Performance Work Statement

Replace OM Lighting & HVAC U.S. Army Corps of Engineers

Omaha District – Gavins Point Project Yankton, SD

1. SCOPE

The goal of this project is to improve energy efficiency by replacing outdated lighting & HVAC equipment at Gavins Point. The current fixtures and equipment have deteriorated over time and need to be replaced with newer technology that is more energy efficient. The Contractor shall provide all supplies, materials, equipment and labor to remove and replace lighting and HVAC systems in several buildings at the Gavins Point Project.

Work shall include the following:

1.1 Lighting at Outside Maintenance Building #1- Removal of existing luminaires, installation of new luminaires, and installation of new wiring. This layout design shall provide an average luminance of 50 foot-candles.

Service Bay- The contractor shall: Remove and dispose of 93 (seven HID and eighty-six 4’ T-12 fixtures) existing luminaires. Deliver and install four (4) LED luminaires as task lighting over the work bench utilizing the same wiring and wall mounted brackets. The basis of design for the task lighting is Halophane Bantum BALED-5L-5K- AS-W-A; an approved equal luminaire shall be rated at 5,000 lumens, have a Correlated Color Temperature (*CCT) of 4000K, have a minimum Color Rendering Index (*CRI) of 80, and have a minimum rated lifespan of 100,000 hours. Deliver and install twenty (20) LED high-bay linear shop light luminaires in the locations shown on the lighting lay-out illustration in Appendix A. Approximately 750 linear feet of new wiring, conduit, etc. will be required to connect all ceiling mounted luminaires to the existing electrical system. The existing channel and roof hangers can be reused but the existing wiring and conduit shall be disposed of off-site. The basis of lighting design for the LED high-bay fixture is from the Halophane EMW-15000LM-FST-MD-40K-80CRI; an approved equal luminaire shall be rated at 15,000 lumens, have a CCT of 4000K, have a minimum CRI of 80, be UL listed for wet locations, and have a rated lifespan of 100,000 hours.

Welding Area- The contractor shall: Remove and dispose of one metal halide and six 4’ T-12 fixtures. Deliver and install four (4) LED high-bay linear shop light luminaires in the locations shown on the lighting lay-out illustration in Appendix A. Approximately 100 linear feet of new wiring, conduit, etc. will be required to connect all ceiling mounted luminaires to the existing electrical system. A new single wall mounted switch shall be mounted near the west entrance of the welding shop. The existing channel and roof hangers can be reused but the existing wiring and conduit shall be disposed of off-site. The basis of lighting design for the LED high bay fixture is from the Halophane Bantum BALED-5L-5K-AS-P-A; an approved equal luminaire shall be rated at 5,000 lumens, have a CCT of 4000K, have a minimum CRI of 80, and have a rated lifespan of 100,000 hours.

Office Areas- The contractor shall: Remove and dispose of fifty (50) florescent lamps and ballasts from the existing ceiling luminaires. Install fifty (50) government furnished LED tubes and one hundred (100) tombstone end pin sockets. The installation shall utilize the existing lighting layout and each fixture should be rewired to a shunted configuration.

1.2 HVAC at Outside Maintenance Building #1- Removal of one furnace, delivery & installation of 1 new furnace and 2 new heat pumps.

The contractor shall: Remove and dispose of one 16-year-old Lennox Pulse furnace. Deliver and install a new 120,000 Btu./hr. propane furnace and 5 ton (60,000 Btu./hr.) heat pump. The basis of design will be a Trane Furnace Model TUH1D120A9601A and Heat Pump Model 4TWA4060A3/4. An approved equal furnace shall have a minimum Annual Fuel Utilization Efficiency (AFUE) rating of 95% and an approved equal heat pump shall have a minimum 14 SEER rating. The new furnace will utilize the existing electrical circuit and breaker. The heat pump shall include refrigeration piping, refrigeration specialties, anti-short cycle time, hail guards, and a cased indoor coil to match the new furnace. The heat pump shall also require electrical service including installation of a new circuit breaker in the existing panel, new conduit, new wiring, and a fused disconnect switch. Fabricate new transitions for supply and return air ducting for each unit with an additional ~4’ of retrofitted ductwork required to attach the new unit to the existing ductwork. All ductwork shall be constructed with 26- gauge galvanized sheet metal and canvas expansion joints shall be required for the supply and return air connections. Install an enclosed air filter rack within the air return that allows for air filter replacement without having to remove any furnace panels. Install condensate piping for each unit that includes a trap and extends from the unit to within 3” of the nearest floor drain. The outdoor condensing unit shall be mounted on the roof of the building (directly above the new furnace). The unit shall be mechanically fastened to pressure-treated wood sleepers (i.e. railroad ties). The sleepers shall be mechanically fastened to the roof deck and flashed (weatherproofed) with EPDM material compatible with the existing roofing surface. All roofing penetrations shall be routed through an adhered EDPM flashing boot and professional workmanship should insure that the roof does not leak after installation of the condensing unit.

