Amendment No. 0001 27 November 2017

SUBJECT: Amendment No. 0001 to Request for Proposal Solicitation Package for Construction of Install Digital Governors, Gavins Point Dam, NE Solicitation No. W9128F 17 R 0038.

TO: Prospective Offerors and Others Concerned

1. The specifications and drawings for subject project are hereby modified as follows (revise all specification indices, attachment lists, and drawing indices accordingly).

a. Specifications. (Descriptive Changes.)

(1) Section 00 22 00 Page 10-11, delete paragraph 11.1.2 and substitute the following:

“11.1.2. Schedule Constraints:

a. Preliminary site visit for reverse engineering of valves for Units 1 and 3 shall take place at any point between 1 April 2018 and 1 May 2018, when the units will be down for other work. Valves shall be completely reinstalled and returned to a fully functional state prior to the 1 May 2018 deadline. Unit 2 reverse engineering may take place anytime between 15 Nov 2018 and 20 Dec 2018, when the unit will be down for other work. Valves shall be completely reinstalled and returned to a fully functional state prior to the 20 Dec 2018 deadline. These periods will be far enough in advance for inspection, shop drawing creation, and fabrication of any possible needed distributing valve parts. Demonstrate understanding of typical machine shop fabrication time and required submittal coordination.

b. Pre-Construction Submittals submitted/approved within 85 calendar days from Notice To Proceed being issued.

c. Total outage time for all units will not exceed 150 consecutive days and must fall within the scheduled outage of 2 Jan 2019 to 31 May 2019. Mobilization may take place any time after 1 Nov 2018; however governor installation cannot begin until 2 Jan 2019.

d. The governor may be considered available to the contractor the day after the clearance has been put in place.

e. For planning purposes, government and supply contractor commissioning period will be 14 calendar days.

f. Work will commence with Unit 1. Due to the limited outage period of 2 Jan 2018 to 31 May 2018, the government anticipates the follow-on two

Am #0001 - 3 outages will not be authorized by the government until the first unit has successfully been commissioned and turned back over the government.”

(2) Section 01 12 00 Page 4, delete paragraph 1.8 and substitute the following:

“1.8 COORDINATION AND OUTAGES

Preliminary site visit for reverse engineering of valves for units 1 and 3 shall take place at any point between 1 April 2018 and 1 May 2018, when units will be down for other work. Valves shall be completely reinstalled and returned to a fully functional state prior to the 01 May 2018 deadline. Unit 2 reverse engineering shall take place anytime between 15 November 2018 and 20 December 2018, when the unit will be down for other work. Valves shall be completely reinstalled and returned to a fully functional state prior to the 20 December 2018 deadline. These periods should be sufficient for inspection, shop drawing creation, and fabrication of spare distributing valve parts. See Section 48 19 00.00 26, paragraph 3.2.9.2 Preliminary Distribution Value Inspection And Reverse Engineering for distributing valve inspection requirements. The Contractor will be allowed to mobilize onto the site starting 01 November 2018. The first outage may begin no earlier than 02 January 2019, depending on the flowrates. All units must be fully commissioned by 31 May 2019. Unit outages may take up to 6 weeks per unit.

The Contractor shall commence work with Unit 1. Do to the limited outage period of 02 January 2019 to 31 May 2019 the Government anticipates follow-on two (2) units will need to be out of service concurrently; however, overlapping outages will not be authorized by the Government until the first unit has been successfully commissioned and turned back over the Government. The Contractor's employees shall not open, close or tamper with switches, valves or control devices for existing installed equipment. Only Government operating personnel will be authorized to open or close existing switches, valves and control devices to enable the Contractor to make connections or modifications to existing equipment. Work shall be coordinated and scheduled to reduce the "Outage" time of operating equipment or systems to a minimum. Work in the proximity of exposed energized equipment such as in the switchyard or work involving connections to existing energized or operating equipment or systems shall perform only under the Safe Clearance Procedures. The Contractor will be instructed by the Contracting Officer in the proper procedure for requesting clearances. Only qualified supervisory personnel will be permitted to request clearances. Request for "Outage" shall be made by the Contractor to the Contracting Officer in each instance and in sufficient time to permit adjusting power plant operations, and to coordinate outages with the dispatching agency.

Scheduling of "Outage" will be subject to the approval of the Contracting Officer. Also see Liquidated Damages related to Outages in Section 00 73 00, Paragraph 1.2 LIQUIDATED DAMAGES.”

(3) Section 01 12 00 Page 8, add the following new paragraph, “1.15 STAGING AREAS

Exterior staging is available at the front awning for a maximum 53 foot trailer. This area has 240v and 120v power available. Additional staging and storage is available at the west end of the switchyard. This area has 120v power available. Interior staging will be coordinated with Government.”

(4) Section 26 10 00.00 26 Page 18, delete paragraph 3.4.1 and

“3.4.1 Equipment Installation And Wiring

Submit relevant O&M data and product cut sheets to the Government. The Government will later insert these into the Digital Governor O&M Manual for reference.”

(5) Section 27 21 10.00 26 Page 12, delete paragraph 3.5.1 and

“3.5.1 Fiber Optic Data Transmission System

Submit relevant O&M data and product cut sheets to the Government. The Government will later insert these into the Digital Governor O&M Manual for reference.”

(6) Section 48 19 00.00 26 Page 18, paragraph 3.2.1.4, line 2, delete “eight units” and substitute “three units”

2. This amendment is a part of the proposing papers and its receipt shall be acknowledged on the Standard Form 1442. All other conditions and requirements of the request for proposal remain unchanged. If the proposals have been mailed prior to receiving this amendment, you will notify the office where proposals are received, in the specified manner, immediately of its receipt and of any changes in your proposal occasioned thereby.

a. Hand-Carried Proposals shall be delivered to the U.S. Army Corps of Engineers, Omaha District, Contracting Division, 1616 Capitol Avenue, Omaha, Nebraska 68102-4901.

b. Mailed Proposals shall be addressed as noted in Item 8 on Page 00 10 00-1 of Standard Form 1442.

3. Offers will be received until 2:00 p.m., local time at place of receiving proposals, 06 December 2017.
