1.2 PURPOSE OF THE FACILITIES

1.2.1 Dormitory (144 Person)

This project consists of the design and construction of new four-story Dormitory buildings with 144 single-occupant bedrooms with associated, infrastructure, support spaces and facilities. Total allowable square footage shall not exceed 59,675 SF as defined by UFC 3-101-01 and its references.

1.3 FUNCTIONAL PLAN REQUIREMENTS

1.3.1 General

The facility, as described herein consists ofone Dormitory consisting of three buildings to house a total of 144 personnel to be located at Ellsworth Air Force Base, SD. The facility shall conform to the requirements of UFC 1-200-01 General Building Requirements and DORMS-4-AIRMEN design standard. In the event of a conflict, Designer of Record shall comply with requirements in this Contract (including bridging documents), the DORMS-4-AIRMEN standard, and UFC requirements - in that order of precedence. If a conflict between other reference documents or criteria occurs, the more stringent requirement shall govern.

Drawings have been provided in the appendices as bridging documents. The floor plans for this project are to be the basis of design for the intended floor plan layout as required under this RFP.

The overall building design and configuration has been developed by the Government and approved by the users. It was determined by the Government that this was the best solution to meet the users' needs for the design development of this project. However, other design solutions which slightly modify the furnished solution may be acceptable, and will be reviewed on their design merits against the furnished criteria, subject to Government approval.

Design alterations will only be allowed as required for the following:

a. Code compliance.

b. Material modular sizing considerations.

c. Economy of detail connections.

d. Access to/for building systems and utilities.

e. Accommodation of required structural, mechanical, plumbing, fire protection, electrical, and communication systems.

f. Handicap accessibility provisions.

The architectural drawings, specifications, design analysis and calculations to accurately show the extent of work, are to be provided as required for this proposal, for the charrette, 60 percent design, and the Final design submittals, and shall be in accordance Sections 01 33 00.32

DESIGN AND CONSTRUCTION DELIVERABLES/PROCEDURES 01 33 00.36 - 60 PERCENT

DESIGN REQUIREMENTS, and 01 33 00.38 - 100 PERCENT DESIGN REQUIREMENTS.

The project is based upon English measuring units, and all dimensioning shown on drawings shall be indicated in English units.

1.3.2 Facility Design

Approximate 35% design architectural drawings have been included in the appendices of this Contract as bridging documents. The Dormitory facility shall be designed to accommodate 144 bedrooms total and meet LEED Silver (v2009) certification requirements. Each building will be substantially identical and shall have two dorm modules (8 beds) on the first floor followed by four modules (32 beds) on the second and third floors, followed by two modules (8 beds) on the fourth floor. The facility shall conform to the requirements below and as listed in this Contract.

Fire separation walls and egress from the facility shall meet or exceed the requirements of NFPA 101 Life Safety Code. The facility shall be protected by an automatic fire sprinkler system throughout the building. See Section 01 86 13 FIRE PROTECTION REQUIREMENTS as well as UFC 3-600-01 Design: Fire Protection Engineering for Facilities.

1.3.3 Handicap Accessibility

These facilities are primarily intented for able-bodied, military personnel, but shall be designed in compliance with the Architectural Barriers Act (ABA) to the greatest extent practical within the requirements and limits dictated herein. Other accessible Dormitories are available elsewhere on Ellsworth AFB, so the dorm modules in this facility need not be fully-accessible. All public spaces, corrdiors and features outside of the dorm units shall be fully accessible. Requirements for vertical connection of accessible routes need not be met.

1.3.4 Elevator

Provide an elevator and all supporting features and infrastructure in each dormitory building. Accomodations shall be made in the design to accomodate the elevator and all associated systems. Accomodations include - but are not limited to - a pit, chase, overhead hoist beam, and mechanical and electrical systems. Elevator capacity shall not be less than 2,500 lb and shall be of a plan size/dimension sufficient to accomodate a standard dormitory bed as identified in the plans. Elevator shall be "holed" or "hole-less" hydraulic type of configuration adquate for the height and configuration of the proposed dormitory buildings.

1.3.5 Antiterrorism/Force Protection

This building shall include design provisions meeting the requirements of UFC 4-010-01, DOD Minimum Antiterrorism Standards for Buildings. This includes, but is not limited to, minimum setbacks from parking areas and vehicle access drives, glazing and blast resistance requirements, progressive-collapse, visual screening, HVAC intake louvers location requirements, and other protective features as outlined in the UFC.

