Section C - Descriptions and Specifications
SCOPE OF WORK
Construction Specification Gavins Point Project
Caulk Visitor Center Windows
1.0 Scope of Work. Contractor shall be responsible for all labor and material required to remove the existing caulking material, clean the glass and metal surfaces with sealant manufacturer approved cleaner/degreaser, apply new sealant, tool, and clean away excess sealant material. Contractor will also be required to remove the bottom steel mullions, 95 lf, fabricate, paint and install new steel mullions made of the same grade of steel as the existing mullions. The sealant portion of the work shall be completed on the approximately 1,000 square foot of windows located at the Visitor Center of the Gavins Point Dam, Yankton, South Dakota. The contractor shall complete all work within 60 calendar days after award. The contractor is responsible for inspecting the site of performance. The contractor can arrange a site visit by contacting Mike Callaghan at 402-667-2563 or Curt Bisgard at 402-667-2565.
1.2 All Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. No background checks are required for this contract.
1.3 The Contractor must pre-screen Candidates using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.
2.0. BEST VALUE: Award to the successful contractor shall be based on “Best Value” rather than low bid. The bids will be based on the following factors:
Factor 1 - Past Performance - The contractor shall provide three references of projects completed within the past three years. These references need to be equal to or similar in scope of this requirement. Contractor shall provide dates and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor should be a commercial specialty service provider involved in the application of the sealant material. The contractor shall include points of contact, titles, telephone numbers, and email addresses (if available) for all references.
Factor 2 - Technical Factors - Technical factors will concentrate on the capacity and the qualifications of the contractor's ability to provide quality work.
a. Subfactor 1 - Contractor Approach – Contractors shall submit a proposal describing the approach to be used to accomplish the project objectives that meet the standards of the performance work statement. A site visit to the project is also a required part of the best value criteria.
b. Subfactor 2 - Time for completion of contract - Contractor shall propose a schedule for the time required to procure material, initiate work and complete project.
Factor 3 - Price
Factors 1 and 2 when combined are significantly more important than price.
3.0 General
3.1 Standards and Regulations. The Contractor shall perform to the standards in the contract and comply with all Local, State, and Federal Regulations during the services performed. The Contractor is responsible for ascertaining the extent to which these regulations affect the operations resulting from this contract. The Contractor shall comply with all applicable regulations. Applicable regulations include, but are not limited to the following:
a. Engineering Manual (EM) 385-1-1 (USACE – Safety and Health Requirements Manual), dated November 2014;

b. Occupational Safety and Health Standards (29 CFR 1910);
c. American Society for Testing and Materials (ASTM) E-514 Standard Test Method for Water Penetration and
Leakage Through Masonry;
d. National Cooperative Highway Research Program (NCHRP) Report 244 Reduction of Chloride Ion Uptake.
3.1.1 Activity Hazard Analysis (AHA). The contractor shall prepare the AHA in accordance with Paragraph 01.A.14 or 01.A.15 of the EM 385-1-1. If using Paragraph 01.A.15, prepare the AHA IAW Figure 1-2.
Note: Contractors and other individual employer’s typically use Job Safety Analyses (JSAs), Job Hazard Analyses (JHAs), or similar Risk Management assessment tools. The government considers equivalent to, and acceptable substitutes for, the USACE’s AHA provided the data collected is the same as that required by the AHA, commensurate with the type of services the contractor is performing.
3.1.2 Abbreviated Accident Prevention Plan (APP). EM 385-1-1 in its entirety may be too complex for the type of work performed under these contracts; contractors may reference Appendix A, for abbreviated Accident Prevention Plan (APP). The contractor shall only need to submit items in Appendix A that are pertinent to the contract. The contractor shall use a qualified person to prepare the site-specific abbreviated Accident Prevention Plan (APP). The contractor shall prepare the APP in accordance with the format and requirements of the EM 385-1-1 and supplemented herein. The contractor shall sign and submit the APP for approval prior to the start of work onsite.
3.2 Measurement and Payment. The government will make payment on a job basis for furnishing all materials, equipment, and labor to perform all operations necessary to complete the work stated in this SOW. See FAR 52.232- 5 – Payments under Fixed-Price Construction Contracts for additional information.
3.3 Location. The contractor shall complete all work at Gavins Point Project Visitor Center.
3.4 Staging Area. The government will provide limited space for the contractor to stage equipment and material.
The contractor shall contact Contracting Officer Representative (COR) for staging area needs.
3.5 Delivery, Storage, and Handling. Deliver materials in manufacturer’s original, unopened, undamaged containers with labels identified intact. Store material to ensure protection from exposure to harmful environmental conditions. Store material at the manufacturer’s recommended temperature and humidity conditions.
3.6 Work Hours and Work Limits. The contractor is responsible for conducting business, between the hours of 7:00 am – 4:00 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
3.7 Facilities. The government will provide electricity and water. The contractor shall make arrangements for use of public and private utilities, as needed.
3.8 Environmental Conditions. In order to prevent, and to provide for abatement and control of any environmental pollution arising from the construction activities in the performance of this contract, the contractor and sub-contractors shall comply with all applicable federal, state and local laws and regulations concerning environmental pollution control and abatement.
3.8.1 Notification. The COR will notify the contractor in writing of any non-compliance with the aforementioned federal, state, or local laws or regulations. The contractor shall, after receipt of such notice, immediately inform the COR of proposed corrective action and take such action until resolved. If the contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until the contractor has taken satisfactory corrective action.
3.9 Antiterrorism/Operation Security Requirements. N/A
4.0 Submittals. Prior to commencement of work, the contractor shall submit the following documents to the COR for review and approval:
a. Activity Hazard Analysis (AHA);
b. Abbreviated Accident Prevention Plan (APP)
c. List of who will perform work on this contract;
d. Proof of Insurance for Contractors and Subcontractors;
e. Specific materials specified in the SOW; the contractor shall provide a copy of the MSDS, product data/label, and installation instructions, as applicable;
4.0 Materials.
4.1 Silicone Glazing sealants. Tremco Inc, Spectrem 2 sealant, equal to or better than produce, reference enclosed Glazing Sealant specifications, color, clear or brown to match mullions
4.2 Steel Mullion. Replacement steel mullions shall be of the same weight and grade of steel that are in the existing window, with a powder coating finish, matching the existing color.