A second and separate three year old Lennox/Aire Flo furnace will remain in place and operational. The contractor shall deliver and install a new 5 ton (60,000 Btu./hr.) heat pump that connects to this three year old furnace. The new heat pump shall include an indoor cased coil that matches the dimensions of the existing furnace. The basis of design will be Heat Pump Model 4TWA4060A3/4. An approved equal shall have a minimum 14 SEER rating. The heat pump shall include refrigeration piping, refrigeration specialties, anti-short cycle time, and hail guards. The heat pump shall also require electrical service including installation of a new circuit breaker in the existing panel, new conduit, new wiring, and a fused disconnect switch. Fabricate new transitions for supply and return air ducting for each unit with an additional ~4’ of retrofitted ductwork required to attach the new unit to the existing ductwork.

All ductwork shall be constructed with 26- gauge galvanized sheet metal and canvas expansion joints shall be required for the supply and return air connections. 1.3 Lighting at Outside Maintenance Building #2- Removal of existing luminaires, installation of new luminaires, installation of new occupancy sensor(s).

The contractor shall: Remove and dispose of 23 ceiling mounted luminaires, which includes 15 fluorescents and 8 HID’s. Deliver and install (using the existing wiring) 15 LED high bay linear shop light luminaires; six (6) of these luminaires shall be integrated with an occupancy sensor. The conduit and electrical box for each of the HID fixtures can remain in place but should be capped. The basis of design for nine (9) of the luminaires is the Halophane EMW- 15000LM-FST-MD-40K-80CRI; an approved equal luminaire shall be rated at 15,000 lumens, have a CCT of 4000K, have a minimum CRI of 80, and have a rated lifespan of 100,000 hours. The basis of design for the six (6) luminaires integrated with an occupancy sensor is the Halophane EMW-15000LM-FST-MD-40K-80CRI- MSI6NWL. Remove and dispose of three existing wall switches. This includes one set of 3-way switches located by each passage door and a separate single switch located near the east passage door that controls a single row of lights on the north end of the building. Each luminaire shall be the located in areas identified on the drawings in Appendix A and shall utilize the existing electrical wiring. The new three-way PIR sensors will control all 15 luminaires, which will require wiring modifications within the lighting control contactor panel.

1.4 Lighting at Outside Maintenance Building #3- Removal of existing luminaires, installation of new luminaires, installation of new PIRs, and installation of new wiring

The contractor shall: Remove and dispose of one metal halide and two spot light fixtures. Add approximately 150 linear feet of new wiring and conduit to achieve the desired lighting layout depicted in Appendix A. Deliver and install four (4) new wet location LED luminaires. Two (2) of the luminaires shall be integrated with an occupancy sensor. The new three-way occupancy sensors will control all 4 luminaires and shall have a manual override contact which will require wiring modifications within the lighting control contactor panel. The basis of design for these two types of fixtures is the Halophane EMW-15000LM-FST-MD-40K-80CRI and the Halophane EMW-15000LM-FST- MD-40K-80CRI-MSI6NWL; an approved equal luminaire shall be rated at 15,000 lumens, have a CCT of 4,000K, have a minimum CRI of 80, and have a rated lifespan of 100,000 hours.

1.5 Lighting at Outside Maintenance Building #4- Removal of existing luminaires, installation of new luminaires, and installation of new wiring

1.5.1. Cold Storage (West) Area- The contractor shall: Remove and dispose of three incandescent ceiling mounted luminaires. Add approximately 150 linear feet of new wiring and conduit to achieve the desired lighting layout depicted in Appendix A. Deliver and install ten (10) LED luminaires. Deliver & install two (2) new overhead occupancy sensors. The new three-way PIR sensors shall control all ten (10) luminaires and shall have a manual override contact which will require wiring modifications within the lighting control contactor panel. The basis of design for these luminaires is the Halophane EMS-L48-10000LM-IMAFL-WD-XX-4; an approved equal luminaire shall be rated at 10,000 lumens, have a CCT of 4000K, have a minimum CRI of 80, and have a rated lifespan of 100,000 hours. The basis of design for the overhead occupancy sensor is the basis of design for the overhead occupancy sensor is the Leviton OSFU-I4W. An approved equal sensor shall be commercial grade and provide a major motion coverage pattern of 180 degrees over a 35’ range.

