201, set in aluminum frame fitted to inside of window, supplied complete with all necessary hardware.
✦ Screen frame finish shall be baked enamel, Tan.
HARDWARE
• Roto operator and hinges:
✦ Steel worm gear sash operator with hardened gears.
✦ Operator base to be zinc die cast with painted finish.
✦ Operator linkage, hinge slide, and hinge arms to be 300 series stainless steel.
✦ Exposed fasteners to be stainless steel. Hardware shall exceed 1,000 hours salt spray exposure per ASTM B117.
• Finish of operator crank shall be baked enamel.
• SureLock® System—A single handle locking system operates positive-acting arms that reach out and pull the sash into a locked position: one installed on sash 29" and smaller frame heights, two unison operating locks installed on sash over 29" frame height.
• Lock handle finish shall be baked enamel.
INTERIOR FINISH
• Interior exposed wood surfaces shall be factory pre-finished to match existing.
INSTALLATION: Install the windows in strict accordance with the manufacturer’s recommendations, anchoring all units firmly into position; square, plumb, straight, and true. Square existing window openings to meet necessary height and width requirements, as required. All windows shall be completely sealed, caulked, fully integrated with the air barrier, and waterproofed. Adjust windows after installation for smooth and proper operation. Interior and exterior openings shall be trimmed to match existing windows or as approved by the Contracting Officer.
CLEANING: Prior to requesting final inspection and payment remove the labels and thoroughly clean all exposed surfaces and glass. Use only cleaning products approved by the manufacturer.
GUTTER/DOWNSPOUT REPLACEMENT
GUTTERS/DOWNSPOUTS: Gutters and downspouts shall be chosen to match existing in size, cross section, and color and shall be placed in the same locations as existing and to positively drain.
6.3 SUBMITTALS: Submittals shall include all pertinent data required to understand the quality of components, dimensional relationships, integration with other materials, assembly techniques, structural aspects, color, finish, texture, and other such characteristics as may be necessary to fully describe the item and its intended use. Submittals and shop drawings shall be submitted in a timely fashion to allow 7 days for review by the Government. No work shall begin until shops drawings and submittals are approved by the Contracting Officers Representative. Variation from the approved documents shall be likewise submitted and approved before being carried out.
SAMPLES: One sample of integrally colored cementitious board, one sample of the window finish to match existing, and one sample of gutter/downspout material, unless otherwise specified, shall be furnished for approval. Approval shall be obtained prior to delivery of the material to the project site.
These samples shall be representative of the actual material proposed for use in the project and of actual size to demonstrate design, color, and texture and finish as they will appear in the completed installation.
7. MEETING WITH THE CONTRACTING OFFICER’S REPRESENTATIVE (COR)
7.1 PRE-WORK MEETING: The Contractor is required to meet with the COR prior to commencement of the contract work to discuss and review the performance and administration requirements of the contract. The meeting location and time will be designated by the COR. At this meeting the Contractor shall provide: Certificate of Insurance (Work will not begin until the Certificate of
Insurance has been received, reviewed and accepted by the COR).
8. SAFETY: All work shall be performed in accordance with applicable Occupational Safety and Health Act
(OSHA) Standard as well as the Corps of Engineers Safety Requirements (Safety Manual, EM 385-1-1). A copy of the manual will be provided to the Contractor prior to start of work. The Contractor shall assure that the work site is checked and clear of any safety hazards while the site is unattended. See attachment # 2 for more Safety information.
9. SECURITY: All Contractor and all associated sub-contractors’ employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the USACE Security Office. Directions for background check are in paragraph 9.3.
9.1 Submit a complete, updated and signed, list of all Contractor and subcontractor personnel, including their titles and intended working hours, who will be working on site prior to start of work. This listing shall be revised and resubmitted when personnel changes occur.
9.2 Personnel Risk Assessment. A minimum of seven days prior to engaging in work submit, to the CO or
Project POC, a Personnel Risk Assessment (PRA) for each employee requiring authorized unescorted access to the Jobsite. The Contractor employee will only be allowed authorized unescorted physical access after the PRA is shown to and approved by the Government.
9.3 Authorized Unescorted Access Requirements. Perform a PRA on all Contractor personnel that require authorized unescorted access to the Jobsite. Costs associated with the execution of the PRA shall be at the expense of the Contractor. The content of the PRA is defined by the requirements as follows:
a. Criminal Check - Obtain a criminal background check, completed within the last seven years, on all Contractor personnel that require authorized unescorted access to the Jobsite. A minimum of a 7-year criminal background check with the state patrol office shall be performed from the state of residence and employment, for the past seven years. The COR through the Contacting Officer will approve, disapprove, or revoke authorized unescorted access to the Jobsite as a result of the seven-year background check in accordance with Army Directive 2014-05 Enclosure 2.
b. Identity Verification - Contractor employees shall provide positive verification of individual identity prior to authorized unescorted access to the Jobsite. Acceptable forms of identity verification are documents issued by a federal Government agency that include: the individual's photograph, name, and date of birth, such as a passport or military identification (ID) card. Additionally, a state issued driver's license or ID card is acceptable for identity verification.
c. Escort Requirements - Contractor personnel not cleared for authorized access to the Jobsite may be escorted by Government or Contractor personnel that have authorized unescorted access to the Jobsite. All costs related to the escorting of non-cleared personnel shall be at the expense of the Contractor. Additional burden shall not be placed upon the Government to provide these escorts. Prior to access, coordination with the Project Security Officer is required, including but not limited to:
a. Verification of identity with photo identification
b. Name of escorting individual and verification of unescorted status
c. Time of entry into the Jobsite
d. Time exiting the Jobsite.
9.4 All Contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete the following trainings within 5 calendar days after contract award. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, shall be escorted while on site by an approved contractor employee.
a. AT Level I awareness training. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 5 calendar days after completion of training by all employees and subcontractor personnel. b. iWatch Training. The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH, Corps Watch, or See Something, Say Something program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 5 calendar days of contract award and within 3 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after contract award.

c. E-Verify. The Contractor must pre-screen Candidates using the E-verify Program (https://www.e-verify.gov/) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E- verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 5 business days after the initial contract award.
10. PROJECT CLEAN UP: All refuse generated from removal of siding, existing windows and trim, to include the old windows, preparation of window opening, installation of new windows, re-preparation of wood/metal surfaces shall be removed from the site. All debris shall be disposed of off Government lands in accordance with local regulations. No separate payment shall be made for work specified in this section. Compensation for this work will be considered included in the payment for the completed project.
11. BEST VALUE: Award to the successful contractor shall be based on “Best Value” rather than low price. Quotes will be rated on the factors referenced in clause EVALUATION—OTHER
THAN COMMERCIAL ITEMS.
Best Value is a method of evaluating Contractor Experience, Past and current performance, and Price. The Best Value provides the opportunity for cost/technical tradeoffs; therefore, award of a resulting contract will not necessarily be made to the lowest priced offer or the highest ranked technical offer. The attached Contractor Evaluation Criteria see attachment #1 is a form that the Contractor will use to submit their proposal. Criteria shall be evaluated against the standards set forth without regard for the relative strengths and weaknesses of competing criteria.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling

52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS (SEP 2021)
(a) Definitions. As used in this provision--
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
Small business concern--
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (b) of this provision.
