1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval. The following shall be submitted in accordance with Section

01 33 00 SUBMITTAL PROCEDURES:

1.2 PAYMENT ITEMS

Products or Payment items for the work of this contract for which contract payments will be made are listed in the BIDDING SCHEDULE and described below. All costs for items of work shall be included in the listed item most closely associated with the work involved. Payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.2.1 PHASE 1 SHOT ROCK

1.2.1.1 Work Included

The work includes all material, equipment and labor of furnishing, hauling, for the handling and placing of shot rock as specified herein and as shown on the drawings.

Any stockpile of material remaining after completion of the work shall be removed from the project at the contractor's expense.

1.2.1.1.1 0001AA - FIRST 4,900 TON OF SHOT ROCK

The work includes all material, equipment and labor of furnishing, hauling, for the handling and placing of the first 4,900 tons of shot rock as specified herein and as shown on the drawings.

1.2.1.1.2 0001AB - NEXT 900 TON OF SHOT ROCK

The work includes all material, equipment and labor of furnishing, hauling, for the handling and placing of the next 900 tons of shot rock as specified herein and as shown on the drawings.

1.2.1.2 Payment

Payment will be made at the applicable unit price for costs associated with

SECTION 01 22 00.00 10 Page 3 furnishing, transporting, stockpiling (if applicable), placing, and constructing the stone protection as specified in the contract documents.

1.2.1.3 Measurement (Ton)

This Measurement paragraph and the associated subparagraphs apply to CLINs 0001AA and 0001AB.

The "Barge Displacement Method" or the "Scale Method" shall measure stone used in construction of structure repair delivered to the site by waterway for payment. The method used will be at the option of the Contractor, and specified to the Contracting Officer in writing. The "Scale Method" shall measure stone delivered to the construction site by land for payment.

Measurement shall be in "short tons" (2,000 lbs.) and all cost for measuring the stone for payment shall be borne by the Contractor.

1.2.1.3.1 Barge Displacement Method

If stone is delivered by barge, the weight of each barge load of stone may be determined by barge displacement. A barge of stone to be paid for by displacement method shall not be unloaded or removed from the work site until all necessary measurements are made for determining payment quantities delivered and/or used. The measurements will be made in the presence of a Contractor quality control officer, either by the Government Inspector, or by the Contractor in the presence of the Government Inspector.

a. Each barge on which stone is furnished shall be suitably marked with paint of a contrasting color at each of three displacement gaging points along each side of the barge. The marks shall be perpendicular to the edge of the barge, 4 inches wide and 1 foot in length, painted on both the deck and side at three equally spaced points beginning at the rake. The barge name or number shall be affixed to the deck and sides of the barge, both fore and aft, and shall be of sufficient size and legibility so as to be plainly seen and read.

b. Barge Displacement Tables: The Contractor shall furnish to the Contracting Officer a barge displacement table not less than 10 days prior to unloading stone from any barge for which displacement tables have not been previously furnished and approved. The table shall be certified accurate by a person or firm, other than the Contractor, accustomed to performing this service and approved by the Contracting Officer. Barge tables furnished shall contain, in parallel columns, the draft of the barge in feet and tenths from zero to the full depth of the barge, and the corresponding gross displacement to the nearest ton. Tables submitted shall show the name or number of the barge, the barge dimensions, the barge owner, the name of the manufacturer, and the certification of the person or firm preparing the table. The Contractor shall furnish with the barge displacement table a drawing or sketch of each barge, dimensioned in sufficient detail to permit checking of the tables. The drawing show as a minimum the length, width, and depth of the barge and dimensions of rake or rakes, including radius, origin of radius, and headlong dimensions.

c. Weight Scales: If the Contractor selects payment by displacement method, he must also ensure that scales approved by the Contracting Officer are available at all times at a location approved by the Contracting Officer. The Government will bear the cost and responsibility of weighing stone furnished for this contract on these scales.

1.2.1.3.2 Scale Method

Stone delivered at the site of the work may be weighed for payment on public scales which have been approved by the Contracting Officer and which have been certified by the State Wherein the scales are located. The stone shall be weighed to the nearest 20 pounds and the net weight reduced to the nearest hundredth of a ton. If public scales are not available, the Contractor may furnish approved scales subject to certification acceptable to the Contracting Officer, and the weighing service may be supplied by an independent professional organization approved by the Contracting Officer.

The Contractor shall furnish the Government Inspector a copy of each printed weigh bill when self-printing scales are used, or a copy of the weigh bill signed by the weighmaster as each load is delivered to the job site. Each weigh bill shall contain the following: date, unit number, time of gross weight, time of net weight, name of project, contract number, name of Contractor and signature of the weigher.

1.2.1.3.3 Scales

If public scales or an independent professional weighing service is not available, stone delivered to the site of the work may be weighed for payment by a bonded weighmaster on scales which have been approved by the Contracting Officer and which have been certified by the applicable State wherein the scales are located. The Contractor shall furnish the Government Inspector a copy of each weigh bill signed by the bonded weighmaster as each load of stone is delivered.