1.3.6 Desired Exterior Image and Architectural Compatibility

This project represents the first phase of a new dormitory master plan at Ellsworth AFB. While this project will be the first-constructed application of that master plan, Ellsworth AFB has studied the desired aesthetic. The bridging documents in the appendices identify some of the essential aesthetic components that shall be into this project. Also note that Ellsworth AFB has many buildings that reference a "Prairie-Style" set of aesthetic queues. The buildings in this Project shall emphasize horizontal lines, large roof overhangs, and emply other "Prairie-School" techniques to create visual continuity between the buildings in this Project and existing "Prairie-Style" buildings on base. Required materials have been selected for the project to achieve the shared values of low operating and maintenance costs, energy efficiency, durability, and compatibility with other new construction on Base. Any materials not specifically identified shall also be selected with those shared values in mind.

1.3.7 Sustainable Design

The architectural design of this building shall include design features which incorporate and promote sustainable design principles for the built environment and shall be certified for LEED silver, as outlined in the U.S.

Green Building Council's USGBC LEED (Leadership in Energy and Environmental Design) Rating System, and the Air Force Sustainable Facilities Guide.

Refer to 01 11 00 SUMMARY OF WORK and LEED-BD+C Version 2009, Registered Project Checklist, for more information on LEED and sustainable design requirements.

1.3.8 Air Barrier

An air barrier shall be designed, installed, and tested as applicable following requirements in UFC 1-200-02 and UFC 3-101-01. The design drawings shall indicate air barrier limits and provide detail drawings and specifications for construction installation, inspection, and testing.

The building air leakage rate shall be determined by testing to 0.2 in.

water (50 Pa) and extrapolating the test results to 0.3 in. water (75 Pa).

The building air leakage rate must not exceed 0.4 cfm/ft2 (2.00 L/s-m2) when test results are extrapolated to 0.3 inches water (75 Pa). Use of 0.2 inches water (50 Pa) test pressure allows for the use of the building HVAC system to provide test pressure.

Use UFGS Section 07 05 23 Pressure Testing an Air Barrier System for Air Tightness in the project specifications.

1.4 TECHNICAL SPECIFICATIONS

Technical specifications shall be developed and coordinated with the drawings to accurately and clearly identify the selected products and installation requirements proposed for this facility.

Certain specifications and performance requirements, deemed critical to the project, have been included herein. Where requirements are not covered in the guide specifications, specification sections shall be prepared to cover those subjects and shall be in the same format as the RFP specifications.

1.5 TYPE AND METHOD OF CONSTRUCTION

1.5.1 Facility Construction

The facility shall be designed as permanent construction. The definition of permanent construction per MIL HDBK 1190 is, "Buildings and facilities designed and constructed to serve a life expectancy of more than 50 years, should be energy efficient, and must have finishes, materials, and systems selected for low maintenance and low life-cycle cost." Reference UFC 1-200-02 High Performance and Sustainable Building Requirements.

The overall building occupancy classification for the Dormitory (144 Room) project is Group R-2 per IBC 2015. Construction "Type V" shall be used for the facility. Provide fire protection, separation, and life safety features as necessary for the occupancy and type of construction listed.

1.5.1.1 Prefabricated Unit Construction Prohibited

Unitized construction where entire dorm units or modules are prefabricated off-site and then assembled or "stacked" on-site is prohibited on this project.

Panelized construction (Structural Insulated Panels "SIPs," panelized wall systems, etc) and other types of prefabricated assemblies are acceptable.

PART 2 PRODUCTS

2.1 ROOF

2.1.1 Standing Seam Metal Roof

2.1.1.1 Design Requirements

a. Panels shall be continuous lengths, not less than 22 GA, up to manufacturer's standard longest lengths, with no joints or seams, except where indicated or specified. Provide panels with intermediate ribs or striations to minimize oil-canning. Ribs of adjoining sheets shall be in continuous contact from eave to ridge. Individual panels of snap together type systems shall be removable for replacement of damaged material.

b. There shall be no exposed or penetrating fasteners except where shown on approved shop drawings. Fasteners into steel shall be stainless steel, zinc cast head, or cadmium plated steel screws inserted into predrilled holes. There shall be a minimum of two fasteners per clip. Single fasteners will be allowed when supporting structural members are prepunched or predrilled.

c. Snap together type systems shall have a capillary break and a positive side lap locking device. Field-formed seam type systems shall be mechanically locked closed by the manufacturer's locking tool. The seam shall include a continuous factory applied sealant when required by the manufacturer to withstand the wind loads specified.

d. Roof panel anchor clips shall be concealed and designed to allow for longitudinal thermal movement of the panels, except where specific fixed points are indicated. Provide for lateral thermal movement in panel configuration or with clips designed for lateral and longitudinal movement.