1.5.2. Plumbing (Center) Area- The contractor shall: Remove and dispose of one incandescent ceiling mounted luminaire and two spot lights. Add approximately 100 linear feet of new wiring and conduit to achieve the desired lighting layout depicted in Appendix A. Deliver and install a new single toggle light switch, four (5) LED luminaires. The new toggle light switch shall operate all four (4) luminaires. The basis of design is for the LED luminaires is the Halophane EMS-L48-10000LM-IMAFL-WD-XX-4; an approved equal luminaire shall be rated at 10,000 lumens, have a CCT of 4000K, have a minimum CRI of 80, and have a rated lifespan of 100,000 hours.

1.5.3. Carpentry (East) Area- The contractor shall: Remove and dispose of 20 fluorescent lamps and ballasts.

Deliver and install eight (8) new LED luminaires to achieve the desired lighting layout depicted in Appendix A. The existing wiring should be reused to the greatest extent possible. The basis of design for the LED luminaires is the Halophane EMS-L48-10000LM-IMAFL-WD-XX-4; an approved equal luminaire shall be rated at 10,000 lumens, have a CCT of 4000K, have a minimum CRI of 80, and have a rated lifespan of 100,000 hours.

1.6 Electrical at Outside Maintenance Buildings 5, 6, & 7- Installation of new PIR sensors, installation of new wiring.

1.6.1. Building #5- The contractor shall: Deliver and install six (6) new overhead passive infrared (PIR) occupancy sensors according to the layout depicted on Appendix A. This will require approximately 160’ of additional conduit and wiring. Each PIR occupancy sensor shall control all existing luminaires. The basis of design for the ceiling mounted passive infrared (PIR) occupancy sensors is Leviton OSFU-I4W. An approved equal sensor shall be commercial grade and provide a major motion coverage pattern of 180 degrees over a 35’ range. The current lighting switches consist of (3) separate wall mounted toggle switches installed near the west passage door. Each switch controls a single row of lights (three rows of five for a total of 15 luminaires). The contractor shall utilize the wiring to the existing wall switches to the greatest extent possible as a means to establish manual override contacts for the new PIRs.

1.6.2. Building #6- The contractor shall: Deliver and install six (6) new overhead passive infrared (PIR) occupancy sensors according to the layout depicted on Appendix A. This will require approximately 160’ of additional conduit and wiring. Each PIR occupancy sensor shall control all existing luminaires. The basis of design for the ceiling mounted passive infrared (PIR) occupancy sensors is Leviton OSFU-I4W. An approved equal sensor shall be commercial grade and provide a major motion coverage pattern of 180 degrees over a 35’ range. There is currently two (2) lighting switches installed adjacent to each exterior door. Each switch controls all of the current luminaires inside of the building. The contractor shall utilize the wiring to the existing wall switches to the greatest extent possible as a means to establish manual override contacts for the new PIRs.

1.6.3. Building #7- The contractor shall: Deliver and install two (2) new overhead passive infrared (PIR) occupancy sensors according to the layout depicted on Appendix A. This will require approximately 50’ of additional conduit and wiring. Each PIR occupancy sensor shall control all existing luminaires. The basis of design for the ceiling mounted passive infrared (PIR) occupancy sensors is Leviton OSFU-I4W. An approved equal sensor shall be commercial grade and provide a major motion coverage pattern of 180 degrees over a 35’ range. There is currently one toggle switch installed near the exterior door. The contractor shall utilize the wiring to the existing wall switches to the greatest extent possible as a means to establish a manual override contact for the new PIRs.

1.7 Outdoor Lighting at Outside Maintenance Compound- Removal disposal of existing luminaires, installation of new luminaires. The contractor shall: Remove and dispose of 10 pole mounted HID luminaires. Deliver and install 10 LED roadway luminaires. Nine of the existing electrical wiring, poles, and arms will be reused with the new LED luminaires. One of the existing electrical poles will be relocated approximately 25’ away. This pole will require installation of new electrical service and a new concrete footer/pad with embedded steel bolts for mounting purposes. The pedestal of the pole that is removed shall be cut flush with the ground surface. See Appendix A for the layout of the existing poles and location of the new pole. The basis of design is the Lithonia DSX2-LED-P2- 40K-T4M-MVOLT-RPA; an approved equal luminaire shall be rated at 23,500 lumens, have a CCT of 4000K, have a photocell, remain 480 VAC, and have a rated lifespan of 100,000 hours.

2. GENERAL REQUIREMENTS

2.1 The contractor shall develop a work plan outlining all the phases of work and expected coordination with Government personnel. The work plan should address major tasks, a schedule, and the means and methods that will be implemented to accomplish them.