1.2.1.3.4 Barge Displacement Tables

If the Contractor selects payment by the scale method, he must also provide to the Contracting Officer all of the barge displacement tables, drawings, and data required in 1.2.3.2.1B.

a. Stone shall be weighed for final payment during transport to the site by one of the following methods at the option of the Contractor and with approval of the Contracting Officer. The materials shall be weighed to the nearest 20 pounds and the net weight reduced to the nearest hundredth of a ton.

b. Stone delivered at the site of the work may be weighed on public scales which have been approved by the Contracting Officer and which have been certified by the State wherein the scales are located. If public scales are not available, the weighing service may be supplied by an independent professional organization approved by the Contracting Officer.

The Contractor shall furnish the Contracting Officer a copy of each printed weigh bill, when self-printing scales are used, or a copy of the weigh bill signed by the weigh master as each load is delivered to the jobsite. 1.2.2.1.1 0002AA - FIRST 3,500 TON OF GRADED RIPRAP

The work includes all material, equipment and labor of furnishing, hauling, for the handling and placing of the first 3,500 tons of graded riprap as specified herein and as shown on the drawings.

1.2.2.1.2 0002AB - NEXT 600 TON OF GRADED RIPRAP

The work includes all material, equipment and labor of furnishing, hauling, for the handling and placing of the next 600 tons of graded riprap as specified herein and as shown on the drawings.

1.2.2.2 Payment

Payment will be made at the applicable unit price for costs associated with furnishing, transporting, stockpiling (if applicable), placing, and constructing the stone protection as specified in the contract documents.

1.2.2.3 Measurement (Ton)

This Measurement paragraph and the associated subparagraphs apply to CLINs 0002AA and 0002AB.

1.2.2.3.4 Barge Displacement Tables

If the Contractor selects payment by the scale method, he must also provide to the Contracting Officer all of the barge displacement tables, drawings, and data required in 1.2.3.2.1B.

a. Stone shall be weighed for final payment during transport to the site by one of the following methods at the option of the Contractor and with approval of the Contracting Officer. The materials shall be weighed to the nearest 20 pounds and the net weight reduced to the nearest hundredth of a ton.

1.2.3 PHASE 2 SAND BERM

1.2.3.1 Work Included

The work includes all material, equipment, and labor necessary to hydraulically or mechanically place material from to lines and grades shown on the contract drawings and detailed in the specifications.

1.2.3.1.1 0003AA - FIRST 35,800 CUBIC YARDS OF BERM

The work includes all material, equipment, and labor necessary to hydraulically or mechanically place the first 35,800 cubic yards of material from to lines and grades shown on the contract drawings and detailed in the specifications.

1.2.3.1.2 0003AB - NEXT 6,400 CUBIC YARDS OF BERM

The work includes all material, equipment, and labor necessary to hydraulically or mechanically place the next 6,400 cubic yards of material from to lines and grades shown on the contract drawings and detailed in the specifications.

1.2.3.2 Payment

Applicable unit price times the number of cubic yards of material placed.

1.2.3.3 Measurement (Cubic Yard)

This Measurement paragraph applies to CLINs 0003AA and 0003AB.

The volume of placed material will be determined by computer aided triangulation method taken from pre and post construction quantity surveys.

Hydrographic and land surveys shall be submitted in accordance with Section

01 80 00 AS-BUILT SURVEYS, DIGITAL TERRAIN MODELS AND QUANTITIES.

1.2.4 PHASE 3 REVETMENT

1.2.4.1 Work Included

The work includes all material, equipment and labor of furnishing, hauling, for the handling and placing of the Phase 3 Revetment as specified herein and as shown on the drawings.

Any stockpile of material remaining after completion of the work shall be removed from the project at the contractor's expense.

1.2.4.1.1 0004AA - FIRST 1,765 TON OF REVETMENT

The work includes all material, equipment and labor of furnishing, hauling, for the handling and placing of the first 1,765 tons of Phase 3 Revetment as specified herein and as shown on the drawings.

1.2.4.1.2 0004AB - NEXT 300 TON OF REVETMENT

The work includes all material, equipment and labor of furnishing, hauling, for the handling and placing of the next 300 tons of Phase 3 Revetment as specified herein and as shown on the drawings.

1.2.4.2 Payment

Payment will be made at the applicable unit price for costs associated with furnishing, transporting, stockpiling (if applicable), placing, and constructing the stone protection as specified in the contract documents.

1.2.4.3 Measurement (Ton)

This Measurement paragraph and the associated subparagraphs apply to CLINs 0004AA and 0004AB.