2.1.1.2 Design Conditions

The system shall be designed to resist positive and negative loads specified herein in accordance with the AISI SG03-3. Panels shall support walking loads without permanent distortion or telegraphing of the structural supports.

2.1.1.2.1 Wind Uplift

The design uplift pressures for the roof system shall be computed and applied using the components and cladding wind loads shown on the contract drawings.

The design uplift force for each connection assembly shall be that pressure given for the area under consideration, multiplied by the tributary load area of the connection assembly, and multiplied by the appropriate factor of safety, as follows:

a. Single fastener in a connection: 3.0

b. Two or more fasteners in each connection: 2.25

2.1.1.2.2 Roof Live Loads

Loads shall be applied on the horizontal projection of the roof structure.

The design roof live load and snow load shall be as given on the contract drawings.

2.1.1.2.3 Thermal Movement

System shall be capable of withstanding thermal movement based on a temperature range of 30 degrees F below zero and 160 degrees F.

2.1.1.2.4 Deflection

Panels shall be capable of supporting design loads between unsupported spans with deflection of not greater than L/180 of the span.

2.1.1.3 Structural Performance

The structural performance test methods and requirements of the Standing Seam Roofing Systems (SSRS) shall be in accordance with ASTM E 1592.

2.1.1.4 Snow Rail

A snow retention/rail system is required at locations indicated on Roof Plan. Snow rail system shall be designed to resist the vector forces resulting from the design roof snow loads. Calculate frequency of devices by using tested ultimate holding values for the device and a factor of safety of 2.0.

Contractor submittals are to include snow rail system frequency calculations specific to the product being submitted and documentation from an independent laboratory indicating holding strength of the device. Snow loads and loads imposed on the SSSMR by the snow guards shall be coordinated between the snow guard manufacturer and the standing seam metal roof manufacturer. Standing seam metal roofing, retention clips, subpurlins, and connections to structure shall be designed for the loads imposed on the roofing system by the snow rails.

2.1.1.5 Warranty Requirements

Furnish manufacturer's materials and workmanship warranty for the roofing system. The warranty period shall be not less than 20 years from the date of Government acceptance of the work. The warranty shall be issued directly to the Government.

The warranty shall include coverage for sustained wind speed and/or peak wind gusts up to 100 mph and shall provide that if within the warranty period the metal roofing system becomes non-watertight or shows evidence of corrosion, perforation, rupture or excess weathering due to deterioration of the roofing system resulting from defective materials or installed workmanship the repair or replacement of the defective materials and correction of the defective workmanship shall be the responsibility of the roofing system manufacturer.

This includes roof penetration items such as vents and curbs; interior or exterior gutters and downspouts; eaves, ventilating ridge cap, hip, valley, rake, gable, wall, or other roof system flashings installed and any other components specified within this contract to provide a weathertight roof system; and items specified in other sections of these specifications that are part of the SSSMR system.

Repairs that become necessary because of defective materials and workmanship while roofing is under warranty shall be performed within 7 days after notification, unless additional time is approved by the Contracting Officer. Failure to perform repairs within the specified period of time will constitute grounds for having the repairs performed by others and the cost billed to the manufacturer. The Contractor shall also provide a 2 year contractor installation warranty.

2.2 ROOF ACCESSORIES

Sheet metal flashings, boots, curbs, trim, moldings, closure strips, caps, snow guards, and other similar sheet metal accessories used in conjunction with primary roofing materials shall be of the same material compatible with the roof system provided.

Provide gutters only in areas required to divert water away from pedestrian access to the building and main entrances. Size in accordance with SMACNA 1793. Gutters shall drain at grade (via downspouts) to the subgrade site stormwater management system.

Fasteners shall be zinc-coated steel, corrosion resisting steel, zinc cast head, or nylon capped steel, type and size specified below or as otherwise approved for the applicable requirements.

A snow retention/guard system is required at all roof conditions that slope and terminate in the direction of an exterior door below. Snow guards shall be the metal bar or pipe type, compatible with the roof system provided. Snow guards shall be a product from a manufacturer regularly engaged in the production of such products and approved by the roofing material manufacturer for use on this project. Method of attachment must not void roofing material and roofing system warranties.