2.2 A quality control plan (QCP) providing the name, qualifications (in resume format), years of experience, duties, responsibilities, and authorities of each person involved in this project. The appointed project superintendent will be responsible for the overall management of the onsite work and will be required to be on site at all times during construction. This person shall be a person with a minimum of 5 years’ experience in related electrical and HVAC work. The QCP will also detail the procedures for scheduling, reviewing, certifying, and managing submittals, including those of subcontractors, offsite fabricators, suppliers, and purchasing agents.

2.3 An environmental protection plan (EPP) including a list of all SDSs for all hazardous materials that will be brought on site. Provide the name of the person who will be responsible for any environmental issues. Provide a brief description of waste management practices, including methods and proposed locations for waste accumulation/storage. Explain procedures for removing waste from site along with the expected amount of time waste will be stored on site.

2.4 An accident prevention plan (APP) in accordance with the requirements for an abbreviated APP in lieu of a fully-developed APP, as described in USACE EM 385-1-1, Appendix A, paragraph 2 and paragraph 3k.

2.5 Though it is not required prior to bid, prospective Contractors are encouraged to make a site visit to determine the extent of work required, perform field measurements as needed, inspect route to work area, etc. See Specification for site visit date or contact the project office for a site visit. The POC is Justin Scholl at 402-667-2561.

2.6 Minimum warranty of equipment and labor for one (1) year.

2.7 Installation shall include the proper assembly, maintenance, and operation of the equipment and be accomplished by an installer who is certified by the manufacturer.

2.8 The Contractor shall be responsible for field verification of existing conditions prior to start of work.

2.9 The Contractor shall be responsible for the protection of the work area from damage, and upon completion of the work, shall leave existing works in a condition equal to that which existed when the work started. All work and storage of materials shall be kept within the limits of the areas assigned.

Work areas shall be kept in a condition conducive to the safety of workers and the public.

2.10 The contractor shall make professional handwritten changes to government furnished shop drawings for each facility. The handwritten changes shall be considered as-built drawings for each facility.

4. WORKING HOURS, CONDITIONS, SECURITY THREAT LEVELS (FPCON)

4.1 The contractor will have access to the job site for work from 0700 to 1700 hours Monday through Friday, excluding any federally recognized holiday. Any work that will require assistance from a Gavins Point electrician or mechanic must take place between 0700 to 1630 hours Monday through Thursday. The contractor shall plan all work accordingly to this work schedule.

4.2 The Contractor shall provide and maintain one portable toilet, with a portable hand washing facility, throughout the duration of this project. The toilet shall be placed at the location directed by the Government.

4.3 During contract work, it is possible that the Gavins Point Project may go to a higher Force Protection Condition (FPCON) threat level and increase security measures.

4.4 Government activities during higher threat levels may cause delays to include, but are not limited to vehicle searches, requiring Contractor employees to provide identification, passport, and/or work visa, and issuance of access cards to the Contractor’s site Supervisor.

4.5 The Government Representative will document delays in agreement with the Contractor. If the threat level requires the Contractor to leave the site for an extended period of time, the contract may be modified to extend completion date and may address additional mobilizing and demobilizing costs, plus reasonable time on site with no penalty to the Contractor.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will the best value to the Government. Quotations will be evaluated using the following factors:

1. Past Performance – The quoter shall provide two references of projects completed within the past five (5) years.

Experience consists of projects completed as a prime contractor or projects of qualified subcontractors that have the capabilities to perform this work. These references need to be equal to or similar in scope of this requirement. The contractor shall provide dates and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor shall include points of contact, titles, telephone numbers, and email addresses (if available) for all references.

Additionally, past performance may be based on the contracting’s officer’s knowledge of and previous experience with similar purchases acquired and any information contained in the Governmentwide Past Performance Information Retrieval System (PPIRS), contained at www.ppirs.gov.

The quoter will receive a rating of exceptional for past performance that demonstrates successful completion of similar purchases on all references and the additional information retrieved from PPIRS and from the Contracting Officer is favorable. The quoter will receive a rating of satisfactory for past performance that has at least one reference that demonstrates successful completion of similar purchases and the information from PPIRS and the Contracting Officer is favorable. The quoter will receive a rating of unsatisfactory for past performance that does not demonstrate any successfully completed similar purchases on the references and the additional information from PPIRS and the Contracting Officer is not favorable.

2. Price – The quote shall be inclusive of all costs to perform the work specified in the solicitation.

The award will be based on whether the lowest priced of the quotations having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(a) In accordance with sections 8124 and 8125 of Division A of the Consolidated Appropriations Act, 2012,(Pub. L.

112-74) none of the funds made available by that Act may be used to enter into a contract with any corporation that—

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