Drawings may not reflect actual site conditions or show all equipment installed and the government does not guarantee the accuracy of the reference drawings and information provided within this document. Therefore, field verification by the Contractor is highly recommended to determine actual site-specific conditions.

QUALITY ASSURANCE
V. Manufacturer: Company specializing in manufacturing products specified in this section with minimum ten years documented experience.
W. Installer Qualifications: A firm with minimum [three] years of experience installation of specified products in successful use on similar projects, including a full-time on-site supervisor with a minimum of [three] years of experience installing similar work, able to communicate verbally with a contractor, contract representative, and employees.
X. Single Source Responsibility: Provide glazing sealants by a single manufacturer responsible for testing of Project substrates to verify compatibility and adhesion of joint sealants.
Y. Preconstruction Manufacturer Laboratory Compatibility, Staining, and Adhesion Testing: Current manufacturer test data of products on matching substrates will be acceptable.
1. Adhesion: Use ASTM C 719 and ASTM C 794 to determine requirements for joint preparation, including cleaning and priming.
2. Compatibility: Use ASTM C 1087 to determine materials forming joints and adjacent materials do not adversely affect sealant materials and do not affect sealant color.
3. Stain Testing: Use ASTM C 510, ASTM C 1248, or ASTM D 2203 to verify non-staining characteristics of proposed sealants on specified substrates.
4. Pre-construction manufacturer laboratory testing is not required when sealant manufacturer can furnish data acceptable to Architect based on previous testing for materials matching those of the Work.
DELIVERY, STORAGE AND HANDLING
Z. Accept materials on site in manufacturer's unopened original packaging.
AA. Store primers and sealants in dry location with ambient temperature range of 60 to 80 deg. F (15 to 27deg. C).
ENVIRONMENTAL REQUIREMENTS
BB. Do not install primers or sealants when atmospheric temperatures or joint surface temperatures are less than 40 deg. F (4 deg. C).
SCHEDULING
CC. Schedule work so waterproofing, water repellents, and preservative finishes are installed after sealants, unless sealant manufacturer approves otherwise in writing.
DD. Ensure sealants are cured before concealing behind other materials.
WARRANTY
EE. Special Manufacturer's Warranty: Manufacturer's standard form in which joint sealant manufacturer agrees to furnish joint sealants to repair or replace those that demonstrate deterioration, adhesive or cohesive failure, or penetration of water under normal use in joint applications approved by manufacturer, within warranty period specified.
1. Warranty Period for Silicone Sealants: Five years date of Substantial Completion.
FF. Special Installer's Warranty: Original statement on Installer's letterhead in which Installer agrees to repair or replace joint sealants that demonstrate deterioration, adhesive or cohesive failure, or penetration of water within warranty period specified.
1. Warranty Period: Two years from date of Substantial Completion.