The table shall be certified accurate by a person or firm, other than the Contractor, accustomed to performing this service and approved by the Contracting Officer. Barge tables furnished shall contain, in parallel columns, the draft of the barge in feet and tenths from zero to the full depth of the barge, and the corresponding gross displacement to the nearest ton. SECTION 01 22 00.00 10 Page 9 shall show the name or number of the barge, the barge dimensions, the barge owner, the name of the manufacturer, and the certification of the person or firm preparing the table. The Contractor shall furnish with the barge displacement table a drawing or sketch of each barge, dimensioned in sufficient detail to permit checking of the tables. The drawing show as a minimum the length, width, and depth of the barge and dimensions of rake or rakes, including radius, origin of radius, and headlong dimensions.

c. Weight Scales: If the Contractor selects payment by displacement method, he must also ensure that scales approved by the Contracting Officer are available at all times at a location approved by the Contracting Officer. The Government will bear the cost and responsibility of weighing stone furnished for this contract on these scales.

1.2.4.3.2 Scale Method

Stone delivered at the site of the work may be weighed for payment on public scales which have been approved by the Contracting Officer and which have been certified by the State Wherein the scales are located. The stone shall be weighed to the nearest 20 pounds and the net weight reduced to the nearest hundredth of a ton. If public scales are not available, the Contractor may furnish approved scales subject to certification acceptable to the Contracting Officer, and the weighing service may be supplied by an independent professional organization approved by the Contracting Officer.

The Contractor shall furnish the Government Inspector a copy of each printed weigh bill when self-printing scales are used, or a copy of the weigh bill signed by the weighmaster as each load is delivered to the job site. Each weigh bill shall contain the following: date, unit number, time of gross weight, time of net weight, name of project, contract number, name of Contractor and signature of the weigher.

1.2.4.3.3 Scales

If public scales or an independent professional weighing service is not available, stone delivered to the site of the work may be weighed for payment by a bonded weighmaster on scales which have been approved by the Contracting Officer and which have been certified by the applicable State wherein the scales are located. The Contractor shall furnish the Government Inspector a copy of each weigh bill signed by the bonded weighmaster as each load of stone is delivered.

1.2.4.3.4 Barge Displacement Tables

If the Contractor selects payment by the scale method, he must also provide to the Contracting Officer all of the barge displacement tables, drawings, and data required in 1.2.3.2.1B.

a. Stone shall be weighed for final payment during transport to the site by one of the following methods at the option of the Contractor and with approval of the Contracting Officer. The materials shall be weighed to the nearest 20 pounds and the net weight reduced to the nearest hundredth of a ton.

b. Stone delivered at the site of the work may be weighed on public scales which have been approved by the Contracting Officer and which have been certified by the State wherein the scales are located. If public scales are not available, the weighing service may be supplied by an independent professional organization approved by the Contracting Officer.

The Contractor shall furnish the Contracting Officer a copy of each printed

All costs for weighing the materials shall be borne by the Contractor.

1.2.5 PHASE 3 AGGREGATE SURFACE COURSE

1.2.5.1 Work Included

The work of this item shall include but not be limited to furnishing all labor, materials and equipment and performing all operations necessary for furnishing and placing gravel surfacing as required according to the drawings and specifications.

Payment shall be made on a progressive basis, based on the amount of work completed at the lump sum price.

1.2.6 PHASE 3 TOPSOIL

1.2.6.1 Work Included

This work includes equipment and labor, including all incidental and customarily performed work necessary for hauling, and spreading topsoil.

1.2.6.1.1 0006AA - FIRST 2,000 CUBIC YARDS OF TOP SOIL

This work includes equipment and labor, including all incidental and customarily performed work necessary for hauling, and spreading the first 2,000 cubic yards of topsoil.

1.2.6.1.2 0006AB - NEXT 500 CUBIC YARDS OF TOP SOIL

This work includes equipment and labor, including all incidental and customarily performed work necessary for hauling, and spreading the next 500 cubic yards of topsoil.

1.2.6.2 Measurement

This Measurement paragraph applies to CLINs 0006AA and 0006AB.

Cubic Yard. The quantity of earth fill placed shall be determined based on excavation and after compacted embankment placement surveys of the areas to receive this material, surveyed at the Contractor's expense. Note that the after compacted embankment surveys of the compacted embankments shall be performed and approved prior to placement of any subsequent layers of surfacing. Measurements will be made to the nearest one-tenth foot and volume determined to the nearest whole cubic yard using triangle volume method. Cubic yardage of topsoil shall be determined by quantity survey from dtm surfaces before and after compacted embankment installation are created as describe in Section As-Built Surveys, Digital Terrain Models, and Quantities. The quantities shall be determined from surveys performed

1.2.6.3 Payment

Applicable unit price times the number of cubic yards of material acceptably placed.

1.2.7 SEEDING AND MULCHING

1.2.7.1 Work Includes

This work includes but not be limited to all materials, equipment and labor, and all incidental and customarily performed work necessary for seeding of disturbed areas, to complete the requirements according to the drawings and specifications specified herein.

1.2.7.2 Measurement

Payment shall be made on a progressive basis, based on the amount of work completed at the lump sum price.

1.2.8 MOBILIZATION/DEMOBILIZATION