2.3 FALL PROTECTION ANCHORS

Provide roof-mounted fall protection anchor points to allow access to any roof-mounted mechanical equipment. Anchor points shall be compatible with the furnished roof system and meet all applicable OSHA loading and access requirements.

2.4 WINDOWS

Windows shall be tinted, laminated, low-E, insulated units. Window units shall have an R-value (Winter nighttime) of 3.5 or higher. Window frames shall be thermally broken aluminum. Windows in dorm modules shall be operable and meet ICC IBC emergency egress window size and clear opening requirements, regardless of what code exemptions may apply. Finish shall meet AAMA 2605. All operable windows provided shall have locks and insect screens. Fenestration flashing for window, louver, door, and other wall penetrations shall be a self-adhering sheet product conforming to AAMA 711 designed for use at wall fenestration openings to bridge the interface between the rough opening and the building envelope. An example of an acceptable product is DuPont's "FlexWrap NF", or an approved equal. The fenestration flashing shall be compatible with the exterior sheathing, weather barrier, and adjoining materials. Windows shall comply with applicable portions of UFC 4-010-01, DOD Minimum Antiterrorism Standards for Buildings.

2.5 CURTAINWALL/STOREFRONTS

Curtainwall and storefronts shall be provided in the general size and configuration indicated in the bridging documents. Glazing units shall be tinted, laminated, low-E, and insulated. Curtainwall units shall have an R-value (Winter nighttime) of 3.5 or higher. Spandrel glazing, as required, shall also be installed as a glazing unit. Frames shall be thermally broken aluminum. Finish shall meet AAMA 2605. Fenestration flashing shall be a self-adhering sheet product conforming to AAMA 711 designed for use at wall fenestration openings to bridge the interface between the rough opening and the building envelope. An example of an acceptable product is DuPont's "FlexWrap NF", or an approved equal. The fenestration flashing shall be compatible with the exterior sheathing, weather barrier, and adjoining materials. Curtainwalls and storefronts shall comply with applicable portions of UFC 4-010-01, DOD Minimum Antiterrorism Standards for Buildings.

2.6 EXTERIOR CLOSURE AND WALL FRAMING

Exterior construction and detailing shall follow "cavity wall" with masonry veneer best practices and industry standards. Exterior envelope shall be comprised of the items identified below:

a. Exterior Cladding (see bridging documents)

b. Air space (at masonry veneer)

c. Weather/air barrier

d. Continuous rigid insulation (at masonry veneer)

e. Exterior sheathing

f. Exterior wall framing with batt or spray foam insulation in stud cavity

g. Vapor or air barrier as required

h. Gypsum wall board

i. Finish as required

Alternative framing (such as Structural Insulated Panels (SIPS)) and cladding systems may be acceptable, and will be reviewed on their design merits against the furnished criteria, subject to Government approval. All selections and detailing will be evaluated for their conformance to the established aesthetic preferences, durability, maintenance and the intended design life of the facility.

Exterior wall framing shall be Type V whenever possible. Protect construction in accordance with NFPA 101, ICC IBC and UFC 03-600-01, as applicable. Other types of construction be allowed if deemed necessary to meet ATFP, progressive collapse, or life safety criteria. Wood framing shall conform to the requirements identified in UFGS 06 10 00 ROUGH

CARPENTRY.

The building envelope shall meet all applicable UFC, ASHRAE, and LEED criteria applicable to this type of facility.

2.7 MASONRY

Provide exterior cladding and closure with the materials described below:

2.7.1 Split-Face Concrete Masonry Units (CMU)

Provide CMUs of a size, type, and texture compatible with existing materials found on base and that mimicks the aesthetic reference images found in the bridging documents.

Cement shall have a low alkali content and be of one brand. Units may contain post-consumer or post-industrial recycled content. Units shall be of modular dimensions and air, water, or steam cured. Minimum compressive strength (average of 3 units) shall be 1900 psi as per ASTM C 90.

a. Hollow Load-Bearing Units: ASTM C 90, made with lightweight, or medium weight,or normal weight aggregate.

b. Solid Load-Bearing Units: ASTM C 90, lightweight, medium weight, or normal weight units.

2.7.1.1 Aggregates

Lightweight aggregates and blends of lightweight and heavier aggregates in

SECTION 01 82 00 Page 15 proportions used in producing the units, shall comply with the following requirements when tested for stain-producing iron compounds in accordance with ASTM C 641: by visual classification method, the iron stain deposited on the filter paper shall not exceed the "light stain" classification.

