QUESTIONS and ANSWERS: W9128F‐18‐R‐0062 13 July 2018

Question 1. Does the SBE Prime need to have a facility clearance for award or can a subcontractors facility clearance be used initially?

Answer 1. A subcontractors facility clearance be used.

Question 2. Does the SBE prime need to perform 50% of the work or can 50% be done by the SBE prime and an SBE subcontractor?

Answer 2. It's very had to determine in advance if the prime will conduct over 50% of the work on an IDIQ contract because we don't know what the work will be. However, as we evaluate proposals, if it appears that the prime will rely almost entirely on subcontractors, then we would rate it lower. For example, a prime with only project managers and no blast specialists would not be able to perform 50% of the work and would be rated lower.

Question 3. Announcement Section A, (1) Analyze Blast Effects on Structure, lists testing. Both blast testing and material testing. Does the proposing team need to provide this testing service, or will the proposing team just evaluate data from other source?

Answer 3. The team needs to be able to provide the testing service either through subcontracting or they have to have testing facilities. A task order could require the contractor to perform open‐air blast tests or blast tests using a shock tube. The team will then evaluate the date from the test.

Question 4. For the resumes do just the key people have to hold security clearances or does every resume we include needs to show a security clearance? Can we have additional support that don’t have a clearance from day 1 but can get the clearance if the key disciplines are covered in the proposal?

Answer 4. Just the key people have to hold security clearances.

Question 5. Can you please let me know if a bid would be accepted without currently having a SECRET Level clearance?

Answer 5. The firms have to have personnel with a security clearance for us to consider them. When we award a task order, we likely will not have time to wait for a contractor to apply for and get their clearance.

Question 6. The contractors question is this: He has personnel with Security Clearances. His Small Business Firm does not have a facility clearance. Is this acceptable?

Answer 6. It is acceptable for them to use a team member's facility for storage of classified material.