JOINT SEALANT ACCESSORIES
OO. Cylindrical Sealant Backing: ASTM C 1330, Type B non-absorbent, bi-cellular material with surface skin, or Type O open-cell polyurethane, as recommended by sealant manufacturer for application.
PP. Bond Breaker Tape: Polymer tape compatible with joint sealant and adjacent materials and recommended by sealant manufacturer.
QQ. Joint Substrate Primers: Substrate primer recommended by sealant manufacturer for application.
RR. Cleaners: Chemical cleaner’s acceptable to joint sealant manufacturer.
SS. Masking tape: Non-staining, non-absorbent tape product compatible with joint sealants and adjacent joint surfaces.

EXECUTION
EXAMINATION
UU. Examine joint profiles and surfaces to determine if work is ready to receive joint sealants. Verify joint dimensions are adequate for development of sealant movement capability. Verify joint surfaces are clean, dry, and adequately cured. Proceed with joint sealant work once conditions meet sealant manufacturer's written recommendations.
1. Verify aluminum framing finish material is compatible with proposed sealant.
PREPARATION
VV. Structural Silicone Joint Design: Install sealant in joint design configuration recommended by manufacturer and as follows:
1. Glue line thickness: 1/4 inch (6 mm) minimum and not to exceed 1/2 inch (13 mm).
2. Structural Bite: 1/4 inch (6 mm) minimum and equal to or greater than glue line thickness.
3. Bite-to-Glue line Ratio: 3:1 or less.
4. Design and fill joint using manufacturer's recommended sealant application procedures.
WW. Joint Surface Cleaning: Clean joints prior to installing joint sealants using materials and methods recommended by sealant manufacturer. Comply with ASTM C 1193.
1. Remove curing compounds, laitance, form-release agents, dust, and other contaminants.
2. Clean nonporous and porous surfaces utilizing chemical cleaners acceptable to sealant manufacturer.
3. Protect elements surrounding the Work of this section from damage or disfiguration. Apply masking tape to adjacent surfaces when required to prevent damage to finishes from sealant installation.
SEALANT APPLICATION
XX. Sealant and Primer Installation Standard: Comply with ASTM C 1193 and manufacturer's written instructions.
YY. Joint Backing: Select joint backing materials recommended by sealant manufacturer as compatible with sealant and adjacent materials. Install backing material at depth required to produce profile of joint sealant allowing optimal sealant movement.
1. Install joint backing to maintain the following joint ratios:
Joints up to 1/2 inch (13 mm) wide: 1:1 width to depth ratio.
Joints greater than 1/2 inch (13 mm) wide: 2:1 width to depth ratio; maximum 1/2 inch
(13 mm) joint depth.
2. Install bond breaker tape over substrates when sealant backings are not used.
ZZ. Masking: Mask adjacent surfaces to prevent staining or damage by contact with sealant or primer.
AAA. Joint Priming: Prime joint substrates when recommended by sealant manufacturer or when indicated by preconstruction testing or experience. Apply recommended primer using sealant manufacturer's recommended application techniques.
BBB. Temporary Glass Support: Use temporary fasteners, clips, two-sided adhesive, and other means to retain glass panels while sealant is applied and allowed to cure as approved by the design professional.
CCC. Liquid Sealant Application: Install sealants using methods recommended by sealant manufacturer, in depths recommended for application. Apply in continuous operation from bottom to top of joint vertically and horizontally in a single direction. Apply using adequate pressure to fill and seal joint width.
1. Tool sealants immediately with appropriately shaped tool to force sealants against joint backing and joint substrates, eliminating voids and ensuring full contact.
2. Install sealant free of air pockets, foreign embedded matter, ridges, and sags.
3. Tool exposed joint surface concave using tooling agents approved by sealant manufacturer for application.
DDD. Allow sealant to fully cure before adhesive is stressed. Use test specimens formed at time of sealant application to verify curing time. When cured, remove temporary glass supports.
EEE. Cleaning: Remove excess sealant using materials and methods approved by sealant manufacturer that will not damage joint substrate materials.
1. Remove masking tape immediately after tooling joint without disturbing seal.
2. Remove excess sealant from surfaces while still uncured.

52.211-6 BRAND NAME OR EQUAL (AUG 1999)
(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.
(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must--
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by--
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 60 calendar days after receipts of notice to proceed. * The time stated for completion shall include final cleanup of the premises.

(d) Inspection/Acceptance. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights--
(1) Within a reasonable period of time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
(f) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work.
