399 POWERHOUSE ROAD
PICKSTOWN, SD 57367
1. OVERVIEW.
1.1. Background. Approximately 18,066 acres of federal land is administered by the USACE Fort Randall Project.
Said land starts approximately 2 miles downstream of the Fort Randall Dam and continues upstream along both riverbanks of Lake Francis Case to the southern boundaries of the Lower Brule and Crow Creek Indian Reservations. Boundary maintenance and encroachment resolution are a component of our stewardship responsibilities.
1.2. Description of Services. The contractor shall provide all personnel, equipment, supplies, facilities, utilities, transportation, tools, materials, supervision, and other items necessary to complete fencing as defined in this SOW except for those items specified as government furnished services, facilities, utilities, equipment, and materials (Section 3). The contractor shall complete fencing on government land administered by the USACE Fort Randall Project that complies with the standards in this SOW. Services include: 1) fencing tasks for each parcel awarded as identified in Section 7 (Specific Tasks), 2) proper disposal of removed/waste materials at an authorized disposal site(s), and 3) preparation and submittal of invoice(s) for payment of services.
1.3. Place of Performance. The work to be completed under this contract shall be performed on designated parcels of federal land administered by the USACE Fort Randall Project, Pickstown, South Dakota 57367. The parcels are described as follows:
1.3.1. Base Award (Randall Creek WMA): Section 16, Township 95 North, Range 65 West of the 5th Prime Meridian, Gregory County.
1.3.2. Option 1 (Ft. Randall WMA): Section 17, Township 95 North, Range 65 West of the 5th Prime Meridian, Gregory County.
1.3.3. Option 2 (Randall Creek WMA): Sections 16 and 17, Township 95 North, Range 65 West of the 5th Prime Meridian, Gregory County.
1.3.4. Option 3 (Randall Creek WMA): Section 17, Township 95 North, Range 65 West of the 5th Prime Meridian, Gregory County.
1.4. Period of Performance. The period of performance for the base award shall be 60 days after notice of contract award, unless terminated sooner. Each additional option will extend the period of performance for 15 days, unless terminated sooner. The time stated for completion shall include final cleanup of the premises.
1.5. Type of Contract. Any contract resulting from this Request For Quotations (RFQ) will be a best value contract.
All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Bids will be evaluated based upon the following 3 factors:
1.5.1. Past Performance Factor: Contractor shall provide three (3) completed Form PPQ-0 Past Performance Questionnaires (see Attachment O) from customers with whom the contractor has completed fencing activities of similar size and scope to this contract within the past five (5) years.
1.5.2. Technical Factor: Contractor shall provide: 1) a list of current equipment and staffing proposed to be used on this contract, and 2) written summaries of three (3) previous job experiences completed within the last five (5) years that are similar in size and scope to this contract.
1.5.3. Cost Factor: Contractor shall provide legible bid prices for all line items on the enclosed bid sheet.
1.6. Inspection of Work Area(s). It is the prospective contractor’s responsibility to inspect the areas where services are to be performed to satisfy themselves of all general and local conditions that may affect the cost of performance of the contract. Enlarged maps and aerial photographs are available for review at the USACE Fort Randall Project Office in Pickstown, South Dakota. The prospective bidder shall base his bid on his personal site visit/field assessments, rather than from any maps, aerial photos, or estimates that may be furnished by the government as background/orientation information. In no event will a failure to inspect the sites constitute grounds for withdrawal of a bid after opening, or a claim after award of the contract. Site visits should be coordinated with the GPOC.
1.7. Bids. The prospective contractor’s bid prices for each parcel shall be inclusive of all costs, excluding government furnished services, facilities, utilities, equipment, and materials (Section 3) that might be incurred during this contract such as, but not limited to, mobilization fee, labor, lodging, fuel, mileage, equipment, rental fees, access fees, licenses, permits, insurance, etc. The information identified under provision 1.5. (Type of Contract) is required to accompany the bid submittal in order to be consider-ed a complete bid. The government may award a contract resulting from this solicitation consisting of a single line item only or any combination of line items.
1.8. Payment. For a contract resulting in the award of a single parcel, the contractor shall submit one itemized invoice for payment containing the contract number and date along with the contractor's name, billing address, and signature. For a contract resulting in the award of multiple parcels, partial payments may be authorized by the KO.
Upon authorization and at the contractor’s discretion, the contractor shall submit one itemized invoice for payment for each parcel that contains the contract number and date along with the contractor's name, billing address, and signature. All government furnished materials, both consumable (wood posts, wood rails, etc.) and non-consumable (ORV permit(s), access gate key(s), etc.), shall be returned to the POC before the final invoice will be accepted for payment.