Use industrial waste by-products (air-cooled slag, cinders, or bottom ash), ground waste glass and concrete, granulated slag, and expanded slag in aggregates. Slag shall comply with ASTM C 989; Grade 80, 100, or 120.

2.7.1.2 Kinds and Shapes

Units shall be modular in size and shall include closer, jamb, header, lintel, and bond beam units and special shapes and sizes to complete the work as indicated. In exposed interior masonry surfaces, units having a bullnose shall be used for vertical external corners except at door, window, and louver jambs. Radius of the bullnose shall be 1 inch. Units used in exposed masonry surfaces in any one building shall have a uniform fine to medium texture and a uniform color.

2.7.2 Oversized Clay or Shale Brick (Light and Dark)

Brick size, type, color, and coursing shall mimick the aesthetic precedences found in the bridging documents. Clay or shale brick veneer shall be masonry units conforming to ASTM C 216, Type FBS. Color range and texture shall be selected to match adjacent existing construction. Brick units shall be delivered factory-blended to provide a uniform appearance and color range in the completed wall. Grade SW shall be used for all brickwork.

2.7.3 Precast Stone Trim, Edging, Coping, Headers, Sills, etc.

Provide precast concrete stone shapes in sizes, colors, and configurations necessary to mimic the aesthetic illustrated in the bridging documents.

2.7.3.1 Physical Properties

ASTM C 1364. Provide the following:

1. Compressive Strength - ASTM C 1194: 6,500 psi minimum for products at 28 days.

2. Absorption - ASTM C 1195: 6% maximum by the cold water method, or 10% maximum by the boiling method for products at 28 days.

3. Air Content – ASTM C 173 or ASTM C 231, for wet cast product shall be 4-8% for units exposed to freeze-thaw environments. Air entrainment is not required for VDT products.

2.7.3.2 Fine Aggregates

ASTM C 33, except for gradation. Manufactured or natural sand.

2.7.3.3 Coarse Aggregates

ASTM C 33, except for gradation. Aggregates shall be quartz, limestone, marble and / or other materials required to produce the referenced color and texture finish.

2.7.3.4 Portland Cement

Portland cement shall comply with ASTM C 150 Type I and be a combination of white cement and buff cement proportioned to achieve the referenced color and texture. The portland cement blend shall not consist of fly ash, pozzolan and/or ground slag.

2.7.3.5 Colors

Inorganic iron oxide pigments, ASTM C 979 except that carbon black pigments shall not be used.

2.7.3.6 Admixtures

ASTM C 260 for air-entraining admixtures. Other admixtures: ASTM C 494 for water reducing, retarding or accelerating. Certify that admixtures are free of chlorides.

2.7.3.7 Water

Fresh, clean, and potable.

2.7.3.8 Reinforcing

ASTM A 615/A 615M. Reinforcing steel shall be galvanized or epoxy coated when clearance to an exterior face is 1-1/2 inches or less. Reinforce the units as recommended by the Cast Stone Institute Technical Manual and for safe handling and structural stress.

a. Minimum reinforcing shall be 0.25 percent of the cross section area.

b. Panels and similar stones greater than 24 inches in one direction shall be reinforced in that direction. Units less than 24 inches in both their length and width dimension shall be non-reinforced unless otherwise specified.

c. Welded wire fabric shall be ASTM A 82 where applicable for wet cast units. Welded wire fabric reinforcing shall not be used in dry cast products.

2.7.3.9 Anchoring Devices

All anchors, dowels and other anchoring devices and shims shall be standard building stone anchors commercially available in non-corrosive brass or Type 304 stainless steel.

2.7.4 Mortar

Provide masonry mortar of type and mix applicable to the install condition.

Color shall mimic the selections found on the adjacent FY2000 Dormitory -for the corresponding location of placement.

Mortar shall conform to ASTM C 270, Type S. Mortar mix shall be based on proportion specifications. Laboratory testing of mortar shall be in accordance with the preconstruction evaluation of mortar section of ASTM C 780. Cement shall have a low alkali content and be of one brand.

Aggregates shall be from one source.

2.7.4.1 Masonry Cement

Masonry cement in conformance with ASTM C 91 may be used in the mortar.

When using a masonry cement a comparative test shall be performed between a Portland cement-lime mortar and the masonry cement mortar proposed for the project to evaluate the ASTM C 1072 bond and the ASTM C 780 compressive strength of the two mixes. The test shall be conducted with the proposed masonry units for the project.
